3 requirements. Also, if there are any questions or
4 anything like that, we'll try to get those raised

10 MR. BURGESS: Are you going to mail those

12 MR. DAVIS: What she'll do is send them

15 up, that's an option as well.
16 Before we get started with the
17 departmental comments, do you want to give us kind
18 of an overview, Bud, or whoever wants to lead
19 off. 20 MR. O'NEIL: Keith will do a better job.
21 MR. DAVIS: Do you want to tell us what
22 you're proposing. Tell us something about the
23 materials that are going to be stored. I think we
24 have a lot of questions regarding this proposal.
25 MR. BURGESS: The idea of the storage, I

~ 1 have a contractual agreement with Kominco
2 (phonetic) Metals, Trail, British Calumbia for
3 hauling of soda ash from the plant in Wyoming to
4 their plant in Trail, British Columbia.
5 The idea of the storage is to offset slow
6 traffic southbound during the summer months. So
7 at that point, we can draw from the storage and
8 haul up to Trail and then haul fertilizer back
9 down to the storage, which is our main haul coming
10 into Spokane or Trentwood. During the spring
11 months southbound into Idaho, Utah, fertilizer
12 loads are plentiful, and so that's when we propose
13 to fill the storage and draw off it during the
~
14 slow season.
15 MR. DAVIS: What size bins are they
16 bins or tanks?
17 MR. BURGESS: Well, they're a hopper
18 bottom bin or hopper bottom
19 MR. WISENOR: They're kind of like grain
20 storage bins?
21 MR. BURGESS: That's what they are,
22 right. They're manufactured at
23 Wheatland/Lethbridge, Alberta, I believe. They
24 primarily use them for grain, any bulk product
25 they can store in it, limestone, cement, that type

2 MR. DAVIS: And soda ash is used as
3 MR. BURGESS: In the fume leach plant at
4 Kominco Metals for leaching of ore and other
5 metals at the mine.
6 MR. DAVIS: And so basically this is just
7 to store on site until final delivery to Trail?
8 MR. BURGESS: Correct, to offset on empty
9 miles. Instead of running a thousand empty miles
10 at a great cost to me, it's going to save me empty
11 miles.
12 MR. WAY: At the present time, you're
13 hauling from directly from Wyoming to Trail

14 back and forth?
15 MR. BURGESS: Correct, yes.
16 MR. WISENOR: So you don't have to run
17 down empty
18 MR. BURGESS: I have had to run down
19 empty sometimes already because the season is over
20 as far as the fertilizer themselves.
21 MR. WISENOR: Now, is this used you
22 know, just as a matter of information, instead of
23 sodium cyanide, is this used in the leaching in
24 place of sodium cyanide when they use it in the
25 leaching of the ores?

2 MR. WISENOR: In place of it?
3 MR. BURGESS: Yes.
4 MR. WISENOR: Is it just for our
5 information, do you know if it's effective?
6 MR. BURGESS: It must work. The metals
7 up there have been used for three years.
8 MR. WISEN4R: Because, you know, if you
9 take Nevada and down in there, they use sodium
10 cyanide.
11 MR. BURGESS: Yeah.
12 MR. DAVIS: We just dealt with a facility
13 up north, a storage facility of cyanide.
14 MR. WISENOR: This is a lot less
15 MR. DAVIS: This is a lot less hazardous
16 totally.
17 MR. BURGESS: Yeah, it`s non-toxicity,
18 nonhazardous. Actually what happens, if water
19 contacts this stuff, it turns to concrete unless
20 it's dissolved. '
21 MR. DAVIS: So does it kind of solidify
22 then if it came in contact with water?
23 MR. BURGESS: Rock hard.
24 MR. WISENOR: Yeah, it does.
25 MR. DAVIS: So it-won't run anyplace?

2 MR. WISENOR: Yeah, unless you get a lot
3 of water on it.
4 MR. BURGESS: Yeah. You have to have a
5 tremendous amount of water.
6 MR. DAVIS: Okay. Are there any
7 questions before we start? Francine?
8 MS. SHAW: The proposed soda ash storage
9 tanks are located on Parcels 55063.0156, .0146,
10 .0147, .0128 and .0127. The zone of these parcels
11 is I-2 in which above-ground storage bins are
12 allowed as an accessory use. Related planning
13 department actions include two zone
~
14 reclassification files. These file numbers are
15 ZE-118-72C and ZE-125-84C. These land use actions
16 do have conditions of approval which the applicant
17 must meet. I have copies of those decisions for
18 you.
19 A portion of the site is developed of
20 this development is illustrated as being on a
21 portion of Parcel 55063.0146. This portion of the
22 site has a zone reclassification file. That
23 number is ZE-480-58. There are no conditions of
24 approval with that zoning classification.
, 25 First I'd like to begin with talking

