CALL TO ORDER: The meeting was called to order at approximately
10:00 a.m. by the Division of Buildings Code Compliance Coordinator,
Tom Davis, with the following in attendance.

SCOPE/PROJECT DESCRIPTION:
I. General Overview - The owner, Dan Torske, is proposing to
construct a 1620 square foot building, which will be used as an auto
repair shop and parts sales. The proposed will have a small storage
area and an office. There will be no outdoor storage, however the
property will be fenced. There is a caretaker living in an existing
residence located on the property.
SUMMARY OF DEPARTMENTAL REOIIIREMENT3:
I. Planning Department (456-2205)
A. Discussion/Requirements
1. The proposed is located in a I-2 zone and the use is
permitted.
2. Eight parking stalls are required for the proposed.
One off street loading space measuring 12 feet wide and 30
feet long is required. If the loading space is covered,
the height shall be at least 1416".

3. All new parking and travelled surfaces are required
to be paved.
4. A five foot wide strip of Type III landscaping is
required along Alki and Barker. To buffer adjacent
residential properties, 20 feet of Type I landscaping is
required.
5. The applicant had questions regarding the sight
obscuring fence. It was stated that the applicant may
install a sight-obscuring fence to reduce the 20 foot wide
landscape strip. Tom Veljic mentioned that he will work
with the applicant on specific landscape standards and
options.
6. If outdoor storage is considered, the storage area
shall be located in the rear yard area and shall be
screened with a sight obscuring non-pierced fence not less
than 6 feet in height. Surface area shall be paved.
Access to storage can only be from Alki.
7. Tom Veljic mentioned that signs were not permitted on
the property.
B. Permit Release Requirements
1. Please submit for approval a revised site plan
illustrating parking spaces, loading spaces, extent of
paving, existing landscaping and proposed landscaping. An
estimate from a nursery including size, type, and quantity
of landscaping, itemized cost of the irrigation system,
and the cost of labor along with a promissory letter from
the owner stating the landscaping will be installed shall
be submitted.
II. Division of Engineering & Roads (456-3600)
A. DiscussionjRequirement
1. Comments were given to the applicant and the Division
of Buildings by Bob Turner.
2. The subject property is affected by conditions of
approval for rezone No. ZE-10-79.
3. The county's paving ordinance requires that all
travelled areas associated with the new building shall be
paved. A traffic circulation plan is required
illustrating the route of travel to and from the proposed

building, design and arrangement of parking spaces, and
method of stormwater disposal.
4. A paved approach apron connecting the driveway to the
existing road pavement is required. Any approach permit
would need to be applied for at the County Engineer's
Office.
5. Any new hard surface areas shall comply with Spokane
County Guidelines for Stormwater Management, at a minimum
the plan must contain:
1. Drainage calculations for stormwater volumes
generated on site.
2. Finished Grade elevations for structures to be
constructed on site.
3. Calculations to justify the number and type of
drywells proposed.
4. Elevations of drywell inlets where applicable.
6. There is a drywell on the property for Stormwater
discharge from the existing paving.
7. An RID/CRP Agreement, Notice to the Public No. 6
needs to be recorded for Alki and Barker Road. Please
submit a copy of the recorded property deed from the
Auditor's office to the Division of Engineering & Roads.
Upon receipt of the deed, staff will prepare the
agreement.
B. Permit Release Requirements
1. Please submit a traffic circulation plan to the
County Engineer's Office.
2. Approach permit shall be obtained.
3. If new paving is added a drainage plan as described
above shall be submitted for review and approval.
4. An Agreement to Pay Fees was given to the applicant
during the meeting. The agreement is to be signed by the
owner and returned to the Division of Engineering & Roads.
Plan review will not be completed until this document is
executed.
III. Health District (456-6040)

