A review of the above referenced project has been accomplished. The list below is a
summary of the items that need to be addressed. Please refer to the enciosed check prints
for complete comments.
1. An approach permit for the access to Guthrie Drive is required. Please
contact Sylvia Lightfoot in the Permit Center for details about this permit.
2. Provide a benchmark as a reference for the elevations provided. This
point should be left undisturbed during construction. It could be the
finished floor eievation of an existing neighboring building, property
corner, fire hydrant, etc.
3. Provide property line dimensions.
4. Provide spot elevations as indicated
5. Indicate which way the handicap stall will be sloped. The legend
indicates it will be sloped 1:50, but the plan should show which way.
6. What is the asphalt path going to swale B?
7. Are those curb stops located on the south side of the driveway? Please
label as such.
8. Provide Type I curb inlets at all points of concentration. Refer to
standard B-8 for details. Specify the curb inlet length.
9. Add the following note: "The site shall be graded such that all runoff from
asphaltic surfaces including roof area is directed to swales."
10. The standard sidewaik width has been changed to 6' wide. You may use
5' - 6" if the adjacent properties have that installed. Please field verify
to determine the width needed.
11. What is the purpose of the overflow pipe in the swale? The drywell
should handle the overflow. Please explain.
12. Label the sidewalk as "New sidewalk" on the landscape plan.
13. Label the approach as "Spokane County Standard Cement Concrete
Approach" and specify the width.
14. Add swales B and C to the landscape plan. These swales should be sodded
as well.

15. Plant note 3 states the swales will be seeded in grass, but the cross-section
ca(Is out sod. Please coordinate.
16. A bond for $2,500 for the construction of the sidewalk is required before
release of the building permit. I have enclosed copies of pre-approved bond ,
forms. Please use one of these to avoid any further delays, any different form
will need to be reviewed by our legal office.
17. Swale C should be at least 6" deep to meet the requirements and coordinate
with the calculations. You assumed 6" when you determined the square
footage needed. The swale should be at least 8" if you plan on using it as
a swale with drywell for further phases. The swale is shown at only 0.21'
deep.
Please submit any revised plans to the BUILDING DEPARTMENT along with seven copies for
circulation to all reviewing agencies. Return the "Original" plan with you submittal. Do NOT
submit plans directly to this office.

Planning Commission Recommendation: Aparove, subiect to the followino

A. Conditions:
1. Conditional approval is given subject to a change in the
Comprehensive Plan that would permit the commercial and high
. density residential uses anticipated in this proposal and remove
from the Plan the establisnment of such uses in an area zoned
Local Business west of this proposal owned by this sponsor.
2. That the staff of the Planning Commis sion and Engineer` s Office
be allowed to work with the sponsor to solve minor design changes
indicated on the preliminary plat of record and if neces sary, to
adjust roaa alignments to achieve adequate drainage required for
installation of a gravity sewer system, and also to determine what
separate portions of the preliminary will be accepted as final plats
in order to achieve an orderly progression of final plats without
half streets wherever pos sible .
3. That the plat provide a 60'-0" right of way widtn for streets, with
a minimum radius at street corners of 20'-0".
q. That appropriate street name s be indicated.
5. That appropriate utility easements be shown prior to the filing oi
the final plat.
6, That a certificate of title be furnished the Planning Commission
prior to tne filing of the final plat.
7. That the preliminary plat be given conditional approval to
April 1, 1970.
8. That approval of the preliminary plat is not effective until and
unless wntten approval of the design is received from the State
Highway Department.
9. That streets be improved to standards established by Spokane
County, or a bond to cover the cost of such improvements be