~ 1 about the parcel boundary lines as you've
2 illustrated here on your site plan. These parcel
3 boundary lines do not reflect those that are
4 illustrated on the zoning and assessor's maps. We
5 were wondering if by chance the applicant has
6 applied for a certificate of exception for minor
7 lot line adjustments which would approve of this
8 site configuration.
9 MR. BURGESS: No, we have not.
10 MS. SHAW: What the planning department
11 will require then of the applicant, if you do not
12 want to redraw the site plan to reflect the
~ 13 accurate parcel boundary adjustments, is to
(
14 approach the planning department for three
15 certificates of exemption for minor lot line
16 adjustments. We need to adjust the parcel
17 boundary lines around the northwest property and
18 the southeast property if you want to keep the
19 configuration as is, and we also need to aggregate
20 the three subject parcels of your site together.
21 The reason for this is there are
22 actually two reasons. A parcel line is dividing
23 your existing barns, and that makes those
24 structures unable to meet the required setbacks,
25 and also access to the storage bins is from an

1 adjacent parcel. This adjacent parcel could be
~
2 sold off at some time in the future, and the owner
3 of that property at the time of purchase could
4 prohibit any access across the property to those
5 storage bins.
6 MR. BURGESS: Excuse me. I'm
7 misunderstanding something here.
8 MS. SHAW: Okay.
9 MR. BURGESS: I own all this land.
10 MS. SHAW: Uh-huh.
11 MR. BURGESS: Who's going to sell it?
12 MS. SHAW: Well, you may when you pass
, 13 off or pass away, or your heirs may determine to
~
14 sell off a portion of the site.
15 You can provide an easement to these
16 storage bins in the back which will run with the
17 land, so in case of your death or something
18 happening
19 MR. WISENOR: To aggregate those is just
20 an administrative thing.
21 MS. SHAW: Yes, it is. It's an $18
22 process.
23 MR. BURGESS: I'm wondering like what
24 we're talking about here. I own this land.
25 MR. WISENOR: It's just to clean it up

1 and make one parcel out of it.

2 MS. SHAW: But in the future, you may not
3 own a portion of this land where access would be
4 going across, and the property owner at that time
5 could say, you know
6 MR. BURGESS: Well, I don't think that's
7 going to happen because the company owns it, so
8 we're here for the duration. Whether l die or
9 not, somebody's going to take over the management
10 of this position.
11 MS. SHAW: It's from adjacent property.
12 That's just a standard requirement from the
C 13 planning department.
14 MR. DAVIS: So basically what they need
15 to do, either aggregate this middle portion
16 MS. SHAW: Uh-huh.
17 MR. DAVIS: to one parcel, or if they
18 want to leave it_separate, grant an easement over
19 the adjacent property.
20 MS. SHAW: Or provide access off of Flora
21 Road within the boundaries of that property.
22 MR. BURGESS: We do have access there.
23 MS. SHAW: Then what we would like to see
24 is if you do not want to do a property aggregation
25 and you do not want to do an easement, show an

~ 1 access road from Flora and keep the entire
2 circulation to this storage bin area within that
3 one parcel boundary.
4 MR. BURGESS: Which is easier.
5 MS. SHAW: Which is easier?
6 MR. BURGESS: I can do either one.
7 MS. SHAW: It's really up to you.
8 MR. BURGESS: I can draw a circle like
9 this, proposed traffic lane.
10 MS. SHAW: Okay. That's exactly what
11 would avoid all the other requirements. So on a
12 revised site plan, what we would like to see is a
; 13 new access from Flora.

15 MR. WAY: A question for Francine.
16 The if the applicant chooses to do just that,
17 keep the parcels separate, then are we as a group
18 here meeting and discussing only what's the
19 parcel number on the north one?
20 MS. SHAW: On the north? Actually the
21 north entails two parcels, and that would be
22 55063.0147 and 0128.
23 MR. DAVIS: And one of those is just a
24 little corner property on the northwest corner?
25 MS. SHAW: This is the zoning map. This

