The County Engineering Department has completed a review of
the above referenced project. The following information must be
provided in order for us to proceed with our review.
Aj For any new hard surface area, for an asphaltic roof, or
a roof containing HVAC machinery, a drainage plan
for the site shall be prepared in compliance with
Spokane County "Guidelines for Stormwater Management". At
a minimum the plan must contain:
1. Drainage calculations for stormwater volumes
- generated on site.
- 2. Calculations for total impervious surfaces
contained within the site.
3,,, Finished grade elevations for structures to be
constructed on s ite .
~ 4. Finished grade elevations at the top and bottom of
the 208 swale.
f. 5. A typical cross section of the 208 swale.
6.:Calculations to justify the number and type of
drywells proposed.

. B) The subj ect property is af f ected by the "Findings and
Order" and the "Conditions of Approval" for the following
land use action: °

C) The following improvements within adjacent Right of Way
are required prior to the release of a building permit:
1. You must submit road and drainage plans for street
improvements. These must be prepared by an
engineer. Plans must be prepared for the following
streets:
a. Evergreen Road, Typical Roadway Section No. 2,
Principal Arterial Standard.
b. 12th Avenue, Typical Roadway Section No. 2,
Local Access Standard.
All required construction (sidewalk/curbing/pavement) within
the Public Road Right of Way is to be completed prior to the
release of a buildinq permit or a financial guaranty in an amount
estimated by the County Engineer to cover the cost of
construction or improvements shall be filed with the County
Engineer. Required plans are to be submitted prior to estimating
the amount of the financial guaranty or permit release.

2 As an alte native to the required road improvements
~ the County will accept an RID/CRP agreement
,"Notice ta Public No. 6" on Evergreen and 12th.
3. Applicant shall dedicate the applicable radius on
12th and..Evergreen, 4 feet of additional Right of
Way on and 10 feet of additional Right of
Way on`12th.
4. Please submit a copy of a recorded property deed
from the Auditors office for the subject property.
Upon receipt of the deed our staff will prepare the
right of way deed and/or the RID/CRP agreement.
, ~ 5. Approach permits must be obtained, after a site
plan has been approved, and before the issuance of
a building permit, from the County Engineering
Department for any new or improved driveway
approaches to the following streets:
a. 12th Avenue i
b. Evergreen Road +

We are unable to proceed with our review. We will need
the following before we can proceed:
1. Site Plan.
2. Drainage plan as specif ied.

design, location and arrangement of parking stalls shall be in
accordance with standard traffic engineering practices. Paving as

b. A building permit for this site will not be
released until Short Plat 805 has been finalized and recorded at
the County Assessor's office.
E) Utility Condition: Permittee is responsible for arranging
for all necessary utility adjustments or relocation as
required for completion of the improvement.
F) The owner of the property or the authorized
representative must complete and sign Spokane County
Engineers "Agreement to Pay Fees". This document must be
returned to the County Engineers Office. Plan review will
not be completed until this document is executed. This
document is attached to these comments. Please return
the completed Agreement to your contact person at the
Engineers Department.
Only after all the information and requirements listed above
are supplied or completed and the necessary review has been
accomplished will your building permit be released.

A review of the above referenced project has been accomplished. The list below is a
summary of the items that need to be addressed. Please refer to the enclosed check prints
for complete comments.
1. Add the following note to the plan: "Site to be graded to drain to the
'208' swales. (1 % min.)"
2. Revise the sketch provided in detail 6 or remove it since it no longer
coincides with the site plan. (Include the TBM on your pfan if you
remove the drawing.)
3. Reference County standard drawings B-1 and B-15 for the drywells.
4. The circulation plan indicates radius at the approach on 12th. Do
you plan on including these? I think it would make it easier to
maneuver.
5. The dimensions listed in your swale calculations need to be revised.
6. Swale #2 needs to be revised. It is not physically possible to fit a
9' x 36' swale in the area you show. You will need to revise these
dimensions to 1 1' x 30' in order to fit within the area available.
7. The inlet from the eastern paved area should be a vault similar to
the one on County standard B-9.
8. Some of the same concerns exist with the paved parking area to the
east as with submittal #1 still remain. To alleviate these concerns this
area should not be used for parking and used only for trash pick up.
Sign the area as "No Parking" including fire vehicles and indicate as such
on your plan.
9. Show the drywell locations on your plan and indicate the lid elevation.
10. Provide inlet elevations for all inlets.
Please submit any revised plans to the BUILDING DEPARTMENT along with seven copies for
circulation to all reviewing agencies. Return the original mark-up with your submittal.

