General Overview - The owner, John Lenertz, is proposing to change the use of an existing . structure from storage to retail sales and to construct a 2,240 square foot addition to the existing structure for storage and repairs. The applicant purchased the 86 foot wide site within the last 2-3 months. Existing building permits for the site list the use as storage. Applicant will be using the proposed for retail custom built and consignment boat sales. Proposed has an existing restroom, kitchen, office, and area to be used for retail sales. An existing board fence partially sunounds the property, but is not continuous. Planning Department (456-2205) - Francine Shaw ' A. Discussion Items 1. The proposed is located in a B-3 zone. The proposed use is allowed in the zone. 2. The proposed is located on parcel number 24541-0111 and is effected by Zone Change ZE-11-59 for which there are no conditions. 3. On the revised site plans, please draw the existing building to scale and indicate the building height in feet and stories. The zone allows for a maximum building height of 65 feet. 4. Parking cannot be determined at this time. Please submit detailed floor plans for the both the existing and proposed illustrating the uses and square footage for each type of use (office, storage, retail sales area, repair, etc.). Parking will be based on: 1 for each 1,000 square feet of building plus 1 for each 1,500 square feet of outdoor display area, 1 for each 2,000 square feet of storage, 1 for each 200 square feet of retails sales for parts and accessories (with a minimum of 3 required), 1 for every 300 rental storage units. All parking is required to be paved. The applicant asked about obtaining a variance from this requirement. He was advised to submit a written request to the Director of the Planning Department and to the Spokane County Air Pollution Control Authority requesting a waiver and documenting the reasons for the request; such as a description of the types of vehicles parked on the site, if the vehicles are heavy equipment, the type of tires on the vehicles (cleated verses uncleated).- The Director of the Planning Department will base his decision of the recommendation from SCAPCA and from the documentation.submitted to him. Traffic control devices are also required for all parking areas, including curb stops, signage, and directional arrows. 5. The applicant indicated that he is intending to install an outdoor refuge storage area. Code requires that this be enclosed on three (3) sides by a 5-1/2 foot concrete, masonry, or site obscuring fence with a site obscuring gate on the fourth side. 6. Please illustrate the location of the existing fencing on the revised site plans. 7. Please submit the valuation of the existing building and the valuation of the addition. If the valuation of the addition/remodeling is greater than 50% of the valuation of the existing building, additional landscaping may be required. The applicant was told that he could submit the current assessed value or the appraised value (such as from a title company). If landscaping is required, a five (5) foot strip of Type III landscaping will be required along Sprague Avenue. If the required number of parking stalls exceeds 20, then the minimum landscaping requirement of the code are required to be met for the parking area. A minimum of 10% of the parking area is to be landscaped and a11 parking stalls -2- , ~ are to be located within 60 feet of a landscape feature consisting of 32 square feet in area. If there are less than 20 parking stalls required, then the landscaping ' along Sprague will be all that is required. The applicant was given a handout of Type III landscaping. Please submit an estimate from a nursery including size, type, curbing, quantity of landscaping, itemized cost of the irrigation system, and the cost of labor along with a promissory letter from the owner stating the landscaping will be installed. 8. The applicant is not proposing any new signage. He is presently using a portable sign, which he was informed is not allowed anywhere in Spokane County. The applicant indicated that he intends to share an existing sign with the adjacent commercial operation. B. Permit Release Requirements 1. Please submit a revised site plan illustrating the existing building drawn to scale, the building height (in feet and stories), the types of uses of the building, the square footage of each type of use, parking, paving, traffic control devices, outdoor refuge storage areas, fencing, landscaping, and setbacks for review and approval. 2. Please submit documentation so the landscaping requirements can be determined as described above. 3. Please submit an estimate from a nursery including size, type, curbing, quantity of landscaping, itemized cost of the irrigation system, and the cost of labor along with a promissory letter from the owner stating the landscaping will be installed. II. Division of Engineering & Roads (456-3600) - Bob Turner A. Discussion Items 1. Comments were given to the applicant and the Department of Buildings by Bob Turner. 2. Please submit a drainage plan for the site that is in compliance with Spokane County Guidelines for Stormwater Management for any new asphalt surfaces. The items listed under A of the handout given to the applicant at the meeting and attached to the applicant's copy of these minutes details the requirements. 3. Please submit road and drainage plans prepared by an engineer for road improvements to Sprague Avenue. Sprague Avenue shall be improved to Typical Roadway Section No. 1. All required road construction shall be completed prior to permit issuance or a bond in an amount estimated by the County Engineer to cover the cost of construction shall be submitted. The applicant was advised to submit the road and drainage plans as soon as possible so that permit issuance would not be delayed. As an alternative to the above requirement, a RID/CRP Agreement, Notice to the Public No. 6, on Sprague Avenue needs to be recorded. Please submit a copy of the recorded property deed to the Division of Engineering & Roads, so that the agreement can be prepared. -3- 4. All traveled surfaces are required to be paved. 