1 is the property that's illustrated, which is

2 residential, in the northwest corner.
3 MR. WAY: What parcel number is that?
4 MS. SHAW: That is 0146.
5 MR. DAVIS: Oh, okay. .
6 MS. SHAW: Then there's another parcel
7 approximately the same size directly to the east,
8 and then there is a north portion. .
9 MR. WAY: What's the number of that?
10 MS. SHAW: That parcel number is 0147.
11 MR. BURGESS: When we purchased this, it
12 was, as far as we understood, all one parcel.
13 MR. DAVIS: You must be getting several
~14 tax statements.
15 • MR. WISENOR: Francine, let me ask you a
16 question. Wouldn't it be cleaner for him to
17 aggregate those and do those minor lot adjustments
18 and just make that one
19 MS. SHAW: It would be. However, if he
20 ever plans to sell off a portion of that site in
21 the future, then he would have to go through a
22 platting process, and that's a little not
23 really costly, but time-consuming.
24 MR. WISENOR: It takes time, but it
25 cleans up having these lines running to your

~ 1 building and nonconforming buildings and things
2 like that.
3 MR. DAVIS: Or you could just minor lot
4 line adjustment, which would still do the same
5 thing and still keep the parcels separate.
6 MS. SHAW: He could rearrange the parcels
7 in such a manner that there's two or three
8 remaining. However, the use is all on one.
9 MR. BURGESS: Well, I just still don't
10 understand why what difference does it make?
11 We own the land. It's all one parcel as far as
12 I'm concerned.
~ 13 MS. SHAW: It's not by our concern. The
14 planning department does not recognize it as one
15 parcel, and the company, you cannot guarantee me
16 that it will be the duration forever. There could
17 be financial problems, director break-up, and then
18 it's wiped out and sold. And that's what
19 planning's about, to approach those issues that
20 may happen in the future.
21 MR. BURGESS: And so what's it going to
22 take to put it all one parcel?
23 MS. SHAW: Very easy. It's a certificate
24 of exception, and it's an administrative process
25 which could take one day to approve, $18 per

1 adjustment.
~
2 To recognize the parcel as you've drawn
3 it, we would do three certificates of exemption,
4 one to aggregate these properties, the three
5 subject properties of your proposal, and one per
6 the adjustment of the residential properties
7 adjacent to the site. So that would be three
8 times $18.
9 You would also have to get provide us
10 an assessor's map on these certificates of
11 exemption. You would have to provide us new legal
12 descriptions because these properties do not
C 13 reflect what the assessor's records have as per
14 legal description.
15 MR. BURGESS: So we have to pay for an
16 assessor to come out and redo those whatever, the
17 lines?
18 MS. SHAW: No, you do not. You can take
19 it to any type of a title company or a survey
20 company and they can write it for you, or if you
21 feel competent in writing 1-egal descriptions
22 yourself, you can do that. It does not need to be
23 surveyed.
24 We will require a revised site plan. We
• 25 need you to illustrate all parking areas existing

~ 1 and proposed, all buildings existing and proposed,
2 any outdoor land use, such as storage areas,
3 landscaping, things such as that.
4 We also need you to note the specific
5 uses of each building on site. You do show office
6 and shop. However, we need to know the use of the
7 existing barns on site, square footages of each
8 use, office, shop and the use of the barn so that
9 we can determine the required parkin-g stalls for
10 this development.
11 A variance will be required. I believe I
12 spoke with you in regard to the height of the
r 13 structure. The structure exceeds the height
l
14 within the I-2 zone. Structures are limited to 40
15 feet within the I-2 zone, and this structure is
16 approximately 62 feet in height, a little less.
17 There have been variances approved for
18 the same type of structures within the vicinity,
19 so I do believe that your probability of getting a
20 variance approved would be good. However, I can't
21 guarantee anything like that because I'm not the
22 one who hears the variances.
23 The variance for this structure would
24 cost approximately $210. There's a public hearing
25 involved with notice. A boundary of 400 feet

1 around your property would be established, and any
~
2 property owner within that 400 feet would be
3 notified of the variance.
4 The next available hearing date is August
5 26th if you can provide me a completed variance
6 application form by July 12th. There's only one
7 opening left on that docket, and the next hearing
8 date after that would be on September 9th, with
9 the cutoff date for acceptance of an approved
10 application form on July 26th.
11 On your site plan, we do need you to note
12 building height of all structures on site. That
r13 needs to be in feet and stories.

14 As I said earlier, we cannot determine
15 parking at this time. Parking is based on square
16 footage of use. However, we will be basing
17 parking on the following ratios: One stall per
18 400 square feet of office or industrial use, one
19 stall per 2,000 gross square feet of storage area
20 if the gross square feet of storage area exceeds
21 1,000 square feet. If on your revised site plan
22 you indicate a use which I have not called out,
23 then we would be applying the applicable ratio for
24 parking requirements at that time.
25 MR. BURGESS: So now are you saying

1 parking for employees vehicles or my trucks?

