Applicant will add a 42 x 44 addition to building on the west side for RV display, and delete the proposed canopy. There will be an office &
sales area, and a minor repair service shop, 60 x 60. Customer parking will be located on the south side extending to the easL 'lhere will be

The County Engineering Department has completed a review of
the above referenced project. The following information must be
provided in order for us to proceed with our review.
A) For any new hard surface area, for an asphaltic roof, or
a roof containing HVAC machinery, a drainage plan
for the site shall be prepared in compliance with
Spokane County "Guidelines for Stormwater Management". At
a minimum the plan must contain:
1. Drainage calculations for stormwater volumes
generated on site.
2. Calculations for total impervious surfaces
contained within the site.
3. Finished grade elevations for structures to be
constructed on site.
4. Finished grade elevations at the top and bottom of
the 208 swale.
5. A typical cross section of the 208 swale.
6. Calculations to justify the number and type of
drywells proposed.
7. Elevation of drywell inlets where applicable.
8. Copy of the proposed landscape plan.
B) The subject property is affected by the "Findings and
Order" and the '!Conditions of Approval" for the following
land use action:
Spokane County Zone Change No. ZE-22-92C
C) The following improvements within adjacent Right of Way
are required prior to the release of a building permit:
1. You must submit road and drainage plans for street
improvements. These must be prepared by an
engineer. Plans must be prepared for the following
streets:
a. Broadway Avenue, Typical Roadway Section No.
1, Local Access Standard.
All required construction (sidewalk/curbing/pavement) within
the Public Road Right of Way is to be completed prior to the
release of a building permit or a financial guaranty in an amount
estimated by the County Engineer to cover the cost of
construction or improvements shall be filed with the County
Engineer. Required plans are to be submitted prior to estimating
the amount of the financial guaranty or permit release.

CONIlKENTS
Approach Permits are required on all new approaches as well as all
approaches that will be altered. Contact Sylvia Liqhtfoot at the
County Engineer's Department. Approach permits for county roads
will not be issued until a site plan is approved.
A landscape plan is required to ensure there is no conrlict with
swale area.
The County requires a Spokane County Type 4 drywell lid for
drywells in 208 swales. Specify on the drawings this type of lid.
Show a typical section of a swale. The swale must be sodded and
side slopes should not be steeper than 2:1 for up to 12" in depth.
For swales with greater depths use 3:1. The top of the scaale should
be a minimum 2 in. above the drywell lid.
Please use drywell detail attached.
Right of Way dimensions, from centerline of adjacent roads to
property lines should appear on the plans.
Property line dimensions of the entire parcel must be shown, not
just the portion being constructed.
Road names should appear on the plans.
All plans submitted to this department are required to have a
professional enqineer's stamp or registered architects stamp by
state law. Architect stamp must include a signature and date.
Professional Engineer stamps must include the current seal and
expiration date as well as signature and date.
DRAINAGE REPORT :
Use inlet structure if concentrated flow is utilized.

RE: Paving Waiver Request (PW0018) for RV Northwest Inc.
Dear Mr. Miligard: After review of the paving waiver request application, PW0018, that was submitted to
SCAPCA by Wayne Marquess, SCAPCA recommends that the paving waiver be denied. The
reasons for this recommendation are given below.
1. The area is experiencing increased development. As development continues it will be
increasingly important that parking areas, traveled surfaces, and storage areas be paved to
minimize particulate emissions from these sources.
2. The proponent proposes to use gravel to control dust. While this may be a fairly effective
technique when the gravel is first laid down, eventually the effectiveness decrease. At this
. site, there would be no way to require that the gravel surface be maintained.
3. Historicafly paving waivers have been granted in very limited circumstances, for instance
if there is cleated vehicle use, if the site is unmanned and visited infrequently, if the site is
very remote, etc... None of these special circumstances are applicable to this case.
In conversations with the applicant, Wayrie Marquess, it was stated that the point loads of
. the vehicles will cause the asphalt surface to fail. I would defer to the County Engineers as
to the likelihood of this occurring. .

