The County Engineering Department has completed a review of
the above referenced project. The following information must be
provided in order for us to proceed with our review.
A) For any new hard surface area, for an asphaltic roof, or
a roof containing HVAC machinery, a drainage plan
for the site shall be prepared in compliance with
Spokane County "Guidelines for Stormwater Management". At
a minimum the plan must contain:
1. Drainage calculations for stormwater volumes
generated on site.
2. Calculations for total impervious surfaces
contained within the site.
3. Finished grade elevations for structures to be
constructed on site.
4. Finished grade elevations at the top and bottom of
the 208 swale.
5. A typical cross section of the 208 swale.
6. Calculations to justify the number and type of
drywells proposed.
7. Elevation of drywell inlets where applicable.
8. Copy of the proposed landscape plan.
B) The subject property is not affected by the "Findings and
Order" or the "Conditions of Approval".
C) The following improvements within adjacent Right of Way
are required prior to the release of a building permit:
l. You must submit road and drainage plans for street
improvements. These must be prepared by an .
engineer. Plans must be prepared for the following
streets:
a. Adams Street, Typical Roadway Section #1
b. 4th Avenue, Typical Roadway Section #1
All required construction (sidewalk/curbing/pavement) within
the Public Road Right of Way is to be completed prior to the
release of a building permit or a financial guaranty in an amount
estimated by the County Engineer to cover the cost of
construction or improvements shall be filed with the County
Engineer. Required plans are to be submitted prior to estimating
the amount of the financial guaranty or permit release.
2. Approach permits must be obtained, after a site
plan has been approved, and before the issuance of

Department for any new or improved driveway
approaches to the following streets:

D) Insufficient information was submitted with the proposal.
We are unable to proceed with our review. We will need
the following before we can proceed:
1. Site Plan.
. 2. Drainage plan as specified.
3. Other information:
a. A parking and traffic circulation plan shall
be submitted and approved by the Spokane County Engineer. The
design, location and arrangement of parking stalls shall be in
accordance with standard traffic engineering practices. Paving as
required by the County Planning Ordinance, will be required for
any portion of the project which is to be occupied or traveled by
vehicles. It is illegal to back out onto the Right of Way.
E) Utility Condition: Permittee is responsible for arranging
for all necessary utility adjustments or relocation as
required for completion of the improvement.
F) The owner of the property or the authorized
representative must complete and sign Spokane County
Engineers "Agreement to Pay Fees". This document must be
returned to the County Engineers Office. Plan review will
not be completed until this document is executed. This
document is attached to these comments. Please return
the completed Agreement to your contact person at the
Engineers Department.
The applicant or their representative is responsible for
including each item that is marked "Required By This Project" in
their submittal in accordance with the checklist descriptions.
Each item submitted that is to meet the checklist shall be
checked off by the applicant or their representative. Submittals
which do not conform to the above requirements will be returned
for further items with no review being accomplished. This will
prolong the review process. If changes occur in the requirements
for the project because of further conversations with Spokane
County representatives, please attach a note explaining the
agreed upon change in requirements. When the applicants'
submittal is finally approved, the Engineers department will
. release their portion of the Building Permit.

Gentlemen,
We are hand-delivering this date, copies of the Existing Site Plan (Sheet A101) and the New Site
Plan (Sheet A102) for your review. The plans have been prepared following the project pre-
application review notes (2-13-95 Ref. No. B95024) and several review clarification conferences.
The scope of the project is limited to a new 21' ft. wide weather-protected entry (gathering space)
and the enclosure of two 13 ft. wide areas now under roof. Through additions, the capacity of the
church has been increased by 250 seats for a total seating capacity of 822 seats. The existing
parking areas have 254 stalls. Last year when the permit was issued for the remodel of the Parish
Service Center, the Building Department determined that the 254 parking stalls were more than I
the required number for the facilities. They did, however, request that the parking area fronting
on 4th Avenue be revised as a part of the next (this) phase of the church-school master plan
changes. As requested, this change has been included in the plans here-in submitted. The total parking requirement per Jim Millgard's calculation requires 253 stalls. Our calculations indicate a requirement for 251 stalls. Thus, both the existing 254 cars and the revised plan with 258 cars are
in excess of the parking requirements.
We solicit your assistance in determining the best design for the 8' wide planting area along 4th
Avenue. We believe the most practical solution is "as proposed," that is a slotted curb on the
parking lot (north) side of the planting strip allowing on-site drainage into the 8' wide planting
strip. Grass and trees will be planted in the strip similar to the planting at the 4th Avenue planting
adjacent to Adams Road.
Two new drywells will be installed to serve the new building roof areas 4,914 sq. ft. plus 5,295
sq. ft. of the existing roof for a total of 10,209 sq. ft. = 2= 53,104.5 sq. ft. area for each drywell.
These drywells will replace an existing 600 gallon drywell, which is to be removed.

Gentlemen,
We are submitting on this date, completed plans for the proposed addition to St. Mary's Catholic
Church. The plans have been prepared following the project pre-application review notes (2-13-
95 Ref. Na. B95024) and several review clarification conferences with representatives of the
Spokane County Building and Engineering Departments.
On March 20, 19952 our office met with Tom Davis and Paul Lennemann to review the revised
site plan submitted on that date. At this meeting, it was determined that the revised site plan met
the county zoning and engineering requirements, subject to the following corrections:
1. The new 6" concrete curb proposed along 4th Avenue would require engineered drawings
prepared by a licensed civil engineer (see new sheet C-1).
2. The existing gravel road edge at the west end of the property in front of the pastor's
residence shall be removed and patched with new pavement. (See note 13 on sheet A102
and roadway section on sheet C-1.)
3. A new Type B drywell shall be installed at the low point of the new 8' wide planting strip
along 4th Avenue. The curb on the parking lot side of the planting strip shall be notched
so as to allow for on-site drainage. (See sheet A102.)
These correction items were red-marked on the site plan and the prints were signed by Mr. Davis
and Mr. Lennemann. The above items have been incorporated into the completed documents.
Please proceed with the plan checking of this project and notify this office as soon as possible of
any additional correction items that may be required.

placement at the existing exterior planting areas (rooms 120 and 121) which are to be enclosed as