2 MS. SHAW: Parking for the use, which is
3 normally your employees and those who will be
4 coming to the site to do business with you.
5 MR. BURGESS: Myself.
6 MS. SHAW: In order to get away from any .
7 parking on site, you would have to again apply for
8 a second variance. Parking is required for all
9 industrial offices, shops.
10 MR. BURGESS: Because the yard is used
11 for storage when my trucks are not on the road, so
12 the whole yard's parking lot.
~13 MR. WISENOR: Where do your drivers park

14 their rigs when they
15 MR. BURGESS: Anywhere they want.
16 MR. WISENOR: Wherever out there. You
17 need a few spots for them I think is what she's
18 saying.
19 MS. SHAW: You need to designate that,
20 but my concern is that you need to have the
21 required parking for the use on site, and the only
22 way that I know that you can get away from not
23 providing the required parking is go through a
24 variance procedure.
, 25 MR. WAY: Are you asking for paving?

24 patterns, and I believe the engineers are going to

4 are one way, those are very important. You need
5 to provide curb stops for parking areas. You need

9 have to go to the Spokane County Air Pollution
10 Control Authority and submit plans to them and
11 discuss with them your proposal. Upon their
12 recommendation and a letter written by you, which

15 determination whether we will waive those paving
16 areas. And normally if SCAPCA, Spokane County Air

3 MS. SHAW: Okay. There is a code
4 standard which requires any project which the cost
5 of construction exceeds 50 percent of the value of
6 the existing structures, then a landscaping plan
7 must be provided.
8 I have now gained access to assessor's
9 records on the value of properties, and the
10 assessor's records indicate the cost or the
11 assessed value of existing structures on this site
12 to be approximately $35,000. Fifty percent of
~13 that is 17,500, and now that this construction is
14 exceeding that limitation, you are going to be
15 required to landscape the site.
16 What is going to be required of you is a
17 five-foot Type 3 landscape strip along all -
18 property lines fronting public roads. You would
19 need one in front of Dalton and Flora, and this is
20 a five-foot Type 3. And I have the handout so
21 that you would be familiar with what I'm talking
22 about.
23 We may be able to reduce the requirements
24 for that landscaping plan. However, I would need
. 25 to approach my supervisor in regard to that

10 the zone change because it was specifically called
11 out as a residential use in 1981. Okay. That may

13 MR. BURGESS: Well, if there's a fence
14 requirement here, why not here?

16 MR. BURGESS: Yes.
17 MS. SHAW: Okay. Then there is a fence
18 requirement for sight-obscuring fencing. It was
19 to be just this east property line here for the
20 zone change of the property to the west. However,
21 if this is going to be allowed to be reduced, then
22 you have to get the approval of that property
23 owner. If you can reduce this property to that
24 size, you may have to do some sight-obscuring
25 fencing along this property line.

4 showing in the southeast corner of the site is
5 actually this size by county records.

7 been resurveyed, and we bought this section.

9 us to recognize that is to come to the planning
10 department and do one of those certificates of
11 exemption for minor lot line adjustments which I
12 told you about. You just need to provide us a
/ 13 deed which states that you have purchased this

15 Any property line adjustment that ever
16 takes place in Spokane County is to receive the
17 planning department approval, and we have no
18 record of that, not to say you that you haven't
19 done it through our department. We just don't
20 have a record of it, and that's why I asked you
21 have you done a certificate of exemption for a
22 minor lot line adjustment. Okay.

24 MS. SHAW: It's required, and I'm

2 If your parking lot for this use exceeds
3 20 cars, it would be required to be landscaped,
4 and that's only if it exceeds 20 cars. The
5 landscaping requirements are such that 10 percent
6 of that area is landscaped, no parking stalls
7 further than 60 feet from a landscaped area, and
8 no landscaped areas less than 32 square feet in
9 area.
10 All required landscaped areas are
11 required to be protected by a six-inch-high
12 protective curbing. That needs to be illustrated
( 13 on your plan and also called out for the type of
14 curbing you will be using. An estimate needs to
15 accompany your landscape plan which provides an
16 itemized cost list of all landscape materials, the
17 labor and automatic irrigation. The automatic
18 irrigation needs to be indicated on your site
19 plan, also.
20 Finally, we require a promissory letter
21 from the applicant or the property owner which
22 will ensure the installation of all required
23 landscaping as indicated on the approved landscape
24 plan. We have a sample document for you to
~25 follow.

