TLD:pjk cc: John Merrill, Shea Construction Bob McCann, Engineering Dennis Scott, Public Works Director NORTH 811 JEFFERSON • SPOKANE, WASHINGTON 99260*0050 • TELEPHONE (509) 436-3675 . ~ MINUTES PRE-CONSTRUCTION CONFERENCE NORTH 331 FANCHER ROAD - WAREHOUSE JULY 15, 1987 CALL TO ORDER: The meeting was called to order at approximately 10:00 a.m. by Building and Safety's Code Compliance Coordinator, Tom Davis, with the following in attendance: PERMIT REVIEW PARTICIPANTS: Tom Davis, Building and Safety Pam Knutsen, Building and Safety Jim Legat, Utilities Department John Pederson, Planning Department Tom Postlewait, Building and Safety Daryl Way, Health District APPLICANT: John Merrill, Shea Construction SCOPE/PROJECT DESCRIPTION: The proposed project includes a warehouse and mechanical facility for vehicle maintenance on a four acre site. The building will be constructed of steel, from Butler Manufacturing, and will include some masonry in the wash bay. Heating in the facility will be available in all locations, but will be minimal. At the point of completion of the project, the facility will only employ one full time person. In the building are two offices, one for the mechanic and the other for a supervisor. SUrMARY OF DEPARTMENTAL REQUIREMLNTS : I. Building and Safety (456-3675) A. Discussion/Requirements l. Plan review was completed and a letter regarding items for correction given to and discussed with the applicant. 2. The hydrant as required by Fire District No. 1 will need to be installed prior to occupancy. B. Permit Release Requirements . l. A revised floor plan will be required, along with addendum addressing other items. - 1 - . • II. Engineering (456-3600) A. Discussion/Requirements 1. There was no representative from the Engineer's Office at the meeting. However, Tom Davis discussed with the applicant items generally required from the department. (A copy of Engineering's requirements was given to Building and Safety after the meeting. Those requirements are attached to these minutes.) III. Health District (456-3600) A. Discussion/Requirements l. The plans indicate a septic tank and holding tank, separating office waste from domestic waste. The . Aquifer Sensitive Area does not allow for in-ground disposal. However, there is currently a study being done by a Planning Commission subcommittee on allowing separate containment systems. The Health_Department will issue a permit for the construction and installation of a septic tank as a holding tank, however the owners will need to plug the tank until Planning Commission holds a public hearing and a recommendation is forwarded to the Board of County Commissioners. 2. The holding tank and septic tank will need to be under a maintenance contract by a certified pumping company. 3. A high level alarm will need to be installed on the holding tank until such time as the sewer is available. 4. A barricade needs to be put in around the drainfield to keep away vehicular traffic. B. Permit Release Requirements 1. A sewage disposal permit is required. IV. Planning Department (456-2205) A. Discussion/Requirements l. The project is within the Manufacturing Zone and was apparently segregated in 1979. However there is no record of a certificate of exemption or a short plat. - 2 - ' ~ 2. The zone requires a 15 foot rear yard setback. . There is a hearing scheduled for 7/22/87 to consider a 5 foot rear yard setback. 3. Outdoor storage will need to meet setback requirements (the variance will only apply to the building) - and will require a fence which also must meet setbacks. B. Permit Release Requirements l. The owner needs to contact the Planning Department for a determination of compliance with the Short Plat Ordinance. VI. Utilities (456-3604) A. Discussion/Requirements l. As this parcel lies within the Priority Sewer Service Area, double plumbing will be required. The applicant will be contacting Utilities for further information on double plumbing, including options. B. Permit Release Requirements l. A ULID Statement needs to be prepared and signed by the owner. This can be done at the Health Department when obtaining the sewage disposal permit. ADJO . There being no further business, Tom Davis thanked the applicant and the departments for their participation and reminded all that he should be contacted if there any unforeseen problems which may arise. Also, should there be any changes from what appears in the minutes, we should be notified within one day of your receipt of these minutes. PRE-CONSTRUCTION CONFERENCE NORTH 331 FANCHER - OFFICE BUILDING AUGUST 12, 1987 CALL TO ORDER: The meeting was called to order at approximately 10:30 a.m. by Building and Safety's Code Compliance Coordinator, Tom Davis, with the following in attendance: PERMIT REVIEW PARTICIPANTS: Paul Chase, Fire District No. 1 Tom Davis, Building and Safety Pam Heeter, Health District Marla Kerr, Building and Safety Gary Nelson, Engineer's Office Tom Postlewait, Building and Safety John Pederson, Planning Department APPLICANT: Doug Heyamoto, Architect, Contact