A. Discussion/Requirements
1. The site contains an existing 750 gallon septic tank
and drainfield which were installed in the 1960's. There
appears to be a conflict with setback requirements between
the system and the proposed building.
2. Setback requirements for on-site systems are a
minimum of 10 feet. to any property lines, buildings,
waterlines, and drainage swales.
3. Daryl Way suggested that as an option to installing
new drainfield lines, a small leach bed approximately 400
square feet in size would be advisable. This would enable
the applicant to better utilize his property should future
expansion is contemplated.
4. The existing 750 gallon septic tank would be
acceptable to accommodate the anticipated 3 employees and
the existing residence.
5. The applicant is required to fill out a revised
critical materials list and submit to Division of
Buildings for review. If it is determined that the
proposed is a critical materials user the owner will be
required to sign a Sampling Agreement. The agreement
allows the Health district to sample the effluent of the
septic tank on an annual basis. Al1 cost for sample
retrieval and analysis shall be paid by the owner.
6. The water purveyor for the site is Consolidated
Irrigation District #19 (924-3655). Verification that
service is being provided needs to be made.
The applicant mentioned that there would be no floor
drains.
8. All construction debris is to be taken to a licensed
landf ill .
B. Permit Release Requirements
1. Please submit a revised critical materials list ;o
the Division of Buildings for review. If it is determined
that the property contains critical materials, a sampling
agreement as described in item 1 above shall be submitted.
3. A permit to modify the sewage disposal systems shall
be applied for.

IV. Flre D1Striet NO. 1 (92$"'2462)
A. Discussioln/fiequirements
l.The required fire flow for this project is calculated
to be 1500 G.P.M.
2. A lock (Iinox) bvx entry system for fire departrnent
personnel access is required to be installed. Forms far
ordering can be obtained from the fire district. The
carnpleted fvrms are to be returned to the district.
3. . The applicant rieeds to keep the weeds down on the
west end vf the praperty if it is not asphalted Qr
graveled.
4. 3'he fire hydrant on the nartheast carner of Alki and
Barker needs to be changed frvm a two port to a three pox-t
hydrant. The applicant needs to con-tact the water
Purveyor to make arrangements to change 'the hydrant.
V. Divisivn of Buildings (456-3675)
A. Discussion/R~quiremants
1. Plan review has been completed on the site plan only.
2. 'Fhe south exterior wall shall be a one--hour
fire-resistive wall r plus, a minimum 301' parapet is
required,.
3. The propased building is intended to be heated with
natural gas. The applicant was thinking abvut placing a
waste o~~ burner in tYae building ]aut concluded that
natural gas waulcl be better due to reculatory contrvls
assaciated with waste -oil.
4. Please complete the Critical Materials list and
return for review. Flease subrnit a alean-up procedure
program for the review if critical materials are stored ar
used at the site. Name vf the firm wha wauld be
responsible for any spil1 cleanups needs tv be identified.
A list af the Department of Ecolagy apProved contractors
is available at the Divisian of Buildings. It was noted
that an accumulatian of more than 110 gallans or ? 1/2
gallons of antifreeze woul,d place the prope~ty urnder the
CM designation,

5. There will be one restroom facility and it must be
handicapped.
6. There was concerns about floor hoists in the
building. Daryl Way suggested that the applicant look
into new hoist designs using water instead of oil.
B. Permit Release Requirements
1. Two complete revised sets of plans addressing the
items discussed during and after the meeting and other
items from the plan review letter needs to be submitted
for_review and approval.
APPLICANTfS COMMENTS/ACRNOWLEDGEMENT:
The applicant acknowledged that all comments/requirements were
understood and had no further questions at this time regarding
permit requirements.
CORRECTIONS:
To minutes or changes from what appears in the minutes, we should be
notified within one day of your receipt of these minutes.
To site plans as required by any or all of the above-listed
departments shall be submitted to the Division of Buildings who will
then distribute accordingly to those departments.
ADJOURNMENT: There being no further business, Tom Davis thanked the
applicant and the departments for their participation and reminded
all that he should be contacted if there are any unforeseen problems
which may arise.