A review of the above referenced project has been accomplished. The list below is
a summary of the items that need to be addressed. Please refer to the enclosed check
prints for complete comments.
1. Provide a benchmark for the elevations shown on the site plan.
Is it the same as the one indicated in detail 6?
2. There are a few problems with the right-of-way shown.
On Evergreen the proposed width is 24' from the centerline of
the road. The 4' dedication parallels the existing 30' and the
set-aside is parallel to the 4' dedication. The radius at the Evergreen
and 12th intersection should be 20' and should be coordinated with
the dedications along the respective roads.
3. A copy of the recorded property deed is needed in order to prepare
the necessary right-of-way documents and R.I.D. agreements. Release
of building permit can not occur until these items are taken care of.
4. The property line dimensions indicated are not correct. Coordinate with
dimension shown on Detail 6.
5. A design deviation for the approach on Evergreen is required. The
maximum width allowed is 40. Please complete the enclosed form
' and return it to this office with the appropriate fee.
6. Provide a traffic circulation plan. Demonstrate how trucks will return to
the station without backing onto the right-of-way. This can be
accomplished by providing a site plan with the proposed circulation
path and vehicle turning radius demonstrating ability to work as planned.
7. Approach permits are required before release of the building permit.

8. Provide a drainage basin map in order to check your calculations. Is the
dashed line beginning at the southwest corner of the building the basin
boundary?
9. Swale #1 is not big enough. The dimensions you calculated are 8' x 42.
~ These should be the bottom dimensions and do not take into account
the sideslopes. Using 3:1 sideslopes, you will have at least 2' on each
side. Therefore, the width required (8' + 2' + 2' = 12') will not fit
within the area available (10'). I suggest using a 6' x 60' swale.
10. The same problem was encountered on Swale #2. You do not take into
account the sideslope. I have shown a swale 9' x 36', in the area you
indicated, that will work.
11. Coordinate the swale detail labels with the other labels. You use #1 and
#2 in the calc's and plan, but use A and B on the details.
12. You may want to add 20' radius to the approaches to prevent potholes
from forming in the corners.
13. Slope and sod from the drywell lid to the swale bottom.
14. The sideslopes should be no greater than 3:1, therefore the width needed
for slope will be a minimum of 24".
15. All permanent structures (i.e. - water vault) located within the future
acquisition area shall be relocated by the owner when the F.A.A. is
acquired by the County.
16. The Planning Department might have a problem with locating the
landscaping within the F.A.A. This would result in reworking the site
, plan.
17. The eastern parking area causes some concern. How do cars leave
without backing out onto the right-of-way? Depending on the elevation
for the curb inlet, this area might not drain.
18. Provide Spokane County Type I Curb Inlets at all points of runoff
concentration. See the enclosed standard drawing.
This site appears to be very tight and depending upon the comnents of other
departments, especially Planning, the site plan might have to be reworked. Therefore,
additional comments from this office can be expected.

