construction of columns, or any work beyond the st4ge of excavation; or
the placement of a manufactured home on a£oundation. Peraanent
constructioa does not include l,and preparation, such as, clearing,
grading, and filling, nor does it include the installation of streets
and/or walkways; nor does it include excavation for a basement, '
footinga, piers or foundations or the erection -of temporary forms; nor
daes it include the installation on the property of accessory buildings,
such as garages or aheds not occupied as dwelling units or noC part of
the main structure.
(22) "STRUCTURE" means a waJ.led and zoofed building, including agas or
liquid stor'age tank, that is principally above ground.
(23) "SUBSTANTIAL IMPROVEMENT" means any repair, reconstruction, or
improvement of a structure, the cost of which equals or exceeds 50
percent of the fair market val.ue of the structure either:
(a) before the improvement or repair is started, or
(b) if the structure has been damaged and is being restored, before
the damage accurred. For the purposes of th1.s def. inition,
"substantial improvement" is co nsidered to occur when the first
alteration of any wall, ceiling, floor, or other structural parz
of the building cammences, whether or not that alteration affects
the external dimensions of the strucCure.
The Cerm does not, however, include either:
(c) any project for improvement of a structure to comply with existing
staCe or loeal health, sanitary, or safety code speci£ications
which are solely necessary to assure sate living conditions, or
(d) any alteration of a stzucture listed on the National Register of
Historic places, a SCate Inventory of Historic Places or locally
designated landmarks.
(24) "UNNUMBERED A ZONES" means the special flood hazard areas where detailed
engineering studies are not available for floodplain management.
On-site inspections may be necessary in order to determine from the best
availabZe information the elevation of the regulatory flood in such
areas.

(25) "VARIA.NCE" means a grant of relief from the requirements of this chapter
which permits construction in a manner that would otherwise be
prohibited by this chapter.
(26) "WETLAND" means those areas that are inundated by waCer with a f requency
suff icient to support, and under normal circumstances does or would
support, a prevalence of vegetative or aquatic life that :equires
saturared or seasonally saturated soiI conditions far growth anci
reproduction. Wetlands generally include swamps, marshes, bogs, ancl
similar areas such as slough8, potholes, wet meadowa, river overflows,
mud flats, and natural ponds.
(27) "WORKS" means nny bulkhead, dock, dam, wal.l, wharf, embankment, levee,
dike, pile, bridge, improved road, abutmenrs, projection, excavation,
channel rectification, conduit, culvert, wire, fence, rock, grave2,
refuse, f:Cll or other similar modification or improvement attaclled to,
or affixed upon, the realty. .
3.20.450 Lands to Which Chapter Applies. This chapter shall apply to a1.1
areas of special flood hazards within the jurisdiction of Spolcane County.
3.20.060 Basis for Establishing the Areas of Special Flood Hazard. The areas
of special flood hazard identiFied by the Federal Tnsurance Administration in a
scientific and engineering report entitled "The Flood znsurance Study for Spokane
County" with accorupanying Flood Insurance maps, dated May 17, 1988, and any
revisions Chereto, are hereby adopted by reference and declared to be a part of
this chapter. Copies of sai.d study, maps and any revisions are available at tlle
office of the County Engineer.

CALL TO ORDER: The meeting was called to order at approximately
10:00 a.m. by the Department of Buildings Code Compliance
Coordinator Tom Davis, with the following in attendance.

SCOPE/PROJECT DESCRIPTION:
I. General Overview - Proposed is Phase II of Carmel of Holy
Trinity Church/Convent. Proposed in this phase is additional rooms
and the chapel. Phase I was the subject of a Pre-Construction
Conference on August 1, 1990. '
SUMMARY OF DEPARTMENTAL REOUIREMENTS:
I. Planning Department (456-2205)
A. Discussion/Requirements
1. Scott Engelhard will verify with the zoning
administrator that the requirements for Phase II have
already been met through the previous building permit for
Phase I.
B. Permit Release Requirements
1. The Planning Department will release their portion of
the building permit once verif ication has been made that
all requirements•have been satisfied.

i II. Engineering Department (456-3§00)
A. Discussion/Requirement
1. Comments were given to the applicant and Building and
Safety by Bob Turner.
2. The applicant stated that the proposed will have a
tile roof, therefore 208 drainage swales will not be
required for this phase. Stormwater runoff may be
connected directly to a drywell. -
Bob Turner will check with the Engineering Department
o see if a Flood Zone Permit is required for this phase
and get back to the applicant. The lowest floor elevation
must be higher than 2013.0.