person, 455-8648 John Merrill, Shea Construction SCOPE/PROJECT DESCRIPTION: The applicant is proposing to construct an office building which is the second phase in a two phase operation. This first phase, a warehouse was submitted for review at an earlier date. The office building consists of 4,000 square feet on the main f loor and a partial basement consisting of 2,000 square feet. The building will be brick veneer, wood framed with a metal roof. An occupancy load waiver was submitted the end of April and approved. This waives the one-hour corridor requirement due to the actual occupants of the structure. It was stated that a short plat may be done to create an additional parcel at a later date for sale or lease. SUMMARY OF DEPARTMLNTAL REQUIRENIEMTS : I. Building and Safety (456-3675) A. Discussion/Requirements 1. Plan review was completed by Tom Postlewait and a letter was picked up by the contractor to be forwarded to the architect. - 1 - Comments are minor in nature and can-be easily addressed on an addendum or notations on the drawings. B. Permit Release Requirements 1. Building and Safety will sign off the permit when all comments/requirements in the plan review letter . have been satisfied. II. Fire District No. 1(928-1700) A. Discussion/Requirements l. It was stated that the fire hydrant location is adequate. . 2. The applicant was informed that the Fire.District requires that there be adequate truck access-to the site. 3. The applicant is required to post the address and the location of a business sign needs to be visible f rom the street. III. Engineering (456-3600) A. Discussion/Requirements l. A copy of comments was given to the applicant and Building and Safety by Gary Nelson. 2, A site plan check print was.given to the applicant. 3. The Engineer's Off ice received a drainage plan for the site on July 15, 1987 and later returned the plan for changes. To date the Engineer's Office has.not received this plan with appropriate changes made. The applicant noted that the plan will be r.eturned for review and approval. 4. Your contact person at the Engineer's Office will. be Jerry Sims. B. Permit Release Requirements 1. A complete drainage plan with calculations must be submitted for review and approval.. All comments on the check print submitted for the warehouse are to be returned with the completed drainage plan. - 2 - , ' . 2. The following improvements within adjacent Right-of-Way are required prior to the release of the building permit: A. Right-of-way dedication four (4) feet along Fancher Road which is designated as a major arterial. B. An RID/CRP agreement "Notice to the Public No. 6" on Fancher Road needs to be recorded. C. A copy of the property deed must be submitted in order to prepare the right-of-way deed and/or the RID/CRP agreement. D. Approach permits for driveway approached to Fancher Road must be obtained. IV. Health District (456-3600) A. Discussion/Requirements l. It was stated that the Health District needs to be informed -of the use, if any, of critical materials on the site. It was pointed out that should critical materials be handled, compliance with the Aquifer Overlay Zone will be required. The county is currently reviewing an amendment which would allow for both critical materials handling and on-site sewage disposal to occur on the same site as separate systems. B. Permit Release Requirements l. A on-site sewage disposal permit is required. At the time of application, the Health District must be informed of the specific location of the septic tank and drainfield. 2. The Health District must have the number of occupants for the structure in order to determine the size of the septic system. 3. A ULID Statement is reuqired to be signed by the owner and submitted to the Health District. V. Planning Department (456-2205). . A. DiscussionjRequirements - 3 - 1. This project is in a manufacturing zone, therefore, the proposal is approved. 2. As reported at the pre-construction conference for the warehouse on July 15, 1987 the parcel was segregated in 1979. Cla-rification that the segregation complies with the short plat ordinance has yet to be resolved. 3. Setbacks are adequate for this proposal. 4. Parking is adequate. -5. All outdoor storage must be fenced. 6. It was noted that landscaping is not a requirement of this zone. However, the applicant does plan to install landscaping. . B. Permit Release Requirements l. The segregation must be clarified and resolved. The applicant is to contact Doug Adams, Subdivision Administrator, regarding the segregation. VI. Utilities (456-3604) A. Discussion/Requirements 1. The applicant has indicated the use of a 6 inch line, which will be-appropriate for this proposal. 2. The Utilities Department requests that the elevation be maintained at 6 feet or shallower at Fancher Road. . B. Permit Release Requirements l. Double plumbing is required for this project. As illustrated on the site plan, the double plumbing must- be extended to between the septic tank and the building. REQUIRED ACTIONS: (County) 1.