name(e) on a petition for the formation of a Road~•Improvement District (RID) by the

to the formation of a RID by the resolution method pursuant to Chapter 36.88 RCW,
which reeolution includea the owner(s) property. If a RID is formed by either the
petition or resolution method, as provided for in Chapter 36.88 RCW, the owner(s) or
succeeeor(e) further agrees (1) that the improvements or constructfon contemplated

Washington State Department of Transportation (WSDOT) has the following
comments:
WSDOT has no objection to the RV Sales Lot as depicted in the plan. The applicant
must be reminded that no access to the I-90 ramp on the north side of the project will
be permitted. All access to the property must be from Broadway Avenue, as shown in
the plan.

You asked sometime ago about the County accepting Broadway, East of Barker Road, for full time maintenance and what requirements we had to accomplish that acceptance. First, we would require
that the roadway ditches be graded and cleaned and shouldecs graded, the pavement be crack sealed, then
given a chip seal coat. Second, we would ask the construction of a turn around at the East end of the
~ road or, as you have proposed, connection out to Sprague Avenue.
Our estimate for the fix-up of Broadway Avenue, if the work were done by our crews is
$12,000.00 at today's cost. You could arrange to do the work by private contractor(s), if you so desired,
providing the proper permits are obtained from this office and inspection accomplished. Once the road
is accepted, routine maintenance will be done by the County. Additional road improvements will be
required as property along the road is developed, ie widening, curbing, drainage control sidewalk etc.,
together with provision for participation in a future overlay over the entire road to accommodate the
traffic resulting from the commercial-industrial development.

KNOW ALL MEN BY THESE PRESENTS, That William H. Fishfader and Sheila M. Fishfader,
husband and wife,
being the owners of the following deacribed lands in consideratfon of Mutual
Benefits to be hereafter derived do for themselvea, their heirs, grantees, asaigns
and succeseor(e) in intereet hereby agree to authorize Spokane County to place their ,
name(e) on a petition for the formation of a Road•Improvement District (RID) by the
petition method pursuant to Chapter 36.88 RCW, which petition includea the owner(s)
property, and further not to object, by the eigning of a ballot, or not to protest
to the formation of a RID by the resolution method pureuant to Chapter 36.88 RCw,
which reaolution includea the owner(s) property. If 8 RID ie formed by efther the
petition or resolution method, as provided for in Chapter 36.88 RCW, the owner(8) or
successor(s) further agree: (1) that the improvemente or conBtruction contemplated
within the propoeed RID are feaeible, (2) that the benefits to be derived from the
formation of the RID by the property included therefn, together with the amount of
any County participation, exceade the cost and expenee of tormetion of the RIO, and
(3) that the property within the proposed RID ie sufficiently developed. Provided,
further, the owner(s) or succeesor(s) ehall retain the right, as authorized under
RCW 36.88.090, to object to any aeeeesment(e) on the property as a result of the
improvemente called for in conjunctfon with the formation of a RID by either the petition or resolution method under Chapter 36.88 RCW and to appeal to the Superior
Court the decieion of the Board of County Commissioners affirming the final
aeeessment roll.
It is further agreed that at euch time as an RID is created or any Road Improvement
Project ia eanctioned by Spokane County, the improvements required (curb, sidewalk,
drainage control and paving to existing pavement) ehall be at the sole expensQ of
t.he undersigned owner, their heirs, granteeg and assigns without any monetary
participation by Spokane County. The RID waiver contained in this agreement ehall expire after ten (10) years from
the date of execution below. However, at the expiration date the owner(s) or
succeaeor(e) agree to construct the required improvements at their own expenae; pay
to Spokane County the then estimated coet of the required improvements to enable the
County to complete the same; or furnish a bond or other secure method suitable to
the County, providing for or aecuring to the County the actual conetruction of the
improvements. • ~ ` The above conditions and covenant apply to the following de8cribed property:
Lot 7, Block 3 of CORBIN ADDITION TG GREENACRES, as per plat thereof
recorded in Volume "S" of Plats, Pages 30 and 31, and that portion of

