The County Engineering Depar-tment has completed a review of
the above referenced project. The following information must be
provided in order for us to proceed with our review.
A) A drainage plan for the site which has been prepared in
compliance with Spokane County "Guidelines for Stormwater
Management". At a minimum the plan must contain:
1. Drainage calculations for stormwater volumes
generated on site.
2. Calculations for total impervious surfaces
contained within the site.
3. Finished grade elevations for structures to be
constructed on site. .
4. Finished grade elevations at the top and bottom of
the 208 swale.
5. A typical cross section-of the 208 swale.
6. Calculations to justify the number and type of
drywells proposed.
7. Elevation of drywell inlets where applicable.
B) Insufficient information was submitted with the proposal.
We are unable to proceed with our review. We will need
the following before we can proceed:
1. Site Plan.
2. Drainage plan as specified.
3. Other information: Anplicant shall demonstrate that
applicable documents have been recorded to reflect
permission to utilize proposed approaches. This
comment refers to reciprocal easement agreements.
we also seek to confirm that no adverse traffic
circulation or ingress egress problems will arise
due to the removal of three previous aPproaches.
C) Utility Conditian: Permittee is responsible foz arranging
for all necessary utility adjustments or relocation as
required for completion of the improvement.
D) The owner of the property or the authorized
representative must complete and siqn Spokane County
Engineers "Agreement to Pay Fees". This document must be
r.eturned to the County Engineers Office. Plan review will
not be completed until this document is executed. This
document is attached to these comments. Please return
the completed Agreement to your contact person at the
Engineers Department.

CALL TO ORDER: The meeting was called to order at approximately
10:00 a.m. by the Department of Buildings Code Compliance
Coordinator Tom Davis, with the following in attendance.

SCOPE/PROJECT DESCRIPTION:
I. General Overview - Proposed is the construction of a 6,000
square foot Blockbuster Video Store. Three out of the four existing
approaches will be removed. The location of the signage for the
proposed has not been determined. The applicants may request an
early start permit for footings and foundations.
SUMMARY OF DEPARTMENTAL REQIIIREMENTS:
I. Planninq Department (456-2205)
A. Discussion/Requirements
1. Please submit a copy of an reciprocal easement
agreement for permission to utilize proposed approaches
along Bowdish to satisfy zoning setback requirements.
2. Parking as shown.on the site plan is adequate, 30
parking spaces are required and.35 spaces are shown.
3. Please submit a landscape plan for review and
approval. A copy of landscape requirements were given to
the applicant during the meeting.

4. Landscaping may be placed in 208 drainage areas as
long as the landscaping does not effect the efficiency of
the 208 drainage swale.
B. Permit Release Requirements
1. An estimate from a nursery includiiig size, type, and
quantity along with a promissory letter from the owner
stating that landscaping will be installed shall be
submitted.
2. Please submit a reciprocal easement agreement for
access along Bowdish.
II. Engineering Department (456-3600)
A. Discussion/Requirement .
1. Comments were given to the applicant and the
Department of Buildings by Bob Turner.
2. Please submit a drainage plan for the proposed that is
in compliance with Spokane County Guidelines for
Stormwater Management for new paved areas. The
Engineering Department may grant waivers for 208
requirements if the new pavement area is less than 3,000
square feet. It was noted that most of the existing
paving is in poor condition and may need to be replaced.
3. If the proposed roof is of a non-asphaltic material
roof drainage may go directly to a drywell. If the HVAC
system is to be located on the roof, the area is to be
contained or roof drainage from the HVAC area is to be
directed to a 208 drainage swale. Please submit a roof
detail for review.
4. Please submit a reciprocal easement agreement for
permission to utilize the proposed approaches located on
Bowdish.
5. Please verify that there will be no adverse traffic
circulation or ingress egress problems due to removing
three of the four existing approaches. The verification
may be submitted in letter form or contact the Engineering
Department for alternatives.
6. An Agreement to Pay Fees was given to the applicant
during the meeting. The agreement is to be signed by the
owner and returned to the Engineering Department. Plan

executed.
B. Permit Release Requirements
1. Please submit a drainage plan as described above for
review and approval.
2. Please submit a roof detail so that roof drainage can
be determined.
3. Please submit verification that there will be no
traffic f low problems due to the removal of three

