The County Engineering Department has completed a review of
the above referenced project. The following items must be
addressed.
1. North Arrow should appear on the plans.
2. A benchmark is required for this project. A benchmark is a
physical mark or object used as a reference for elevations. This
point must be left undisturbed by construction.
3. Label centerline of Pines Road (SR 27).
4. Provide contours or sufficient spot elevations to check site
grades. One-percent is the minimum requirement without special
construction requirements by a licensed engineer.
5. 1208' Calculations for the site are required for runoff of
asphaltic surfaces (pavement, roofs, etc. ) within the Aquifer
Sensitive Area: Show the quantity of asphaltic area, volume
required and provided, swale area required and provided.
6. Show a typical section of a swale. The swale must be sodded
and side slopes should not be steeper than 2:1 for up to 12" in
depth. For swales with greater depths use 3:1. The top of the
swale should be a minimum 2 in. above the drywell lid.
7. Provide bottom of swale and top of grate elevations.
8. Proper sizing of drywells is required. A Type "A" drywell will
handle 5,000 sf and a Type "B" drywell will handle 15,000 sf. Use
multiples of each to provide adequate drywell structures.
Bowstring calculations to prove that the drywell type selected is
sufficient will be required if these recommended values are
exceeded.
9. The County requires a County Type 4 drywell lid for drywells
in 208 swales.,Specify on the drawings this type of lid.
10. Provide a copy of roof detail sheet or state construction of
roof. Metal roofs do not have to go to a swale, while asphaltic
or built-up roofing is required to be handled by a swale. If HVAC

equipment is proposed to be located on the roof then the roof
area needs to be included in swale calculations unless the HVAC
unit is sealed and self contained.

PROJECT DESCRIPTION:
The Pine Road Carwash is a.88 acre site bound by Pines Road to the east, and is 175 feet south
of 12th Avenue in the SE 1/4 of Section 21, Township 25 N., Range 44 E, WM, Spokane
County, Washington. The property is located within the Aquifer Sensitive Area (ASA) Overlay
zone.
The soil in the area is classif'ied as Garrison - GmB (Very Gravelly Loam) based on the Soil
Survey of Spokane County, Washington. A copy of this sheet is attached. The GmB soil is
excessively drained and has moderately rapid permeability. Based on the Spokane County
Gtcidelines for Stormwater Management, this soil type allows the use of Spokane County type
"A" or "B" standard concrete drywells at outflow rates of .3 cfs and 1 cfs respectively.
The project is composed of three drainage basins defined by proposed topography, building
layout and existing roadway geometry. Each drainage basin will be sized to handle the treatment
of its respective impervious area runoff contributions well as required storage for runoff volume.
Drywells will be sized and located to inject treated stormwater into the ground. See appendix
for a map which defines these basins
PROJECT PURPOSE:
In accordance the ASA Overlay zone, the project is subject to '208' requirements. To assure that
these requirements are met, a drainage plan is required. This drainage plan will determine the
storm water facilities required to adequately handle the runoff from a ten year design storm in
post development condition.
In accordance with the Spokane County Guidelines for Stormwater Management, the rational
method will be used to determine the peak discharges and runoff volumes for the various basins.
This method is considered adequate for basins less than 10 acres in size. Numerous graphs and
charts which appear in this publication will also be used and referenced accordingly.

In summary, three '208' basins and thxee drywells were designed usincr LIle gLlidellI]es Lde11t1f1ed
in addendum #2 -Mvdi~'ied Rational, Method Hydrographs. The peak flows for the project site
wi1l be dispased af in three Type A drywells. These drywells will be utilized in cornbination
with '208' basins to adequately treat a.nd dispose af the stormwater rumaff.
See the included drainage basin layout mag for the approximate '208` bas'm and drywell locations.
A11 curb inlets have been designed to reside. at vertical curve law pa,ints in the basins. With
installation at low points, no residual flow calrulatians wil1 be necessary. These inlets will be
instaIled as shawn an the cvnstruction plans ~-ith a2" flaw line depression at alength of 4'.
