SUNIlKARY OF DEPARTMENTAL REOUIREMENTS I. Planning Department-(456-2205) A. Discussion/Requirements 1. The applicant indicated that the existing building located to the south will be demolished. COMMENT: The building to the South will eventually be demolished. 2. The required amount of parking stalls for the site is 9. These parking stalls shall be paved in which the applicant disputed due to heavy equipment travel on site. The Planning Department and the applicant will discuss alternatives for the paved parking after the meeting. 4 COMMENT: The parking stalls are not desired to be paved, because of heavy crawler type equipment that will be maneuvering through that area. However, the handicap stall will be situated in such a location that tre handicap stall itself can be paved. 3. No parking stall shall be located more than 60 feet from a landscape feature which shall be no less than 32 square feet in area. A revised site plan indicating the required parking and landscaping shall be submitted for review and approval. Also, an estimate from a nursery along with a promissory letter from the owner stating the landscaping will be installed shall be submitted. COMMENT: A small landscaped area will be provided in front of the proposed office. This area will be restricted to the area directly in front of the office because of crawler type equipment that will be operating on the site. II. Engineering Department (456-3600) A. Discussion/Requirements 1. Comments were given to the applicant and Building and Safety by Bob McCann. COMMENT: No comment. 2. A RID/CRP agreement for Railroad Avenue shall be filed with the County Engineers. COMMENT: The RID/CRP agreement has been filed. 3. Any alterations to existing approaches or any new approaches will require a permit. COMMENT: There are no alterations to the existing approaches and there are no new approaches requested at this time. B. Permit Release Requirements l. The filing of the RID/CRP agreement shall be filed prior to the release of the building permit. A copy of a recorded property deed for the site shall be submitted to the Engineer's for the preparation of the RID/CRP agreement. COMMENT: This item will be complied with by the Owner. 2. A drainage plan, incorporating 11208," shall be submitted for review and approval for any new impervious areas. COMMENT: See Sheet "1 of 311. Any approach permits, if needed, shall be obtained from the Engineers prior to the release of the building permi.t. COMMENT: Existing approaches will be used, therefore no new approaches will be incorporated into the Project and/or permits required. III. Health District (456-6040) A. Discussion/Requirements 1. The County Health Department does not allow paving or vehicular traffic over the drainfield. COMMENT: See Sheet "1 of 311, the design does comply. 2. Since the existing sewage system is to be relocated, a permit for a leach bed, 400 square feet, could be issued which would reduce the amount of area needed for an on-site system. It was stated that the applicant could continue to use the existing system until failure occurs. COMMENT: It is understood that the existing system may be used until failure occurs, then at that time an updated system will be installed. 3. A critical materials list, which shall be supplied by Building and Safety, shall be completed and returned to them for review. COMMENT: The Owner will submit a list of critical materials. 4. A"Sampling Agreement," which was given to the applicant at the meeting, shall be signed and returned to the Health Department. This agreement allows the Health Department access to the septic tank on an annual basis for sampling of the effluent for testing. The cost for the retrieving of the sampling and testing shall be covered by the owner. (An installation of a riser and ring to grade on the septic tank is required for sampling purposes). ► COMMENT: The Owner will comply with the requirements of "Sampling Agreement". 5. Permit Release Requirements 1. Application for a sewage permit shall be completed prior to the release of the building permit. COMMENT: Owner will comply. 2. The "Sampling Agreement" shall be returned to the Health Department for their records. COMMENT: Owner will comply. IV. Building and Safety (456-3675) A. Discussion/Requirements 1. Plan check was based on preliminary plans that were submitted. A plan review letter was completed and given to the applicant. COMMENT: No comment. 2. A critical materials list shall be completed and returned for review. COMMENT: Owner will submit a critical materials list. 3. The entire east wall, including parapets, shall be of one-hour construction. COMMENT: The East wall, including parapets, shall be one-hour construction. See revised drawings. 