permission to utilize the proposed approaches along
Bowdish.
: 5. Please submit a copy of the Agreement to Pay Fees
signed by the owner.
III. Health District (456-6040)
A. Discussion/Requirements
1. The proposed will be connected to the sewer system.
2. The applicant verified that the underground storage
tanks once located on the site have been removed and soils
have been tested.
3. Al1 demolition and construction debris is to be taken
to a licensed landfill.
B. Permit Release Requirements
1. The Health District is ready to release their portion
of the building permit.
IV. Fire District No. 1(928-2462)
A. Discussion/Requirements
1. The existing fire hydrants are adequate.
2. If central monitoring is installed a lock (Knox) box
entry system for f ire department personnel access will be
required to be installed.

V. Department of Buildings (456-3675)
A. Discussion/Requirements
1. An elementary school was previously located at the
site. Please submit soil compaction reports for the site.
2. One handicap parking stall is required for the
proposed.
3. The applicant stated that the proposed will be of Type
V one-hour construction. Ken Jeffrey advised the
applicant of minimum construction requirements and
exterior wall requirements.
4. The required 30 inch parapet can be omitted if a non
buildable easement along the south property line is
obtained and filed and recorded with the County Auditor.
This easement may be combined into the same document being
required by the Planning and Engineering Departments. 5. Pipe ballards are to be placed near the rear exit to
protect people using the exit in case of an emergency.
B. Permit Release Requirements
l. Two complete revised sets of plans addressing the
items discussed during and after the meeting needs to be
submitted for review and approval.
APPLICANT'S COMMENTS/ACRNOWI,EDGEMENT:
The applicant acknowledged that all comments/requirements were
understood and had no further questions at this time regarding
permit requirements.
CORRECTIONS:
To minutes or changes from what appears in the minutes, we should be
notif ied within one day of your receipt of these minutes.
To site plaas as required by any or all of the above-listed
departments shall be submitted to the Department of Buildings who will then distribut'e accordingly to those departments.
ADJOURNMENT: There being no further business, Tom Davis thanked the
applicant and the departments for their participation and.reminded all that he should be contacted if there are any unforeseen problems
which may arise.

Dear Robert:
Please find enclosed the product data information on the HVAC
units to be used on this Pro3ect.
You will find that the compressor units are hermetically sealed
and at the most contain 70 ounces of oil. These units are
mounted over a curb an in the unlikely event they did leak, the
oil would drain down into the building and not on the roof
system.
The last building we finished (Eagle Hardware and Garden) we
hooked the condensate drains to the roof drain system which went
into drywells.
I hope this will obviate the need for a separate "208" drainage
swale or sPecial roof containment.

The County Engineer's office has requested a reciprocal easement
as a condition to issuing the permit to construct the
Blockbuster Video establishment on 11510 E. Sprague Ave.
I have drafted a reciprocal easement agreement, and enclose
three (3) copies to be executed by Blockbuster, and ask that
they return all three executed copies.
I will then have Douglass/Reugh execute the document, and I will
record the original, then return to Blockbuster one executed
copy. One executed copy will also be delivered to Douglass/Reugh.
I am sending a copy of this letter to Robert Turner in the
County Engineer's office concerning his reference no. B 90237 so
he is familiar with my transmittal of the easement, and he is
also receiving a copy of the easement. Should Mr. Turner have
any objections to the easement as drafted, I would expect to
hear from him immediately.
I am also sending a copy of this letter to Reugh/Douglass, and
also to Jerry Higgins, the superintendent, so he is familiar
with my transmittal of the document.

14 Tenant shall be responsible for repairs, maintenance, and
15 liability of the approaches and easements located on Tenant's
16 leased property. Owners shall be responsible for the repairs,
17 maintenance, and any liability of the approaches and easements

23 Tenant shall be responsible not to in any way obstruct usage
24 and passage of vehicles on the reciprocal easements on its leased
25 premises; Owners shall be responsible not to in any way obstruct
26 usage and passage of vehicles on the reciprocal easements on
27 property retained by the Owners, excluding that portion leased to
28 Tenant. The reciprocal easements shall remain passable at all
29 times to vehicular traffic and pedestrians except only when
30 necessary repairs, replacement, or maintenance requires temporary
31 closure. The temporary closure shall not be for more than forty-