5. Sprague Avenue is designated in the County Arterial Road Plari as a County Principle arterial. The current width is 85 feet. An additional 7-1/2 feet of future set aside will be required for this in the future. Please locate any required landscaping outside of the set aside area. The South Valley Arterial in the existing right-of-way (abandoned railroad lines) in the south portion of the property is also identified in the County Arterial Road Plan. It is currently 60 feet in width. An additional 50 feet of future set aside will be required for this in the future. This property may be acquired by Spokane County at the time South Valley Arterial improvements are made. N01'E: It was reported after the conference that the required future set aside is thirty (30) feet instead of the fifty (50) feet stated in the meeting. Please illustrate both set asides on the revised site plans. The Planning Department enforces the County Arterial Road Plan, The applicant questioned why the future arterial widening was not revealed in the title report when he purchased the property. He was informed by Francine Shaw of the Planning Department that a title search would not disclose this information. 6. An Agreement to Pay Fees was given to the applicant during the meeting. The agreement is to be signed by the owner and returned to the Division of Engineering & Roads. Plan review will not be completed until this document is executed. B. Permit Release Requirements 1, Please submit a drainage plan as described above for review and approval. 2. Please submit road and drainage plans prepared by an engineer for road improvements on Sprague Avenue or record a RID/CRP Agreement as described above. 3. Please submit a copy of the Agreement to Pay Fees signed by the owner. III. Spokane County Air Pollution Control Authority (456-4727) - Kelle Vigeland A. Discussion Items 1. Comments were given to the Department of Buildings by Kelle Vigeland and presented to the applicant by Tom Davis who summarized the following: - Proposed must meet ali air pollution regulations, including those dealing with dust emissions during construction and excavation projects. - Any processing or equipment which produces air emissions may require a Notice of Construction and application for approval. - All traveled surfaces are required to be paved. IV. Health District (324-1577) - Daryl Way -4- ♦ 2. Proposed is currently served by an existing on-site sewage disposal system. It appears as if the footprint of the proposed addition conflicts with the location of ' the drainfield. A minimum of ten (10) feet is required between the building and the drainfield. The applicant can either move the drainfield or the proposed building. Moving the drainfield requires a permit from the Health District. The applicant was informed that the dra.infield will need two feeders 75 feet in length. No driving over or parking is allowed over the top of the drainfield. Another option that would reduce the amount of area needed for a disposal system would be the installation of a 400 square foot leach bed. 3. Please submit a critical materials list to the Department of Buildings for review, listing all liquid and dry materials, their locations, and quantities. If the proposed is determined to be a critical materials user, the owner will be required to sign a Sampling Agreement. The agreement allows the Health District to sample the effluent of the septic tank on an annual basis. All costs for sample retrieval and analysis shall be paid by the owner. The applicant noted that he intended to store approximately 50 gallons of fuel on the site in a separate storage building. 4. All construction debris shall be taken to a licensed landfill. 5. The applicant stated that the existing debris on the site is being taken to the Valley Transfer Station. B. Permit Release Requirements 1. Please relocate the proposed structure or the drainfield to comply with the requirements described above on the revised site plans. 2. Please submit a critical materials list to the Department of Buildings for review. V. Fire District No. 1(928-2462) - Clyde Wisenor A. Discussion Items 1. Fire flow for the proposed has been calculated for 2,000 G.P.M.. 2. One (1) fire hydrant is required to be installed on the south side of Sprague Avenue on the west property line. Tlie allowable distance from a fire hydrant to a structure is 175 feet, however the Fire District will waive this distance requirement. The fire hydrant shall be installed as per an approved water plan. Prior to the preparation of the water plan, the applicant shall contact Vera Water and Power at 924-3800 as soon as possible to obtain the purveyor requirements including specifications. The water plan shall contain the location of the hydrant, hydrant assembly detail, and plumbing detail. The water plan shall be submitted to the Fire District and water purveyor for approval prior to installation. The fire hydrant shall be installed prior to occupancy. 3. The applicant was informed that installing a sprinkler system in the proposed storage building would cut the fire flow in half. The applicant may wish to install a six (6) inch line from the new fire hydrant to the proposed location at the time of the installation of the fire hydrant. -5- , 3. The completed forms are to be returned to the Fire District prior to release of the building permit. The box shall be installed prior to occupancy. B. Permit Release Requirements 1. The order form for the lock (Knox) box entry system shall be submitted to the Fire District prior to release of the building permit. VI. Department of Buildings (456-3675) - Ken Jeffrey and Bobby Stone A. Discussion Items 1. PIan review has been completed on the site plan only by Ken Jeffrey. 2. The building requiring a Change in Use has an existing building permit for storage. At this time, both the existing and the proposed buildings will be required to be brought up to current codes for their current use. The applicant was advised to meet with the plans examiner to discuss his options for accomplishing this. If the applicant ever considers changing the use of the proposed storage building, it would also have to meet the requirements of current codes for energy, . handicap access, and other applicable codes. If the applicant decides to not pzoceed with the construction of the proposed storage building, a permit for a Change in Use will still be required for converting the existing storage building to a retail sales use. Please apply for a Change of Use permit as soon as possible. 3. The proposed shall meet the minimum requirement of the Regulations for Barrier Free Facilities. Proposed should also comply with the provisions of the American Disabilities Act. The Department of buildings will not be requiring compliance with this act until it is adopted as part of the Washington State Bamer Free Regulations, which is not expected to occur until July, 1992. The applicant expressed concerns that he was not given information on all applicable county codes before purchasing the property. It was generally stated that it is difficult to respond to a11 code requirements lacking sufficient plans to review.