The subdivision proposal is generally consistent with RCW 58.17 and the County
subtiivision regulations, promodng the public health, safety and general welfare in
accordance with standards established by the state and Spokane County. The Planning
Depai-tment has considered the provision of public facilities as cited in RCW 58.17.1 10
(2). More speci.fically:
a. open spaces
b . drainage ways
c. public and/or private rights-of-way
d . transit
e. potable water
f. sanitary waste disposal
g. parks and recreation facilities
h . playgrounds
i. schools and schoalgrounds
j . sidewalks
14. The project is exempt froro environmental review under the State Environmental Policy
Act pursuant to WAC 197-11-800 (6) (a).
DECISION •
. Based upon the above noted Findings of Fact and Conclusiolis, Short Plat Application SP-961-
94 is liereby AFPROVED until August 1997, subject to cond.itions noted below. Most of
the conditions of approval shall be accomplished by the applicant and/or sponsor prior to
finalization of the short subdivision. This decision is fuial unless appealed in writing,
consistent wxth adopted appeal procedures.
PLA,NNING DEPARTMENT CONDITIUNS
1. A11 conditions imposeci by the Planning Department shall be binding on the "Applicant",
which term shall ulclude the owner or owners of the property, heu-s, assigns and
successors.
2. The proposal shaLl comply with the Urban Residential-22 zone(s) as amended.
3. The final plat shal.l be designeci substantially in conformance with the preliminary plat of
record. No increase in densiry or number of lots shall occur without a change of condition
application submittal and approval.
4. The Planning Director/designee shaU review any proposed final plat to ensure compliance
with these Findings and Conditions of Approval.
5. Appropriate road name(s) shall be indicated.
6. The preliminary plat is given conditional approval for three (3) years, specifically to
August 1, 1997. The applicant may request an extension of time by submitting a written
request approximately f.orty-five (45) days prior to the above expiration date.
7. Appropriate uti.l.iry easements shaU be indicated on copies of the proposed final plat.
Written approval of utility easements by appropriate utility companies shall be received
with the submittal of the final plat.
8. Three (3) current certificates of title shall be furnished to the Planning Departr-nent prior to
filing the final plat.
9. The finai plat shall indicate yard setback arc lengths on cul-de-sac lots which meet or
exceed the minimum frontage of the underlying zone of the final plat.
10. The final plat map shaU ind.icate by a clear, dashed line the required yard setbacks from all
private, "Tract X" or public roads. The dedication shall contain the following statement:
"Side yard and rear yard setbacks shaU be determined at the time building permits are
requested unless these setbacks are specifically drafted on this final plat. The setbacks
indicated on this plat may be varied from if proper zoning approvals are obta.ined."

11. A plan for water facilities adequate for domestic service and fire protection shall be
approved by tl1e water ptu-veyor, appropriate fire protection district, County Building &
Safety Department and County Health District. The agencies will certify on the Water
Plan, prior to the filing of a final plat, that'the plan is in conformance with their respective
needs and regulations. The Water Plan and certification shall be drafted on a transparency
suitable for reproduction and be signed by the plat sponsor.
12. The water pLUVeyor shall certify that appropriate contractual arrangements and schedule of
improvements have been made with the plat sponsor for construction of the water system
in accordance with the approved WaCer Plan. The time schedule shall provide for
completion of the water system and inspection by the appropriate health authorities prior to
application for building pernuts within the final plat. The arrangements or agreements
shall include a provision holding Spokane CoLmry and the purveyor harmless from claims
by any lot purchaser refused a builduig permit due to the failure of the subdivision sponsor
to satisfactorily complete die approved water system. 13. The final plat dedication shall contain the following statement:
"The public water system, pursuant to the Water Plan approved by county and state health
authorities, the local fire protection district, County Building & Safery Department and
water purveyor, shall be installed within this subdivision, and the applicant shall provide
for individual domestic water service as well as fire protection to each lot prior to sale of
each lot and prior to issuance of a building perm.it for each lot."
14. No building permit will be issued for any lot within the ftnal plat until certified by a
Washington state-licensed engineer that "the water system has been installed pursuant to
the approved Water Plan for the final plat" including a signed license stamp. The
certification may be in the form of a letter, but is preferreci to be certified on a copy of the
Water Plan as a schematic map showi.ng the "as-built" water system.
15. The Water Plan and the above four (4) conditions of approval regarding the Water Plan
may be waived by the Planning Director/designee upon receipt of letters from the
appropriate water purveyor and fire protection distri.ct stating that simple connections to an
exisring, approved water system will provide adequate docnestic and fire protecaon water
to ensure the public health, safety and general welfare.
16. A survey is required prior to the filing of af'inal plat.
17. The owner shall negotiate with Central Valley School District and submit a recorded copy
of a voluntary agreement making provisions for public schools prior to finalization and
recording of the plat. The agreement sha11 provide a written description of the subject
property to which the agz-eement applies and also state die dollar amount and any other
agreed to mitigating measures.

COUNTY ENGINEER'S DEPARTMENT CONDITIONS
1. The conditional approval of the plat is given by the County Engineer subject to dedication
of right-of-way and approval of the road system as indicated in the preliminary plat of
record.

street centerline and curb grades shall be submitted to ttie County Engineer for approval
prior to construction andlor the filing of each final plat; road plans to be prepared under the
direction of a licensed Professional Civil Engineer.

