SPOKANE VALLEY AND EPIC LAND SOLUTIONS,INC.

For good and valuable consideration,the legal sufficiency of which is hereby acknowledged,City and Epic
Land Solutions,Inc.(Consultant)mutually agree as follows:
1. Purpose: This Amendment is for the Contract Right of Way Services on the Mission Avenue
Improvement Project,CIP#0123 by and between the Parties,executed by the Parties on 7-1-15,and which
terminates on 12-31-2017. Said contract shall be referred to as the"Original Contract"and its terms are
hereby incorporated by reference. Total compensation under the Original Contract is not to exceed
$88,500.00.
2.Original Contract Provisions:The Parties agree to continue to abide by those terms and conditions of the
Original Contract and any amendments thereto which are not specifically modified by this Amendment.
3. Amendment Provisions: This Amendment is subject to the following amended provisions, which are
either as follows,or attached hereto as Appendix"A". All such amended provisions are hereby incorporated
by reference herein and shall control over any conflicting provisions of the Original Contract, including
any previous amendments thereto.
The Amendment pays for additional appraisal work due to revisions in proposed ROW purchase areas on
8 parcels. See PLS Request for additional Budget dated 9/8/17.
4. Compensation Amendment History: This is Amendment#2 of the Original Contract. The history of
amendments to the compensation on the Original Contract and all amendments is as follows:

RE: Mission Avenue Improvement Project
Epic Land Solutions is formally requesting additional funds to complete the above-mentioned
project. In our original scope of fees$31,000.00 was budgeted for appraisal services. Because
of several plan revisions we have surpassed that amount.To date, appraisal services on this
project have totaled $43,550.00 and it is expected there will be more needed. Map No's that
have been revised include:
-Map 20, Palmer. Additional valuation due to map revision.
-Map 27, 28 Brooks. Additional valuation, and review due to lot line adjustment.
-Map 63, Beck.Additional valuation due to the addition of easement.
-Map 22, 23, Boorman. Additional valuation and review due to map revision.
-Map 26, Cole.Additional valuations due to map revisions.
-Map 19,Grisby. Additional valuations due to map revisions.
-Map 64, Orear.Additional valuation due to map revision.
-Map 20, Palmer.Additional valuation due to map revision.
Epic made every effort to stay within budget, but due to this work out of scope and continued
negotiations, we have exhausted the original budget.
Below is a revised scope of fees in addition to the existing budget needed to complete the
project.

The pages entitled "Property Relocation Services — Mission Avenue Safety Improvements (cost
plus fixed fee) Direct Salary Cost (DSC)" contains confidential cost and rate data and is withheld
from public disclosure pursuant to 23 USC 112(2)(E).
Prenotification; confidentiality of data. A recipient of funds requesting or using the cost
and rate data shall notify any affected firm before such request or use. Such data shall be
confidential and shall not be accessible or provided, in whole or in part, to another firm or to any
government agency which is not part of the group of agencies sharing cost data under this
paragraph, except by written permission of the audited firm. If prohibited by law, such cost and
rate data shall not be disclosed under any circumstances.
You may petition for a review of our findings pertaining to any redacted or withheld documents
pursuant to Spokane Valley Municipal Code (SVMC) 2.75.080; and obtain judicial review
pursuant to RCW 42.56.550.
