At the Pre-Construction conference yesterday, you reguested that
I put the existing drywells on the plot plan_
I went to the site yesterday afternoon, and I have a dimension
sheet locating these that was cieveloped yesterday, frorn this I
have located i,he twelve drywells that are on the site.
I have noted that>.these were dug,out and replaced after the St.
Helena eruption in 1980, you can see this in the surfdce paving.
There is no new 'hard surfacing, the roofing is metal, nat a
aspha.ltic roof, and there ie no HVAC machinery on the roof_ I dm enclosing a print of this Plot Plan,- "1-G", with the

the above referenced project. The following information must be
provided in order for us to proceed with our review.
A) For any new hard surface area, for an asphaltic roof, or
a roof containing HVAC machinery, a drainage plan
for the site shall be prepared in compliance with
Spokane County "Guidelines for Stormwater Management". At
a minimum the plan must eontain: 1. Drainage calculations for stormwater volumes
generated on site.
2. Calculations for total impervious surfaces
contained within the site.
3. Finished grade elevations for structures to be
constructed on site.
4. Finished grade elevations at the top and bottom of
the 208 swale.
5. A typical cross section of the 208 swale.
6. Calculations to justify the number and type of
drywells proposed.
7. Elevation of drywell inlets where applicable.
8. Copy of the proposed landscape plan.
B) The subject property is affected by the "Findings and
Order" and the "Conditions of Approval" for the following
land use action:
1. Spokane County Zone Change No. 54-89
C) Insuff icient information was submitted with the proposala
We are unable to proceed with our review. We will need

Spokane,Washington " SGOI'E/PROJECT DESCRIPTION This is a roofing over of a existing out of doors material sales
area, one hour construction, with no walls other th-an the rear-
exist,i.ng wall, an addition to a building constructed in 1977;
there is no lighting or power; nor is there any mechanical
eguiFment. This is not a increase in work stations.
The existing area is asphaltic paving_
ZC1N I NG The current zoning I-2, Light Industrial, permitted usage,
luinber yard, warehousing.
Parking
The design of the existing parking -lot was in 1977, there were
140 spaces shown, which are striped on the site currently_ The
parking area is paved, draining to dry wells. The current
building requirea 128 spaces, the new addition on the basis of a
warehouse requires 1.95 spaces, totalling 130 spaces. .
Loading spaces_ The building totally requires . two spaces,
actually, there are four in front of the' , doors at the rear.
The Customer Loading operation is that the customer will drive
his vehicle to the location of the material that he is
purchasing, and load in front of that area. . There is a required front yard of 35 feet, and a rear yard of 5
feEt. There is a six foot woven wire fabric fent around the rear ,
FavEd area. ,
There are to be no additional signs connected with the new
project.
HEALTH There is to be no increase in the staff at the building, the
raoting is a weather protection of the current building producte
which are in the same location. The existing i;oilet facilitiea are barrier free, as well as
aCCeSS to the exiating building. .
The materials enclosed are non-critical materials.
As with previous-construction, just completed for the interion
alterations, the construction and demoliition debris will be
taken to a licensed diaposal aite.
FIRE U1:STkICT
The tratfic lanes around the building double as fire lanee, they
are maintained as all weather in the operation of the business

and are plowed in the winter_ '
' There are seven exi.9ting fire h,ydrants around the perimeter of
the entire building. Fire hydrants were not indicated in this out-of doors structure;
there are 2-A-10BC extinguishers aB well as a fire hose and line
within the existing-structure. BUILDING AND SAFETY
The ocaupancy is B-2, storage and sales rooms for combustible
, . . goods _
•The construction ia one hour, .for the roof assembly and the
protection for the columns. The original CMU wall forms a two
hour area separation wall, as with the addition af the area of
. the new structure to the area of the original does exceed that
' permitted. "
, In a discussion and agreement with Ken Jeffrey on tuesday, hlarch
-3, the following facts were made:. ,
The existing building, that of the lumber sales and warehouse and
rear shed behind•the lumber warehouse, along with the area of the
new east shed, has 360 square feet area over that permitted bv
code. However, because of the provided separation wall between
the existing lumber warehouse and the new east shed, Ren Jeffrev
said that he was willing to accept the 360 square feet overage_
. ( Section 106 UBC Modificationa approvable by building official)
However, regarding the.exiating open rear- shed: There is a area
separation wall between the electrical part of the building and
the lumber part, and this area aeparation wall does not continue
to thru the covered roof-area_
In order to permit the area overage, the area separation wall is
required to continue thru the rear shed area. This would be a
four hour wall from grade to 30'inches above the roof. This can
be done either with CMU ( Type B4 Layrite unit9 f_U9011, or a 2
inch metal stud wall with four layers 1/2 inch "x" gy,p board on
each side [U463], both from U.L_ directory_) .
The building now is at the maximum allowable area permitted.
When the original building was designed and constructed, the
roofed areas were not conaidered as part of the building as they
are now.
As a part of the one hour construction, the ledger will be
covered with 5/5 inch "x" gyp board. .