4. The required handicap parking stall is required to - be paved. COMMENT: Handicap parking stall will be paved. 5. Barrier-Free requirements, occupancy and exit comments, construction and structural comments, energy comments, mechanical and plumbing comments were addressed in the plan review letter. These items were to be discussed after the meeting. COMMENT: Barrier-Free requirements will be complied with. B. Permit Release Requirements 1. Two complete sets of construction plans addressing the items in the plan review letter shall be submitted for review and approval. . , _ . - Page 5 Mr. Thomas L. Davis July 31, 1989 COMMENT: Revised general construction documen;ts wil.l be re-submitted as required. Mechanical and Electrical plans will be design build and will be submitted by the successful Mechanical and Electrical Contractors for approval. BUILDING DEPARTMENT COMMENTS 1. Prior to erection truss diagrams from the truss manufacturer shall be submitted for review. COMMENT: Building truss shop drawings shall be submitted to the Building Department for their review prior to their installation in the field. 2. In addition to the inspections required by Section 305, the owner shall employ a special inspector during construction for concrete with a design strength of over 2,000 p.s.i. Please indicate the name of the testing laboratory prior to the release of the permit. Please submit copies of the reports to the Department of Building and Safety for review. (UBC Section 306). COMMENT: Concrete strength test shall be taken, either by Pittsburgh Testing Lab or ABC Testing Lab. At this time Owner has not made final selection. 3. The wind load of the building shall be designed as required by UBC Section 2311. Please specify the wind load for review. COMMENT: Wind load design shall comply with UBC Section 2311. 4. The building shall be designed for a Seismic Zone II as required by UBC Section 2312. (Please specify). COMMENT: The building has been design for Seismic Zone II as required by UBC Section 2312. . 5. Please indicate the proposed snow load of the proposed roof system for review. COMMENT: The roof structure is designed for a 30 lb. snow load. ENERGY COMMENTS 1. Please specify the type of heating system for the building so Building and Safety Department will know what energy code the building has to comply with. . ' Page 6 Mr. Thomas L. Davis July 31, 1989 COMMENT: Heating system shall be a gas fired forced air with e.lectri.c air-conditioning. 2. Please provide heat/loss calculation for the heating system to verify the size of the unit and the ventilation requirements as specified in Section 305 and Table 3-1 of the Washington State Energy Code. COMMENT: Mechanical Contractor shall submit a heat/loss calculation for review prior to installation in the field. 3. Please provide lighting lay-out, switches and control and specify the type of lighting fixtures that will be used in this building. Also provide lighting budget calculations as specified in Section 505 and Table 5-11 of the Northwest Energy Code. Sample forms are attached. COMMENT: Electrical design build Sub-Contractors shall submit required lighting lay-outs, switches and controls to comply with Section 505 and Table 5-11 of the NOrthwest EnErgy Code. MECHANICAL AND PLUMBING COMMENTS l. Each single system providing heating or cooling air in excess of 2,000 cubic feet per minute in Group A, Division 1, 2 and 2.1; Group B. Division 2; Group E; Group I; and Group R, Division 1 Occupancies shall be equipped with an automatic shutoff. Automatic shutoffs shall shut down the air-moving equipment when smoke is detected in a circulating airstream or as an alternate when smoke is detected in rooms served by the system. Whenever such system serves more than one occupancy, such devices shall be provided. Smoke detection shall be by a smoke detector installed in the main circulating-air duct ahead of any fresh-air inlet of installed in each room or space served by the return-air duct. Activation of any detector shall cause the air-moving equipment to automatically shut down. (UMC Section 1009). COMMENT: Mechanical design build Contractor will make submittals to comply. . 2. Fuel-burning equipment shall be assured a suf f icient supply of combustion air as required by UMC Chapter 6. COMMENT: Mechanical design build Contractor will make submittals to comply. 3. Davis July 31, 1989 4.- Cross connection devices shall be installed on equipment which may cause pollution of the domestic water siipnly. (UPC Section 1003) (for example: water closets, service sinks, lawn sprinkler systems, etc) COMMENT: Vacuum breakers shall be installed as required to comply. 