4. The applicant asked if it would be possible to have a
` root cellar in the flood zone. Bob Turner stated that he
would look into the matter and get back to the applicant.

B. Permit Release Requirements
l. Submit a revised site plan illustrating new and
existing facilities.
2. Verif ication on whether or not a Flood Zone Permit is
required for this phase.
III. Health District (456-6040) A. Discussion/Requirements
1. All construction debris is to be taken to a licensed
landfill.
B. Permit Release Requirements
1. The Health District has released their portion of the
building permit.
IV. Department of Buildings (456-3675)
A. Discussion/Requirements
1. Plan review has been completed on preliminary plans
by Tom Postlewaitt. ,

2. Tom Postlewait stated that he would meet with the
applicants after the meeting to discuss the revisions to
be made on the plans.
B. Permit Release Requirements
1. Two complete revised sets of plans addressing the
items discussed during and after the meeting and other
items from the plan review letter needs to be submitted
for review and approval.
COIINTY ACTION:
Scott Engelhard will check with the zoning administrator to verify
that all requirements for this proposal have been met through
previous permits.
Bob Turner will verify with the Engineering Department if a Flood
Zone Permit is required for the proposed, and he will also check to
see if a root cellar will be allowed in the flood zone.
APPLICANT'S COMMENTSIACRNOWLEDGEMENT:
The applicant acknowledged that all comments/requirements were
understood and had no further questions at this time regarding
permit requirements.
CORRECTIONS:
To minutes or changes from what appears in the minutes, we should be
notified within one day of your receipt of these minutes.
To site plans as required by any or all of the above-listed
departments shall be submitted to the Department of Buildings who
will then distribute accordingly to those departments.
ADJOIIRNMENT: There being no further business, Tom Davis thanked the
applicant and the departments for their participation and reminded
all that he should be contacted if there are any unforeseen problems
which may arise.

AGREEMENT WAIVING PROTEST TO FORMATION OF ROAD IMPROVEMENT DISTRICT:
KNOW ALL.MEN BY THESE PRESENTS, That Malloy Family Partnership (Leonard A. and
Julia A. Malloy) Partners
being the owners of the following described lands in consideration of Mutual
Benefits to be hereafter derived do for themselves, their heirs, grantees and
assigns, hereby agree to the following:
There may be a need in the future to construct a public road to serve the
lands herein described. Said road shall be constructed in accordance caith
the r_hen adopted County road standards for pub.lic roads. Said road to
follow, as near as practicable, the existing County road right of way.
If additional right of way is required, the owners, their heirs and/or
assigns agree to deliver to Spokane County a properly signed and executed
Right of Way Deed covering the required additional right of way.
. The owner(s) or successor(s) in interest agree to authorize Spokane County
to place their name(s) on a petition for the formation of a Road
. Improvement District (RID) by the petition method pursuant to Chapter
36.88 RCW, which petition includes the owner(s) property, and further not
-to object, by the signing of a ballot, to the formation of a RID by tlie
resolution method pursuant to Chapter 36.88 RCW, which resolution includes
the owner(s) property. If a RID is formed by either the petition or
reso?ution method, as provided for in Chapter 36.88 RCW, rhe owner(s) or
successor(s) further agree: (1) that the improvements or construction
contemplated within the proposed RID is feasible, (2) that the benefits
to be derived from the formation of the RID by the property included
therein, together with the amount of any County participation, exceeds the
cost and expense of formation of the RID, and (3) that the property
within the proposed RID is sufficiently developed. Provided, further, the
owner(s) or successor(s) shall retain the right, as authorized under RCW
36.88.090, to object to any assessment(s) on the property as a result of
the improvements called for in conjunction with the formation of a RID by
either petition or resolution method under Chapter 36.88 RCW and to appeal
to the Superior Court the decision of the Board of County Commissioners
, affirming the final assessment roll.
By allowing a building permit to be issued on property having access from
an unmaintained County road, Spokane County assumes no obligation for said
road, and the owners hereby acknowled'ge that the County has no obligation
of any kind or nature whatsoever to establish, examine, survey, construct,
alter, repair, improve, maintain, provide dr.ainage or snow removal on said
road. The requirement is and shall run with the land and shall be binding
upon the nwiicrs, their hei.r.s, successors or assigns, until said roctcl is
improved Co County standards and accepted Uy the County for maintenance.
The above conditions and covenant apply to the £ollowing described property:
The Northeast Quarter (NEJ) of the Northwest Quarter (NW}) of the Southeast
Quarter (SEI) and also the Northwest Quarter (NWJ) of the Northeast Quarter
(NEO of the Southeast Quarter (SEJ) of Section 33, Township 25 North, Range

