Statement (EIS) is not required under RCW
43.21C.030(2)(c). This decision was made
after review of a completed environmental
checklist and other Information on file with
the lead agency. This information is avail-
able to the public on request.
Determination: This MDNS Is issued using
the optional DNS process in WAC 197-11-
355. There is no further comment period
on the MDNS.
Mitigation Measure:
1. The developer shall pay to the City o1
Spokane Valley (City) $4,634.50 before
final plat approval for the contribution of an
intersection improvement project of either a
traffic signal or roundabout chosen by the
City at the intersection of Barker Road and
Sprague Avenue.
Appeal: An appeal of this determination
shall be submitted to the Community & Pub-
lic Works Department within fourteen (14)
calendar days after the date issued. The
appeal must be written and specific factual
objections made to the City's threshold
determination. Appeals shall be conducted
in conformance with Spokane Valley Munici-
pal Code (SVMC) 17.90 Appeals, and any
required fees pursuant to the City's adopted
Fee Schedule shall be paid at the time of
appeal submittal. Pursuant to WAC 197-11-
680, appeals shall be limited to a review of
a final threshokl determination.
