The Local Agency of The City of Spokane Valley desires to supplement the agreement entered in to with David Evans and Associates, Inc. and executed on August 24, 2017 and identified as Agreement No. 17-108 All provisions in the basic agreement remain in effect except as expressly modified by this supplement. The changes to the agreement are described as follows: Section 1, SCOPE OF WORK, is hereby changed to read: See the attached Exhibit B for the scope of work. II Section IV, TIME FOR BEGINNING AND COMPLETION, is amended to change the number of calendar days for completion of the work to read: There is no change to the project completion date. Ill Section V, PAYMENT, shall be amended as follows: See the attached Exhibit A. This supplement adds $7,456 to the previous contract amount of$172,535 for a total amount authorized of$179,991. as set forth in the attached Exhibit A, and by this reference made a part of this supplement. An Intersection Control Analysis will be developed by others to determine actual intersection type(s). Preliminary geometry of the determined intersection type(s)will be finalized by others as part of a subsequent project phase. • The alternatives will be evaluated with the typical sections as provided by the CLIENT modified to meet current CLIENT standards. • The BNSF bridge will accommodate two tracks with 20 foot track centers with the new track located to the south of the existing mainline track. • Two access roads for BNSF will be provided;one on each side of the two mainline tracks and at the same grade as the adjacent track. • The bridge alternative developed in Alternative 2 may need to be modified for Alternative 5. HDR will start with the bridge for Alternative 2 and make minor adjustments to be applicable for Alternative 5. 6.2 Develop Alternative Costs The language included in the original agreement is still in effect. Task 8.0 TASK 8—ROUNDABOUT CONCEPT DEVELOPMENT AND EVALUATION 8.1 Concept Development(HDR) The Concept Analysis will include evaluation of safety performance checks(speeds, sight distance,and design vehicle turning movements). The alternatives will be developed to include: • Horizontal information,which will include horizontal line work and performance checks to validate the roundabout geometry HDR will evaluate the feasibility of a roundabout for Alternatives 1 through 5 (alternatives 2 and 3 may be similar but the vertical profile will differ due to the overpass and underpass nature of the design)and provide a design technical memo summarizing the evaluation results. 8.2 Concept Evaluation Technical Memorandum HDR will prepare a Design Technical Memorandum documenting the design criteria and decisions. The memo will include a technical summary,description of the methods used, and a discussion of the analysis criteria,results and recommendations. ASSUMPTIONS: • CITY will review the draft concept evaluation technical memorandum and provide comments to incorporate into the final version of the memorandum. • Operational analysis has been performed and lane configurations of the roundabout concepts have been determined. • Only the recommended roundabout concept geometry will be developed and evaluated for safety performance checks. • Performance checks will be evaluated but no exhibits of the performance checks will be prepared.