A review of the above referenced project has been accomplished. The list below is a
summary of the items that need to be addressed. Piease refer to the enclosed check prints
for complete comments.
1. The southern swale wiii not fit within the area you show. The
calculations may be revised to show a more accurate picture. The
area required for treatment is only 3,410 sf. Therefore the swale area
required is 284 sf. Due to the fact that a required 5' landscape strip is
to the south it does not appear you can expand that way. Revise the
drawing to reflect the new swale size. It appears the you might have to
expand to the east to get the swale to fit within this area. If you move
the swale to the east 8' it should work. The bottom dimension would
be 5' x 40' and the top dimensions would be 9' x 44'. Therefore the
average would be 7' x 42' and an area of 294 sf. -
2. How does the water from the eastern paved area get to the swale? Is
there a Wilbert vault under the sidewalk or does the sidewalk drop to
allow water to flow to the swale? Provide a deta+l or explain what this
is.
3. As a condition of the building permit, approach permits must be obtained
from Sylvia Lightfoot. Due to the fact that the eastern paved area might
be revised, I can not provide Sylvia with the necessary information.
Once the width of the eastern approach is finalized we can proceed with
getting the permit.
4. The tandscape along the northern property line conflicts with the swale.
It has been the County Engineer's policy to not allow more than 15% of
the swale to be covered by plantings. Please revise.

THIS MATTER, an application for subdivision of land, from Fire District No. 1 has been
received and decided upon, pursuant to Spokane County Subdivision regulations, on the
<99441 day of January, 1993.
FINDINGS OF FACT AND CONCLUSIONS
.
1. The individual signing below has further been properly delegated the responsibility for
rendering the decision by the Spokane County Director of Planning.
2. The proposal is to divide approximately 38,000 square feet into 2 lots for a Fire
Station, one single family dwelling, and those uses permitted in the underlying zone.
3. The proposal is generally located at the northeast corner of Twelfth Avenue and
Evergreen Road, in the SW 1/4 of Section 23, Township 25 North, Range 44 E.W.M.,
Spokane County, Washington.
4. The existing zoning of the property described in the application is Urban Residential-3.5
(UR-3.5), previously established as Agricultural (A) zoning (60-42) in 1942, and
reclassified to UR-3.5 on January 1, 1991 pursuant to the Program to Implement the
Spokane County Zoning Code. Pursuant to RCW 58.17.195 the proposal does conform
to the requirements of the existing UR-3.5 zone.
5. The Spokane County Comprehensive Plan designates this area as Urban. The
development and uses proposed are generally in accord with this category.
6. Surrounding uses are primarily single family residences on lots of various sizes. Many
of the lots have animal keeping facilities such as barns, corrals and pastures. A child
care center, a junior high school, two elementary schools, and two churches are located
within a one mile radius of the subject property.
7. The required public notice was provided for this proposal and agencies having a
potential interest in the project were notified and recommendations solicited.
8. Comments were received from one adjoining property owner who opposes the
preliminary short plat. The property owner was concern about potential accidents,
noise and property devaluation. Also a concem was die limited sight distance and size
of Evergreen Road
9. Recognizing the recommended condirions a.nd Spokane County development standards,
the proposed short subdivision makes apprc ~)riate provisions for the public health,
safety and general welfare and that the public use and interest will be served by platting
the subdivision.
The subdivision proposal is generally consistent with RCW 58.17 and the County
subdivision regulations, promoting the public health, safety and general welfare in
accordance with standards established by the state and Spokane County. The proposal
as conditioned does provide adequate public facilities as cited in RCW 58.17.110 (2).

