CALL TO ORDER: The meeting was called to order at approximately
10:40 a.m. by Building and Safety's Code Compliance Coordinator Tom
Davis, with the following in attendance.

SCOPE/PROJECT DESCRIPTION:
I. General Overview - The owner Vehicle Test mechnology is
proposing the renovation of an existing building to be used for
vehicle testing. Renovation will include building new booths for
testing bays, installing new mechanical and lighting systems,
updating the office space and site work. The number of employees
for the proposed is eight.
SUMMARY OF DEPARTMENTAL REQUIREMENTS:
I. Planning Department (456-2205)
A. Discussion/Requirements
1. The required number of parking stalls is 28. Parking
is adequate as shown.
2. John Harrington stated that he would send the
applicant a copies of the landscaping requirements.

3. A separate permit is required for the installation of
any signs. Please illustrate sign location on site plan.
4. The proposed is located over the Aquifer Sensitive
Area. Please submit an updated critical materials listing
to Building and Safety for review.
5. All parking spaces are to be within 60 feet of a
landscape feature consisting of 32 square feet in area.
All landscaping must be installed by April 15, 1990.
6. John Harrington stated that the proposed will be
located on two parcels. The building is located on parcel
23531-0601, parcel 23531-0602 is also involved with the
project. John also stated that the owner may want to
aggregate the parcels.
B. Permit Release Requirements
1. Please submit a revised site plan illustrating
parking, landscaping and the location of the proposed
sign.
2. An estimate from a nursery including size, type and
quantity along with a promissory letter from the owner
stating the landscaping will be installed shall be
submitted.
II. Engineering Department (456-3600)
A. Discussion/Requirements
l. Comments were given to the applicant and Building and
Safety by Bob McCann.
2. Please submit a drainage plan for the site, at a
minimum the plan shall contain the following: drainage
calculations for stormwater volumes generated on site,
calculations for total impervious surfaces contained
within the site, finished grade elevations a the top and
bottom of the 208 swale, a typical cross section of the
208 swale, calculations to justify the number and type of
drywells proposed, and elevation of drywell inlets where
applicable.
3. Tre applicant estimated tr.at tr.ere will be
approximately 200 vehicle trips per day. The proposed
will be open six days a week.
4. Bob McCann stated that a traffic engineer would review
the traffic flow at the site prior to permit release.

5. An approach permit must be obtained for a driveway
approach to Howe Street.
6. A fee schedule agreement was given to the applicant
during the meeting. The agreement is to be signed by the
applicant and returned to the Engineering Department
B. Permit Release Requirements
1. Please submit a drainage plan as described above for
review and approval.
2. Please submit road and drainage plans for street
improvements on Howe Street and Third Avenue. The
improvements shall include the installation of curbs and
paving to the existing pavement. The width of is to be, 20
feet from the center line to the curb.
3. All required constrsction within the Public Road Right
of Way is to be completed prior to the release of a
building permit or abond in an amount estimated by the
County Engineer to cover the cost of construction or
improvements shall be filed with the County Engineer.
III. Health District (456-6040)
A. Discussion/Requirements
1. The existing on site sewage system is located directly
under the proposed car lanes therefore, the septic tank
and leach bed will have to be moved.
2. Any waste other than toilet waste must be collected in
sand traps and placed in a holding tank. This collection
system must be approved by the Department of Ecology.
3. Please submit an updated critical materials listing to
Building and Safety for Review.
4. Currently the existing underground storage tanks
located on the site are being removed. Daryl Way
suggested that the owner have the soils tested at the tank
site to insure a"clean" site.
5. Please submit the anticipated daily waste flow based
on the number of occupants. The existing system has the
capacity for 15 gallons per person per shift.

r B. Permit Release Requirements
1. A"Sampling Agreement" which involves sampling of the
effluent of the septic tank on an annual basis, shall be
signed and returned to the Health District. Cost for
obtaining and processing the sample shall be paid by the
applicant.
2. An application to relocate or alter the existing sewage
system must be submitted.
IV. Air Pollution Control Authority (456-4727)
A. Discussion/Requirements
1. Air pollution regulations require that dust emissions
be controlled during all phases of the project.
2. Renovation projects must comply with the requirements
of CFR 40 Part 61, Subpart M regarding the handling and
removal and disposal of asbestos.
3. All travelled surfaces nPed to be paved and kept
clean.
4. All emission standards must be met.
5. Mabel Caine stated that she has a concern with the pit
area.
V. Building and Safety (456-3675)
A. Discussion/Requirements
l. Plan review has been completed on preliminary site
and floor plans by Tom Postlewait.
2. The Regulations for Barrier-Free Facilities states
that if remodeling is under 60% then handicap requirements
do not have to be met. However, if handicap facilities
are being installed, such facilities must conform to the
requirements where feasible.
3. Please apply for the proper permits for underground
storage tank abandonment.
4. Tom Postlewait suggested that the existing pit be
abandoned.
5. Please submit an updated critical materials listing
along with a clean-up procedure program to Building and
Safety for review.

6. Tom Postlewait also suggested that the owner have
soils test performed on the underground storage tank area.

7. Other comments discussed during the meeting included
energy requirements, lighting budget (interior/exterior),
structural drawings, ventilation system, and maintaining
attic area and access.
B. Permit Release Requirements
1. Two complete revised sets of plans addressing the
items discussed during and after the meeting needs to be
submitted for review and approval.
APPLICANT'S COMMENTS/ACRNOWLEDGEMENT:
The applicant acknowledged that all comments/requirements were
understood and had no further questions at this time regarding
permit requirements.
CORRECTIONS:
To minutes or changes from what appears in the minutes, we should be
notified within one day of your receipt of these minutes.
To site plans as required by any or all of the above-listed
departments shall be submitted to Building and Safety who will then
distribute accordingly to those departments.
ADJOURNMENT: There being no further business, Tom Davis thanked the
applicant and the departments for their participation and reminded
all that r.e should be contacted if there are any unforeseen problems
which may arise.
