CALL TO ORDER: The meeting was called to order at approximately
10:30 a.m. by Building and Safety's Senior Building Technician,
Jeff Forry, with the following in attendance:

SCOPE/PROJECT DESCRIPTION:
I. General Overview - Existing offices are being demolished and
will be moved to the second story addition being constructed as
part of this proposal. The main floor will be used for a 50 ft.
x 40 ft. tire shop which will include a hoist and also be used as
a front end shop.
II. Construction Schedule - Would like to begin construction as
soon as the permit is issued.
SUMMARY OF DEPARTMENTAL RE4UIREMENTS:
I. Planning Department (456-2205)
A. Discussion/Requirements
1. This site is zoned Manufacturing which permits the
proposed use.
2. The parcel number indicated on the site plan
indicates only a portion of the property. There appears to
be more than one parcel involved. The applicant needs to

clarify the different parcels and ownership involved in the
parcels. A lot line adjustment can be made through the
Planning Department to combine both parcels into one.
2. Parking calculations as shown on the site plan
indicate 14 stalls would be required. The actual minimum
parking required is 17 instead of 14. The inside service
bays would also be included in the parking calculations and
needs to be included on the site plan.
3. The Manufacturing Zone does not provide for
requirements for outdoor storage, however does recommend
that any outdoor storage be within a six foot
sight-obscuring fence. 4. Any signs being installed will require permits.
5. A critical materials list should be completed and
returned to Building and Safety for review.
B. Permit Release Requirements
1. A revised site plan needs to be submitted
illustrating parking, including service bays; along with
addressing the issue of the two parcels.
II. Engineering (456-3600)
A. Discussion/Requirements 1. A copy of written comments on the drainage plan
were given to the applicant by Gary Nelson.
2. The swale depth should be six inches, not one inch
as indicated on the drainage plan.
3. Although 208 installation is required, it is
limited to the proposal and not the entire building.
B. Permit Release Requirements
1. A revised drainage plan needs to be submitted and
approved prior to release of the permit.

, III. Health District (456-6040)
A. Discussion/Requirements
1. A 750 gallon septic system with a 150 ft.
drainfield was installed in 1963. The system provides for
460 gallons per day or 30 person shifts per day. (The
applicant stated there is only one working shift per day and
the business does not employ 30 persons.)
2. As a matter of information, there is little to no
designation for a replacement sewage disposal system area
and should the system fail the system would be difficult to
replace.
3. Even though the applicant stated no critical
materials will be stored on the property, the Health
District would like a statement to that effect. A critical
materials list should be filled out and given to Building
and Safety for review.
4. All construction and demolition debris needs to be
disposed of at a licensed landfill.
B. Permit Release Requirements _
1. The Health District released their portion of the
permit at the meeting.
IV. Utilities Department (456-3604)
A. Dlscusslon/Requirements
1. The Utilities Department were not present and had
no comments for the meeting.
V. Building and Safety (456-3675)
A. Discussion/Requirements
l. The initial set of plans have been reviewed with a
plan review letter given to and partially discussed with the
applicant at the meeting.
2. Should the applicant decide to install a waste oil
burner, the Spokane County Air Pollution Control Authority

would need to be contacted and their release would be
required on the permit prior to issuance. Mabel Caine of
that office will be the contact person. Their phone number
is 456-4727. If the applicant decides not to install the
waste oil burner, this office will need a note indicating
such.
3. The original building was constructed as III-N in
1963, however the submitted proposal cannot be maintained as
such. The plans were reviewed and, after consideration,
construction reclassified to V-N. By reclassification to
V-N, the building could be as large as 8,000 sq.ft. At the
proposed 6,500 sq.ft., the proposal is within those
regulations.
4. Fire District No. 1 has approved the proposal with
no further fire protection requirements.
B. Permit Release Requirements
1. Two complete revised sets of plans needs to be
submitted for review and approval prior to release of the
permit, along with a completed Critical Materials listing.
APPLICANT'S COMMENTS/ACRNOWLEDGEMENT:
The applicant acknowledged that all comments/requirements were
understood and had no further questions at this time regarding
permit requirements.
CORRECTIONS:
To minutes or changes from what appears in the minutes, we should
be notified within one day of your receipt of these minutes.
To plans as required by any or all of the above-listed
departments shall be submitted in sets of 7 to Building and
Safety who will then distribute accordingly to each department.
ADJOURNMENT: There being no further business, Jeff Forry thanked
the applicant and the departments for their participation and
reminded all that he should be contacted if there any unforeseen
problems whi-ch may arise.
The meeting was adjourned at approximately.10:50 a.m.
