The following information must be ...provided in order for us to proceed with our review. . ,,,,e A)~,For any new hard surface area, for an asphaltic roof, or ia roof containing HVAC machinery, a drainage plan for the site shall be prepared in compliance with Spokane County "Guidelines for Stormwater Management". At a minimum the plan must contain: 1. Drainage calculations for stormwater volumes generated on site. 2. Calculations for total impervious surfaces contained within the site. ~ n ~ - 3. Finished grade elevations for structures to be constructed on site. 4. Finished grade elevations at the top and bottom of ~/VI the 208 swale. 5. A typical cross section of the 208 swale. 6. You must submit road and drainage plans for street improvements. These must be'prepared by an engineer. Plans must be prepared for the following streets: ~ a. Broadway Avenue, Special County Roadway Section, asphalt thickness to be determined at a later date. b. Hodges Road, Typical Roadway Section No. 1, Access Standard, asphalt thickness to be determined at a later date. Al1 required construction (sidewalk/curbing/pavement) within the Public Road Right of Way is to be completed prior to the release of a building permit or a financial guaranty in an amount estimated by the County Engineer to cover the cost of construction or improvements shall be filed with the County Engineer. Required plans are to be submitted prior to estimating the amount of the financial guaranty or permit release. w , Page 2 2. Applicant shall dedicate the necessary radius on Hodges and Broadway and 40 feet of right of way dedication on Hodges. 3. Please submit a copy of a recorded property deed from the Auditors office for the subject property. Upon receipt of the deed our staff will prepare the right of way deed. 4. Approach permits must be obtained, after a site plan has been approved, and before the issuance of a building permit, from the County Engineering Department for any new or improved driveway approaches to the following streets: a. Broadway Avenue b. Hodges Road D) Insufficient information was submitted with the proposal. We are unable to proceed with our review. We will need the following before we can proceed: 1. Site Plan. 2. Drainage plan as specified. 3. Other information: a. A parking and traffic circulation plan shall be submitted and approved by the Spokane County Engineer. The design, location and arrangement of parking stalls shall be in accordance with standard traffic engineering practices. Paving as required by the County Planning Ordinance, will be required for any portion of the project which is to be occupied or traveled by vehicles. It is illegal to back out onto the Right of Way. b. Standard County commercial approaches are 40 feet. Spokane County would entertain a design deviation to 50 feet because of the larger trucks using the site. Please apply for a design deviation from Spokane County. c. The applicant may be required to participate in the future extension of Broadway to the east, and connection with Appleway. E) Utility Condition: Permittee is responsible for arranging for all necessary utility adjustments or relocation as required for completion of the improvement. F) The owner of the property or the authorized representative must complete and sign Spokane County Engineers "Agreement to Pay Fees". This document must be returned to the County Engineers Off ice. Plan review will not be completed until this document is executed. This document is attached to these comments. Please return the completed Agreement to your contact person at the Engineers Department. . • ' Page 3 The applicant or his representative has been given a minimum requirements list. This list is not inclusive of all the requirements needed but should be used as a minimum guideline. Without the "minimum" requirements the Engineers Department may not be able to perform a complete review of the project and could result in prolonging the period before permit issuance. MEMORANDUM TO: Clay Conrad, Garco Construction FROM: Ji.rn Millgard, Spokane County Planni.ng Department DATE: MARCH 10, 1994 SUBJECT: Build.ing Permit File No. BP 26-94 (Last Frontier Truck-N-Travel) As per our telephone conversation of March 9, 1994, I have enclosed a copy of the notes concerning a preliminary zone reclassification conference held on January 26, 1994 regarding Last Frontier Truck-N-Travel. The major points of discussion during the prelimi.nary conference were: 1. The current proposal (Last Frontier Truck-N-Travel) exceeds the scope and intensity of the original proposal (ZE-139-76) to such an extent that it must be revisited through a public hearing for a change of conditions. 2. The rezone process in conjunction with the change of condirions may require an Environmental Impact Statement (EIS) to include such topics as traffic analysis, access to I-90, drainage, air quality confornuty, land use etc. 3. The project is not compatible with the Comprehensive Plan, but is consistent with some zoning activiry in the area. The site plan would need to mitigate impacts to adjacent uses. 4. The applicant will be limited in terms of advertising signage, but also has the option of applying for a variance. 5. Prior to the issuance of any building perm.it on this proposal, the review of a revised site plan through a public hearing must be completed. Due to the future need to widen I-90 in the Spokane Valley, WSDOT requests that this development maintain normal setbacks to I-90. No variances should be permitted which woutd allow lcss than the noimal required setback. 2. The original SEPA checklist that was prepared for this project in 1976 needs to be updated to reflect current conditions. Thi~ new checklist needs to address the substantial changes in this project compared';to the original project and the traffic impacts associated with it. In particular, N~e would request that the developer address the impacts this development will have on the Barker Road and I-90 ramp terminals. This analysis should identify the ?present and future )evel of service at these ramp terminals, as well as any mitigation needed to maintain an acceptable level of service. ; 3.
