General Overview - The owner, William Minor, is proposing to construct three (3) new mini-storage buildings (consisting of 117 units) plus a speculative retail -sales store. The proposed retail store may possibly be used as a caretaker's residence. Combined square footage of all proposed buildings is 22,500. Proposed will be one story in height and will be served by two (2) controlled entrances. The applicant owns the entire property and therefore access to the proposed will be allowed to be through the Zip's Restaurant parlcing lot. Project Note: The proposed comes under the authority of the State Environmental Policy Act , (SEPA) which requires a threshold determination to be issued by the Department of Buildings. To assist the department in making it's determination, an Environmental Checklist is required to be submitted for circulation to agencies of jurisdiction. The department shall not act upon - 1 - w 1 the proposal until the fifteen day public comment period has ended. A fee of $75.00 is required to initiate the environmental review. SUIVIlViARY OF DEPARI'1ViENTAL REQ E S: I. Planning Department (456-2205) - Lorne Lakshas A. Discussion Items 1. The proposed is located in a B-3 zone. The proposed use is allowed in the zone. 2. The proposed is locatetl on parcel number 24542-0318 which is effected by Zone Change 117-77C for which there are conditions that must be met. 3. There will be no additional Iandscaping requirements for the proposed, 4. There will be no additional parking requirements for the proposed. The required number of parking stalls is 36 and 38 parking stalls are identified on the site plans. 5. The setbacks as iliustrated on the site plans are adequate. 6. The applicant stated that signage for the proposed would be requested under a separate building permit. 7. Please submit a lighting plan indicating the location and direction of illumination for any proposed exterior lighting. 8. The applicant was informed that if the proposed use of a retail sales area changes to become a caretaker's residence, then any additional requirements will be addressed at that time. A caretaker's residence/apartment used in- conjunction with a business would be an allowed use in the zone. B. Permit Release Requirements l. Please submit a revised site plan illustrating Iighting for review and approval, II. Spokane County Air Pollution C'ontrol Authority (456-4727) - Kelle Vigeland A. Discussion Items ;l. Comments were given to the Department of Buildings by Kelle Vigeland and were presented at the meeting by Tom Davis who summarized the foilowing: - Proposed must meet all air pollution regulations, including those dealing with dust emissions during construction and excavation projects. - Measures must be taken to avoid the deposition of dirt and mud from unpaved surfaces onto paved surfaces. - - All traveled surfaces are required to be paved. -2- III. Division of Engineering & Roads (456-3600) - Bob Turner A. Discussion Items 1. Comments were given to the applicant and the Department of Buildings by Bob Turner. 2. Please submit a drainage plan for the site that is in compliance with Spokane County Guidelines for Stormwater Management as detailed in the comments given to the applicant at the meeting and attached to the applicant's copy of these minutes. Please illustrate the distance of clearance between the sewer line and the drainage swale on the revised site plans. 3. The sixty (60) easement to the south of the property must remain in it's entirety. The width of the proposed South Valley Artenal is 180 feet. A copy of the engineer's map was shown to the applicant. The owner stated that he had given the property to the county and expressed concerns regarding the feasibility of the proposed without the vacation of twenty (20) of the sixty (60) feet he had given to the county. He also stated that a building on an adjacent property was closer to the south line of the property than the proposed is being allowed to build. The applicant was told to contact Bert Haight with his concerns. It was emphasized that the position of the County Engineer's office is not to vacate any portion of the right of way. A full 180 feet of right of way width is neederi for the South Valley Arterial. 4. The applicant is responsible for ananging all necessary utility adjustments or relocations. 5. An Agreement to Pay Fees was given to the applicant during the meeting. The agreement is to be signed by the owner and returned to the Division of _ Engineering & Roads. Plan review will not be completed until this document is executed. B. Permit Release Requirements 1. Please submit a drainage plan as described above for review and approval. 