Overflow Requirements
Provision for having a overflow system for the water tank,
downstream of the tank site, needs to be addressed. Two general
conditions are generally encountered: 1) an established conveyance
route is to be provided; or 2) a storage pond is to be constructed.
The criteria for both conditions are listed below.
1.0 Overfow Coaveyance 3ystem
• A conveyance route is to be provided which extends from the
overf low tank to a receiving water or regional storm facility.
The regional facility must have adequate capacity to handle
the overflow waters both volume and peak flowrate. A
receiving water can be a river, lake or other body of water of
significant size.
• The conveyance system is to have suff icient capacity to convey
the maximum flowrate anticipated in the event the tank
overf lowed. Open ditches are to have sufficient capacity to
not overtop or erode.
• The maximum f lowrate anticipated is to be equal to the pumping
capacity, under design head, of the pump(s) servinq the water
tank. Backup pumps in the water system are not to be included
in determining the design flowrate.
• Provide plans for conveyance facilities are to be constructed
and incorporate them into the road and storm plans.
• If a portion of the conveyance system is located off-site,
then easements will need to be acquired. If a portion of the
conveyance system is located in road right-of-ways, then a
license agreement will usually need to be obtained for this
use of the County right-of-way.
• Provide supporting documents which are to include, as a
minimum: an exhibit showing the conveyance route from the tank
to 1--he receiving water/reqional facility, exhibit of easement
location (s) , and legal descriptions and title reports for each
of the proposed easements.
2.0 StoraQe Pond Svstem
• The storage pond is to be sized to contain the overflow from
the tank, at the water pump(s) capacity, for a duration of 8
hours. (Volume, V= pump capacity x 8 hrs.) Storm drainage
ponds can be used as a tank overf low storage pond provided
there is at least 0.5 ft. of freeboard in the pond when the
design volume, V is contained.

EMERGENCY RESPONSE PLAN
INTRODUCTION:
The purpose of this section is to describe the Vera Water and Power emergency response
plan. The emergency response plan describes the procedures that will take effect in the
event of an overflow of the 900,000 gallon stand pipe.
The emergency response plan has two main components:
1) Operating Controls (electrical and mechanical) to prevent an overflow from
occurring.
2) Actions that will be taken, by Vera Water and Power personnel, in the
event of an overflow.
Operatine Controls:
The operating controls are those electrical and mechanical devices that will be installed
and used to monitor standpipe water level and transmit a signal to shut off the pumps
and/or close the standpipe inflow valve priar to standpipe overflow.
The standpipe water level will be measured with pressure transmitters in the valve vault.
The redundant pressure transmitters sense pressure differentials and determine the water
level in the standpipe. The pressure transmitters detect the water level and input a signal
to the Vera SCADA (Supervisory, Control and Data Acquisition) RTU (Remote
Terminal Unit) in the valve vault building. The booster pumps are started/stopped based
upon programmed signals received at the pump station RTU via the SCADA system.
The redundant float activated switches installed in the standpipe at the high water
operating level closes the standpipe input butterfly valve. Prior to standpipe over flow,
this level is also inputted to the SCADA system to alert Vera Water and Power operations
personnel.
Following are the overflow prevention measures taken at the standpipe:
l. Redundant standpipe pressure transmitters located in the standpipe valve
vault.
2. The SCADA system is programmed such that both level signals are sensible
. (within a defined tolerance) or pumps are turned off.

_ 3. During a period of loss of SCA.DA system transmission to either standpipe
RTU or booster pump station, the RTU defaults to pump's OFF.
4. Redundant float switches sensing water level greater than high operating
water level, but less than overflow, close input pipe butterfly valve and
send overflow level alarm to SCADA system.
5. The loss of power at standpipe closes the input pipe butterfly valve. In
addition, the valve actuator/operator is spring loaded fail safe to close.
Vera Water and Power EmerQencv ResDonse:
The SCADA system sends a signal to the main operation center computer where the
entire Vera water and Power water system is monitored. When the pumps that control
the water input into the standpipe shutoff, the computer monitor at the operations center
receives a signal via the SCADA that sets off an alarm. The alarm alerts the operation
personnel to the fact that the standpipe is full and the pumps are operating as designed.
If the pumps do not shut off and the pumps continue to fill the standpipe, a second alarm
is set off at the operation center. At this point Vera Water and Power operation
personnel manually shut the pump off at the operation center.
Vera water and power has operations personnel on call to handle emergencies 24 hours
a day. The on call operations personnel can be contacted by pagers and/or phone when
. there is an emergency. If an emergency occurs these personnel have the capabilities to
shut the pumps off at the main offices of Vera Water and Power or to shut the pumps off
at the pumping station.
During hours other than the standard business hours, the phones switch over to the
emergency number. The emergency phone number is monitored by personnel that contact
the operations personnel in case of an emergency.