The above i.mprovements are either existing facilities or wilt be provided by the
appli.cant upon finalization of this short subdivision as conditioned by the Committee
and implemented by the various County agencies.
10. Evergreen Road is a Principal Arterial with an existing right-of-way width of 60 feet.
To irnplement the futu.re Arteria] Road Plan, the County Engineer has reques[ed
dedication of an additional4 feet of right-of -way on Evergreen Road.
11. Twelfth Avenue is a local access road with an existing right-of-way width of 40 feet.
To implemerit the future Arterial Road Plan, the County Engineer has requested
dedication of an additional 10 feet of right-of -way on Twelfth Avenue.
12. The proposed short plat will be served by a public water system provided by the Vera
Water and Power Company. Waste water disposal will be as authorized by rhe Director
of Utilities.
13. The applicant agrees to provide adequate screening and landscaping around the
proposed property that will be appropriate in Urban Residential-3.5 (UR-3.5) zone,
and serve as a barrier to lessen any potential noise impacts to the neighborhood.
14. The project is exempt from environmental review under the State Environmental Policy
Act pursuant to WAC 197-11-800 (6) (a).
DECISION
Based upon the above noted Find.ings of Fact and Conclusions, Short Plat Application
SP-805-92 is hereby APPROVED until February 1, 1996, subject to conditions noted
below. Most of the conditions of approval shall be accomplished by the applicant and/or
sponsor prior to finalization of the short subdivision. This decision is final unless
appealed in writing, consistent with adopted appeal procedures.
These Conditions of Approval apply to applicant(s), owner(s) of the
property, heirs, assigns or any successors-in-interest to property.
PLANNING DEPARTMENT CONDIT.tON3
1. All conditions imposed by the Planning Department shall be binding on the
"Applicant", which term shall include the owner or owners of the property, heirs,
assigns and successors.
2. The proposal shall comply with the Urban Residentia.l-3.5 (UR-3.5) zone as amended. 3. 1'he final plat shall be designed substantially in conformance with the preliminary plat
of record. No increase of density or number of lots shall occur without a change of
cond.ition application submittal azid approval.
4. The Planning Director/designee shall review any proposed final plat to ensure
compl.iance with these Findings and Conditions of Approval.
5. Appropriate road name(s) shall be indicated.
6. The preluninary plat is given conditional approval for three (3) years, specif'ically to
February 1, 1996. The applicant may request an extension of time by submitting a
written request approximately forty-five (45) days prior to the above expiration date.
7. Appropriate utility easements shall be indicated on copies of the proposed final plat.
Written approval of utility easements by appropriate utility companies shall be received
with the submittal of the final plat.
8. Thxee (3) cunrent certificates of title shall be furnished to the Planning Departinent prior
to filing the final plat.
9. The Spokane County Planning Department shall prepare and record with the County
Auditor a Title Notice specifying a future land acquisition area for road right-of-way

