The County Engineering Department has completed a review of
the above referenced project. The following information must be
provided in order for us to proceed with our review.
A) For any new hard surface area, for an asphaltic roof, or
a roof containing HVAC machinery, a drainage plan
for the site shall be prepared in compliance with
Spokane County "Guidelines for Stormwater Management". At
a minimum the plan must contain:
1. Drainage calculations for stormwater volumes -
generated on site.
2. Calculations for total impervious surfaces
contained within the site.
3. Finished grade elevations for,structures to be
constructed on site.
4. Finished grade elevations at the top and bottom of
the 208 swale.
5. A typical cross section of the 208 swale.
6. Calculations to justify the number and type of
drywells proposed.
7. Elevation of drywell inlets where applicable.
8. Copy of the proposed landscape plan.
B) Insufficient information was submitted with the proposal.
We are unable to proceed with our review. We will need
the following before we can proceed:
1. Site Plan specifically showing the 208 and retaining
wall cross section details.
2. Drainage plan that shows what the existing swale was
to drain. Bring the existing swale into compliance.
3. Other information:
a. All traveled surfaces shall be paved. C) Utility Condition: Permittee is responsible for arranging
for all necessary utility adjustments or relocation as

to an existing auilding. The ~irst additian was constructed in 1957, and t,he owner has
vutgrnvvn it. Proposed will be used far storage of pawn items (rnainly tools and eleetronic
equipment). Prvposed wi11 be dry and unheateci with electrical service for lights. It will be
slab on grade construction and no floor drains are propased.

A. Discussion Items
1. The proposed is located in a B-3 zone. The proposed use is allowed in the
zone.
2. The proposed is located on parcel number 45211.0310 and is effected by
Zone Reclassification ZE-171-55 for which there are no conditions.
3. It was noted that Planning Department records identify the parcel as being
created in 1989 through a Certificate of Exemption for a minor lot line
adjustment. The legal description states that the parcel includes all of lot 4 and
the west 15 feet of lot 3. Any future construction on the site will require a
Certificate of Exemption.
4. There are seven (7) parking stalls illustrateti on the site plan and requirements
state that it should have been eight (8) required parking stalls.
B. Permit Release Requirements
1. The Planning Department has released their portion of the building permit.
II. Spokane County Air Pollution Control Authority (456-4727) - Kelle Vigeland
A. Discussion Items
1. Comments were given to the Department of Buildings by Kelle Vigeland and
were presented at the meeting by Bill Benish who summanzed the following:
- Proposed must meet all air pollution regulations, including those dealing
with dust emissions during construction and excavation projects.
- Any processing or equipment which produces air emissions may require
a Notice of Construction and application for approval.
- - Measures must be taken to avoid the deposition of dirt and mud from
unpaved surfaces onto paved surfaces.
- All traveled surfaces are required to be paved.
III. Division of Engineering & Roads (456-3600) - Bob Turner
A. Discussion Items
1. Comments were given to the applicant and the Department of Buildings by
Bob Turner.
2. Please include on the revised site plans a cross sectional detail illustrating
how the alley, drainage swale, and wall relate to each other. It does not appear
that the 208 drainage swale is working. There is debris in it and it does not

ap,pear to have any sod or turf. Thxs drainage swale must be brought into
compliance. Also, please identify the area which the swaie was originally
intended to dra.in. The apglicant stated that it was intended to dra.in the rvof and

plan. Prior to the greparation of the water plan, the applicant shall contact
Madem E1ection Water Cvrngany at 9284544 as snon as possible to obtain the
purveyor requiremerrts inciuding specificativns, The water plan shall contain the
location of the hydrarYt, hydrant amrnbly defail, and plurrzbing detail. The water
plan shall be submi,tted to the Fire District and water purveyvr for approval pn'or
to instatlation. 'Y'he fi~~ hydrant sha11 be ,installed prior to vccupancy.

1. Plan review has been completed only on the site plan by Ken Jeffrey.
2. It was noted that the proposecl addition is being insulated in compliance with
the Washington State Energy Code even though it will be an unheated building at
this time.
3. The retaining wa11 has been approved.

NoTIcE
It is the responsibility of the permittee, not Spokane Coun;y, to see to it that the use described on the front of this permit
complies with applicable codes and requirements and that required inspections are requested. Failureto request required
inspections and obtain the necessary approvals prior to progressing beyond the point where inspections are required may
necessitate removal of certain parts of the construciion at the owner'sr permittee's expense. At a minimum, the following
inspections are required by County Code:
1. FOOTING - when forms and reinforcement are 'n place and prior io placement of concrete.
NOTE: This inspection includes review of the strur,ture's setbacks from property lines. Minimum setbacks
are established by County zoning regulations. Typically, side and rear yard setbacks are measured from
property lines, while setbacks for yards abutting streets are measured from the property line or the r.enter
f i ne of the roadway right-of-way, whichever provides the greatersetback from the center line of the roadway
right-o#-way. Curb lines and fence lines are not nec:essarily indicative of property lines. In some residential
areas, the County can own as much as 20 feet of right-of-way between your property and the actual im-
proved street% curb. The responsibility to comply with applicable setback provisions lies solely with the
permittee - neither Spokane County nor its authorized representatives assume any responsibility for the
verification ar location of your property lines. Please verify their location prior to locating your structure.
Faiture to properly locate the structure may require its relocation at the owner's/permittee's expense.
2. FOUNDATION - when forms ana reinforcement are in place and prior to placement of concrete. (Block-
ing for a manufactured home is required to be inspected prior to the installation of skirting.)
3. FRAMING - after all framing, bracing and blocki-ig is in piace, and prior to concealing.
4. fNSULATiON prior to the instailation of drywall.
5. PLUMBlNG - after rough-in, before covering, and final.
6. MECHANICAL rough-in of piping, before covering, metat chimneys before concealment, and final.
7. FINAL - when complete and prior to occupancy 3nd/or use.
In addition to the above inspections, any plumbing or mechanical systems or materials which wou(d be concealed by
framing, drywall, concrete, etc., must be inspected prior to cover. Check wiih the department for "special inspections"
in conjunction with commercial projects.

EXPIRATION
Unless otherwise noted, fhis permit will be considered null and void by iimitation if the work authorized by the permit is
not commenced or is stopped for a period of 180 days, unless a wriiten request for an extension of ihe permit is received
and approved by the Building Official prior to expiration. At a minimum an inspection should be requested at least once
every 180 days to assure the validity of the permit. A permii may be renewed within one year of the date of expiration for
one-half the original #ee, subject to certqin limitations - plE'ase ca(I us if you have any yuestions.
MISTAKES?
If you think we'va rnade an error in processing this perrnit or in conducting inspections pertaining to it, or find erroneous
information in the permit, please bring it to our attention immediately by filing a written request for correction within 10
working days of discovery. All such requests should be directed to the Department of Building and Safety at thQ address
found on the face of this permit.