Calculate runoff from drainage basin. Volume of runoff for the first 1/2 inch of precipitation from `
impervious areas is calculated to determine infiltration volumes required. This is in accordance with
Spokane County stormwater guidelines. Peak runoff for the 10 year and 100 year design storms are
calculated for the entire area of each drainage basin. The 10 year design storm is used to size
on-site drainage structures.

KNOW ALL MEN BY THF,SE PBESENT, for mutual consideration this agreement and conveyance of
easements is made and entered into by and between Vera Irrigation District No. 15 (Vera), a statutory
irrigation district of the State of Weshington and the Morningside Homeowners Association (the
Association) and Dahm Development, Inc. (Dahm), a Weshington Corporation.
BECI'rALS:
A. VVHEREAS, the Morningside Homeowners Association is the owner of certain real
property legally described as follows:
Zract 'A" of Morningnde Pbese L a Planned Unit Development, as per plat thereof
recarded in Vohmae 22 of PlatB, Pagea 88 and 89; SituaLe in the County of Spakane, State of Washington.
B. WHEREAS, Tract "A" is desired to be used for the conveyance and disposal of storm water
and natural drainage.
C. WHEREAS, Dahm is charged with the responsibility of constructing a drainage pond on
this tract. D. WHEREAS, Vera is the owner of an adjacent tract (Tract "E") where a water storage
reservoir will be constructed.
NOW, Therefore, the p$rties oavenant, oonvey and agree as follows:
1. Dahm will canstruct and install a drainage pond as required by Spokane County for the
purposes of storm and natural drainage and for the purpose of collecting storm water
overflow, if any, from the Morningside subdivision.
2. Morningside Homeowners Association egrees to maintain and operate the drainage facility
as required to meet the requirements of the Spokane County drainage plan and related
regulations as they pertain to the Morningside subdivision, Vera shall pay all maintenance,
repair and replacement of the retainiiig wall and fence.
- 3. Vera agrees to reimburse Dahm for the additional costs required to enlarge the drainage
pond to accommodate the overflow requirements of the Vera water tank. Before
construction has begun, Vera agrees to pay for the retaining wall, the installation and cost
of bentonite in the berm, the fence around the pond and all other cost increases
attributable to Vera's use of the pond, as well ss engineering and surveying for design and
construction of the extra items needed due to Vera's use of the pond. `
4. Morningside Homeowners Association, in consideration of mutual benefits, hereby grants
and conveys the following easement to Vera Irrigation District No. 15;

An easement over, under and across the above named real property for
the purpose of conveying and disposing of overflow water from the
reservoir to be built on the adjacent property, including the right to
construct, maintain and operate thereon such lines, drains, pools and
easements for the purpose hereof, and including, but without li.mitation,
the right of clearing brush and timber, and the right to entry upon said
land and to erect, operate and permanently maintain thereon the usual
fixtures and equipment required therefor; provided nevertheless, that
nothing contained herein shall diminish the duty of the Association to
maintain the storm water drainage facility.
b. If the Association fails to maintain and operate the drainage facility in good working order,
Vera may give written notice of such failure to the Association and if not corrected within
the period of time indicated in said notice, Vera shall have the right to correct said
mauitenance failure at the expense of the Association.
6. The easements granted herein shall run with the land. The beneCits, provisions and
obligations of this agreement shall be binding upon and inure to the benefit of the
successors and assigns of the parties to this agreement. "
This agreement may not be modified except through a prior written amendment executed
with the same formalities as the present agreement.
8. Vera agrees to indemnify and hold harmless Dahm and Morningside Homeowners
Association from any and all damages, including legal fees, they may incur as a result of
any tank leakage/overflow on Tract "A", any lot in Morningside or any adjoining
(downstream) or affected property.

been coordinated with the final location of,Pond No. 8 of the Morningside '

the overflow based on the condition.s outlined in the Spokane County's "Water
, Tank Overflow - Requirements. " Morningside P:U.D. Phase I, Pond No. 8 does not have the volume to contain ,
. the pump capacity (800 gpm) for a period of eight hours. Therefore, Vera ; Water & Power devised an emergency response plan for the 900,000 gallon -
standpipe. Multiple copies of the "Vera Water & Power 900,000 Gallon
Standpipe Emergency Response Plan" were submitted to the Spokane County Building Department personnel on February 22, 1_995. The Plan outlines the .
redundant devices (level transmitters, float switches, etc..) to be instal_led in the
standpipe and/or valve vault which will constantly update the control, center as ,
, - ,

to the status of the-pumps. The control center will then take the appropriate .
actions to insure proper'standpipe water level at all times. The plan should be
available _for your review at the'permit center central file for this project if it