HEARING EXAMINER COMMITTEE
FINDINCS nF FACT, CQNCLTZSInNJS AND ORDER
INTRODUCTION
This matter has come before the Hearing Exarniner Committee on June 18, 1992.
The members of the Committee present are Phil Harris, Chairperson, Lunell Haught
and Verona Southern.
PROPOSAL
The sponsor, Jim Thomas, requests approval of a Zone Reclassification, ZE-22-92,
from Urban Residenrial-3.5 (LTR-3.5) to Regional Business (B-3) within the Aquifer
Sensitive Area Overlay zone.
FINDINGS OF FACT AND CONCLUSIONS
1. The property is generally located in the Spokane Valley, north of and adj acent to
Broadway Avenue approximately 600 feet east of Barker Road in Section 17,
Township 25 N., Range 45 EWM, Spokane County, Washington.
2. The committee adopts the Planning Departnnent Report as a part of this record.
3. The existing land use(s) in the area are residential, residential office, a contractors
business and a trucking business.
4. The Comprehensive Plan designates this site as Urban. The Urban category
is for the
purpose of establishing a"city-like" living environment including neighborhood
commercial uses. Major Commercial uses would not be compatible within urban
areas.
5. The Arterial Road Plan does not designate Broadway Avenue as an arterial. It is a
local access road with a recommended right of way of 60 feet.
6. The existing zoning of the property described in the application is Urban Residential-
3.5 (UR-3.5), previously established in 1991.
7. The provisions of RCW 43.21 C(The State Environmental Policy Act) have been
complied with and a Determination of Nonsignificance was issued.
8. The legal requirements for public notice have been fulfilled .
9. The owners of adjacent lands expressed neither approval nor d.isapproval of the
proposed use.
10. The proposed use is compatible with existing uses in the area.
11. The proposed zoning does not implement and conform to the Comprehensive Plan.

12. The applicant has demonstrated that conditions have substantially changed since the
original zoning of this area and accordingly, the proposed zone reclassification is
justified.
13. The proposed use will not be detrimental to the public health, safety, morals or
welfare.
14. The Committee add.itionally finds/concludes:
a. The Hearing Examiner Committee recognizes that the area is transitioning away
from urban residential to commercial and light industrial and supports study
towards a Comprehensive Plan amendment for both land use and circulation
elements.
CONDITYONS OR CONTINGENCIES APPLIED TO THIS APPROVAL
1. All Conditions unposed by the Hearing Examiner Committee shall be binding on the
"Applicant," which term shall include the owner or owners of the property, heirs,
assigns, and successors-in-interest.
2. The following Conditions of Approval apply to the real property described below:
Lot 7 in Block 3 of Corbin Adclition to Greenacres, as recorded in volume 5 of Plats,
on Page 30. EXCEPT the West 384 feet; and EXCEPT Highway. Together with
that portion of the 40 foot canal right of way lying East of and adjacent to said Lot 7;
EXCEPT Highway, situated in the County of Spokane, State of Washington.
SPOKANE COUNTY PLANNING DEPARTMENT
1. The proposal shall comply with the Reg~onal Business (B-3) zones as amended.
2. The applicant shall develop subject property generally in accordance within the
concept presented to the Hearing Body. Variarions, when approved by the
Planning Director/designee, may be permitted, including, but not limited to building
location, landscape plans and general allowable uses of the permitted zone. All
variations must conform to regulations set forth in the Spokane County Zoning
Ordinance, and the original intent of the development plans shall be maintained.
3. Approval is required by the Plannzng Director/designee of a specific lighting and
signing plan for the described property prior to the release of any building permits.
4. A specific landscape plan, planting schedule and provisions for maintenance
acceptable to the Planning Uirector/designee shall be submitted with a performance
bond for the project prior to release of building permits. Landscaping shall be
installed and maintained so that sight distance at access points is not obscured or
imp aireti.
5. Direct light from any exterior area lighting fixture shall not extend over the property
boundary.

