Planning Department (456-2205) A. Discussion/Requirements l. Landscaping and parking requirements were given to Mark Aronson of Taylor Engineering during the meeting. 2. There are 351 parking spaces shown on the site plan, 315 spaces are required for the proposed. 3. Landscaping is required to be installed along Sprague Avenue and McDonald Road. 4. All parking stalls are required to be located within 60 feet of of a landscape feature consisting of 32 square feet in area. 5. A minimum of 10% of the parking area is required to be devoted to landscaping. B. Permit Release Requirements 1. Please submit a landscape plan for review and approval. 2. An estimate from a nursery including size, type and quantity along with a promissory letter from the owner stating the landscaping will be installed shall be submitted. II. Engineering Department (456-3600) A. Discussion/Requirement 1. Comments were given to the applicant and Building and Safety by Scott Egger. 2. The proposed must comply with all conditions of Zone Change ZE-80-85. 3. Approach permits must be obtained for driveway approaches along Sprague Avenue and McDonald Road. 4. A drainage plan has been submitted. The- review will commence upon receipt of the Agreement to Pay Fees. - 2 - ~ , , . • . , • ' S. An agreement to Pay Fees was given to the applicant during the meeting. The Agreement is to be signed by the owner and returned to the Engineering Department. Permit Release Requirements 1. An RID/CRP Agreement on McDonald Road needs to be recorded. Please submit a copy of a recorded property deed for the subject property so that an agreement can be prepared. 2. Approval of the stormwater drainage plan. III. Health District (456-6040) A. Discussion/Requirements 1. All construction and demolition debris is to be taken to a licensed landfill. Presently the demolition debris is being taken to Chester Landfill, Daryl Way stated he would check to see if the landfill is licensed. 2. Please submit a complete set of plans and specifications including equipment and room finished schedules. 3. The proposed will be connected to sewer. B. Permit Release Requirements 1. I have consulted with Mountain Crest Enterprises, a professional utility contractor, and we have determined that three options exist. Option #1: Expose and lower the south 360 LF of line as indicated on Taylor Engineer's drawings utilizing the existing pipe. This cost would be $7,080. Option #2: Expose and remove existing piping and install new piping for the same south 360 LF. This cost would be $8,590. Option #3: Exit the existing pump station and head west to the existing 10 foot storm easement and install entire new pressure line approximately 680 LF and repair asphalt which would be damaged. Nelson, Spokane County's Guidelines for Storm Water Management combine culverts and closed systems (storm sewers) into a single design category. The design methodolo is based on culvert hydraulics; where headwater elevations (above the top of the gculvert entrance) and outlet control (submergence of the outlet) is taken into account. It is Taylor Engineering, Inc.'s professional opinion that culvert design and storm sewer desi are enerally not designed using the same hydraulic methodology. While we entirely agr ee with the guideline methodology for the design of culverts, we request that the Mannings equation be allowed for design of gravity storm sewer systems in lieu of the existing culvert design. "Two types of conduits are used for conveyance; the open channel and the pressure conduit. Qpen channels may take the form of a canal, flume, tunnel, or partly filled pipe. Open channels are characterized by a free water surface, in contrast to pressure conduits, which always flow full."tl' The storm sewer design we are proposing is based on a pipe flowing partially full based on a 10 year runoff design frequency as outlined in the stormwater guidelines. Therefor-e, we believe we are designing an open channel system. "The Manning and Kutler e uations are the most common flow e uations used toda . These formulas are based on fluid resistance as it applies to the turbulent flow conditions most often experienced in storm sewers." Another source, The Standard Handbook for Civil EnginEers states; "Sewers are usually sized for open channel flow. Max.imum flow occurs when a conduit is not completely full. For example, for a circular pipe, maxirnum discharge takes place at about .9 of the total depth of the section. ' Tlie same source also states; "For the design of storm sewers, the Manning formula may be used if the sewer is to operate under gravity flow and not under pressure. As a storm sewer continues from its beginning to its outlet, pipe