5. Floor drains directly connected to the drainage system and subject to infrequent use shall be provided with an approved means of maintaining their water seals. (UPC Section 707) COMMENT: Floor drain will be provided with an automatic trap primer activated through the adj acent wall sink. SPOKANE COUNTY DEPARTMENT OF BUILDING & SAFETY LETTER DATED JUNE 27, 1989 SITE PLAN AND GENERAL COMMENTS 1. Before the permit can be issued, review and approval of the proj ect by the Spokane County Health Department, the Spokane County Planning department, the Spokane County Engineers Office and the Spokane County Utilities Department will be necessary. COMMENT: Will comply. 0 2. The east wall shall be constructed of materials which satisfy the on-hour fire-resistive rating as required by UBC Table 5-A. Parapets shall have the same degree of fire resistance required for the wall upon which they are erected and on any side adj acent to a roof surface shall have noncombustible faces for the uppermost 18 inches, including counterflashing and coping materials. The height of the parapet shall be not less than 30 inches above the point where the roof surface and the wall intersect. Where the roof slopes toward a parapet at slopes greater than 2:12, the parapet shall extend to the same height as any portion of the roof that is within the distance where protection of wall openings would be required, but in no case shall the height be less than 30 inches. (UBC Section 1709 (b)). . COMMENT: Will comply. See Revised Drawings. 3. Please check with Fire District NO. 1 for the number(s) and location of the hydrant(s) to satisfy the minimum fire flow of 1000 G.P.M. Hydrant(s) are required to be installed prior to commencement of construction unless otherwise approved by the Fire District. If such approval is obtained, it should specify when hydrant installation is deemed necessary by the district (i.e., "prior to occupancy," "within days of occupancy," etc.) Such statements should be included in the letter from the district delineating the hydrant(s) location. . ' , Page 8 Mr. Thomas L. Davis July 31, 1989 COMMENT: Will comply. An existing fire hydrant is 50' away from the existing project. BARRIER-FREE REQIIIREMENTS 1. The slope of ramps from the parking area to the entrance of the building shall be not steeper than 1 vertical to - 12 horizontal in the direction of travel, nor 1 vertical to 48 horizontal transverse to the direction of travel. Ramps having slopes steeper than 1 vertical to 20 horizontal shall have handrails as required for stairways, except that intermediate handrails as required by Section 3306 (j) shall not be required. (Sections 3307 (c) and 3307 (e) of the Regulations for Barrier-Free FAcilities). (verify parking surface elevation and sidewalk elevation to primary entrance) COMMENT: Will comply. 2. The threshold or sill shall be not greater than 1/2 inches in height above the walking surface. (Section 402 of the Regulations for Barrier-Free Facilities). COMMENT: Will comply. 3. The spout of the water fountain shall be not higher than 36 inches above the finished floor. (Section 511 (c) of the Regulations for Barrier-Free Facilities). (water station may be substituted) COMMENT: Will comply. OCCUPANCY AND E%IT COMMENTS 1. The mechanically operation ventilation system shall be capable of supplying a minimum of 5 cubic feet per minute of - outside air with a total circulated of not less than 15 cubic feet per minute per occupant in all portions of the building. (UBC Section 705). COMMENT: Will comply. The calculation shall be submitted by the Mechanical design build Contractar. CONSTRUCTION COMMENTS 1. Safety glass shall be installed when glass is eighteen inches less from floor or walking surface and in locations near doors. (UBC Section 5406). COMMENT: Will comply. See sheet 112 of 311. Davis July 31, 1989 PLAN ADDENDA The following requirements weree noted on the plans and are being brought to your attention in order that they might be taken into account during the construction process to avoid unnecessary delays in the final approval of your project. No plan revisions or other submittals are necessary to address these items. COMMENT : No comment. Where public telephones are provided, at least one shall be installed so that the handset, dial and coin receiver are within 48 inches of the floor and satisfy the minimum requirements of Section 511 (d) of the Regulations for Barrier-Free Facilities). COMMENT: Public telephones will not be provided. The international symbol of access shall be displayed to identify accessible features, including, but not limited to the following: A) Primary public site entrances B) Accessible parking facilities (Section 7503 (e)) C) Primary public