Drainage plans and design ca.lculations showing the alignment of drainage facil.ities shall
be submitted to the County Engineer for approval prior to construction and/or ti1e filing of
[he final plat. Drainage plans to be prepaxed under the darection of a licensed Professional
Civil Engineer.
4. No construction work is to be performed within the existing or proposed public right-of-
way until a pernut has been issued by the County Engineer. All work is subject to
insgection and approval by the County Engineer.
5. Individual driveway access permits are required prior to issuance of a building permit for
driveway approaches to the county road system.
6. Existing county roads providing direct access to the plat shall be paved andJor curbed to
Spokane County standaxds.
7. 1'he word "applicant" shall include the owner or owners of the property, his heirs, assigns
and successors.
8. The County Engineer has designated Typical Roadway Section Number 1 Loca] Access
standard for the improvement of Gutherie Drive which is adjacent to the proposed
development.
9. The proposed private road(s) as shown on the preliminary plat serving 4 lots with no
extension possible is approved by the County Enguleer.
lU. Private road(s) shall be inaproved to Spokane County standard for an urban private road
standard serving 4 lots.
11. All vested owners shal.l sign and record private road documents as prescribed by the
~ Spokane County Engineer. These dacuments shall be reviewed and approved by the
Spokane County Engineer prior ta recording with the Spokane County Auditor.
Recording numbers shall be referenced in the dedicatory language of the plat.
12. The following statement shall be placed in the plat derlication:
"WARNING: Spokane County has no responsibility to bui.ld, improve, maintain or
otherwise service the private roads contained within or provide service to the property
described in this plat. By accepting this plat or subsequently by allowing a building permit
to be issued on property on a private xoad, Spokane County assumes no obligation far
said privatc road, and the owners hereby ackzlowledge that the County has no obligarion
of any kind or nature whatsoever to establish, examine, survey, construct, alter, repai.r,
improve, maintain or provide drainage or snow xemoval on a private road. This
requirement is and shall run with the land and shall be binding upon the owner(s), their
heirs, successors or assigns, including the obligation to participate in the maintenance of
the private road as provided herein."
13. 1 he proposed subdivision shall be improved to the standards set forth in Spokane County
Board of Commissioners Reso lution No. 8 0- 1 5 9 2, as amended, which resolution
establishes regulations for roads, approaches, drainage and fees in new construction.
14. The County Engineez- has examined this development proposal and has determined that the
impact of this proposal upon the exi.sting county road system warrants d1e dedication of
additional right-of-way and the roadway improvements herein specified.
15. The following statement sha.ll be placed in the final plat de,dication: "The private road as
shown hereon is an easement which provides a means of ingress and egress for those lots
within the subdivision having frontage thereon."

16. The applicant shall provide documentaaon to the satisfaction of the Counry Engineer that
tie local fire district will appz-ove the proposed turn around as shown on the preliminary
plat. The County Engineer shall also review mld approve the proposed turn around.
17. No public road improvements or RID agreements are required for this proposed plat. All
necessary pavement and curbing have previously been installed for Gutherie Drive. T'he
applicant posted a$2500 bond for the required sidewalk in conjunction with an approved
building pernut application, file #B94060.
COUNTY HEALTH DISTRICT CONDITIONS
1. The final plat shall be designed as ind.icated on the preliminary plat of record and/or any
attached sheets as noted.
2. Appropriate utility easements shal.l be indicated on copies of the preliminary plat of record
for distribution by the Planning Department to the utility cotnpanies, Spokane County
Engineer and the Spokane County Health District. Written approval of the easements by
the utility companies must be received prior to the submittal of the final plat.
3. Sewage disposal medlod shall be as authorized by the Director of Utilities, Spokane
County.
4. Water service shall be coordinated through the Director of Utilities, Spokane County.
5. Water service shall be by ail existing public water supply when approved by the Regional
Engineer (Spokane), State Department of Health.
6. Prior to filing the final plat, the sponsor shall demonstrate to the satisfaction of the Spokane County Health District that an adequate and potable water supply is available to
each tract of the plat.
7. Prior to filing the final plat, the sponsor shall present evidence that the plat lies within the
recorded service area of the water system proposed to serve the plat.
8. A plan for water facilities adequate for domestic use, domestic imgarion use and fire
protection use shall be approved by the water purveyor. Said water plan rnust have been
approved by the fire protection d.istrict and the appropriate health authorities. The health
authorities, water supplier (purveyor) and the fire protection district will certify, prior to
the filing of the final plat, on the face of said water plan that the plan is in conformance
with their requirements and will adequately satisfy their respective needs. Said water plan
and certification will be dxafted on a transparency suitable for reproduction.
9. The purveyor will also certify prior to filing the final plat on a copy of said water plan that
appropriate contractual arrangements have been made with the plat sponsor for
construcaon of the water system, in accordance with the approved plan and time schedule.
The time schedule wili provide, in any case, for completion of the water system and
inspection by the appropriate health authorities prior ta applicadon for building permits
within the plat. 'I11e contractual arrangements will include a provision holding Spokane
Counry/City of Spokane, Spokane County Health District and the purveyor harmless from

10. A public Sewer system will be made available for the plat and ind.ividual service will be

installed within this subdivision and the applicant shall provide for individual domestic
water sezvice as well as fire protection to each lot/tract prior to sale of each lot/tract and
prior to issuance of a build.ing permit for each tract."

orcier to be i.raformed of code requirements administered/enforced as authorized by the
State Building Code Act. DesigrVdevelopment concerns include: Addressing; fire
apparatus access roads; fire hydrant/flow; approved water systems; building accessibility;
construction type; occupancy classification; exiting; exterior wall protection; and energy
