PRE-CONSTRUCTION CONFERENCE
LIIMBER STORAGE - NORTH 1015 THIERMAN ROAD ,
APRIL 19, 1989
CALI, To ORDER: The meeting was called to order at approximately
11:00 a.m. by Building and Safety's Code Compliance Coordinator Tom
Davis, with the following in attendance. PERMIT REVIEW PARTICIPANTS:

SCOPE/PROJECT DESCRIPTION:
I. General Overview - Proposed is the construction of a 60 x 175
dry lumber storage building. The building will be a 3 sided with no
heat or lights and will consist of concxete piers and asphalt
flooring.
SUMMARY OF DEPARTMENTAL REOUIREMENTS:
I. Planning Department (456-2205)
A. Discussion/Requirements
1. The site is zoned Manufacturing and the proposed use
is allowed.
2. It was noted that the parcel number for the proposed
project should be 13531-1204 instead of 13531-1201, as
depicted on the permit application. The site description
is Tract C of Short Plat 85-360.
3. There was insufficient information submitted to
determine the required parking for the site. The
applicant indicated that there is existing office use on
the site, so it was further determined that 26 parking
spaces would be required for the site.
4. There will be no new signs constructed on the site.

5. The setbacks, as illustrated on the site plan, are in ~
conformance with the Manufacturing zone.
6. There shall be no parking stall located more than 60
feet from the landscape feature area which shall be not
less than 32 square feet in area.
B. Permit Release Requirements
1. A revised site plan illustrating the required parking
amount and illustrating the required landscaping shall be
submitted for review and approval.
II. Engineering Department (456-3600)
A. Discussion/Requirements
1. Comments were given to the applicant and Building and
Safety by Bob McCann.

2. The comments on the check print need to be addressed
and returned to Jerry Sims, and the applicant also needs
to'contact Jerry Sims regarding the method of calculations
used for the site drainage plan. It was noted that the
Bow-String method will be used for stormwater drainage on
the site.
3. If more parking is required for the site, then it
will have to be calculated into the drainage plan.
B. Permit Release Requirements
l. Review and approval of the drainage plan shall be completed prior to the release of the building permit.
III. Health District (456-6040)
A. Discussion/Requirements
1. The proposed project is part of a Short Plat that was
completed in 1985. There are 4 separate lots included in
the Short Plat 85-360. The Health District's records show
one address of North 1015 Thierman Road for the 4 lots.
Daryl Way requested that new addresses be assigned for the
existing structures to the north of the proposed project
site.
2. There was some confusion on which parcel was actually
part of the proposal. It was clarified that Tract C is
the proposed site.

It was requested that either the address for the site is
re-issued on Dyer Road or the two parcels (Tract B and C)
be combined and a lot line adjustment completed. It was
noted that if Dyer becomes the fronting street and Dean
the flanking street, the setbacks, as illustrated on the
site plan, would still be in conformance with the
Manufacturing zone.
2. The Health District's records indicate that an
on-site well was installed within a building in 1957. The
Health needs verification from the owner's regarding the
location of the well and if it has been abandoned.
3. On Tract B, the Health-District's records indicated
that in 1985 an existing on-site sewage system, that was
serving the office complex, was in conflict with the
proposed new structure at that time. There is no record
that the system was ever relocated. The Health needs to
know from the owner's if it was moved, and if moved, it
was covered without an inspection. It was the Health's
District's opinion that this matter should be resolved
prior to further work on the site.
4. A critical materials list has been provided to
Building and Safety and reviewed by Ken Jeffrey.
B. Permit Release Requirements
1. Clarification. on the above issues regarding the
on-site well and existing on-site sewage system shall be
completed prior to releasing the Health Department's
portion of the building permit.
IV. Building and Safety (456-3675)- A. Discussion/Requirements
1. Fire District No. 1 is requiring that an access gate
on the west side of the storage area be provided for the
fire district. -
2. All fire hydrant locations on the site are adequate.
3. The existing fire hydrant on the west side of the
property needs protection from vehicular traffic; i.e.,
barricades, curb stops.
4. ThP above requirements shall be noted on the permit
and can be taken care of at the time of the issuance of
the Certificate of Occupancy.

B. Permit Release Requirements 1
1. Building and Safety has released their portion of the
building permit.
APPLICANT'B COMMENTB/ACRNOWLEDGEMENT:
The applicant questioned the parking requirement imposed on the
proposed project by the Planning Department. In response by John
Pederson, if the parcels are separated then 5 parking spaces would
be required, if the parcels are combined, then 26 parking spaces
would be required.
CORRECTIONB: `
To minutes or changes from what appears in the minutes, we should be
notified within one day of your receipt of these minutes.
To site plans as required by any or all of the above-listed
departments shall be submitted to Building and Safety who will then
distribute accordingly to those departments.
AD.70URNMENT: There being no further business, Tom Davis thanked the
applicant and the departments for their participation and reminded
all that he should be contacted if there are any unforeseen problems
which may arise.
The meeting was adjourned at approximately 11:25 a.m.