building entrances D) Accessible toilet room E) Required accessible exists (Section 5503 of the Regulations for Barrier-Free Facilities). COMMENT: Signs and graphics required will comply. Exit doors shall be openable from the inside without the use of key or any special knowledge or effort. (Section 3304 (c) ) - COMMENT: Hardware shall comply. The hardware shall consist of a push/pull with a dead-bolt with a thumb turn on the interior side. L A mechanically operated exhaust system, which is connectedto the switch, capable of providing a complete change of air every 15 minutes shall be installed in each restroom. (UBC Section 705). COMMENT: A mechanical operated exhaust system shall be installed in the restrooms to comply. The design of the exhaust system shall be submitted by the design build Mechanical Contractor. ~ . , . Davis July 31, 1989 Approved numbers or addresses shall be provided for all new buildings in such a position as to be plainly visible and legible from the street or road fronting the property. (UBC Section 513). COMMENT: Approved numbers for the buildings address shall be installed on the building as per UBC _ Section 513. All insulation materials including facing, such as vapor barrier or breather papers installed within floor-ceiling assemblies, roof-ceiling assemblies, walls, crawl spaces or attics shall have a flame-spread rating not to exceed 25 and a smoke density not to exceed 450 when tested in accordance with UBC Standard No. 42-1. (UBC Section 1713). COMMENT: Al1 batt insulation types used throughout the structure with a vapor barrier shall have a flame spread rating not to exceed 25 and a smoke dens ity not to exceed 450 when tested in accordance with UBC Standard No. 42-1, (UBC Section 1713). _ An attic access opening not less than 22 inches by 30 inches shall be provided in the ceiling of the top floor of buildings with combustible ceiling or roof construction. (UBC Section 3205 (a)). COMMENT: See Drawing 112 of 3" for attic access located in Mechanical Room. The interior non-bearing stud walls should be shown to allow roof truss deflection without loading the wall, such as use of Simpson STC Clip or equivalent. - COMMENT: Will comply. Interior non-bearing stud walls shall be constructed to allow roof truss •-deflection. Wood nailing shall be according to UBC Table 25-Q. . COMMENT: Will comply. Drywall nailing shall be according to UBC Table 47-G. COMMENT: Will comply. Drywall screws will be used in lieu of nails. Davis, Code Compliance Coordinator Re: Palouse Crushing Office East 5824 Railroad Avenue Dear Mr. Davis, As per the minutes of the Pre-Construction Conference for the above Project, held on June 20, 1989, the following comments are authored. SUMMARY OF DEPARTMENTAL REQUIREMENTS I. Planning Department (456-2205) A. Discussion/Requirements 1. The applicant indicated that the existing building located to the south will be demolished. COMMENT: The building to the South will eventually be demolished. 2. The required amount of parking stalls for the site is 9. These parking stalls shall be paved in which the applicant disputed due to heavy equipment travel on site. The Planning Department and the applicant will discuss alternatives for the paved parking after tlie meeting. COMMENT:. The parking stalls are not desired to be paved, because of heavy crawler type equipment that will be maneuvering through that area. However, the handicap stall will be situated in such a location that the handicap stall itself can be paved. 3. Davis July 31, 1989 COMMENT: Not applicable. Industrial use area. B. Permit Release Requirements 1. A revised site plan indicating the required p3rking and landscaping shall be submitted for review and approval. Also, an estimate from a nursery along with a promissory letter from the owner stating the landscaping will be installed shall be submitted. - COMMENT: A small landscaped area will be provided in front of the proposed office. This area will be restricted to the area directly in front of the office because of crawler type equipment that will be operating on the site. II. Engineering Department (456-3600) A. Discussion/Requirements l. Comments were given to the applicant and Building and Safety by Bob McCann. COMMENT: No comment. 2. A RID/CRP agreement for Railroad Avenue shall be filed with the County Engineers. COMMENT: The RID/CRP agreement has been filed. 3. Any alterations to existing approaches-or any new approaches will require a permit. COMMENT: There are no alterations to the existing approaches and there are no new approaches requested at this time. R. Permit Release Requirements 1. The filing of the RID/CRP agreement shall be filed prior to the release of the building permit. A copy of a recorded property deed for the site shall be submitted to the Engineer's for the preparation of the RID/CRP agreement. COMMENT: This item will be complied with by the Owner. 