,-Attached is an analysis of the capacity of both drains(Attachment A). The analysis
results are summarized below: . - , - ,
' A. Overflow/drain ; This pipe was analyzed for both open channel and full pipe
flow. The open channel flow analysis indicates the system probably would not
flow full except where the Pond,water surface elevation is above theoutlet
pipe'invert elevation, but flow conditions could be c.lose to full pipe flow. See Open Channel- Uniform Flow analysis attachment A: .
Normal tank drainage is controlled by a valve, and the drainage flow rate can
. be limited. ' The, worst condition is 'if a pump fails to shut down at fulltank,',
-and water is overflowed at the pump rate. Under full pipe flow condition, the
calculated water surface elevation in the drain would 235 feet below the tank
overflow weir.
. This analysis indicates that the 10-inch diameter drain is more than adequate
for the expected flow conditions. See Full Pipe Flow analysis attachment A. ,
B. Site Drain: This,drain was analyses for full pipe flow ;conditions when the
,
Pond water surface was at maximum design ]evel and the inlet water surface
was at the top of the inlet swale.

The, actions taken on prior and subsequent comments fulfill the overflow requirements. ' . .
' 5. ~ Submit soil information demonstrati.ng that the drywell will perform as specified.
The purpose of the drywell is to act as a temporary sump for the valve vault. .
~ There is the potential for a small amount of residual water to be .left in the lines
' after the water to the standpipe is shut down. , During maintenance' of the ,
valves and/or piping in the__valve vault this water may be drained on to the ` floor of the valve vault. The-floor drain and the drywell provide an exit for
the water from the _valve vault, so the Vera Water & Power personnel
performing the maintenance will not have to stand in water while performing their perspective dudes. It is anticipated that the residua,l water lef.t in the lines
will be less than five gallons. - . '
6. Submit copies of all the do'wnstream overflow easements.
. The attached overflow easement (Attachment B) was . granted by -the
Morningside Home Owners Association to Vera Water & Power to use Pond
No. 8 as a standpipe overflow facility: '
Additional easements downstream were not 'obtained, because no overflow ;water is anticipated to leave Pond No. 8. The attached infiltration calculation
- for'Pond No. 8(Attachment C) show the outflow from the pond v,ia infiltration
is approximately 855 gpm. During an overflow event approximately 800 -gpm ' ~
would flow into the pond. , The high water level in the standpipe is, approximately elevation 2473. The
standpipe, overflow is approximately elevation 2475. When the water level , reaches elevation 2473 the redundant pressure transmitters send a signal to the
pumphouse to shut off the pumps, then 'they send a signa] to the mai n control
center at the offices of Vera Water & Power as to the status of the pumps. :
The'attached calculation (Attachment D) shows there is- approximately 18,800 gallons of extra storage between the- high water elevation and overflow :
elevation. At the 800 gpm fil_l rate, there is approximately 23 minutes from the '
, . time Vera Water & Power receives the first signal that the hi_gh water mark has ,
been reached until the water reaches the overflo.w level. °

. does not sh ut off, ` a Vera Water & Power representatiye, with access to the
pumphouse and_ the ability to shutoff the pump, can be on-site and have the pump shut off withi.n 15 minutes. ' - , , ,

easements is made and entered into bq and between Vera Irrigation District No. 15 (Vera), a statutory
irrigation district of the State of Washington and the Morningside Homeowners Association (the
Assoriation) and Dahm Development, Inc. (Dahm), a Washington Corporation.
RECITAI.S:
A. WHEREAS, the Morningside Homeowners Association is the owner of certain real
property legally described as follows:
Tract "A" of Mornin,gside Phase I, a Planned Unit Development, as per plat thereof
recarded in Volume 22 of Plata, Pages 88 end 89; Situate in the County of Spokane, State of Washington.
B. WHEREAS, Tract "A" is desired to be used for the conveyance and disposal of storm water
and natural drauiage.
C. WHER.EAS, Dahm is charged with the responsibility of constructing a drainage pond on
this tract.
D. WMftEAS, Vera is the owner of an adjacent tract (Tract "E") where a water storage

