CALL To ORDER: The meeting was called to order at approximately
10:05 a.m. by Building and Safety's Code Compliance Coordinator Tom
Davis, with the following in attendance.

SCOPE/PROJECT DESCRIPTION:
I. General Overview - The applicant is proposing to construct a
100x200 foot metal horse barn (arena). The building will be only a
shell that will be unheated and without a floor.
II. Construction Schedule - Construction is scheduled to start as
soon as possible. They would like the horse barn to be completed
before summer.
SUMMARY OF DEPARTMENTAL REOUIREMENTS:
I. Planning Department (456-2205)
A. Discussion/Requirements
1. The site' is zoned manufacturing and the use is
permitted.

2. It was stated that no additional parking is required.
B. Permit Release Requirements
1. A revised site plan illustrating the overall property
lines and setbacks needs to be submitted for review and
approval.
II. Engineering (456-3600)
A. Discussion/Requirements
1. The Engineer's Department were not present and had no
written comments for the meeting.
(Note: Gary Nelson contacted Tom Davis after adjourment
apologizing for missing the meeting and that they do have
written comments regarding drainage controls. He will
be contacting Ron Kelling directly to make necessary
arrangements for the review of a drainage plan.)
III. Health District (456-6040)
A. Discussion/Requirements
1. It was stated that there will be no plumbing in the
new building.
2. Any debris from demolished buildings needs to go to a
licensed disposal site. A list of the licensed sites can
be obtained from the Health Department. The applicant indicated that the buildings have been removed and the
wood will be cut up for firewood.
3. There were some concerns about the new building
encroaching on the existing septic tank. The site plan
shows the new building being three (3) feet from the
septic tank. The setback requirements are ten (10) feet
from the disposal area. A waiver may be issued to allow
for a setback less than ten (10) feet by the Health
District. However, if the setback distance is less than
five (5) feet, approval from the Department of Social and
Health Services is required.
B. Permit Release Requirements
1. Scale out site plan (1 to 20) illustrating the
location of the new building and the existing septic tank
and leech bed in order that a determination can be made
regarding whether or not a waiver will be required.

2. A written letter to Dennis Kroll, Health Department,
requesting a waiver on setbacks from septic tanks and
leech beds needs to be submitted for review and approval.
IV. Utilities Department (456-3604)
A. Discussion/Requirements
1. The Utilities Department was not present but had
reported that they have no comments for this project.
V. Fire District No. 1(928-1700)
A. Discussion/Requirements
1. Paul Chase will get together with Jim Cotter at the
Fairgrounds and verify the locations of the fire hydrants.
2. The fire flow required for the building is 3,000
g.p.m..
VI. Building and Safety (456-3675)
A. Discussion/Requirements
l. Plan review has been completed and copies of the plan
review letter were given to the applicant and the
architect and discussed in the meeting.
2. It was stated that the structure is classified as a
B-2 building.
3. The maximum building area is 24,000 square feet.
4. There needs to be a forty (40) foot setback between
the new horse barn and the existing cattle barn. There is
now a twenty (20) foot setback. A one-hour protection
wall can be installed to satisfy the requirement or a
reclassification of a portion of the existing building and
the new building may be done.
5. Entrances to the building needs to be level with the
ground and handicap accessible.
6. The occupant load needs to be posted in the new
building. Maximum occupant load is 600.
7. If there are more than 50 people in the building then
exit signs are required. If there are more than 300
people in the building then an emergency lighting system
is required.

8. It was stated that the footing depth is three (3)
feet below grade.
9. A lighting budget and electrical switches needs to be
addressed.
10. Fire extinguishers Type 2AlOBC need to be placed at
75 foot intervals.
11. The type of locks that will be used on the doors
needs to be given to Tom Postlewait.
12. A letter stating that the overhead doors will remain
open during event type occupancy.
B. Permit Release Requirements
l. Two complete sets of plans with the items noted in
the plan review letter addressed/clarified on the plans
and/or included as an addendum, must be submitted for
review and approval prior to release of the permit.
APPLICANT'S COMMENTS/ACRNOWLEDGEMENT:
The applicant acknowledged that all comments/requirements were
understood. The applicant had no further questions at this time
regarding permit requirements.
CORRECTIONS:
To minutes or changes from what appears in the minutes, we should be
notified within one day of your receipt of these minutes.
To plans as required by any or all of the above-listed departments
shall be submitted in sets of 7 to Building and Safety who will then
distribute accordingly to each department.
ADJOURNMENT: There being no further business, Tom Davis thanked the
applicant and the departments for their participation and reminded
all that he should be contacted if there are any unforeseen problems
which may arise.
The meeting was adjourned at approximately 10:45 a.m.