Dear Bob,
After our meeting regarding road plans for the extension of Wilbur
Road I spoke again with Chuck Simpson requesting a letter to your
Department indicating that we are presently preparing said road plans.
I spoke with him again this a.m, and he said he would get this letter
done today.
In our meeting we also discussed drainage and 208 areas. We have
shown a finished floor of the Convent at 2013.5', 1'-6" above the
current 100 yr flood plain. Finished grade around the building corners
is 2012.0' and slopes away. We have established a required number of
parking stalls with the Planning Dept, and will have no problem in
providing the required 208 swale, which brings me to my next point.
Until we receive the approved road drainage plans from Simpson we
cannot design or locate the required 208 areas. I have shown all the
required 208 for the building and parking below. We have spotted the
swale for the building and will locate the parking 208 adjacent to
west side of the parking lot. I have included a sketch showing the
intended 208 Swale areas for the Building,_Parking Lot::and=.Driveways
and will set final grades according to the road plans. Please see
attached.

I a,m curren-tly preparing Architectural plans for aconvent f4r
Carmel of the Holy Trinity. This project will be located in the Spokane
valley, vn Wilbur Road north of Dishman Mica Highway. Isee that a
number of Pre-Application Conferences have been heldf p,rior to my
involementf dated 7-28, 7-31, and 8-1 of 1989. Minutes from these
meetings indicate that we are classified as aR-1 Occupancy.
As zexplained in our meeting this morning, this Project will be
built in two phases. Phase One will be for the east portion of the
north wing for a tatal of 1470 SF, Phase One will have two le~els, as
wi11 Phase Two. Ground Floor Level of Fhase One wi1i consist of temp-
orary Kitchen and Dining faci],ities, Restrooms, Storage and a Pantry.
'T°he Secvnd Leve3 will consist of 3 Gu~st Rooms and a Rest Rvom with
hsowers, This first Phase w311 have Iess than 10 Raoms, with no pra-
vision for handicap or the general public, Pase Two will incorporate
the required handicap Guest Room with rest room as well as handacap
accessible public rest rooms with lever hardware, etc.
We are currently examining t~e different merits and requrrements
of Types VN and V 1hr can~~ruction as i,rell as sprinkleriag the build-
ing as we discussedrt We are al5o exploring the possibility of in,tro-
ducing a2 hr Area Separation in Phase Two, I would like to pursue