A. I NTRODUCTION
This matter having come before the Examiner Committee on July 9, 1981,
and the members of the Committee present being Kathy Carstens, Chair-
person, Eldon Thomas and Jerry Wi I I iams . _
B. PROPOSAL
The sponsor, Dannie E. Torske, is requesting approval of a change of
condition, File No. ZE-10-79, Restricted Industrial Zone (establisheci in
1979) for the purpose of developing a mechanical shop on the site.
C. FINDINGS OF FACT
1. That the existing land use in the area is residential, commercial, and
warehouse structures.
2. That the Comprehensive Plan designates this area as appropriate for
U rban development.
3. That the existing zoning of the property described in the application
is Restricted I ndustrial .
4. That the provisions of RCW 43.21C (The State Environmental Policy
Act) have been complied with, and the Committee concurs with the
Declaration of Non-Significance.
5. That the proper legal requirements for advertisement of the Agenda
Item have been fulfilled.
6. That the land in this area is suitable for the proposed use, or uses
within the proposed Zone Classification.
7. That the applicant has demonstrated that conditions have substantially
changed since the original zoning of this area and accordingly, the
proposed rezone is justified.
8. That the proposed use is compatible with existing uses in the area.
9. That the owners of adjacent lands expressed both approval and dis-
approval of the proposed use.
10. The Hearing Examiner Committee finds the proposed use to be in
harmony with the general purpose and will not be otherwise detri-
mental to the public health, safety, and welfare.

the members of the Committee present being Ken Kennedy, Abby Byrne, anc!
John Culler, and there being the following persons present who wish to request
approval of a Zone Change; Mr. Stevens, Robert Paulusz, Sheri Paulusz, and Ed
Scherschlight for Agricultural to Commercial or Restricted Industrial for the
purpose of retail outlet for landscaping sprinklers.
B. FINDINGS OF FACT
1. That the existing land use in the area is residential.
2. That the Comprehensive Plan designates this area as appropriate for
residential purposes.
3. That the existing zoning of the property described in the application is
Agricultural.
4. That the provisions of RCW 43.21C (The State Environmental Policy Act)
have been compl ied with.
5. That the proper legal requirements for advertisement of the A-genda Item
have been fulfilled.
6. That this proposal is not in conflict with the provisions of adopted regula-
tion or intent of adopted policies.

C. ORDER
The Hearing Examiner Committee, pursuant to the aforementioned, finds that the
application of Edward J. Scherschlight for a Zone Change, Agricultural to
Commercial or Restricted Industrial as described in the application should be
approved for Restricted I ndustrial .

The County Engineer's Office has requested the following be considered if
the rezone is approved :
NOTE: All required improvements shall be built to meet or exceed

2. Applicant shall construct paved and delineated approaches to meet
existing pavement on AI ki and Barker.
3. An appropriate on-site drainage disposal system shall be approved by
the Spokane County Engineer's Office prior to the release of building

4. Access permits for the advertised property shall be obtained from the
Spokane County Engineer's Office prior to release of building permits.

b. Spokane County Health District:
The applicant shall comply with rules and regulations of the Health District
in providing for adequate sewage disposal. All necessary Health District
permits shall be obtained prior to building permit issuance.
Approval of sewage disposal facilities by the Spokane County Health
District.
c. County Fire Marshal's Office: Fire District #1
Installation of fire hydrants to be in accordance with the requirements of
the Spokane County Fire Marshal.
Access and circulation plans for emergency vehicles to be approved prior to
building permit issuance.
d. Water Purveyor: CONSOLIDATEb IRRIGATION DISTRICT
We are able to supply this proposal with adequate water.
e. Compliance with all requests stated under Reviewing Agency Comments
above.
f. The applicant shall develop subject property generally in accordance within
the concept presented to the ~earing Examiner Committee. Minor variations
when approved by the Zoning Administrator will be permitted, including,
but not limited to the following changes: Building location, building
materials, la-ndscape plans, and general allowable uses of the permitted
zone. All variations must conform to regulations set forth in the Spokane
County Zoning Ordinance. The original intent of the development pns
shall be maintained.
g. A landscape plan showing specific detail and accompanied by a performance
bond , shall be approved by the County Zoning Administrator prior to
building permit issuance.