6. The Planning Deparmnent shall prepare and record with the Spokane County
Auditor a Title Notice noting that the property in question is subject to a variety of
special conditions imposed as a result of approval of a land use action. This Title
Notice shall serve as public notice of the conditions of approval affecting the
properry in question. The Title Notice should be recorded within the same time
frame as allowed for an appeal and shall only be released, in full or in part, by the
Planning Department. The Title Norice shall generally provide as follows:
The parcel of property legally described as [ ] is the subject
of a land use action by a Spokane County Hearing Body or
Administrative Official on [ imposing a variety of
special development conditions. File No. [ ] is available for
inspection and copying in the Spokane County Planning Department.
7. The Planning Department shall notify the Department of Building and Safety to
"flag" the subject property(ies) in order to trigger the required review when a
build.ing or change-in-use permit may be requested.
8. The Planning Department shall fi].e with the Spokane County Auditor, within the
same time frame as allowed for an appeal from the final disposirion, including
lapsing of appeal period, a Title Notice, which shall generally provide as follows:
"Prior to the issuance of any building permit for any building or any use on the
property described herein, the applicant shall be responsible for compTying with the
provisions of the Zoning Code for Spokane County, Section 14.706 (Aquifer
Sensitive Area Overlay Zone). The property which is the subject of this notice is
more particularly described as follows: . . . "
SPOKANE COUNTY DIVISION OF ENGINEERING AND ROADS
Prior to i$suance of a buildinLy nermit or at the reauest of the Countv EnLyineer in coniuncrion
with aCounr.v Road Proiect/Road ImDrovement Distr-ict, whichever acrion comes first:
1. Applicant shall dedicate 10 feet on Broadway for right-of-way purposes.
Prior To Issuance Of A Buildine Permit Or Use Of The Propertv As Provosed:
2. Access permits for approaches to the county road system shall be obtained from the
Spokane County Engineer.
3. The applicant shall submit for approval by the Spokane County Engineer road,
drainage and access plans.
4. The applicant shall submit for approval by the Spokane County Engineer and the .
Spokane County Health District a detailed combined on-site sewage system plan
and surface water disposal plan for the entire project, or portion thereof, if the
development is to be phased.
5. A parking plan and traff'ic circulation plan shall be submitted and approved by the
Spokane County Engineer. The design, location and arrangement of parking stalls
shall be in accordance with standard traffic engineering practices. Paving or

surfacing as approved by the County Engineer, will be re,quired for any portion of
the project which is to be occupied or travele,d by vehicles.
6. The construction of the road improvements stated herein shall be accomplished as
approved by the Spokane County En,gineer.
7. The County Engineer has designated Typical Roadway Section Number One, Local
Access standard for the improvement of Broadway Avenue, which is adjacent ta the
pmposeti development. This will require the addition of approximately 9-11 feet of
asphalt along the frontage of the development. The construction of curbing and
sidewalk is also required.
8. All required improvements shall conform to the current State of Washington
Standard Specifications for Road and Bridge Construction and other applicable
County standards and/or adopted resolutions pertaining to Road Standards and
Stormwater Management in effect at the date of construcrion, unless otherwise
approved by the County Engineer.
9. Applicant shall construct a paved and delineated approach(es) to meet the existing
pavement on Broadway Avenue.
10. Roadway standards, typical roadway sections and drainage plan requirements are
found in Spokane Board of County Commissioners Resolution No. $0-1592 as
amended and are applicable to this proposal.
11. No construction work shall be performed within the existing or proposed public
right-of-way until a pernut has been issued by the County Engineer. All work
within the public road right-of-way is subject to inspection and approval by the
County Engineer.
12. All required construcrion within the existing or proposed public right-of-way is to
be completed prior to the release of a building pennit, or a bond in an amount
estimated by the County Engineer to cover the cost of construction of improvements
shall be filed with the County En,gineer.
13. There may exist utilities, either underground or overhead, affecting the subject
property, including property to be dedicated or set aside for future acquisition.
Spokane County assumes no financial obligation for adjustinents or relocation
regard.ing these utiliries. Applicant(s) should check with the applicable utility
purveyor and the Spokane County Engineer to determine whether applicant(s) or
the utility is responsible for adjustment or relocation costs and to make
arrangements for any necessary work.
SPOKA,NE COUNTY DIVISION OF UTILITIES
1. Pursuant to the Board of County Comm.issioners Resolution No. 80-0418, the use
of on-site sewer disposal systems is hereby authorized. This authorizaaon is
conditioned on compliance with all rules and regulations of the Spokane County
Health District and is further conditioned and subject to specific application
approval and issuance of permits by the Health District.

