MANUFACTLTRING ADDITION - EAST 5303 DESMET
APRIL 15, 1987
CALL TO ORDER: The meeting was called to order at approximately
10:00 a.m. by Building and Safety's Code Compliance Coordinator
Tom Davis, with the following in attendance.

APPLICANT:
Ron Kelling, Garco Construction
SCOPE/PROJECT DESCRIPTION:
The applicant, Thermoguard Equipment, is proposing a 43 x 200
feet, 8600 square foot metal buildinq addition to the existing
manufacturing structure. The addition will be used for assembly
of machinery and equipment. The occupancy rating is B-2 and will
be using materials not highly f lammable or combustible.
SUMMARY OF DEPARTNENTAL REQUIP:ENENTS :
l. Building and Safety (456-3675)
A. Comments
1. A plan review letter was sent to Garco
Constructian.
2. Fire District No. 1 is to contact Marty Robinson
af ter inspecting the location for fire hydrant
requirements.
3. A Determination of Nonsignificance was issued
on March 6, 1987 for the propodal after review of
the environmental checklist by Building and
Safety.

B. Required actions
l. Compliance with the plan review is required.
2. Heat loss calculations are to be revised in order
to comply with Section 404 of the Energy Cade.
2. Engineers Office (456-3600)
A. Comments
11 A copy of comments was given to the applicant and
Building and Safety By Bob McCann.
2. Drainage plans were reviewed and comments noted
on the site plan. This plan was given to the
applicant for further revisions.
B. Required Actions
1. The applicant is to sign and record Spokane County
Notice to the Public No 6. This document
specifies that the owners, heirs, grantees and
assigns agree to join in and not oppose or protest
a Road improvement District created by Spokane
County for the purpose of improving Desmet Avenue,
Yardley Street and Boone Avenue.
2. A copy of the deed is required to be submitted in
order to prepare the Spokane County Notice to the
Public No. 6.
3. Engineer's comments regarding the drainage plan
are to be addressed and revisions submitted.
3. Health District (456-6040)
A. Comments
1. It was noted that no critical materials will be
used or stored on the property.
2. An application for a new sewer system has been
submitted. The proposed septic tank size is 1,000
gallons with a f low af 450 gallons per day, this
is sized adequately for the use.

3. The drainfield must be located a minimum of 4 feet
away from the septic tank before perforated pipe
begins. This should be noted on the plan.
4. No distribution box is needed for this use.
5. Arrangements are to be made to pump the existing
septic tank and fill it with an approved material.
6. The installation of the new system and the
abandonment of the old may occur prior to the
release of the building permit.
7. Vehicular barriers must be installed in order to
protect the drainfield from vehicles crushing the
drainfield pipes. Curb stops or railroad ties may
be used for this purpose.
8. A question was raised as to whether double
plumbing will be required. Should double plumbing
be required by the Utilities Department, the
design shall be indicated on the site plan.
4. Planning Department (456-2205)
A. Comments
l. An Administrative Determination to allow the
proposed building addition to setback a distance
of 25 feet from Yardley Street has been made by
the Planning Department. A letter is being
proposed detailing the nature of the
Administrative Determination.
2. Since the Administrative Determination requires a
Public Notice, a ten day appeal period will be in
effect. The building permit can be released after
the appeal period has ended provided that no
appeal has been filed.
3. Farking is adequate.
5. Utilities (456-3604)
A. Comments
1. Utilities was not present and no comments were
submitted.
REQUIRED ACTIONS: (County):
l. Mary Robinson is to meet with Fire District No. l.concerning
the fire hydrant requirements.
2. After receipt of the deed by Engineering, a Spokane County
Notice to the Public No. 6 will be prepared.
3. An Administrative Determination letter is to be completed by
the Planning Department.
ADJO s There being no further business, Tom Davis thanked
the applicant and the departments for their participation and
reminded all that he should be contacted if there are any
unforeseen problems which may arise.

successor(s) shall retain the right, as authorized under RCW 36.88.090, to