2. Please submit a copy of the Agreement to Pay Fees signed by the owner. IV. Health District (324-1577) - Daryl Way , : A. Discussion Items 1. The water purveyor for the proposed is Vera Water & Power (924-3800). Please contact the water purveyor to review requirements for back flow preventers. 2. Proposed must connect to the available on-premise private sewer line, for which the line was originally constructed for the Zip's restaurant on the same property. Please take -into account the location of the sewer line as compared to the building placement. -3- . 3. Please submit a critical materials list to the Department of Buildings for review. 4. Please submit a copy of the generic rental agreement for review. The tenant rental agreement must prohibit the storage of flammable, toxic, caustic, and/or explosive materials. 5. All construction debris shall be taken to a licensed landfill. 6. It was suggested to the applicant that he relocate and modify the outdoor refuge storage area so that the grease barrel can be located inside of the refuge area. B. Permit Release Requirements 1. The Health District has authorized the Department of Buildings to release their portion of the building permit after verification of the lease agreement. V. Fire District No. 1(928-2462) - Paul Chase A. Discussion Items 1. Fire flow for the proposed has been calculated for 2,500 G.P.M.. 2. One (1) fire hydrant exists to the west of the site. One (1) additional fire hydrant is required to be installed to the northeast of the site on the south side of Sprague. The fire hydrant sha11 be installed as per an approved water plan. Prior to the preparation of the water plan, the applicant shall contact Vera Water Power at 924-3800 as soon as possible to obtain the purveyor requirements including specifications. The water plan shall contain the location of the hydrant, hydrant assembly detail, and plumbing detail. The water plan shall be submitted - to the Fire Distnct and water purveyor for approval prior to installation. The fire hydrant shall be installed prior to occupancy. 3. Please submit a copy of the generic rental agreement for review. The tenant rental agreement must prohibit the use of case hardened locks. 4. A twenty (20) foot wide turning radius is required for fire apparatus access. Discussion was held regarding resolution of this and included eliminating the end units on the middle row of the proposed storage buildings or eliminating portion of the two outside buildings. These options would be dependent of the propo~ed traffic and circulation plan chosen by the applicant. ~ 5. A lock (Knox) box entry system for fire department personnel access is required to be installed. Forms for ordering was given to the applicant. The completed forms are to be returned to the Fire District prior to release of the building permit. The box shall be installed prior to occupancy. B. Permit Release Requirements 1. The order form for the lock (Knox) box entry system shall be submitted to the Fire District prior to release of the building permit. -4- . ~ VI. Department of Buildings (456-3675) -Bobby Stone - A. The propnsed shall meet the minimum requirement of t.he Regulations for BauTier Free Facilities. Propvsed should alsa comply with the provisions of the Americ,an Disahilities Act. The Departrnent of buYldings will not b+e re,quiring compliance with this act until it is adopted as part of the Washington State Barrier Free Regulations, which is not expected to occur until July, ,1992. Structural calculations should be submitted ta justify the adequacy of the structural systein (including foundation) for seismic, wind, dead, snaw and live loads. (UBC Chapter 23) Specifically, roof details are required. 7. If prapvseci is heated to aver 50 degrees Fahrenheit, requirements of the Washingtvn State Energy Code must be met. 8. The fronz page (cover sheet) of the constructian drawings shall contain, at a minimum, the professional stamp with an oriszinal dated signature. A) For any new hard surface area, for an asphaltic roof, or a roof containing HVAC machinery, a drainage plan for the site shall be prepared in compliance with Spokane County "Guidelines for Stormwater Management". At a minimum the plan must contain: 1. Drainage calculations for stormwater volumes generated on site. 2. Calculations for total impervious surfaces contained within the site. 3. Finished grade elevations for structures to be constructed on site. 4. Finished grade elevations at the top and bottom of the 208 swale. ' 5. A typical cross section of the 208 swale. 6. Calculations to justify the number and type of drywells proposed. 7. Elevation of drywell inlets where applicable. 8. Copy of the proposed landscape plan. B) Insuff icient information was submitted with the proposal. We are unable to proceed with our review. We will need the following before we can proceed: 1. Site Plan. 2.
