1. Reimburse Spokane County for project review and inspection
fees as specified in Board of County Commissioner's
Resolution 80-1592 attachment C, as amended. The fees will
be based on actual salary costs incurred by Spokane County
for project reviews and / or inspections plus a ten percent
administrative charge, and will be billed monthly as
accrued.
2. The undersigned agrees that these fees are due and payable
upon receipt of the billing as specified above. The
monthly billing should be sent to the attention of:

CALL TO ORDER: The meeting was called to order at approximately
10:00 a.m. by Building and Safety's Code Compliance Coordinator Tom
Davis, with the following in attendance.

SCOPE/PROJECT DESCRIPTION:
I. General Overview - The owner William Berry is proposing the
construction of a 6600 square foot office and warehouse. The office
area will be 1600 square feet and the warehouse area will be 5000
square feet. The use for the proposed building is speculative at
this time. The proposed will be connected to sewer by direct access
to the main line.
SUMMARY OF DEPARTMENTAL RE4IIIREMENTS:
I. Planning Department (456-2205)
A. Discussion/Requirements
1. Comments were given to the applicant and Building and
Safety by Allan deLaubenfels.
2. Parking can not be calculated until a specific use is
determined for the proposed. - 1 -
3. A speculative use for the proposed is a repair shop
and auto dealer. The parking for both uses will be
calculated by using the ratio of 1-200. The required
parking for these uses would be 33 stalls.
4. Landscaping is required to be installed in the front
portion of the building along Sprague Avenue.
5. All parking spaces are required to be within 60 feet
of a landscape feature consisting of 32 square feet in
area. Drainage swales containing some landscaping are
acceptable to meet these requirements.
6. The site is made up of two parcels. Allan
deLaubenfels recommended the applicant combine the parcels
into one.
7. If outdoor storage is proposed it must be surrounded
by a six foot site obscuring fence.
8. The proposed is located in a Restricted Industrial
Zone, this zone has a maximum 35 foot height restriction
for signage.
B. Permit Release Requirements
1. Please submit a revised site plan illustrating
landscaping and parking.
2. Please submit a letter stating the specific usage of
the proposed so that parking can be calculated.
3. An estimate from a nursery including size, type and
quantity along with a promissory letter/bond from the
owner stating the landscaping will be installed shall be
submitted.
II. Engineering Department (456-3600)
A. Discussion/Requirement
1. Comments including the drainage check print were given
to the applicant and Building and Safety by Scott Egger.
2. Please submit a revised drainage plan addressing the
comments on the check print for the proposed. At a
minimum the plan shall contain the following: drainage
calculations for stormwater volumes generated on site,
calculations for total impervious surfaces contained
within the site, finished grade elevations for structures
to be constructed on site, finished grade elevations at

• j , the top and bottom of the 208 swale, a typical cross
section of the 208 swale, calculations to justify the
number and type of drywells proposed, and the elevation of
drywell inlets where applicable.
3. An approach permit must be obtained for the driveway
approach along Sprague Avenue.
4. An Agreement to Pay Fees was given to the applicant
during the meeting the agreement is to be signed by the
owner and returned to the Engineering Department. Plan
review will not be completed until this document is
executed.
B. Permit Release Requirements
l. An RID/CRP Agreement on Sprague Avenue needs to be
recorded. Please submit a copy of the recorded property
deed so that the agreement can be prepared.
2. Submit the Agreement to Pay Fees.
3. Submit the drainage plan as described above for review
and approval.
III. Health District (456-6040)
A. Discussion/Requirements
1. Comments were given to the applicant and Building and
Safety by Daryl Way.
2. The proposed is to be connected to the Spokane County
Public Sewer System.
3. The applicant was given a copy of the site plan
showing the existing on site sewage system. Once located
the system must be properly abandoned.
4. Please submit a critical materials list to Building
and Safety prior to Certificate of Occupancy.
5. Floor drains will not be allowed unless they are
plumbed directly to the public sewer system.
6. The site was formerly used as a gas station, Daryl Way
recommended that the owner have the soils tested prior to
construction of the proposed. The applicant stated soil
testing has been accomplished.

7. Al1 demolition and construction debris is to be taken
to a licensed landfill.
B. Permit Release Requirements
l. The Health District is ready to release their portion
of the building permit.
IV. Fire District No. 1(928-2462)
A. Discussion/Requirements
1. The fire district was not present for the
Pre-Application Conference. Clyde Wisenor contacted Tom
Davis prior to the meeting and stated that the fire
district has no comments for the proposed. Existing
hydrants are adequate for the proposed.
V. Building and Safety (456-3675)
A. Discussion/Requirements
l. Plan review has not been completed on the proposed
project due to insufficient information. Plan review will
be based on a speculative building (office/warehouse) or
on a specific use submitted by the applicant.
2. Soil compaction test will be required for the area
where the existing building was located.
3. Fire flow for the proposed was calculated by using the
