MICHAEL HUFFMAN being first duly sworn on oath deposes and says that he is the EDITOR of the Spokane Valley News
Herald, a weekly newspaper. That said newspaper is a legal newspaper and it is now and has been for more than six months prior
to the date of publication hereinafter referred to, published in the English language continually as a weekly newspaper in Spokane
County, Washington, and it is now and during all of said time was printed in an office maintained at the aforesaid place of
publication of said newspaper, which said newspaper had been approved as a legal newspaper by order of the Superior Court of
the State of Washington in and for Spokane County. That the following is a true copy of a Legal Notice as it was published in
regular issues commencing on the 12th day of May, 2017, and ending on the 12th day of May, 2017, all dates inclusive, and
that such newspaper was regularly distributed to its subscribers during all of said period:

Written Comments: Agencies, tribes,
and the public are encouraged to review
and provide written comments on the
proposal/project and its probable environ-
mental impacts. All comments received
within fourteen (14) calendar days of the
date issued below will be considered prior
to making a decision on this project Any
person may request a copy of the decision
for the proposal once made. Pursuant to
City of Spokane Valley Municipal Code
(SVMC) 17.90 (Appeals), a written appeal
of the decision shall be filed with the City
of Spokane Valley Community & Economic
Development Department within fourteen
(14) calendar days after the date the no-
tice of the decision is mailed. Standing to
appeal a decision shall be.determined in
accordance with the provisions of SVMC
17.90.030 (Standing).

Environmental Review: The City of
Spokane Valley Planning Division has
reviewed the proposal/project for prob-
able adverse environmental impacts and
expects to Issue a Determination of Non -
Significance (DNS) for this project. The
- optional DNS process in WAC 197-11355
is being used. THIS MAY BE YOUR ONLY
OPPORTUNITY TO COMMENT ON THE
ENVIRONMENTAL IMPACTS OF THE
PROPOSED PROJECT.
Existing Environmental Documents: A
SEPA Checklist was prepared for the Coy-
ote Rock grading project in 2006: an MONS
was issued. A SEPA checklist was prepared
in 2009 for 51 single family residential lots
M the Coyote Rock project.
Applicable Development Regulations:
SVMC Title 19 (Zoning), Title 21 )Environ -
mental Controls) and Title 22 (Development
Standards); 2009 City of Spokane Valley
Street Standards; and 2008 Regional
Stormwater Manuel are primary develop-
ment regulations applicabre 10 the site.
Public Hearing: Pursuant to SVMC
17.80.060, the Planning Division shall be
the decision -maker on a proposal. There-
fore. the proposal is not subject to a future
public hearing.