D. CONDITIONS OR CONTINGENCIES APPLIED TO THIS APPROVAL
a) COUNTY PLANN I NG DEPARTMENT
1. Condi.tions, placed upon the rezone of the site in 1979 (ZE-10-79)
will remain in effect.
2. Automobiles, automobile parts, or repair equipment. serviceable
or nonserviceable, wi I I not be stored on the site outside any of the site's buildings.
•3. Applicant shall comply with '208' recommendations concerning
- stormwater runoff and provide necessary landscaping for runoff.
4. That the provisions of SEPA"s NOTICE OF ACTION pursuant to
Chapter 43.21C.080 RCW and the Board of Spokane County .
Commissioners Resolution #77-1392 be initiated, by the project
applicant within thirty (30) days of final disposition of this
application, and prior to any on-site improvements.
5. Pursuant to the provisions of Chapter 43.21C RCW, the SEPA
Guidelines (WAC 19710) and the Spokane County Environmental
Ordinance (SCEO), a proposed declaration of nonsignificance has
been issued at least fifteen (15) days prior to this date; the
official file, written comments and/or public testimony contain
information regarding assessment of the proposal's adverse
impacts to the physical environment are anticipated as a result
th'at no potentially significant adverse impacts upon the physical
environment are anticipated as a result of the project; and a
final declaration of nonsignificance is hereby to be issued.
6. That the existing fence shall be rebuilt as a six (6) foot •
chainlink fence with decorative slats for a sight-obscuring
effect.
7. That the working hours shall be contained within the hours
of 8: 00 A. M. to 6: 00 P. M. on wee kdays and 8: 00 A. M. to
12 : 00 Noon on Satu.rday.
8. That all activities shall be contained within the buildings.
9. That a landscaped plan be provided for the east and north
sides of the- office building as a dust-repellant for that area.
10. That the paving which was required in the original approval
shall be accomplished, which is to include the driveways to the
streets on both AI ki Avenue and Barker Road.
11. That no signing shall be allowed.

c) COUNTY UTI LITI ES DEPARTMENT
. 1. Pursuant to Board of County Commissioners Resolution No.
80-0418, the use of on-site sewer disposal systems is
hereby authorized. This authorization is conditioned on compliance
with all rules and regulations of the Spokane County Health District
and is further conditioned and subject to specific application approval
and issuance of permits' by the Health District.
2. The owner, his heirs or successors shall join and partic-ipate in any
petition or resolution which purpose is the formation of a utility local
improvement district (ULID) pursuant to RCW, Chapter 36.94, as
amended. The owner, his heirs and successors shall further agree
not to oppose or protest any legal assessments for any utility local
improvement district (ULID) established pursuant to RCW Chapter
36. 94, as amended.
3. Any water service for this project shall be provided in accordance
with the Coordinated Water System Plan for Spokane County.
d) COUNTY HEALTH DISTRICT
1. A combined surface water and sewage disposal detailed plan shall be
approved -by the County Engineer and the Health District prior to the
issuance of any building permit for this project.
2. Sewage disposal method shall be as authorized by the Di-
rector of Utilities, Spokane County.
3. Subject to specific application approval and issuance of
permits by the Health Officer, the use of an individual
on-site sewage system may be authorized.
4. Water service must be coordinated through the Director of
Utilities, Spokane County.
5. Water service shall be by an existing public water supply
when approved by the Regional Engineer (Spokane),
State Department of Social and Health Services.
e) COUNTY BUILDING AND SAFETY DEPARTMENT
1. The site is located in Fire District #1.
2. That mains and hydrants be installed in accordance with the
Spokane County Department of Building and Safety.
3. That a certification of occupancy be required prior to
occupancy.