Dear Bob,
After aur rneeting regarding road plans fvr the extension of Wilbur
Road Ispoke again with C'huck Simpson requesti.ng a letter to your
Department indicating that we are presently preparing said road plans.
I spoke with him again this a.m. and he said he would get this letter
done today.
In our meeting we alsv diseussed drainage and 208 areas. We have
shown a finished floor of the Convent at 2013.5', 1r-6" above the
current 100 yr flaod pIain. Finished grade araund the building corners
i s 2012.0' and slopes away.we have establ i shed a arequired number of
parking stalls with the Planning Degt. and will have no problem in
providing the reguired 208 swaler which brings me to my next point.
[Tntil we receive the approved road drainage plans fram Sa,mpson we
cannot design ar lacate the required 208 areas. I have shawn all the
required 208 for the building and parking below. We have spotted the
swa le for the build ing and wi 11 locate the parking 208 adjacent to
west side of the garking lot. I have included a sketch showing.-the
intended 208 Swale areas for the ,Building.; . Farking-, Lot~ and{-Dr-ivewa-ys
and wi 1l set f inal grades according to the road pians. Please see
attached.

KNOW ALL MEN BY THESE PRESENTS, That Malloy Family Partnership (Leonard A. and
Julia A. Malloy) Partners
being the owners of the following described lands in consideration of Mutual
Benefits to be hereafter derived do for themselves, their heirs, grantees and
assigns, hereby agree to the following:
There may be a need in the future to construct a public road to serve the
lands herein described. Said road shall be constructed in accordance with
the rhen adopred County road standards for public roads. Said road to
follow, as near as practicable, the existing County road right of way.
If additional right of way is requzred, the owners, their heirs and/or
assigns agree to deliver to Spokane County a properly signed and executed
Right of Way Deed covering the required additional right of way.
The owner(s) or successor(s) in interest agree to authorize Spokane County
to place their name(s) on a petition for the formation of a Road
Improvement District (RID) by the peta.tion method pursuant to Chapter
36.88 RCW, which petition includes the owner(s) property, and further not
to object, by the signing of a ballot, to the formation of a RID by the
resolution method pursuant to Chapter 36.88 RC4J, which resolution includes
the owner(s) property. If a RID is formed by either the petition or
reso:i.ution method, as provided for in Chapter 36.88 RCW, the owner(s) or
successor(s) further agree: (1) that the improvements or construction
contemplated within the proposed RID is feasible, (2) that the benefits
to be derived f rom the formation of the RID by the property included
therein, together with the amount of any County participation, exceeds the
cost and expense of £ormation of the RID, and (3) that the property
within the proposed RID is sufficiently developed. Provided, further, the
owner(s) or successor(s) shall retain the right, as authorized under RCW
36.88.090, to object to any assessment(s) on the property as a result of
the improvements called for in conjunction with the formation of a RID by
either petition or resolution method under Chapter 36.88 RCW and to appeal
to the Superior Court the decision of the Board of County Commissioners
affirming the final assessment roll.

By allowing a building permit to be issued on property having access from
an unmaintai.ned County road, Spokane County assumes no obligation for said
road, and the owners hereby acknowledge that the County has no obligation
of any kind or nature whatsoever to establish, examine, survey, construct,
alter, repair, improve, maintain, provide dr.ainage or snow removal on said
road. The requirement is and shall run with tre land and shall be binding
tipon thc owiiers, thcir heirs, successors ar assigns, until said roacl is
improved to County standards and accepted by the County for maintenance.
The above conditions and covenant apply to the following described property:

Quarter (SEJ) and also the Northwest Quarter (NWJ) of the Northeast Quarter

CALL TO ORDER: The meeting was called to order at approximately
10:30 a.m. by Building and Safety's Code Compliance Coordinator Tom
Davis, with the following in attendance.

SCOPE/PROJECT DESCRIPTION: I. General Overview - Proposed is the construction of a 4800
square foot convent and chapel. At this time the applicants stated
that there are plans for future additions to the proposed, the total
square footage for all additions would be 8700 square feet. There
will be a maximum of 23 people residing in the convent at one time.
The convent will house 21 cloistered nuns, a caretaker and a
chaplain. The capacity for the chapel is approximately 75 people.
Also the area enclosed by the 10 foot fence will be utilized as
orchards and gardening to sustain the convent.
II. Construction Time - The applicants stated that they would like
to occupy the proposed by January 1990.

