The estimated time required for completion of the above work is 30 days
which the petitioner agrees to prosecute with all diligence and speed with due
regard for the rights, interests and conveniences of the public.
Petitioner further agrees to perform the work in strict compliance with the provisions enumerated below and states that he
j has read and will adhere to the general provisions applicable to permits contained on the reverse side of this form. The
~ undersigned guarantees that if the backfill, street surfacing or improvement fails within two years from the date of final
inspection by Spokane County, he shall pay the cost of the County for making repairs or restoration of the roadway and
improvements. In consideration of the granting of this permit it is agreed by the applicant that the County of Spokane and any
officer or employee thereof shall be saved harmless by the applicant from any liability of responsibility for any accident, loss
or damage to persons or property, happening or occurring as the proximate result of any of the work undertaken under the
terms of this application and the permit or permits which may be granted in response thereto, and that all of said liabilities are hereby assumed by the applicant. It is further agreed that if any part of this installation interferes with the future use of the
highway by the general public, it must be removed or relocated as designated by the engineer at the expense of the permittee
or his successor in interest. ~

CALL TO ORDER: The meeting was called to order at
approximately 11:05 a.m. by Building and Safety's Senior .

I. General Overview - Proposed is the construction of a
2,340 square foot canopy that will be used as a fueling
. station. The canopy will contain four fueling
stations.
SUNIlKARY OF DEPARTMErNTAL REQUIRFMENTS :
I. Planning Department (456-2205)
A. Discussion/Requirements
1. Lots A and B need to be aggregated into one
parcel. A Certificate of Exemption is
required.
2. A revised site plan illustrating setbacks
needs to be submitted for review and approval.
B. Permit Release Requirements
1. Aggregate parcels

II. Engineering Department (456-3600) . i
A. Discussion/Requirements
1. An approach permit must be obtained from the
County Engineering Department for a driveway
approach to Alki Avenue.
2. A bond in an amount estimated by the County
Engineer to cover the cost of construction or
improvements of a sidewalk along Alki Avenue
shall be filed with the County Engineer.
3. Comments are attached to the check print,
please return the check print to the County
Engineering Department.
4. Your contact person for the County
Engineering Department is Jerry Simms.
5. Entrance and exit signs should be placed
along Alki Avenue.
B. Permit Release Requirements
l. Obtain an approach permit for a driveway.

l. The leach bed can not be paved.

IV. Utilities Department (456-3604)
A. Discussion/Requirements
1. The Utilities Department was not present and
had no comments for the proposed project.
V. Fire District #1
A. Discussion/Requirements
l. The proposed project does not need additional
fire hydrants.
VI. Building and Safety (456-3675)

A. Discussion/Requirements
. 1. Permits must be obtained for the dispenser
piping. .
2. Special inspections will be required for
welding. The applicant needs to supply the
name of the firm who will be performing the
special inspectians to Building and Safety.
3. Two complete sets of revised plans need to be
submitted for review and approval.
4. A non-buildable easement of five feet
adjacent to lot B of Short Plat 85-352 was
established when the short plat was filed,
assuming a 15 foot rear yard set back on lot
B to provide a 20 foot separation between the
existing building on lot D and any
construction on lot B. Concerns were
expressed that the aggregation of lot A and B
without review by effected departments
eliminated the required 15 foot rear yard
setback along the south property line of lot
B, thereby placing the unprotected structure
on lot D within five feet of the canopy and
in-violation of applicable building codes.
5. A one hour rated fire wall is required along
the south builciing line according to UBC
table 5-A.
B. Permit Release Requirements
1. Submit two complete sets of revised plans for
review and approval.
, 2. Supply the name of the special inspection
firm.

The applicant acknowledged that all comments/requir.ements
were understood and had no further questions at this time
regarding permit requirements.
CORRECTIONS:
To minutes or changes from what appears in the minutes, we
should be notified within one day of your receipt of these
minutes.
To site plans as required by any or all of the above-listed
departments shall be submitted to-Building and Safety who
will then distribute accordingly to those departments.
ADJO : There being no further business, Jeff Forry

participation and remir.ded all that he should be contacted
if there are any unforeseen problems'which may arise.

