CALL TO ORDER: The meeting was called to order at approximately
10:45 a.m. by Building and Safety's Code Compliance Coordinator Tom
Davis, with the following in attendance.

SCOPE/PROJECT DESCRIPTION:
I. General Overview - The owner Progress Tool and Die is proposing
the construction of a 30,000 square foot structure containing office
space, a machine shop and warehouse. Approximately 15,000 square
_ foot of the proposed will be used for the office area and machine
shop, the remaining 15,000 square feet will be used as warehouse.
SUMMARY OF DEPARTMENTAL REOIIIREMENTS:
I. Planning Department (456-2205)
A. Discussion/Requirements 1. The site is located in a Restricted Industrial zone
and the proposed use is permitted.
2. Comments were given to the applicant and Building and
Safety by Allan deLaubenfels.
3. A copy of landscaping requirements were given to the
applicant.

i i . • . 4. Landscaping is required along street frontage. 5. A minimum of 10% of the parking lot is required to be
landscaped. The 208 drainage swales may be used for
landscaping if the type of landscaping used is approved by
the County Engineering Department.
6. All parking stalls must be located within 60 feet of a
landscaping feature consisting of at least- 32 square feet
in area.
7. Parking as shown on the site plan is adequate, 46
parking stalls are shown and required. If any change in
the building use occurs the required amount of parking may
change.
8. The proposed free standing sign is not permitted in
the zone.
B. Permit Release Requirements
1. Please submit a revised site plan illustrating
landscaping, the type of landscaping to be installed in the 208 drainage area, and any change in use not
illustrated on previous site plan.
2. An estimate from a nursery including size, type and
quantity along with a promissory letter from the owner
stating the landscaping will be installed shall be
submitted.
3. All conditions of Zone Change Number 94-71 must be
met.
II. Engineering Department (456-3600)
A. Discussion/Requirement
1. Comments were given to the applicant and Building and
Safety by Bob McCann.
2. Approach permits must be obtained for driveway
approaches along Cataldo Avenue.
3. The drainage check print was returned to the applicant
during the meeting. Please address the comments on the
check print and return it to the Engineering Department.
4. Landscaping may be planted in the 208 drainage swales
as long as it does not effect the effectiveness of the
swale.

1. An RID/CRP Agreement on Cataldo Avenue needs to be
recorded. Please submit a copy of a recorded property
deed for the subject property so that an agreement can be
prepared.

III. Health District (456-6040)
A. Discussion/Requirements 1. A sewage system permit must be applied for.
2. Please submit an estimate-of the anticipated number of

3. Please submit an updated critical materials listing to
Building and Safety for review.
. 4. Please install a riser and ring type lid to grade for
the septic tank so that the effluent can be sampled.
5. If it is determined that the owner is a critical
materials user no floor drains will be permitted.
6. The drainfield shall be barricaded in such a manner as
to prevent vehicular traffic from passing over it.
. 7. All construction debris must be taken to a licensed
landfill. .
8. Daryl Way suggested moving the drainfield closer to
the proposed building.

l. If it is determined that the owner is a critical
materials user a"Sampling Agreement" which involves
sampling of the effluent of the septic tank on an annual
basis, shall, be signed and returned to the Health
District. Cost for obtaining and processing the sample

IV. Air Pollution (456-4727)
l. _ A Notice of Construction Permit will be required if
collection equipment is installed that produces emissions.
It was stated that no equipment which would require a
collection system is anticipated at this time.
V. Fire District No. 1(928-2462)
A. Discussion/Requirements
1. Fire flow for the proposed is 3000 g.p.m.
2. The two requdred hydrants have changed locations. The new site plan reflects the new.locations.
3. The hydrant ports are to face the building.
4. Please provide protection from vehicular traffic for
the hydrants.
V. Building and Safety (456-3675)
A. Discussion/Requirements
1. Plan review has been completed on preliminary plans
and a letter was given to the applicant by Tom Postlewait.
2. The proposed building as shown on the drawings is over
area.
3. The minimum requirements of the Regulations for
Barrier-Free Facilities must be met. -
4. Please submit a door schedule showing the door widths
and hardware specifications for review.
5. Cross connection devices shall be installed on
equipment which may cause pollution of domestic water
supply.

within the proposed RYD are feasible, (2) that the benefits to be derived from the
formation of the RID by ::he property included therein, together with the amount of
any County participaticn, exceeds the cost and expense of formation vf the RID, and
(3) that the property within the proposed RID is sufficiently developed. Provided, •
further, the owner(s) or successor(s) shall retain the right, as authorized under
RCW 36.88.090, to object co any assessment(s) on the property as a result of the
improvements called for in conjunction with the formation of a RID by either the
petition or resolution mitChod uc,der Chapter 36.88 RCW and to appeal to the Superior
Court ta-:e -decision of the Board of County Commissioners affirming the final
assessmei:: roll.
It is further agreed Ltiat at such time as an RID is created or any Road Improvement
Project is sanctioned by 5pokane County, the improvements required (curb, sidewalk,
drainage control and :_aving to existing pavement) shall be at the sole expense of
the undersigned owner, Cheir heirs, grantees and assigns without any monetary
participation by Spokane County.
The RID waiver contained in this agreement shall expire after ten 1,10 years fr4m
the date of execution bLlow. However, at the expiration date the, owner(s) or
