AUGUST 28, 1989
CALL TO ORDER: The meeting was called to order at approximately
11:00 a.m. by Building and Safety's Code Compliance Coordinator Tom
Davis, with the following in attendance.

SCOPE/PROJECT DESCRIPTION:
I. General Overview - Proposed is the construction of a shop.
addition, the relocation of an existing structure and the placement
of a mobile home to be used as a temporary office. The construction
of the proposed will be done in two phases. Phase I will consist of
relocating the existing building and the addition of the shop,
building. Phase II will consist of the construction of an office
addition to replace the temporary office. Phase II will have two handicap restrooms. The estimated number of employees for the
proposed is 3-5.
SUMMARY OF DEPARTMENTAL RE4UIREMENTS:
I. Planning Department (456-2205)
A. Discussion/Requirements
1. The applicant stated that there would be a six foot
sight obscuring fence surrounding an outdoor storage area.
The storage area will contain old tanks and steel
material.

2. The setbacks, landscaping and parking zrieet -the,
requirements of the Planning Department. The required .
number of parking spaces is 9 however, 13 spaces are
illustrated on the site plan.
3. The proposed is located over the Aquifer Sensitive
Area. 4. Allan deLaubenfels advised the applicant to file for a
Certificate of Exemption for the subject property to
document that the subject property has been legally
subdivided. '
B. Permit Release Requirements
1. The Planning Department will need to review the
outdoor storage area prior to release of the building
permit.
II. Engineering Department (456-3600)
A. Discussion/Requirements
1. Comments were given to the applicant and Buildinq and
Safety by Bob McCann.
2. Please submit a drainage plan for the site at a
minimum the plan shall contain the following: drainage calculations for stormwater volumes generated- on site, calculations for total impervious surfaces contained
within the site, finished grade elevations for structures
to'be constructed on site, finished qrade elevations at
the top and bottom of the 208 swale, a typical cross section of the 208 swale, calculations to justify the
number and type of drywells proposed, and elevation of
drywell inlets where applicable.
3. Bob McCann had a concern that when flushing the tanks
the waste water would flow into the drywell.
B. Permit Release Requirements
1. Please submit a drainage plan as described above for
review and approval.

2. Please submit enqineer prepared. road and drair_age
plans for street improvements of Sharp Avenue.
3. An approach permit must be obtained for driveway ~
approaches to Sharp Avenue.

I;,I. Health District (456-6040)
A. Discussion/Requirements
1. Waste water from the wash area for service trucks will
need to be directed to a holding tank.
2. Please submit an updated critical materials listing to
Building and Safety for review.
3. If it is determined that the applicant is a critical
materials user "Sampling Agreement" which involves
sampling of the effluent of the septic tank on an annual
basis, shall be signed and returned to the Health
District. Cost for obtaining and processing the sample
shall be paid by the applicant.
4. Please verify that the sewaqe system located on the
neighboring property owned by a trucking firm does not
encroach on the proposed site.
5. Daryl Way was concerned with-the easement on the west
property line. He wanted to know if the easement will be
in conflict with the leach bed location.
B. Permit Release Requirements
1. Please apply for a sewage permit.
IV. Fire District No. 1. (928- 2462)
A. Discussion/Requirements
l. Fire flow for the proposed is 1500 gpm.
2. The proposed building is to be sprinkled. 3. One hydrant is required for the proposed it is to be
located to the right or left of the entrancea The steamer
port of the hydrant is to face the street.
4. Water preva.yor for the proposed is the City of Spokane. County standard of hydrant is required.
V. Building and Safety (456-3675)
A. Discussion/Requirements
1. Ken Jeffrey stated that he has a concern with
potential grade for elevations for the top of sidewalks,
curbs and asphalt. ~

. 2. Please submit plans for footings,and •foundation for
the relocated building. ~
3. A four hour wall will be required between the office
and shop.
B. Permit Release Requirements
1. Two complete revised sets of plans addressing the
items discussed during and after the meeting needs to be
_ submitted for review and approval.
APPLICANT~B COMMENTS/ACRNOWLLDGEMENT:
. The applicant acknowledged that all comments/requirements were
understood and had no further questions at this time regarding
permit requirements.
CORRECTIONS:
To minutes or changes from what appears in the minutes, we should be
notified within one day of your receipt of these minutes.
To site plans as required by any or all of the above-listed
departments shall be submitted to Building and Safety who will then
distribute accordingly to those departments.
ADJoURNMENT: There being no further business, Tom Davis thanked the
applicant and the departments for their participation and reminded
all that he should be contacted if there are any unforeseen problems
which may arise.
The meeting was adjourned at approximately 11:30 a.m.