CALL TO ORDER: The meeting was called to order at approximately
10:05 a.m. by Building and Safety's Code Compliance Coordinator Tom
Davis, with the following in attendance.

SCOPE/PROJECT DESCRIPTION:
I. General Overview - The applicant is proposing to construct a
512 square feet convenience store to facilitate the existing truck
stop service facility. The store will be of wood frame construction
with a stucco exterior. The store will be manned 24 hours a day and
have a limited menu, mainly hot dogs, cold sandwiches, and coffee
and will not carry liquor. The site already contains a separate
restroom facility which will be used by the employees of the
convenience store.
II. Construction Time - The applicant would like to start
construction as soon as possible. Their primary concern is getting
the ground work completed before the ground freezes.

SUMMARY OF DEPARTMENTAL REOUIREMENTS:
I. Planning Department (456-2205)
A. Discussion/Requirements
1. John Pederson stated that Martin Hill and himself had
talked prior to the Pre-Construction Conference.
2. The site is zoned Manufacturing and is located on
Tract "A" of SP85-352. 3. The setbacks illustrated on the site plan are in
conformance with the Manufacturing zone. The setbacks for
the canopy need to be illustrated on the site plan. (The
applicant did submit information on the canopy setbacks).
4. The 3 parking stalls illustrated on the site plan are
sufficient.
5. All parking spaces must be within 60 feet of a
landscape feature, being 32 square feet in area.
6. A critical materials list shall be completed and
submitted to Building and Safety.
7. John Pederson released his portion of the permit on
the condition of the applicant indicating the landscape
feature on the site plan.
II. Engineering Department (456-3600)
A. Discussion/Requirements
_ 1. Comments were given to the applicant and Building and
Safety by Bob McCann. Bob had stated that he had met with
Martin Hill and John Tonani prior to the Pre-Construction
Conference.
2. The Engineer's Department is requiring 11208" for the
site. The applicant feels that it should not be required
due to existing ' grades and site improvements. The
applicant needs to submit a"design deviation" for relief
of the above-mentioned requirement to the County Engineer
for their consideration and approval.

3. Construction of sidewalks between the two driveway
approaches along Alki Avenue and Fancher Road are required
to be completed prior to the release of the building
permit or a bond ($8.00 per linear foot) in the amount of
the County's estimated construction cost shall be filed
with the Engineer's. As an alternative to sidewalk
construction, paving may be applied. The applicant felt
that they should not have to construct sidewalks on Alki
Avenue since there are no other sidewalks in the area,
which is basically manufacturing. A"design deviation"
should be submitted to the County Engineer for relief of
the above-mentioned requirement. (In order not to be
delayed in construction while the "design deviation" is
being considered, Bob McCann stated that the applicant
should submit a bond for the construction of the
sidewalks).
B. Permit Release Requirements
1. Bob McCann released for "Footings and Foundation"
only.
2. A bor.d for the construction of sidewalks and a
"design deviation" need to be submitted. Full release of
the building permit will be contingent upon the outcome of
the "design deviation."
III. Health District (456-6040)
A. Discussion/Requirements
1. The existing on-site sewage system is located under
paving. The applicant will be doing modifications to the
existing system and a permit will be needed. Daryl Way
sf-.ated that regulations will allow paving over the altered
system. -
2. The sewage system capacity has a maxi7num of 240
gallons of sewage per day. Daryl Way will need water
meter readings to verify that the waste water from the
convenience store can be accommodated by the existing
system.
3. A critical materials list will be supplied by
Building and Safety which should be completed and returned
to them.
4. The owner 1leeds to sign an "agreement" which will
allow access for sampling of the septic affluent on a
yearly basis. The cost of the sampling analysis will be
covered by the owner.