and utilities,. The reserved future acquisifion az-ea Title Notice shall be released, in full
or in pa.rt, by the Pla.nning Department. The noece should be recorded within the same
time frame as an appeal and shall provide the following:
a. At least 16 feet of reserved future acquisition area for road right-of-way and
utilities, in addition to the existing anci/or newly dedicated right-of-way along
Evergreen Road. NOTE: The County Engineer has required 4 feet af new .
dedication.
b. Futwre building and other setbacks required by the Spokane County Zoning Code
shall be measured from the reserved future acquisition area.
c. No required landscaping, parking, '208' areas, drainfield or allowed signs should
be located within the £uture acquisition area for road right-of-way and utiliees. If
an-y of the above improvements are made within this area, they shall be relocated
authe applicant's expense when roadway improvements are made.
d. The future acquisition area, until acquired, shall be private property and may be
used as allowed in the zone, except that any improvements (such as landscaping,
parking, surface drainage, drai.nfield, signs or others) shall be considered interim
uses.
e. The property owner shall be responsible for relocating such "interim"
improvements at the time Spokane County makes roadway improvements after
acquiri.ng said future acquisition area.
10. The final plat map shall indicate by a clear, dasheci line the required yard setbacks from
all private, "Tract X" or public roads. The dedication shall contain the following
statement:
"Side yard and rear yard setbacks shall be determined at the time building permits are
requested unless these setbacks are specifically drafted on this final plat. The setbacks
indicated on this plat may be varied from if proper zoning approvals are obtained."
11. A plan for water facilities adequate for domestic service and fire protection shall be
approved by the water purveyor, appropriate fire protection district, County Building &
Safety Department and County Health District. The agencies will certify on the Water
Plan, prior to the filing of a final plat, that the plan is in conformance with their
respective needs and regularions. The Water Plan and certification shall be drafted on a
transparency suitable for reproduction and be signed by ttie pla: sponsor.
12. The water purveyor sha.il certify that appropriate contractual arrangements and schedule
of improvements have been made with the plat sponsor for construction of the water
system in accordance with the approved Water Plan. The time schedule shall provide
for completion of the water system and inspection by the appropriate health authorities
prior to application for build.ing permits within the final plat. The arrangements or
agreements shall include a provision holding Spokane County and the purveyor
harcnless from claims by any lot purchaser refused a building permit due to the failure
of the subdivision sponsor to satisfactorily complete the approved water system.
13. The final plat dedication shall contain the following statement:
"The public water system, pursuant to the Water Plan approved by county and state
health authorities, the local fire protection district, County Building & Safety
Department and water purveyor, shall be installed within this subdivision, and the
applicant shaJ.l provide for individual domestic water service as well as f~re protection to
each lot prior to sale of each lot and prior to issuance of a building permit for each lot."
14. No building pernut will be issued for any lot within the final plat until certified by a
Washington state-licensed engineer that "the water system has been installed pursuant
to the approved Water Plan for the final plat" including a signed license stamp. The
certi.fication may be in the form of a letter, but is preferred to be certified on a copy of
the Water Plan as a schematic map showing the "as-built" water system.
15. The Water Plan and the above four (4) conditions of approval regarding the Water Plan
may be waived by the Planning Director/designee upon receipt of letters from the
appropriate water purveyor and fire protection district stating that simple connections to
an existing, approved water system will provide adequate domestic and fire protection
water to ensure the public health, safety and general welfare.

16. A survey is required prior to the filing of a final plat.
17. The applicant shall provide type I landscaping strip with a m.i.nimum width of ten (10)
feet along the side and rear property lines that are not abutring any public street, as cited
in the Spokane County Zoning Code. In addition, a six (6) foot high, sight obscuring
fencing will be provided along the side and rear proposed property lines.

18. The applicant shall provide type III landscaping strip with a minimum width of five (5)
feet along Evergreen Road and Twelfth Avenue, as cited in the Spokane County Zoning
Code.
COUNTY ENGINEER'S DEPARTMENT CONDITIONS
1. The conditional approval of the plat is given by the County Engineer subject to
dedication of right-of-way and approval of the road system as indicated in the
preliminary plat of record.
2. No construction work is to be pezformed w i`.hin the existing or proposed public right-
of-way until a permit has been issued by the County Engineer. A11 work is subject to
inspection and approval by the County Engineer.
3. Individual driveway access permits are required prior to issuance of a building permit
for driveway approaches to the county road system.
4. Dedication of 4 feet of add.itional right-of-way along Evergreen Road is required.
. 5. Dedication of 10 feet of additiona.l right-of-way a.long Twelfth Avenue is required.
6. A statement shall be placed in plat dedication that no direct access be allowed from lot
"A" to Evergreen Road.
7. Existing county roads providing direct access to the plat shall be paved and/or curbed to
Spokane County standards.
8. Sidewal.ks are required along the arterial on Evergreen Road.
9. The word "applicant" shall include the owner or owners of the property, his heirs,
assigns and successors.
10. To construct the road improvements stated herein, the applicant may, with the approval
of the County Engineer, join in 1nd be a willing participant in any petition or resolution
which purpose is the formation of a Road Improvement District (RID) for said
improvements, pursuant to RCW 36.88, as amended. At such time as an RID is
created or any Road Improvement Project is sanctioned by Spokane County, the
improvements required (curb, sidewalk, drainage control and pavi.ng to existing
pavement) will be at the sole expense of the undersigned owner(s), their heirs, grantees
and assigns. This provision is applicable to Evergreen Road and Twelfth Avenue.
11. As an alternative method of constructing the road improvements stated herein, the applicant may, with the approval of the County Engineer, accomplish the road
improvements stated herein by joining and participating in a County Road Project
(CRP) to the extent of the requi.red road improvements. At such time as an RID is
created or any Road Iniprovement Project is sanctioned by Spokane County, the
improvements required (curb, sidewalk, drainage control and paving to existing
pavement) will be at the sole expense of the undersigned owner(s), their heirs, grantees
and assigns. This provision is applicable to Evergreen Road and Twelftli Avenue.
12. The following statement shall be placed in the plat dedication:
"The owner(s) or successor(s) in interest agree to authorize the County to place
their name(s) on a petition for the formation of a Road Improvement District
(RID) by the petition nnethod pursuant to Chapter 36.88 RCW, which petition
i.ncludes the owner(s)' property, and further not to object, by the signing of a
ballot, to the formation of an RID by the resolution method pursuant to Chapter
36.88 RCW, which resolution includes the owner(s)' property. If an RID is
formed by either the petition or resolution method as provided for in Chapter
36.88 RCW, the owner(s) or successor(s) further agree:

