The County Engineering Department has completed a review of
the above referenced project. The following information must be
provided in order for us to proceed with our review.
A) For any new hard surface area, for an asphaltic roof, or
a roof containing HVAC machinery, a drainage plan
for the site shall be prepared in compliance with
Spokane County "Guidelines for Stormwater Management". At
a minimum the plan must contain:
1. Drainage calculations for stormwater volumes
generated on site.
2. Calculations for total impervious surfaces
contained within the site.
3. Finished grade elevations for structures to be
constructed on site.
4. Finished grade elevations at the top and bottom of
the 208 swale.
5. A typical cross section of the 208 swale.
6. Calculations to justify the number and type of
drywells proposed.
7. Elevation of drywell inlets where applicable.
8. Copy of the proposed landscape plan.
B) The subject property is affected by the "Findings and
Order" and the "Conditions of Approval" for the following
land use action: 1. Spokane County Zone Change No. ZE-92-70 ,
2. Final Plat PE-701-69
C) The following improvements within adjacent Right of Way
are required prior to the release of a building permit:
1. You must submit road and drainage plans for street
improvements. These must be prepared by an
engineer. Plans must be prepared for the following
streets:
a. Guthrie, Typical Roadway Section No. l,
Collector Standard.
b. 28th, Typical Roadway Section No. 1,
Collector Standard.
All required construction (sidewalk) within the Public Road
Right of Way is to be completed prior to the release of a
building permit or a financial guaranty in an amount estimated by
the County Engineer to cover the cost of construction or
improvements shall be filed with the County Engineer. Require ' plans are to be submitted prior to estimating the amount of t

Engineering Department for driveway approaches to

Engineers "Agreement to Pay Fees". This document must be
returned to the County Engineers Off ice. Plan review will
not be completed until this document is executed. This
document is attached to these comments. Please return
the completed Agreement to your contact person at the
Engineers Department.
Only,after all the information and requirements listed above
are supplied or completed and the necessary review has been
accomplished will your building permit be released.

RECIPROCAL USE AGREEMENT AND EASEMENT
BYE DIVERSIFIED, INC., owner of parcels "B" and "C" of Spokane
County Short Plat 772-92 hereby create and establish this
Reciprocal Use Agreement and Easement for ingress and egress,
utilities, and drainage over the North 12 feet of parcel "C" and a
South 12 feet of parcel "B". This Reciprocal Agreement and
Easement shall be perpetual and appurtenant to both parcels "B" and
"C" and for the exclusive use and benefit of said parcels. The
owners of said parcels agree to share equally the costs of
constructing, maintaining or operating any improvement or utilities
within the Easement. This Reciprocal Use Agreement and Easement
shall be binding upon and inure to the benef it of the undersigned
and future owners of parcels "B" and "C", their heirs, successors,
and assigns.