2. The owner(s) or successor(s) in interest agree to authorize the County to place their
name(s) on a petition for the formation of ULID by peririon method pursuant to
RCW 36.94, which petition includes the owner(s)' property; and further not to
object by the signing of a protest perition against the formation of a IJLID by
resolution method pursuant to RCW Chapter 36.94 which includes the owner(s)'
property. PROVIDED, this condition shall not prohibit the owner(s) or
successor(s) from objecting to any assessment(s) on the property as a result of
improvements called for in conjunction with the formation of a ULID by either
peution or resolution method under RCW Chapter 36.94.
3. Any water service for this project shall be provided in accordance with the
Coordinated Water System Plan for Spokane County, as amended.
4. Each unit shall be double plumbed for connection to future area-wide collecrion
systems.
SFOKANE -COUNTY HEALTH DISTRICT
1. A combined surface water and sewage d.isposal detailed plan shall be approved by
the Spokane County Engineer and the Spokane County Health District prior to the
issuance of any on-site sewage disposal permit or building permit for this project.
2. Sewage disposal method shall be as authorized by the Director of Utilities, Spokane
County.
3. Water service shall be coord.inated through the Director of Utilities, Spokane
County.
4. Water service shall be by an existing public water supply when approved by the
Regional Engineer (Spokane), State Department of Health.
5. Disposal of sewage effluent beneath paved surfaces is currently prohibited.
6. Subject to specific application approval and issuance of permits by the health
officer, the use of individual on-site sewage disposal system(s) may be authorized.
7. Use of private wells and water systems is prohibited.

1. All air pollution regulations must be met
2. Air pollution regulations require that dust emissions during demolition, construction
and excavation projects be controlled. This may require use of water sprays, tarps,
sprinklers ar suspension of activity during certain weather conditions. Haul roads
should be treated, and emissions from the transfer of earthen material must be
controlled, as well as emissions from aIl other construction-related activities.
3. All traveled surfaces (ingress, egress, parldng areas, access roads) must be paved
and kept clean.
4. Measures must be taken to avoid the deposition of dirt and mud from unpaved
surfaces onto paved surfaces. Zf tracking or spills occur on paved surfaces,
measures must be taken immediately to clean these surfaces.
5. SCAPCA Regulation I, Article V, requires that a Notice of Construction and
Application for Approval be submitted to and approved by our agency prior to the
construction, installation or establishment of an air pollution source. This includes
gasoline storage tanks that are required by WAC 173-491 to have Stage I vapor
recovery systems.
6. Debris generated as a result of this project must be disposed of by means other than
burning (ie. construction waste, etc.).
7. Chapter 173-491 WAC requires that gasoline d.ispensing facilities with an annual
throughput of 360,0()0 gallons or new facilities with norrunal storage capacity of greater
than 10,000 gallons must install Stage I vapor recovery equipment by December 31,
1993 or upon installaaon or upgrade to the gasoline dispensing system.