. CALL TO ORDER: The meeting was called to order at approximately 11:40 a. m, by the
Department of Buildings Code Compliance Coordinator, Tom Davis, with the following in
attendance.

SCOPFJPROJECT DESCRIPTION:
I. General Overview - The owner, Ziegler Lumber Company, is proposing to construct a
metal roof over an existing outdoor sales/storage area. The existing area is open on three
sides. No lighting, signs, work stations, or new employees are proposed. There are currently
four (4) loading spaces serving the existing operation and the entire site is paved. The
proposed will not exceed 50 % of the assessed value of the existing structure.
S Y OF DEPARTMENTAL REO ENTS:
I. Planning Department (456-2205)
A. Discussion Items
1. The proposed is located in a I-2 zone. The proposed use is allowed in the
zone.
2. The proposed is located on parcel number 24541-9105. The property is
effected by Zone Change ZE-89-54, for which there are no conditions.
3. Please submit verification as to the date the parcel was created. This may be
obtained from the Spokane County Assessor's office. If the parcel was created
after 3/ 13/78, a Certificate of Exemption will be required, which may be
processed administratively.
4. Please submit documentation as to the parcel boundaries to verify the discrep-
ancies between the zoning map (from the Assessor's office) and the site plan. A
survey of the parcel will be adequate to substantiate this requirement.

5. Parking as illustrated on the site plan is adequate.
6. Landscaping as illustrated on the site plan is adequate.
7. A six (6) foot high sight-obscuring fence surrounding any outdoor storage
area is required. The applicant stated that they would prefer to not screen in this
sales/storage area. Questions arose as to the need for this requirement as the
storage area is existing. Francine Shaw will contact the Department of Buildings
and the applicant regarding if an exemption can be made to this requirement.
8. As the proposed is located in an I-2 zone, the applicant must contact Kelle
Vigeland at the Spokane County Air Pollution Control Authority at 456-2747).
Please submit a letter stating that that agency was contacted.
9. Proposed must meet the requirements of WAC-173-60 regarding noise
standards.
B. Permit Release Requirements
1. Please submit a revised site plan illustrating the conect boundaries of the
parcel (and documentation to substantiate the boundaries), wording on parking
spaces, and fencing for review and approval.
2. Please submit written verification that Spokane County Air Pollution Control
Authority has been contacted.
3. Please submit verification of the creation date of the parcel if prior to
3/ 13/78. If proposed is after 3/ 13/78, Please submit a Certificate of Exemption.
II. Division of Engineering & Roads (456-3600)
A. Discussion Items
1. Comments were given to the applicant and the Department of Buildings by
Bob Turner. Included in the comments are the requirements for compliance with
Spokane County Guidelines for stormwater management.
2. It was noted that metal roofs may be drained into dry wells. Please identify
the location of the existing drywells on the revised site plans and where drainage
from the proposed will be directed.
3. An Agreement to Pay Fees was given to the applicant during the meeting.
The agreement is to be signed by the owner and returned to the Division of
Engineering & Roads. Plan review will not be completed until this document is
. executed.
B. Permit Release Requirements
1. Please submit a drainage plan as described above for review and approval.
2. Please submit a copy of the Agreement to Pay Fees signed by the owner.

III. Health District (324-1577)
A. Discussion Items
1. The water purveyor for the proposed is Vera Water & Power (924-3800).
2. Proposed is presently served by an on-site sewage system which is adequate
to serve the proposed.
3. All construction debris shall be taken to a licensed landfill.

1. The Health District has released their portion of the building permit.

V. Department of Buildings (456-3675)
A. Discussion Items
1. Plan review has been completed on the site plan only and a letter was sent to
the applicant by Ken Jeffrey.
2. The proposed building is being classified as a B-2, Type V-1HR construction.
3. The existing building must be brought up to current code in order for the
proposed addition to be allowed. Discussion was held regarding various methods
that may be utilized to complete the required area separation wall(s) and the type
of extenor wall(s). This information is also detailed in the letter from Ken
Jeffrey.
4. The front page (cover sheet) of the construction drawings shall contain, at a
minimum, the professional stamp with an original dated signature. This cover
sheet shall include the building address, legal description and index of pages
being submitted under the professional stamp.
B. Permit Release Requirements
1. Two complete revised sets of plans addressing the items discussed during the
meeting and other items from the plan review letter needs to be submitted for
review and approval.
APPLICANT'S COMIVENTS/ACKNOWLEDGENiENT;
The applicant acknowledged that all comments/requirements were understood and had no
further questions at this time regarding permit requirements.
