General Overview - The owner Gene Werner is proposing the construction of a 2340 square foot -addition to the existing Blue Dolphin Drinking Establishment. The additionarea will be used for seating and as a dance area. Another five to ten employees will be hired for a total of 15-20 employees. BUMMARY OF DEPARTMENTAL REQIIIREMENTB: I. Planning Department (456=2205) A. Discussion/Requirements 1. Please submit a revised site plan to scale illustrating setbacks from the property lines, the parking _ area, and landscaping, 2. There shall be a minimum 45 foot front yard setback from Robie Road and a 30 foot flanking street setback. The flanking street at the proposed site is lst Avenue. - 1 - _ . , • . . 3. A minimura of 47 parking stalls are required for the proposed and the existing tavern. 4. The proposed and existing parking areas are required to be paved. The applicant had a problem with this requirement, Tim Lawhead suggested that the applicant submit a letter to Wally Hubbard, Director of the Planning Department requesting a waiver from the paved parking - requirement and cite reasons. B. Permit Release Requirements 1. Please submit a revised site plan as described above for review and approval. 2. An estimate from a nursery including size, type and quantity along with a promissory letter from the owner stating the landscaping will be installed shall be submitted. II. Engineering Department (456-3600) A. Discussion/Requirement 1. Comments were given to the applicant and Building and Safety by Pat Harper. 2. Please submit a drainage plan that is in compliance with Spokane County Guidelines for Stormwater Management for review and approval. 3. Pat Harper stated that some of the parking stalls may be located on county right of way. If the stalls are continued to be used the owner will need to obtain a License Agreement from the county. 4. An Agreement to Pay Fees was given to the applicant during the meeting. The agreement is to be signed by the owner and returned to the Engineering Department. Plan review will not be completed until this document is executed. B. Permit Release Requirements 1. An RID/CRP Agre,ement, Notice to Public No. 6 is required on Robie Road. Please submit a copy of the recorded property deed so that the agreement can be prepared. 2. Please submit a copy of the Agreement to Pay Fees signed by the owner. - 2 - • i e . • 3. Please submit a revised drainage plan as described above for review and approval III. Health District (456-6040) A. Discussion/Requirements l. The proposed is connected to the public sewer system. 2. Please submit a floor plan for the proposed addition and a complete set of plans illustrating the changes to be . made to the deli located in the existing building. 3. The water purveyor for the proposed is Modern Electric Water Company (456-8000). B. Permit Release Requirements 1. Please submit plans as described above for review and approval. IV.Fire District No. 1(928-2462) ' A. Discussion/Requirements 1. The existing sprinkler system is to be extended into the addition unless other fire preventive methods are approved. 2. A central monitoring system is required for the proposed. 3. A lock (Knox) box entry system for fire department personnel access is required to be installed. V. Department of Buildings ("456-3675) A. Discussion/Requirements l. Plan review has been completed'on preliminary plans and a letter was given to the applicant by Jun Mascardo. 2. The proposed addition is to be accessible to the . handicap by means of a ramp or elevator. 3. A one hour fire resistive wall is required on the south side of the proposed addition. 4. The required exits shall be a minimura of 36 feet apart. - 3 - . . ' . 5. The stairways and guardrails as shown on the plans do not comply with the Uniform Building Code. 6. Footing depth must be a minimum of three feet below ground. 7. Please submit mechanical and plumbing drawings for . review and approval. 8. Please submit lighting lay-outs and lighting budget calculations for review. B. Permit Release Requirements 1. Two complete revised sets of plans addressing the items discussed during and after the meeting and other items from the plan review letter needs to be submitted for review and approval. FROM: Robert Turner County Engineers Department DATE: August 6, 1992 SUBJECT: Blue Dolphin Tavern Tom and Bill, On Wednesday, August 5, 1992, I reviewed a resubmittal of the site plan for the project in question. I found many error in the drainage plan concerning swale size and storage capacity. I went to the field to check the property and to my surprise the entire parking lot with 208 swale has been already constructed. Your department was apparently unaware of this and no inspection has occurred. My main concerns are with the drainage swale. The plan submitted does not adequately meet our standard and requirements. The drywell has already been installed on site and we now have no way to verify that it was the correct type or if it was installed correctly. The lid on the drywell in the swale is a concrete, a metal frame•and grate is our standard. I would ask the Building Department to investigate this site and determine what methods are at our disposal to make sure that the County standards and requirements are met for this site. On the question of adequate ingress and egress - The site plan submitted and approved under File VE-15-91 showed access to the site to be provided by the alley immediately to the narth. On the doubling of the width of said alley - Since this is a public right of way and the fact that the County Eng-ineers Office did not ask for any improvements to the width or construction of the alley as a means of access in relation to the variance public hearing, it appeazs that the alley can not be widen. In response to speed bumps being installed in the alley - In conversation with the Counry Engineers Office they related that they do not allow speed bumps in public right of way. On the ruining of the asphalt caused by large delivery trucks and beer trucks - You should contact the County Engineers Office about this specific complaint. On the parking pzohibirion on the north side (alley side) of the building, I assume, - There is a condition in the variance file that stipulates that development needs to . be in substantial compliance with the approved site plan. The approved site plan shows no parking imrnediately north of the building, but parking west and northwest of the building. I have requested a hold on the issuance of a Certificate of Occupancy of the Building Department until our Deparnnent is assured that the development complies with the - approved site plan. On the question of compact cars only being allowed on the east side of the building, I assume, there is a requirement in the conditions of approval to prohibit cars from parking on the east side of the building on private pmperry and this would be assured to be the case before the Certificate of Occupancy is released.. If the cars are parking on the right of way of Robie, you should contact Bob Bruggeman, County Engineers, 456- 3600 as this may be a violation of their regularions if they are aAgle parking. Finally, in regards to stump removal and weed spraying, the County Planning Department has no specific regulations requiring a property owner to remove stumps or spray weeds on their property. If there are noxious weeds present, I suggest that you contact the County's Noxious Weed Board at 456-5777. I am enclosing a copy of the County's decision on VE-15-91 i.ncluding conditions of approval. Those conditions need to be met before a Certificate of Uccupancy is released.