II. SITE INFORMATION
A. Site Size: 2.4 acres.
B. Comprehensive Plan
1. Land Use Plan: The property is located within the Urban Comprehensive
Plan category. The proposed zoning and land use are not compatible with
the Urban land use category of the Comprehensive Plan. Because of the

land use trend in this area which is described in the zoning analysis, the
Planning Department would encourage a Comprehensive Plan study to
determine the appropriate land use category.
2. Arterial Road Plan: The existing "service" road is designated as
Broadway Avenue by the County Engineers. It is classified as a local
access road. The proposed zoning and use are not compadble with a local
access road. The redesignation of Broadway Avenue as an arterial in
conjunction with a Comprehensive P1an study may resoive these issues.
` C. Site Characteristics: The site is flat and is covered with native grasses, and
on the west side of the site, bushy trees. There are no structures on the site.
D. Neighborhood Characteristics: This established Greenacres neighborhood
has a mix of older single family dwellings and manufactured •homes on large and
small lots. Many of the large lots also have agricultural or light industrial uses in
addition to a residence. Much of the land east of the site is vacant on both sides
of Broadway. Broadway dead ends into cultivated farmland a little over a quarter
mile to the east. Many of the lots across the street (Broadway) from the site are
double-fronting lots with great fill in potential for short plats. One of these lots
has been split into two by SP-84-311.
E. Zoning Analysis: The proposal is located over the Aquifer Sensitive Area
Overlay zone and is within the LJIA and PSSA. There are three zone changes
which may affect the character of the area. The first was a 1976 zone change of a
large expanse of land east of the site to the Freeway Commercial zone. The zone
change was to be for a major truck stop development. The freeway commercial
zone allowed commercial uses serving the needs of persons and vehicles traveling
on lunited access highways. In 1991 the zoning for this property reclassified
from Freeway Commercial (FC) zone to Regional Business (B-3). A second
zone change, granted shortly after adoprion of the Comprehensive Plan in 1981,
arose out of an established contractor's business operaring in violation of the
Zoning Qrdinance on 3 acres of land on the north side of Alki Avenue. The
property was granted Restricted Industiial (RI) zoning for the existing use and
was conditioned to be more compatible with the residential neighborhood.
The third zone change, in 1989 - along with two post 1981 zone changes to the
commercial zone on property fronting Appleway - was to rezone property not
located on an arterial (AlkiAvenue) to the Regional Business (B-3) zone. It
allowed the development of a small trucking business and expansion of Spol:ane
Marine Center which had fronted Appleway since the mid 1970's. This is
significant because Alki is the most heavily developed residential avenue i.n this
area designated as Urban on the Comprehensive Plan. This action reclassified a
600 foot stretch of A.lla to B-3 direcrion across from six single family residences.
Even though strict development conditions were put on this use to mitigate impact
on the neighborhood, the character and land use trend of the neighborhood and of
the whole urban area east of Barker between I-90 and Appleway had been
changing to commercial and light industirial.
Proposal: Reclassify land presently zoned Urban Residential-3.5 (UR-3.5)
established in 1991 to Regional Business (B-3).