2. A drainage plan, incorporating 11208," shall be submitted for review and approval for any new impervious areas. COMMENT: See Sheet "1 of 311. All drainages contained on site and there are no new impervious area, except for the proposed handicap parking stall. ' Page 3 Mr. Thomas L. Davis July 31, 1989 3. Any approach permits, if needed, shall be obtained from the Engineers prior to the release of the building permit. COMMENT: Existing approaches will be used, therefore no new approaches will be incorporated into the Project and/or permits required. III. Health District (456-6040) A. Discussion/Requirements 1. The County Health Department does not allow paving or vehicular traffic over the drainfield. COMMENT: See Sheet "1 of 311, the design does comply. 2. Since the existing sewage system is to be relocated, a permit for a leach bed, 400 square feet, could be issued which would reduce the amount of area needed for an on-site system. It was stated that the applicant could continue to use the existing system until failure occurs. COMMENT: It is understood that the existing system may be used until failure occurs, then at that time an updated system will be installed. 3. A critical materials list, which shall be supplied by Building and Safety, shall be completed and returned to them for review. COMMENT: The Owner will submit a list of critical materials. 4. A"Sampling Agreement," which was given to the applicant at the meeting, shall be signed and returned to the Health Department. This agreement allows the Health Department access to the septic tank on an annual basis for sampling of the effluent for testing. The cost for the retrieving of the sampling and testing shall be covered by the owner. (An installation of a riser and ring to grade on the septic tank is required for sampling purposes). COMMENT: The Owner will comply with the requirements of "Sampling Agreement". 5. Al1 construction debris shall be disposed of into a licensed landfill. COMMENT: All construction debris will be disposed of into a licensed landfill. ' Page 4 Mr. Thomas L. Davis July 31, 1989 B. Permit Release Requirements 1. Application for a sewage permit shall be completed prior to the release of the building permit. COMMENT: Owner will comply. . 2. The "Sampling Agreement" shall be returned to the Health Department for their records. COMMENT: Owner will comply. IV. Building and Safety (456-3675) A. Discussion/Requirements 1. Plan check was based on preliminary plans that were submitted. A plan review letter was completed and given to the applicant. COMMENT: No comment. 2. A critical materials list shall be completed and. returned for review. COMMENT: Owner will submit a critical materials list. 3. The entire east wall, including parapets, shall be of one-hour construction. COMMENT: The East wall, including parapets, shall be one-hour construction. See revised drawings. 4. The required handicap parking stall is required to be paved. COMMENT: Handicap parking stall will be paved. 5.- Barrier-Free requirements, occupancy and exit comments, construction and structural comments, energy comments, mechanical and plumbing comments were addressed in the plan review letter. These items were to be discussed after the meeting. COMMENT: Barrier-Free requirements will be complied with. B. Permit kelease Requirements 1. Two complete sets of construction plans addressing the items in the plan review letter shall be submitted for review and approval. . ~ . ' Page 5 Mr. Thomas L. Mechanical and Electrical plans will be design build and will . be submitted by the successful Mechanical and Electrical Contractors for approval. BUILDING DEPARTMENT COMMENTS 1. Prior to erection truss diagrams from the truss manufacturer shall be submitted for review. COMMENT: Building truss shop drawings shall be submitted to the Building Department for their review prior to their installation in the field. 2. In addition to the inspections required by Section 305, the owner shall employ a-special inspector during construction , for concrete with a design strength of over 2,000 p.s.i. Please indicate the name of the testing laboratory prior to the release of the permit. Please submit copies of the reports to the Department of Building and Safety for review. (UBC Section 306). . COMMENT: Concrete strength test shall be taken, either by Pittsburgh Testing Lab or ABC Testing Lab. At this time Owner has not made final selection. 3. The wind load of the building shall be designed as required by UBC Section 2311. Please specify the wind load for review. COMMENT: Wind load design shall comply with UBC Section 2311. 