SUBJECT: INDUSTRIAL TANK MAINTENANCE
I wasn't sure what to do with this. Could you please review to see
if what I did is o.k.? The guy said he was looking for approval for
the temporary holding tank to serve the existing mobile home that
functions as an office. He also said he wants approval for the
drainfield location. When the the phase 2 addition is completed,
the mobile home will go away. The holding tank will then become a
septic tank and feed to the drainfield shown on the plan.
Since he has not submitted a drainage plan yet, I wondered how he
can know where the 208 swale is to be and ho w large it is to be.
Could the drainage plan neccesitate enlargement or relocation of the
proposed swale?
I tried to write on here what I meant, but I'm not sure I succeeded.
Should I have done anything dif f erently?
(As usual, the permit form does not really say what the applicant is
applying for. The form says "review form for single family
residences." No where does it say what the guy what the guy told
me. I just assumed what he told me was correct and it seemed to
jive with the site plan. I know, tell somebody who cares.)

successor(s) further agreea (1) that the improvements or construction contemplated
within the proposed RID are feasible, T2) that the benefits to be derived from the

any County participation, exceeds the cost and expense of formati.on of the RID, and
(3) that the property within the proposed RID is sufficiently developed. Provided,
further, tihe owner(s) or succegaor(s) shal.l retain the right, ae authorized under
RCW 36.88.090, to object to any asseeament(s) on the-property as a result of the
improvements called for in conjunction with the formation 'of a RID by either the
petition or resolution method.under Chapter 36.88°RCW and.to appeal to the Superior
Court the decision of the Board of County CommisBionera affirming the final

It is furthe*r agreed that at.such time as an RID i8 created or any Road Improvement
Project is eanctioned by Spokane County, the improvementa required (curb, aidewalk,
drainage control and paving to existing pavement) shall be at the Bole expense of
tihe undersigned owner, their heirs, grantees' and assigns without any monetary
participation by Spokane County.
The RID waiver.contained in this agreement ehal+l expire'-'after ten (10) years from
the date of executiotn below. . However, at' the expiration date the owner(e) or

The owner, Tab Dougherty has requested that his bond for $8504.00
be released without the required improvements installed.
Research done by Bob Turner concludes that other building permits
in the same area were allowed to sign RID agreements for similar
improve:nents. Therefore, we are willing to release Mr. Dougherty' s

Dear Mr. Horman:
When we applied for permits on our property at E. 6513
Sharp. We were required to deposit $8,500 bond on
sidewalk and curbing. After occupying this property for
the past two years it has become apparent that none of
the surrounding property has or will have sidewalks.
This property is part of Conoco surplus property around
their pipeline terminal. There are large tanks on all
sides and across the street. There is also a 6' straight
line fence for three or four blocks. For security
reasons I don't want to change the fence line in front of
- my property. There is no other property to be developed
and I can't see Conoco installing sidewalks to match up
to mine.

Our of f ice conducted research regarding your request f or release of your
bond without the required improvements installed. Research indicated
that similar permit applications did allow applicants to defer
installation of any required improvements by signing an agreement not to
oppose formation of a Road Improvement District, should a district be
formed in the area at a later date.
Therefore, if you will sign the same agreement then we will gladly
release your bond. Our office will prepare the document for signing and
then record it at the County Auditors Office. You will simply need to
give us a copy of your recorded property deed so that we may prepare the
document.
I will be happy to discuss this matter with at your convenience so that
the details and any questions you may have can be worked out.