Proposed Buffering/Landscaping Techniques: The north, south
. and west property lines will be landscaped. A 25 foot wide strip of Type III
Landscaping is required along I-90. Twenty feet of Type I Landscaping is
required on the west property line and 5 feet of Type III is required along
Broadway Avenue. No landscaping is required to the east.
Other Site Plan Considerations: Site plan provides five R.V. parking
stalls for overnight stays. These are to be considered an R.V. Park and as
such, must meet specific development standards as outlined in the B-3 zone.
The site plan also shows a security fence around all but the public parlang
lot and overnight R. V. spaces.
The site plan submitted for review by the Hearing Examiner Committee is
general in nature. Detailed review to determine compliance with all Code
regulations and conditions of approval is recommended to be adrninistrative
and to occur at the Builcling Permit stage.
I. Drainage: The east 40 feet of the property is an oId abandoned dra.inage
easement right of way.
J. Water Supply: The proposal is within the Consolidated Irrigation Water
District.
K. Sewage Disposal: A combined surface water and sewage disposal detailed
plan is requi.red and an on-site sewage disposal system may be authorized..
L. Schoo(: The proposal is in the Central Valley School District No. 356.
M. Fire Protection: The proposal is within Fire District No. 1. The Fire District
and the I?ivision of Buildings Department (Fire Marshall) are required to approve
fire protection provisions at building permit time.
III. ENVIRONMENTAL REVIEW:
An Environmental Checklist was submitted by the sponsor and was reviewed by the
County Planning Departrnent. The review considered the specifics of the proposal,
other available information, County ordinances, other regulations and laws, possible
standard Condirions of Approval, the Generalized Comprehensive Plan, and other
County policies and guidelines. The Planning Department has deternuned that "No

probable significant adverse unpacts" would result from the proposal being developed
and has issued aD=grninition of Nonsignificance ("DNS"). The "DNS" was circulated to 10 other agencies of jurisdiction and other
agenciesldepartments affected by the future development for review and comment
The "DNS" comment period ends June 16, 1992 and was advertised 15 calendar days
before said date in the newspaper, by letter to adjacent property owners within 400
feet of the proposal, and by notice on a sign posted on the proposal site. The Hearing
Examiner may consider additional environmental related testimony at the public
hearing.
I'V. PLANNING DEPARTMENT SUMMARY AND RECOMMENDATION
The proposed business use, being oriented toward the travelling public, fits in well
with the location and adjacent zoning. While there are single family uses in the area,
most of these uses are located well away from the proposed site. As mentioned in the
zoning analysis, the chara.cter of the area has changed toward commercial and the trend
is for this to continue. While all of these are positive, the policies of the Urban
category of the Comprehensive Plan still do not fully support the proposal. The Urban
category is likely not the best designarion for this transinoning area of the county and
the Planning Department encourages the issue to be addressed by the Planning
Commission when the area is studied. 1'he Planning Department can not fully support
this proposal, but we do recognize that through the public hearing process any impacts
of the project may be able to mitigated.
V . CONDITIONS OF APPROVAL
i. All conditions imposed by the Hearing Examiner Committee shall
be binding on the "Applicant", which terms shall include the
owner or owners of the property, heirs, assigns and successors.
i i. The zone reclassification applies to the following real property:
Lot 7 in Block 3 of Corbin Addition to Greenacres, as recorded in
volume 5 of Plats, on Page 30. EXCEPT the West 384 feet; and

SPOKANE COUNTY PLANNING DEPARTMENT
1. The proposal shall comply with the Regional Business (B-3) zones as amended.
2. The applicant shall develop subject property generally in accordance within the
concept presented to the Hearing Body. Variations, when approved by the
Planning Director/designee, may be pennitted, including, but not limited to build.ing
location, landscape plans and general allowable uses of the pernutted zone. All

variations must conform to regulations set forth in the Spokane County Zoning
Code, and the original intent of the development plans shall be maintained.
3. Approval is required by the Planning Director/designee of a specific lighting and
signing plan for the described property prior to the release of any building permits.
4. A specific landscape plan, planting schedule and provisions for maintenance
acceptable to the Planning Director/designee shall be submitted with a performance
bond for the project prior to release of building pernuts. Landscaping shall be
installed and maintained so that sight distance at access points is not obscured or
impaired.