5. The roc~m finish schedule was stated to Dary1 'Way by
the architect,
6. The make and model of the equipment to be used in the
proposed store shall be subrnitted.
7. A merru shall be submitted for review. It was stated
that t'here will be hot dogs and cald sandwiches. There
will be nv brviling or frying.
S. All construction debris shall be dispased of into a
licensed landfi11,
9. The dumpster will have foad waste deposited into it,
which means that the owner will be respansible for
cleaning and mair~~aining the dumpster. The local garbage
service, on a contract basis, will take and clean the
dumpster. If the owner wishes tv clean the dumpster
himself, then adrainr a dumpster cleaning p~d,, and hot
and cold water will need to be provided on the site.
10. The appl icant had stated that they wauld 1ike to add
a shvwer in the existing bathroom which would only be used
for ernployees only. The applicant would need to s~bmit
calculations on the water uSage far capacity sizing of the .
existing sewage sy~~em.
11. It was stated that xf cooking materials are to be
used then a utility sink will be req,xired. The owner may
use a 3cornpartment simk for such cleaning, however a , separate utility sink for hand washing will need to be
provided. As an alternative a 4compartrnent sink with
special provisions may be employed.
B. Permit Release Requix-ements
1, Daryl Way released for "Fvotings and Foundation"
only.
2. Far full release of the building permit, the
fallowinq items need to be addressed:
a. Apply for a pernit far the madifications of the
sewag~ system.

IV. Utilities Department (456-3604)
A. Discussion/Requirements
1. The Utilities Department was not present, however,
comments were given to Tom Davis prior to the
Pre-Construction Conference.
2. Double plumbing and filing of a ULID statement are
required. (Tom Davis was to verify with the Utilities
Department if double plumbing is required). The ULID
statement, if needed, can be processed through the Health
Department. (NOTE: Tom Davis contacted Dean Fowler for
clarification. Dean's comment on double plumbing is
advisory only. If site work is being contemplated, it may
be beneficial to the applicant to install double plumbing
if the pavement is being replaced).
V. Building and Safety (456-3675)
A. Discussion/Requirements
1. Plan review has been completed and a letter was
mailed to the applicant by Tom Postlewait.
2. A letter from Fire District No. 1 clarified that the
one existing fire hydrant on the site will be sufficient.
3. The applicant may address the items in the plan
review letter by a revised set of plans or an addendum.
4. The proposed shower installation in the existing
bathroom was not illustrated on the plans. Ken Jeffrey
suggested that it should be handled on a separate permit.
5. One restroom for employees will be adequate as long
as no food is consumed on the site and no seating is
provided.
B. Permit Release Requirements
1. Ken Jeffrey released for "Footings and Foundation"
only.
2. Two complete revised sets of plans addressing the
items from the plan review letter needs to be submitted
for review and approval.

The applicant acknowledged that all comments/requirements were
understood and had no further questions at this time regarding
permit requirements.
CORRECTIONS:
To minutes or changes from what appears in the minutes, we should be
notified within one day of your receipt of these minutes.
To site plans as required by any or all of the above-listed
departments shall be submitted to Building and Safety who will then
distribute accordingly to those departments.
ADJOIIRNMENT: There being no further business, Tom Davis thanked the
applicant and the departments for their participation and reminded
all that he should be contacted if there are any unforeseen problems
which may arise.

very little pedestrian use. 'I'here are no existinq ooncrete sidewalks in the area,
South of Broadway Ave. Sidewalks North of Broadnray are mre suited to the dev+elopinq
uses. 208 DRAIlNAGE STANDARD,S: The site is currently developed and x)aved with qrades
established. 208 drainaqe areas would not respond to ex.istinq drainaqe patterns without
removal of existinq asphaltic concrete and reRradinq. The location of the existinq
drainfield will ilpa.ct 208 drainaqe areas. The proposed new handicapped rarped access
to the buildinq will also imFact 208 drainaae. 208 drainaqe areas would impact
c=ently established traf fic f lvw patterns.