SUMMARY OF DEPARTMENTAL REOZJIREMENTS: ,
I. Planning Department (456-2205)
A. Discussion/Requirements
1. The property was segregated in 1967, however the
Planning Department has no record of the Certificate of
Exemption being filed. A Certificate of Exemption needs
to be filed with the Planning department, which is an
administrative action.
.
2. The proposed is located in Agricultural zone. A
church and a convent as an accessory use are permitted.
3. The proposed 10 foot wall will require a separate
building permit. The wall will need to meet setback and
height requirements. However John Harrington will. check
with Steve Horobiowski to determine whether the fence
would comply with the height requirement for fences within
a residential zone.
4. It was determined that the property does not have
frontage on a county maintained road, therefore requiring
the issuance of a variance. The required frontage for achurch facility is 125 feet.
5. Parking spaces for the chapel is based on one space
per four seats or one space per eight linear feet of pew.
Landscaping associated with the parking shall consist of a
landscape feature no less than 32 square feet in area and .
be located no more than 60 feet from any parking space.
B. Permit Release Requirements
1. A road frontage variance will be required for Wilbur
Road.
2. A landscaping plan associated with the parking shall
be submitted for review and approval. Also an estimate
from a nursery, including size, type and quantity along
with a promissory letter from the owner stating the
landscaping will be installed shall be submitted.
II. Engineering Department (456-3600)
A. 'Discussion/Requirements
1. Comments were given to the applicant and Building and
Safety by Bob McCann.

2.. Please submit a drainage plan for the proposed site.
+ At a minimum the plan shall contain th'e following:
drainage calculations for stormwater-volumes generated on
site, calculations for total impervious surfaces contained
within the site, finished gra3e elevations for structures
to be constructed on site, finished grade elevations at
the tip and bottom of the 208 swale, a typical cross
section of the 208 swale, calculations to justify the
number and type of drywells proposed an3, elevation of
drywell inlets where applicable.
, 3. Please submit a copy of a recorded property deed for
the property so that an RID/CRP agreement for Wilbur Road
can be prepared.
4. Please submit road and drainage plans for street
improvements proposed within the Wilbur Road Right of Way.
5. Please obtain an approach permits for any driveway
approaches-to the County Road System.
6. Bob McCann stated that Wilbur Road is a non-maintained
County Right of Way. His concern is the amount of public
usage of the road. He stated that a possible option to a
variance for the road is to upgrade the road to county
standards. Boh said that he would research the
possibility and get back to the applicant.
B. Permit Release Requirements
1. A portion of the property may be subject to the Flood
Zone Insurance program. A survey may be required for
structural elevation verification.
2. Please obtain an approach permit for an approach to
Dishman-Mica Road.
3. Please submit a road plan for Wilbur Road and a
drainage plan as described above for review and approval.
4. The use of Wilbur Road and the extent of improvements
need to be determined.
III. Health District (456-6040)
A. Discussion/Requirements
1. The maximum amount of full time occupants to the
convent will be 23. The anticipated maximum flow for an
on site sewer system for the entire site is 120 gallons
per bed per day.

. , For the chapel the maximum flow will be three.gallons per
seat per day. The Health District will accept a water
meter reading fr•om another convent in lieu of the figures
above.
2. If it is determined that a portion of the property
lies within a designated flood zone, the drainfield will
be required to be located so that a minimum of three foot
separation exists between the bottom of the drain field
and the highest flood elevation. Therefore the depth of
area needed to accommodate a drainfield is at least six
. feet should a flood level problem exists, there are other
options available to the applicant.
3. Being a possibility of fertilizers and pesticides
being used in conjunction with the agricultural activity a
critical materials listing shall be submitted to Building
and Safety for review.
4. If it is determined that the applicant is a critical
. materials user a"Sampling Agreement"~ wh-ich involves
sampling of the effluent of the septic tank on an annual
basis, shall be signed and returned to the Health
District. Cost for obtaining and processing the sample
shall be paid by the applicant.
5. A ULID Statement is required for the proposed. This
statement may be processed at the time the permit for the
sewage disposal system is applied for.
6. No one site wells will be allowed.
7. All construction debris must be taken to a licensed
landfill.
B. Permit Release Requirements
1. Please apply for a sewage permit for the proposed
proj ect .
IV. • F'ire District No. 1(928-2462) "
A. Discussion/Requirements
1. The fire flow for the proposed project is 3000 gpm.
z. 7'wo additional hydrants are required for the proposed
project. The hydrants are to be located at the North and
the South end of the parking lot.