5. Direct light from any exterior area lighting fixture shall not extend over the property
boundary.
6. The Planning Departinent shall prepare and record with the Spokane County
Auditor a Title Notice noting that the property in question is subject to a variety of
special conditions imposed as a result of approval of a land use action. This Title
Notice shall serve as public notice of the condirions of approval affecting the
property in question. The Title Notice should be recorded within the same time
frame as allowed for an appeal and shall only be released, in full or in part, by the
Planning Department. The Tit1e Notice shall generally provide as follows:

Spokane County Engineer.
3. The applicant shall submit for approval by the Spokane County Engineer road,
drainage and access plans.
4. The applicant shall submit for approval by the Spokane County Engineer and the
. Spokane County Health District a detailed combined on-site sewage system plan
, r and surface water disposal plan for the entire project, or portion thereof, if the
development is to be phas e d.
5. A parking plan and traffic circularion plan shall be subnnitted and approved by the
Spokane County Engineer. The design, location and arrangement of pazking stalls
shall be in accordance with standard traffic engineering practices. Paving or
surfacing as approved by the County Engineer, will be required for any portion of
the project which is to be occupied or traveled by vehicles.
6. The construction of the road improvements stated herein shall be accomplished as
approved by the Spokane County Engineer.
7. The Counry Engineer has designated Typical Roadway Section Number One, Local
Access standard for the improvement of Broadway Avenue, which is adjacent to the
proposed development. This will require the addition of approximately 9-11 feet of
asphalt along the frontage of the development. The construction of curbing and
sidewalk is also required. .
8. All required improvements shall conform to the current State of Washington
Standard Specifications for Road and Bridge Construction and other applicable
County standards and/or adopted resolutions pertaining to Road Standards and
Stormwater Management in effect at the d
9. Applicant shall construct a paved and delineated approach(es) to meet the existing
pavement on Broadway Avenue.
10. Roadway standards, typical roadway sections and drai.nage plan requirements are
found in Spokane Board of County Commissioners Resolution No. 80-1592 as
amended and are applicable to this proposal.
11. No construcrion work shall be perfonned within the existing or proposed public
right-of-way until a perm.it has been issued by the County Engineer. All work
within the public road right-of-way is subject to inspection and approval by the
County Engineer.
12. All required construcrion within the existing or proposed public right-of-way is to
be completed prior to the release of a building pernut, or a bond in an amount
estimated by the County Engineer to cover the cost of construction of improvements
shall be filed with the County Engineer.
13. There may exist utilities, either underground or overhead, affecting the subject
property, including property to be dedicated or set aside for future acquisition.

conditioned on compliance with all rules and regulations of the Spokane County
' Health District and is further conditioned and subject to specific application
approval and issuance of permits by the Health District

"The owner(s) or successor(s) in interest agree to authorize the County to place
their name(s) on a petition for the formation of ULID by petition method pursuant
to RCW 36.94, which petition includes the owner(s)' property; and further not to

resolution method pursuant to RCW Chapter 36.94 which includes the owner(s)'
property. PROVIDED, this condition shall not prohibit the owner(s) or
successor(s) from objecting to any assessment(s) on the property as a result of
isnprovements called for in conjunction with the fonnation of a ULID by either
petition or resolution method under RCW Chapter 36.94."
3. Any water service for this project shall be provideti in accordance with the
Coordinated Water System Plan for Spokane County, as amended.
4. Each unit shall be double plumbed for connection to future area-wide collection

SPOKANE COUNTY HEALTH DISTRICT
1. A combined surface water and sewage disposal detailed plan shall be approved by
the Spokane County Engineer and the Spokane County Health District prior to the
issuance of any on-site sewage disposal permit or building permit for this project.
2. Sewage d.isposal method shall be as authorized by the Director of Utilities, Spokane
County.
3. Water service shall be coordinated through the I?irector of Utilities, Spokane
County.
4. Water service shall be by an existing public water supply when approved by the
Regional Engineer (Spokane), State Department of Health.
5. Disposal of sewage effluent beneath paved surfaces is currently prohibited.
6. Subject to specific application approval and issuance of pernuts by the health
officer, the use of individual on-site sewage disposal system(s) may be authorized.
