A. Reasons:
. 1. The recently filed plat of Hill View Estates has incorporated 220
single family lots, 5 miltiple family lots, and a proposed
commercial shopping center site. 2. The design of the plat utilizes the S multiple family lots to serv:;
as a buffc:r between the shopping center and the re sidential lots.
3. The location of the proposed apartment sites conform to the
criteria repeatedly suggested by the Commission for approving
high density residential uses; namely,

4. The minimum landscaping requirements of the code a.re rerquired to be met

A twenty (20) foot wide strip vf Type III landscaping is required along all

Francine Shaw will check to see if there are an}r applicable golicies regarding

Cvunty Guidelines for Stvrrnwater Management.

Note: metal roofs may be drained into dry wells.
3. Please submit road and drainage plans for street improvements (sidewalks)
prepared by an engineer for road improvements to Guthrie Lane and 28th
Avenue. Guthrie Lane shall be improved to Typical Roadway Section No. 1,
Collector Standard and 28th Avenue shall be improved to Typical Roadway
Section No. 1, Collector Standard. All required construction (sidewalks only)
shall be completed prior to permit issuance or a bond in an amount estimated by -
the County Engineer to cover the cost of construction shall be submitted. The
applicant was advised to submit the road and drainage plans as soon as possible
so that permit issuance would not be delayed.
NOTE: Further clarification received after the meeting stated that Guthrie Lane
is scheduled to be repaved by the county as part of the sewer installation.
4. Approach permits shall be obtained for new driveway approaches along 28th
Avenue.
5. An Agreement to Pay Fees was given to the applicant during the meeting.
The agreement is to be signed by the owner and returned to the Division of
Engineering & Roads. Plan review will not be completeti until this document is
executed.
B. Permit Release Requirements
1. Please submit a drainage plan as described above for review and approval.
2. Please submit road and drainage plans prepared by an engineer for sidewalk
improvements on Guthrie Lane and 28th Avenue.
3. Approach permits shall be obtained for driveway approaches along county
right of way.
4. Please submit a copy of the Agreement to Pay Fees signed by the owner.
III. Health District (324-1577)
A. Discussion Items
1. The water purveyor for the proposed is Spokane County Water District No 3
(536-0121). Please contact the water purveyor to review requirements for back
flow preventers.
2. Proposed must connect to the available sewer.
3. All construction debris shall be taken to a licensed landfill.
4. No on-site burning or burial of debris will be allowed.
B. Permit Release Requirements
1. The Health District is ready to release their portion of the building permit.

IV. Fire Distnct No. 1(928-2462)
A. Discussion Items
1. One (1) fire hydrant is required to be installed off of 28th Avenue to the west
of the entrance of the proposed. The fire hydrant shall be installed as per an
approved water plan. Prior to the preparation of the water plan, the applicant
shall contact Loren at Spokane County Water District No. 3 at 536-0121 as soon
as possible to obtain the purveyor requirements including specifications. The
water plan shall contain the location of the hydrant, hydrant assembly detail, and
plumbing detail. The water plan shall be subnutted to the Fire District and water
purveyor for approval prior to installation. The fire hydrant shall be installed
prior to occupancy.
2. A lock (Knox) box entry system for fire department personnel access is
required to be installed. Forms for ordering was given to the applicant. The
completed forms are to be returned to the Fire District prior to release of the
building permit. The box shall be installed prior to cccupancy.
B. Permit Release Requirements
1. The order form for the lock (Knox) box entry system shall be submitted to the
Fire District prior to release of the building permit.
V. Department of Buildings (456-3675)
A. Discussion Items
1. Plan review has been completed on the site plan only by Jun Mascardo.
2. Please illustrate the elevations around the building on the revised site plan.
3. The front page (cover sheet) of the construction drawings shall contain, at a
minimum, the professional stamp with an oriQinal dated signature. This cover
sheet shall include the building address, legal description and index of pages
being submitted under the professional stamp.
B. Permit Release Requirements
1. Two complete revised sets of plans addressing the items discussed during the
meeting and other items from the plan review letter needs to be submitted for
review and approval.
APPLICANT'S CONIlAENTS/ACKNOWLEDGEMENT:,
The applicant acknowledged that all comments/requirements were understood and had no
further questions at this time regarding permit requirements.

The County Engineering Department has completed a review of
the above referenced project. The following information must be
provided in order for us to proceed with our review.
A} For any new hard surface area, for an asphaltic roof, or
a roof containing HVAC machinery, a drainage plan
for the site shall be prepared in compliance with
Spokane County "Guidelines for Stormwater Management". At
a minimum the plan must contain:
1. Drainage calculations for stormwater volumes

contained within the site.

Planning Commission Recommendation: Approve, subject to the followinQ
conditions:
A. Conditfons: 1. Conditional approval i s given subj ect to a change in the
Comprehensive Plan that would permit the commercial and high
density residential uses anticipated in this proposal and remove
from the Plan the establishment of such uses in an area zoned
Local Business west of this proposal owned by this sponsor,
2. That the staff of the Planning Commission and Engineer's Office
be allowed to work with the sponsor to solve minor design changes
indicated on the preliminary plat of record and if necessary, to
adjust road alignments to achieve adequate dra.inage required for
installation of a gravity sewer system, and also to determine what
separate portions of the preliminary will be accepted as final plats