3. To obtain the necessary fire flow it may be necessary
J to obtain water from Spokane Water District Nb. 3 or Model
Water District. Presently wate'r is available through
-Chester Water District which may not be capable of
providing sufficient water flow to meet the fire flow
requirement.
V. Building and Safety (456-3675)
A. Discussion/Requirements
, 1. Plan review has been completed on site plans only and
a letter has been sent to the applicant.
2. The proposed building is classified as a Group R,
Division 1 occupancy. The site plan indicated future
expansion of the convent would place the building over the
allowable area. Occupancy separation walls, area
separation walls and/or an automatic sprinkler system may
be needed to maintain thE allowable floor area permitted.
3. Group R, Division 1 occupancies having more than 3000
square feet of floor area above the first story shall be
af not less than one-hour fire-resistive construction
throughout.
4. Please illustrate on the site plan the number of
parking stalls, and signage for the handicap.
5. Please submit an updated critical materials listing to
Building and Safety for review.
6. Special inspections are required for concrete if over
2,500 p.s.i.
B. Permit Release Requirements
1. Two complete revised sets of plans addressing the
items discussed during and after the meeting and other
items from the plan review letter needs to be submitted

for review and approval.

There may be a need in the future to construct a public road to serve the
lands herein described. Said road shall be constructed in accordance with
the then adopted County road standards f or public roads. Said road to
follow, as near as practicable, the existing County road right of way.
If additional right of way is required, the owners, their heirs and/or
assigns agree to deliver to Spokane County a properly signed and executed
Right of Way Deed covering the required additional right of way. The owner(s) or successor(s) in interest agree to authorize Spokane County
to place their name(s) on a petiti.on for the formation of a Road
Improvement District (RID) by the petition method pursuant to Chapter
36.88 RCW, which petition includes the owner(s) property, and further not

resolution method pursuant to Chapter 36.88 RCW, which resolution includes
the owner(s) property. If a RID is formed by either the petition or
resolution method, as provided for in Chapter 36.88 RCW, the owner(s) or

SCOPE/PROJECT DEBCRIPTION:
I. General Overview - Proposed is the canst,ruction af a 4800
square foot convenr and chapel. At this time the applicants stated
that there are plans for future additions to the proposed, the total
square foatage for all additions would be 8700 square feet. There
will be a maximum of 23 peaple residinq in the eonvent at one time.
The convent will house 21 cloistered nuns, a caretaker and a
chaplain. The capacity for the chapel is approximately 75 people,
Also the area enclosed by the 10 faat fence will be utilized as
orchards arid qardening to sustain the convent.
II. Construction Time - The applicants stated that they would like
to occupy the proposed by January 1990.

A. Discussion/Requirements '
1. The property was segregated in 1967, hawever the
Planning Department has no record af the Certificate of
Exemption being filed. A Cextificate of Exemptian »eeds
tia be filed with tihe Planning department, which is ari
administrative action.
, 2. The proposed is located in Agricultural zone. A church and a cQnvent as an accessory use are permitted.
3. The proposed 10 foat wall will require a separate
building permit. The wall will need to meet setback and
height requirements. However John Harringtan wi],1, check
with Steve Horabiowski to determine whethex the fence
would comply with the height requirement far fenees within
a resfdential zone.
4, xt was determined that the property does not have
frontage on a county maintained road, therefore requiring
tihe issuance of a variance. The required frantage far achurch facility is 125 feet.
5. Parking spaces for the chapel is based an ane space
per four seats or ane spaoe per eight linear feet of pew.
Landscapinq associated witli the parking shall consist of a
landscape feature no less than 32 square feet in area and
be located na mare than 60 feeti from any parking space.
B. Permit Release Requirements
1. A xoad frontage variance will be zequixed far wi.].bur
Road. 2. A landscapinq plan assoCiated with the parkittg shall
be submittied for review and approval. AIsa an estimate
from a nursery, including size, type atid quantity along
with a promissary 1etter fram the owner statinq the
landscaping will be installed shall be submitted.
11. Engineering Department (456-3600)
A. Discussian/Requirements
1. Comments were given to the applicant and Building and
Sa fety by Bob McCann.