4. The building shall be designed for a Seismic Zone II as required by UBC Section 2312. (Please specify). COMMENT: The building has been design for Seismic Zone II as required by UBC Section 2312. . 5. Please indicate the proposed snow load of the proposed roof system for review. COMMENT: The roof structure is designed for a 30 lb. snow load. ENERGY COMMENTS 1. Please specify the type of heating system for the building so Building and Safety Department will know what energy code the building has to comply with. . i . ' Page 6 Mr. Thomas L. Davis July 31, 1989 COMMENT: Heating system shall be a gas fired forced air with electric air-conditioning. 2. Please provide heat/loss calculation for the heating system to verify the size of the unit and the ventilation requireinents as specified in Section 305 and Table 3-1 of the Washington State Energy Code. COMMENT: Mechanical Contractor shall submit a heat/loss calculation for review prior to installation in the field. 3. Please provide lighting lay-out, switches and control and specify the type of lighting fixtures that will be used in this building. Also provide lighting budget calculations as specified in Section 505 and Table 5-11 of the Northwest Energy Code. Sample forms are attached. COMMENT: Electrical design build Sub-Contractors shall submit required lighting lay-outs, switches and controls to comply with Section 505 and Table 5-11 of the NOrthwest Energy Code. MECHANICAL AND PLUMBING COMMENTS _ 1. Each single system providing heating or cooling air in excess of 2,000 cubic feet per minute in Group A, Division l, 2 and 2.1; Group B, Division 2; Group E; Group I; and Group R, Division 1 Occupancies shall be equipped with an automatic shutoff. Automatic shutoffs shall shut down the air-moving equipment when smoke is detected in a circulating airstream or as an alternate when smoke is detected in rooms served by the system. Whenever such system serves more than one occupancy, such devices shall be provided. Smoke detection shall be by a smoke detector installed in the main circulating-air duct ahead of any fresh-air inlet of installed in each room or space served by the return-air duct. Activation of any detector shall cause the air-moving equipment to automatically shut down. (UMC Section 1009). COMMENT: Mechanical design build Contractor will make submittals to comply. 2. Fuel-burning equipment shall be assured a sufficient supply of combustion air as required by UMC Chapter 6. COMMENT: Mechanical design build Contractor will make submittals to comply. 3. Davis July 31, 1989 4.- Cross connection devices shall be installed on ~ equipment which may cause pollution of the domestic water supply. ~ (UPC Section 1003) (for example: water closets, service sinks, lawn sprinkler systems, etc) COMMENT: Vacuum breakers shall be installed as required to comply. 5. Floor drains directly connected to the drainage system and subject to infrequent use shall be provided with an approved means of maintaining their water seals. (UPC Section 707) COMMENT: Floor drain wi].1 be provided with an automatic trap primer activated through the adj acent wall sink. SPOKANE COUNTY DEPARTMENT OF BUILDING & SAFETY LETTER DATED JUNE 27, 1989 SITE PLAN AND GENERAL COMMENTS 1. Before the permit can be issued, review and approval of the proj ect by the Spokane County Health Department, the Spokane County Planning department, the Spokane County Engineers Office and _ the Spokane County Utilities Department will be necessary. COMMENT: Will comply. 2. The east wall shall be constructed of materials which satisfy the on-hour fire-resistive rating as required by UBC Table 5-A. Parapets shall have the same degree of fire resistance required for the wall upon which they are erected and on any side adj acent to a roof surface shall have noncombustible faces for the uppermost 18 inches, including counterflashing and coping materials. The height of the parapet shall be not less than 30 inches above the point where the roof surface and the wall intersect. Where the roof slopes toward a parapet at slopes greater than 2:12, the parapet shall extend to the same height as any portion of the roo€ that is within the distance where protection of wall openings would be required, but in no case shall the height be less than 30 inches. (UBC Section 1709 (b)). COMMENT: Will comply. See Revised Drawings. 3. Please check with Fire District NO. 1 for the number(s) and location of the hydrant(s) to satisfy the minimum fire flow of 1000 G.P.M. Hydrant(s) are required to be installed prior to commencement of construction unless otherwise approved by the Fire District.