sized should increase in stages to handle the increase in runoff." (4' This diffel-sfrom S okane County methodology in that Spokane County calculations require analysis to ~egin at the outlet of the system rather than the beginning. In analyzing the subject property using both the Manning's formula and the current stormwater methodology, we find that substantially larger pipes are required by the guidelines method. This is to be expected since the guidelines formula takes into account entrance and exit conditions and losses. We have researched numerous engineering sources to determine methods of sizing storm water systems. Following is a list of books researched. In all cases, the Mannings formula was the most common method of hydraulic design for open channel flow in a pipe. Engineering Fluid Mechanics - Olson Agricultural Engineers Handbook - Richer, Jacobson, Hall Data Book for Civil Engineers Design - Seelye Fluid Mechanics & Hydraulics - Giles Fundamentals of Hydraulic Engineering Systems - Hwang, Hita Hydraulics - King, Wisler, Woodburn Civil Engineering R,eview Manual - Lindeburg In conclusion, Taylor Engineering, Inc. has designed extensive lengths of sewer system for the Spokane Utilities Department using the Mannings equation. It has been accepted by city, county, state, and federal governments on past design projects. We see no reason the Mannings equation should not be allowed on this project and on all projects when demonstrated that the pipe is flowing under open channel conditions. To insure that the level to which the water will rise at any inlet or junctian box remains below the level af the inlet or street. rn the case of a cu1,vert, that no upstream owner is dainaged by headwater. 2. To insure that the outlet velacity is law enQUgh so as not to cause er~sion ar, if not practical, to provide an outlet structure to control excessive velouities, 3. Ta be mindful nf the energY gradient at all pvints witniri systern so as to prevent su,dden loss of energy that would cause siltation of the system. 4. To insure that at low flows the pipe system or culvert is relatively "self cleaning". Yn order to satisfy the,se objectives f a complete analysis must be performed. Mannings formula is an empirical farmula which given a rate of flow, channel cross section and slope computes the normal depth of flow. Mannings assumes steady uniform flow. This condition rarely, if ever, occurs in gracticality. It also assumes tha~ the systern is controlled at the outlet. Depending on the design slope, this may or may not be the case. If "inlet control" is the controlling case, then Mannings f~rmula is not appl-icable at all, because the svlutions for the above stated design objectives is independent of slape or roughness of the channel. Another case is when the tail water causes a backwater grofile to extend tnrough, the system ~oward the inlet. In this case, Mannings d • ' ■ ♦ formula used alone will not give the aesired solution. The only way to correctly design culverts or closed storm systems is to perform acomplete analysis including a backwater prafile and eneargY gradient computativn. To my knowledge, no one at Spokane County has diseouraged afly engineer frorn using Mannzng's farmula. But it is onIy part af the analysis and then anly under certain condi.tions. Sizing af pipes using anly Mannings would }ae sirnilar to a structural engineer checking a beam for bending only but ignoring shear and torsion and end connectars. Zt might worlc great to resist bending but st il1 fail. Some canfusion might exist because sar~it~ry sewers are frequently designed using Mannings farmula and are designed for eit~er a half full cvndition vr full eonditian. The differences between sanitary and storm sewers is si.gnificant. The main reason being that sanitary sewers haue apredictable flow whereas storm drain sys~eins ar culverts are designed for storms that are based vn past storm history. 5anitary sewers da not have sand and gravel ta carry nvr da they have abrasive and erosive flows. I recanmend that we continue to require that storm systems be designed using a full analysis that cansiders all hydraulic considerations on county streets. There might be consideration for using chart solutions (FFIWA drainage chart~) when pipes are small and o~ private property where the owner is w-111-ing to accept some 1I7~ermltteI7t and short terrn flooding on his property. The west portion of the roof and the asphalt directly south of the store now drain to drywells. The roof will be a single ply EPDM with ballast. This is basically a rubber roof held down by crushed rock. R,evised calculations for each of the changed basins are shown on the following pages.