At a minitnum the plan shal1. `cont4in the following:

to be constructed on site, finished grade elevations at
the tip and bottom of the 208 swale, a tiypical cross
sectian of the 208 swale, calculations ta justify the
number and type of drywella propased and, elevation of drywell inleCs where appl.icable.
, 3. Please submit a copy of a Xecorded propertX deed for
the property so that an RXb/CRP agreement for Wilbur Road
cari be prepared.
4. Please submiti road and drainage plans far street
improvements propased within the wilbur Raad Right of way.
5. Please obtain an appraach permits for any driveway
approaches to the County Road System.
6. Bob McCann statec3 that Wilbur Road is a non-maintained
County Riqht of Way. His concern is the amount of public
usage of the road. He stated that apossible option to a
variance for the road ir. to upgrade the xoad to county
standaxds. I3ob saia that he would research the
possibility and get back to the applicant.
8. Permit Release Requirements
1. A portion of the property may be subj ect ta the Flood
Zone Insurance program, A survey may be requized for
structural ele'vation verification.
2. Please obtain an appraach permit for an appx'oach to
Dishman-Mica Road.
3. Please submit a road plan far Wilbux Road and a
drainage plan as described above for review and approval.
4. The use of Wilbur Road and the extent of i'mprovemetttis
need to be determined.
III. Health District (456-6040)
A. biscussion/Requirements
l. The maximum amount of full time accupants to the
convent will be 23. The anticipated maximum flow for an
on site sewer system for the entire site is 120 gallans
per bed per day.

° For the chapel the maximum flow will be three gallons per
seat per day. The Healtn District wi1.l accept a watier
meter reading trom anather canvent in lieu of the figures above. ~

2. If it is determined that a portiion of tihe property
lies within a designated flood zone, the drainfield will
be required to be lacated so that a minimum of three foot
separation exists between the botitam of the drain field
and the higtYest fload elevation. Therefore the depth af
area needed ta aceommodate+ a drainfield is at least six
, feet shou].d a flood level problem exists, there are other
optians available to the applicant.
3. Being a possibility of fertilizers and pesticides
being used in aonjunctian with the agricultuxal actxvity a
critical materials listYng shall be submitted to Building
and Safety far rev'iew.
4. Zf it is detErmined tihat the applicant is a critical
materials user a"Sampling Agreement" which invalves
sampl ing of the ef f luent of the septic tank on an annual
basis, shall be siqned and returned tA the Health
District. Cost far abtaining and processing the sample
shall be paid by the applicant.
5. A ULID Statement is required for the propased. This ,
statement may bP pracessed at the time the permit for the
sewaqe disposal system is applied tor.
6. No one site wells will be allowed.
7. All canstruction debris must be takEn to a licensed
landfill.
B. Permit Release Requirements
1. Please apply for a sewage permit for the proposed
proj ect .
IV. Fire Aistrict Na, 1(928-2462)
A. Discu$sion/Requirements
1. The fire flow for the proposed project is 3040 gpm.
2. 'rwo actditional hydrants are required for the proposed
prajecti. The hydrants are to be located at the Narth and
thQ SQUth end of the paxkinq lot.

separation walls and/or an autamatic sprinkler system may
be needed to maYhtain tihe allowable floor area permitted.