2. Morningside Homeowners Association agrees to maintsin and operate the drainege facility
as required to meet the requirements of the Spokane County drainage plan and related
regRilation,s as they pertain to the Morningside subdivision. Vera shall pay all maintenance,
repair and replacement of the retaining wall and fence.
3. Vera agrees to reimburse Dahm for the additional costs required to enlarge the drainage
pond to accommodate the overflow requirements of the Vera water tank. Before
construction hes begun, Vera agrees to pay for the retaining wall, the installation and cost
of bentonite in the berm, the fence around the pond and all other cost increases
attributable to Vera's use of the pond, as well as engineering and surveying for design and
construction of the extra items needed due to Vera's use of the pond. '
4. Morningside Homeowners Association, in consideration of mutual benefits, hereby grants
and conveya the following easement to Vera Irrigation District No. 15;
~ An easement over, under and across the above named real property for
the purpose of conveying and disposing of overflow water from the
reservoir to be built on the adjacent property, including the right to
construct, maintain and operate thereon such lines, drains, pools and
easements for the purpose hereof, and including, but without limitation,
the right of clearing brush and timber, and the right to entry upon said
land and to erect, operate and permenently maintain thereon the usual
fixtures and equipment required therefor; provided nevertheless, that
nothing contained herein shall dirninish the duty of the Association to
maintain the storm water drainage facility.
6. If the Association fails to maintain and operate the drainage facility in good working order,
Vera may give written notice of such failure to the Association and if not corrected within
the period of time indicated in said notice, Vera shall have the right to correct said
maintenance failure at the expense of the .Association.
6. The easements granted herein shall run with the land. The benefits, provisions and
obligations of this agreement shall be binding upon and inure to the benefit of the
successors and assigns of the parties to this agreement. This agreement may not be modified except through a prior written amendment executed
with the same formalities as the present agreement.
8. Vera agrees to indemnify and hold harmless Dahm and Morningside Homeowners
Association from any and all damages, including legal fees, they may incur as a result of
any tank leakage/overflow on Tract "A", any lot in Morningside or any adjoining
(downstream) or affected property.

EMERGENCY RESPONSE PLAN
INTRODUCTION:
The purpose of this section is to describe the Vera Water and Power emergency response
plan. The emergency response plan describes the procedures that will take effect in the
event of an overflow of the 900,000 gallon stand pipe.
The emergency response plan has two main components :
1) Operating Controls (electrical and mechanical) to prevent an overflow from
occurring.
2) Actions that will be taken, by Vera Water and Power personnel, in the
event of an overflow.
ODeratinia Controls:
The operating controls are those electrical and mechanical devices that will be installed
and used to monitor standpipe water level and transmit a signal to shut off the pumps
and/or close the standpipe inflow valve priar to standpipe overflow.
The standpipe water level will be measured with pressure transmitters in the valve vault.
The redundant pressure transmitters sense pressure differentials and determine the water
level in the standpipe. The pressure transmitters detect the water level and input a signal
to the Vera SCADA (Supervisory, Control and Data Acquisition) RTU (Remote
Terminal Unit) in the valve vault building. The booster pumps are startedlstopped based
upon programmed signals received at the pump station RTU via the SCADA system.
The redundant float activated switches installed in the standpipe at the high water
operating level closes the standpipe input butterfly valve. Prior to standpipe over flow,
this level is also inputted to the SCADA system to alert Vera Water and Power operations
personnel. _
Following are the overflow prevention measures taken at the standpipe:
l. Redundant standpipe pressure transmitters located in the standpipe valve
vault.
2. The SCADA system is programmed such that both level signals are sensible
. (within a defined tolerance) or pumps are turned off.
_ 3. During a period of loss of SCADA system transmission to either standpipe
RTU or booster pump station, the RTU defaults to pump's OFF.
4. Redundant float switches sensing water level greater than high operating
water level, but less than overflow, close input pipe butterfly valve and
send overflow level alarm to SCADA system.
5. The loss of power at standpipe closes the input pipe butterfly valve. In
addition, the valve actuator/operator is spring loaded fail safe to close.
Vera Water and Power Emergencv Resnonse:

The SCADA system sends a signal to the main operation center computer where the
entire Vera water and Power water system is monitored. When the pumps that control
the water input into the standpipe shutoff, the computer monitor at the operations center
receives a signal via the SCADA that sets off an alarm. The alarm alerts the operation
personnel to the fact that the standpipe is full and the pumps are operating as designed.
If the pumps do not shut off and the pumps continue to fill the standpipe, a second alarm
is set off at the operation center. At this point Vera Water and Power operation
personnel manually shut the pump off at the operation center.
Vera water and power has operations personnel on call to handle emergencies 24 hours
a day. The on call operations personnel can be contacted by pagers and/or phone when
there is an emergency. If an emergency occurs these personnel have the capabilities to
shut the pumps off at the main offices of Vera Water and Power or to shut the pumps off
at the pumping station.
During hours other than the standard business hours, the phones switch over to the
emergency number. The emergency phone number is monitored by personnel that contact
the operations personnel in case of an emergency.

Calculate runoff from drainage basin. Volume of runoff for the first 1/2 inch.of precipitation from `
impervious areas is calculated to determine infiltration volumes required. This is in accordance with
Spokane County stormwater guidelines. Peak runoff for the 10 year and 100 year design storms are
calculated for the entire area of each drainage basin. The 10 year design storm is used to size
on-site drainage structures.
