MICHAEL HUFFMAN being first duly sworn on oath deposes and says that he is the EDITOR of the Spokane Valley News
Herald, a weekly newspaper. That said newspaper is a legal newspaper and it is now and has been for more than six months prior
to the date of publication hereinafter referred to, published in the English language continually as a weekly newspaper in Spokane
County, Washington, and it is now and during all of said time was printed in an office maintained at the aforesaid place of
publication of said newspaper, which said newspaper had been approved as a legal newspaper by order of the Superior Court of
the State of Washington in and for Spokane County. That the following is a true copy of a Legal Notice as it was published in
regular issues commencing on the 19th day of May, 2017, and ending on the 19th day of May, 2017, all dates inclusive. and

Proposal Description: Proposal for a
69,500 square feet natural gas service
center building and a 1,850 square feet
building extension for a wash bay. Site
development will cover 16.3 acres with an
anticipated amount of earth disturbance of
19,000 cubic yards.
Proposal Location: Parcel No. 35122.0101;
addressed as 2406 N Dollar Rd; located at
the southeast comer of the intersection
of Dollar Road and Utah Avenue; further
located in the NW R of Section 12, Township
25 North, Range 44 East, Willamette Merid-
ian, Spokane County. Washington.
Property Owner/Applicant: Avista Utilities

Lead Agency: City of Spokane Valley
DETERMINATION: Spokane Valley Munici-
pal Code (SVMC), Title 21: Environmental
Controls implements the State Environmen-
tal Policy Act (SEPA) and Chapter 197-11
of the Washington Administrative Code
(WAC) within the jurisdictional limits of the
City of Spokane Valley. The lead agency has
determined that this proposal does not have
a probable significant adverse impact on
the environment. An Environmental Impact
Statement (EIS) is not required under RCW
43.21 C.030(2)(c). This decision was made
after review of a completed environmental
checklist and other information on file with
the lead agency. This information is avail-
able to the public on request. This DNS is
issued using the optional DNS process in
WAC 197-11-355. There is no further com-
ment period on this DNS.

Appeal: An appeal of this determination
shall be submitted to the Planning Division
within fourteen (14) calendar days after the
date issued. The appeal must be written
and make specific factual objections to the
City's threshold determination. Appeals
shall be conducted in conformance with
SVMC 17.90 Appeals, and any required
fees pursuant to the City's adopted Fee
Schedule shall be paid at time of appeal
submittal. Pursuant to WAC 197-11-680,
appeals shall be limited to a review of a
final threshold determination.