(a) that the unprovement(s) or construction contemplated within the proposed
RID is feasible;
(b) that the benefits to be derived from the formation of the RID tiy the property
included therein, together with the amount of any County participation,
exceed the cost and expense of foixnation of the RID; and _

(c) that the property within dle proposed RID is sufficiently developed.
Provided further that the owner(s) or successor(s) shall retain the right, as
authorized under RCW 36.88.090, to object to any assessment(s) on the
property as a result of the improvements called for in conjunction with the
formation of an RID by either petition or resolution method under Chapter
r36.88 RCW, and to appeal to 0V; Superior Court the decision of the Board
` of County Com.missioners affirming the final assessment roll.
It is further agreed that at such time as an RID is created or any Road
Improvement Project is sanctioned by Spokane County, the improvements
required (curb, sidewalk, drauiage control and paving) will be at the sole
expense of the undersigned owner(s), their heirs, grantees and assigns
without participation by Spokane County.
The RID waiver cont.ained in this agreement shall expire after ten (10) years
from the date of execution below. However, the owner(s) or successor(s)
agree that if said RID waiver expires without construction of the required
improvements, the owner(s) or successor(s) agree to construct the required
improvements at their own expense, pay to Spokane County the then
estimated cost of the required improvements to enable the County to
complete the same, or furnish a bond or other secure method suitable to the
County (which may include the execution of another RID waiver agreement)
providing for or securing to the County the actual construction of the
improvements.
All of the requirements of this agreement shall run with the land and shall be
binding upon the owner(s), thei.r successor(s) or assign(s)." This provision
is applicable to Evergreen Road and Twelfth Avenue.
13. The County Engineer has designated Typical Roadway Section Number Two, Principal
Arterial standard for the improvement of Fvergreen Road, which is adjacent to the
proposed development. T'his will require the addieon of approacimately 13- l.5 feet of
asphalt along the frontage of the development. The construction of curbing and
sidewalk is also required.
14. The County Engineer has designated Typical Roadway Section Number Two, Local
Access standard for the improvement of Twelfth Avenue, which is adjacent to the
proposed development. This will require the addition of approximately 8-10 feet of
asphalt along the frontage of the development. The construction of curbing is also
required.
15. The proposed subdivision shall be improved to the standards set forth in Spokane
County Board of Commissioners Resolution No. 80-1592, as amended, which
resolution establishes regularions for roads, approaches, drainage and fees in new
construction.
16. The County Engineer has exam.ined this development proposal and has deternuned dhat
the impact of this proposal upon the existing county road system warrants the
dedication of additional right-of-way and the. roadway improvements herein specified.

' 17.~ , The applicant shall ded.icate the applicable radius on Evergreen Road and Twelfth
Avenue.

