General Overview - The owner Greenacres Baptist Church is proposing the construction of a 10,332 square foot addition to the existing educational building. The additional will be the sanctuary with a seating capacity for approximately 200. The sanctuary will have ramp for the handicap at this time, however an elevator will eventually be installed. The basement of the proposed will contain classrooms for the instruction of religious education. In the future the basement may have a small kitchen for congregation use and a fellowship hall. The existing sanctuary located on the site will be used for youth activities until it can be relocated to another site. S Y OF DEPARTNEENTAL REQ . 1. Planning Department (456-2205) A. Discussion/Requirements 1. The proposed is located in a UR 3.5 zone and the use is permitted in the zone. 2. Because the existing sanctuary and the proposed sanctuary will be used at the same time enough parldng shall be provided for both uses. Parking for the proposed sanctuary shall be calculated by using the ratio of one parlang space for every four seats. Therefore, a minimum of 50 new parking stalls are required for the proposed sanctuary, only 29 stalls are shown on the site plan. 3. The existing parking for the existing sanctuary is not required to be paved. However all new traveled surfaces are required to be paved. -1- 1 . 4. A five foot wide strip of Type III landscaping is required along both Sprague Avenue and Barker Road frontages. 5. A minimum of 10% of the parking lot is to be landscaped. Also, all parking stalls are to be located within 60 feet of a landscape feature consisting of 32 square feet in area. 6. A sign permit is required for any signs not included with this permit. 7. The zoning code stipulates that the building height be a maximum of 35 feet above grade. 8. The arterial road plan specifies a strip of property 10 feet in width along Sprague Avenue and 20 feet in width along Barker Road be designated as future set aside areas. Tom Veljic advised the applicant to be aware of the set aside areas when planning landscaping and parking areas. B. Permit Release Requirements 1. Please submit a revised site plan illustrating proposed and eJCisting parking, landscaping, and indicate the height of the proposed for review and approval. 2. An estimate from a nursery including size, type, and quantity along with a promissory letter from the owner stating the landscaping will be installed shall be submitted. II. Division of Engineering & Roads (456-3600) A. Discussion/Requirement 1. Comments were given to the applicant and the Division of Buildings by Bob Turner. 2. Please submit a drainage plan for the site that is in compliance with Spokane County Guidelines for Stormwater Management. 3. The proposed shall comply with conditions of Zone Change ZE-33-58. 4. Please submit road and drainage plans prepared by an engineer for road improvements on Sprague Avenue and Barker Roads. Both shall be improved to Typical Roadway Section No. 1, Collector Standard. All required construction shall be completed prior to permit issuance or a bond in an amount estimated by the County Bngineer to cover the cost of construction shall be submitted. The applicant was advised that they should contact an engineer to prepare road plans as soon as possible to avoid any permit delays. 5. Approach permits shall be obtained for new driveway approaches along county right of way. , 6. An Agreement to Pay Fees was given to the applicant during the meeting. The agreement is to be signed by the owner and returned to the Division of Engineering & Roads. Plan review will not be completeti until this document is executed. -2- ~ ~ . B. Permit Release Requirements f ~1. Please submit a drainage plan as described above for review and approval. 2. Please submit road and drainage plans prepared by an engineer for road improvements on Sprague Avenue and Baker Road. 3. Please submit a copy of the Agreement to Pay Fees signed by the owner. III. Health District (456-6040) A. Discussion/Requirements 1. The applicant stated that a new on site sewage disposal system will be installed for the progosed sanctuary. Daryl Way advised the applicant to use water use data from a similar facility and/or an average of three gallons per seat per day when sizing the proposed on site system. 2. The applicant stated that the proposed classrooms will be used for religious instruction only. 3. Daryl Way stated that there is vehicular traffic over the existing drainfield. Mr. Way advised the applicant to prevent further vehicular traffic over the drainfield or to tie the existing buildings into the new on site sewage disposal system. 4. Daryl Way stated that he would prefer that the waste water from the baptis- mal be drained into a drywell instead of into the drainfield. 5. All construction debris shall be taken to a licensed landfill. B. Permit Release Requirements 1. Apply for a permit to install the proposed on site sewage disposal system. IV. Fire District No. 1(928-2462) A. Discussion/Requirements 1. Fire flow for the proposed is 3,000 g.p.m. 2. One fire hydrant is required to be installed on the northwest corner of property on Sprague Avenue or on the southwest corner of the property on Barker Road. The fire hydrant shall be installed as per an approved water plan. Prior to the preparation of the water plan, the applicant sha11 contact Consolidat- ed Irrigation District at 924-3655 as soon as possible to obtain the purveyor requirements including specifications. The water plan shall contain the location of the hydrant, hydrant assembly detail, and plumbing detail. The water plan shall be submitted to the fire district and water purveyor for approval prior to installation. The fire hydrant shall be installed prior to occupancy. , 3. A lock (Knox) box entry system for fire department personnel access is required to be installed. Forms for ordering was given to the applicant. Preliminary plan review has been completed by Jun Mascardo. 2. The proposed shall meet the minimum requirements of the Washington State Regulations for Barrier Free Facilities. 3. Please submit a detail of the existing building for review. 4. The proposed building shall be classified as a Type V One-hour building. B. Permit Release Requirements 1. Two complete revised sets of plans addressing the items discussed during the meeting needs to be submitted for review and approval.
