CALL TO ORDER: The meeting was called to order at approximately
10:00 a.m. by Building and Safety's Code Compliance Coordinator Tom
Davis, with the following in attendance.

SCOPE/PROJECT DESCRIPTION:
I. General Overview - The owner Central Valley School District is
proposing the construction of a storage building, bleachers, and an
open air press box. Two small ticket booths may be added to this
permit. Other proposed construction not included on this permit is
completion of grading, baseball diamond, dugout, backstop,
resurfacing of courts, and improvements on landscaping.
SUMMARY OF DEPARTMENTAL REOUIREMENTS:
I. Planning Department (456-2205)
A. Discussion/Requirements
1. There will be eight new rows of bleachers constructed,
122 new parking stalls will be required for the bleacher
area.
2. The applicant stated that he sent a letter to Allan
deLaubenfels of the Planning Department regarding parking
- for the proposed. It was concluded by Allan after
studying the proposal that the parking as shown would be
adequate. John Harrington stated that he would check into
the matter and get back to the applicant.

3. John Harringtot, - stated that if the parking is not
adequate he would work with the applicant to come up with
a creative solution to the parking problem.
4. Parking and landscaping requirements were given to the
applicant during the meeting.
5. All parking spaces are required to be within 60 feet
of a landscape area consisting of at least 32 square feet
in area.
B. Permit Release Requirements
1. Please submit a revised site plan illustrating the new
parking area and landscaping for review and approval.
II. Engineering Department (456-3600)
A. Discussion/Requirement
1. Bob McCann released the Engineering Departments
portion of the building permit prior knowledge of the
proposed parking lot.
2. If it is determined by the Planning Department that
additional parking is required then a 208 drainage plan
for the new parking area will be required.
3. Bob McCann stated that the property that has just been
obtained by the school district is located in a 100 year
flood zone. Bob suggested that the applicant contact
Brenda Simms at the Engineering Department prior to
constructing a road on the property.
III. Health District (456-6040)
A. Discussion/Requirements
1. The proposed is connected to public water and sewer.
2. The area being constructed on must be protected by
encroachment of students during construction.
3. Daryl Way stated that he would contact Rich Ellis of
the Health District to determine if detailed plans will be
- required for the proposed.
B. Permit Release Requirements
1. Determination on whether detailed plans will be
required for the proposed.

' IV. Building and Safety (456-367!5) !
A. Discussion/Requirements
1. The fire district has been contacted regarding the
. proposed and has no comments.
2. The proposed must meet the minimum requirements of the
Washington State Regulations for Barrier-Free Facilities.
3. Please submit an updated critical materials listing to
Building and Safety for reviewe
4. Other comments discussed during the meeting included
ventilation of roof, special inspections, and fire
extinguishers.
B. Permit Release Requirements
l. Two complete revised sets of plans or an addendum
addressing the items discussed during and after the
meeting needs to be submitted for review and approval.
APPLICANT'S COMMENTS/ACRNOWLEDGEMENT:
The applicant acknowledged that all comments/requirements were
understood and had no further questions at this time regarding
permit requirements.
CORRECTIONS:
To minutes or changes from what appears in the minutes, we should be
notified within one day of your receipt of these minutes.
To site plans as required by any or all of the above-listed
departments shall be submitted to Building and Safety who will then
distribute accordingly to those departments.
ADJOURNMENT: There being no further business, Tom Davis thanked the
applicant and the departments for their participation and reminded
all that he should be contacted if there are any unforeseen problems
which may arise.
The meeting was adjourned at approximately 10:40 a.m.

streamline the building permit system and accordingly initiated
these Pre-Construction Conferences. Comments so far would indicate
these conferences are successful and do enhance the permit system.