TS. The County Artenal Road Plan idenrifies Evergreen Road as a Principal arterial. The
existing right-of-way width of 60 feet is not consistent with that specified in the Plan.
In order to implement the Arterial Road Plan, in addition to the required right-of-way
dedication, a strip of property 16 feet in width along the Evergreen Road frontage shall
be set aside in reserve. This property may be acquired by Spokane County at the time
when u-terial improvements are made to Evergreen Road.

19. There may exist utilities, either underground or overhead, affecting the subject
property, including property to be dedicated or set aside for future acquisition.
Spokane County assumes no financial obligation for adjustments or relocation
regarding these utilities. Applicant(s) should check with the applicable uti.lity purveyor and the Spokane County Engineer to detemjine whether applicant(s) or the utility is
responsible for adjustment or relocation cosis and to make arrangements for any
necessary work.
COUNTY HEALTH DISTRICT CONDITIONS
1. The final plat sha.ll be designed as indicated on the preliminary plat of record and/or any
attached sheets as noted.
2. Appropriate utility easements shall be indicated on copies of the preliminary plat of
record fdr distribution by the Planning Department to the utility companies, Spokane
County Engineer and the Spokane County Health District. Written approval of the
easements by tle utility companies must be received prior to the submittal of the final
plat. 3. Sewage disposal method shall be as authorized by the Directcr of Utilities,Spokane
County.
4. Water service shall be coordinated through the Director of Utilities, Spokane County.
5. Water service shall be by existing public water supply when approved by the Regional
Engineer (Spokane), State Department of Health.
6. Prior to ffling the final plat, the sponsor shall present evidence that the plat Iies within
the recorded service area of the water system proposed to serve the plat.
7. Prior to filing the final plat, the sponsor shall demonstrate to the satisfacrion of the
Spokane County Health District that the existing on-site sewage disposal system(s)
serving tracts A and B are wholly located within d1e boundaries of the tracts.
8. Subject to specific application approval and issuance of pemuts by the health officer,
the use of (an) individual on-site sewage disposal system(s) may be authorized.
9. The dedicatory language of the plat will state: "Subject to specific application approval
and issuance of permits by the Health Officer, the use of individual on-site sewage
system(s) may be autllorized."
10. The dedicatory language on the plat shall state: "Use of private wells and water
systems is prohibited."
11. The plat dedication will contain a statement to the effect th^t: "The public water system,
as approvetl by county and state health authorities, the local fire district a.nd purveyor,
will be installed within this plat, and the subdivider will provide for individual domestic
water service as wel.l as fire protection to ea:~h tract prior to sale of each tract."
12. Prior to filing the final plat, the sponsor shall demonstrate to the satisfaction of the
Spokane County Health Disrrict that an adequate and potable water supply is available
to each tract of the plat.
COUNTY UTILITIES DEPARTMENT CONDITIONS
1. Pursuant to the Board of County Commissioners Resolution No. 80-0418, the use of
on-site sewer disposal systems is hereby authorized. This authorization is conditioned
on compliance with all rules and regulations of dle Spokane County Health District and
is further conditioned and subject to specific applicafion approval and iSSUance of
permits by the Health District.
2. The ded.ication shall state:
"The owner(s) or successor(s) in interest agree to authorize the County to place their
name(s) on a petition for the fonnation of ULID by petition method pursuant to RCW
36.94, which petition includes the owner(s)' property; and further not to object by the
signing of a protest petition aga.inst the formation of a LJLID by resolution method

3. Any water service for this pz-oject shall be provided in accordance with the Coordinated
Water System Plan for Spokane County, as amended.
4. The dedicaaon shall state: "Each new dwelling unit shall be double-plumbed for
connechon to future areawide collection systems."
BUILDING AND SAFETY DEPARTMENT CONDITIONS
1. The required fire flow for wry builcling or subdivision is determined by building size,
type of construction and proximity of exposures. Based on information presented to
this office regarding this subdivision, the minimum fire flow established by code of .
500 gallons per minute for 30 minutes is being required.