4 certificates of exemption for minor lot line
5 adjustments to recognize the property as
6 illustrated on this submitted site plan.
7 We need a variance approval for a*
8 deviation in building height requirements from 40
9 feet to 20 excuse me, 62 feet.
10 We are going to require a revised site
11 plan illustrating all outdoor land uses, parking
12 areas, travel lanes and buildings. We need you to
~ 13 note specific uses of each building and note gross
14 area per use. We need you to note the height of
15 all buildings in feet and stories. We need you to
16 note paving of the storage bin access lanes and
17 any parking that may be required to satisfy
18 parking requirements for that structure.

11 will illustrate the five feet of Type 3 along
12 Flora Road if you choose to keep the parcel

17 species and the size and type of planting so the

15 engineer's department, we will need a drainage
16 plan in compliance with the Guidelines for
17 Stormwater Management, which includes 208 grassy
18 swales for any runoff off the property.
19 There is a zone change for this
20 property. There are a number of zone changes for
21 this property of which I was not aware of. You
22 will be required to meet all the requirements of
23 all zone changes mentioned by planning.
24 You'll need to submit road and drainage
25 plans for street improvements. Dalton Street ~

2 Number One, Access Standing. Any new approaches
3 off of Dalton will need to be you'll need to

5 On the road improvements, the reason the
6 county engineers department is requiring road
7 improvements is Dalton right now is a gravel
8 road. We feel that this development will impact
9 traffic such that Dalton should be paved because
10 of the increased traffic. If you decide to take
11 access to your property off of Flora, Flora is
12 already paved, and depending upon what zone change
( 13 125-84C has-to say, there would probably be no
14 paving required. On site, any traveled surfaces
15 or parking surfaces need to be paved.
16 MR. BURGESS: So you're saying I've got
17 to pave my whole yard?
18 MR. TURNER: What you-need to do is
19 submit to us a traffic and circulation plan to let
20 us know how your trucks are going to access the
21 bins. Then you'll need to pave those traveled
22 surfaces pretty much as you've shown on your site
23 plan.
24 As far as parking goes, you'll need to
~ 25 designate where new parking will be and have those

1 spots paved. It sounds like there will be very -

2 few parking spaces required, perhaps only one.
3 It's up to you, but it looks like access
4 off of Flora would be your best option.
5 Otherwise, Dalton will need to be paved. You'll
6 need to have those plans turned in by a licensed
7 engineer. That will require a lot of lead time to
8 get that started. All the engineers in town are
9 very busy right now.
10 So to summarize the engineering
11 requirements, we need a drainage plan for any new
12 paving. We need a traffic and circulation plan,
(13 and we need Dalton Road to be paved according to
14 Typical Roadway Section Number One, Access
15 Standard.
16 We also request of the planning
17 department that the engineers department be
18 allowed to review the certificates of exemptions
19 or variances for this property. There is an
20 agreement to pay fees attached to your form there,
21 and when we have that signed and turned in, that
22 will reimburse us for our review time of this
23 project.

5 revised site plan and see your next submittal to

8 already paved, I'm pretty sure that Dalton the
9 requirement to pave Dalton would be removed.

14 of years, we're looking at building a new
15 terminal, shop, et cetera, office space, at that
16 time, are you going to tell me Dalton's going to

19 Dalton, it will have to be paved. Another option
20 for you is you can get the other property owners
21 up front on Dalton, as long as you have 50 percent
22 of the property owners up front on Dalton, you can
23 form a road improvement district, which means you
24 petition the county to pave the road. The county .
25 will pave it, and then each property owner will be

2 got Spokane Pres-To-Log across the street, and
3 you've got some other commercial enterprises that
4 together may be your 50 percent plus. There are
5 some residences down toward the end by Tschirley

7 MR. WAY: Bob, in the future, if he were
8 to reorient his office and shop to front on Flora,
9 put it over here fronting on Flora and his access
10 to the building would be off of Flora, would that
11 still exclude him from having to do anything to
12 Dalton?

14 site plan at that time. If it's evident that
15 access could still be taken off of Dalton after
16 all the new improvements or offices, we may still
17 require Dalton to be paved or barricaded so that
18 there's no access to Dalton.
19 But as I mentioned before, you have a lot
20 of property owners in this area that are
21 industrial, particularly Spokane Pres-To-Log. It
22 may be worth it to go to them to look into
23 starting a road improvement district to get the
24 road paved. That's an option.

8 that high off the ground. We stick a hose in it
9 to pump it out.

11 it was pumped?
12 MR. BURGESS: I don't think I've ever had

14 MR. WAY: The drain field must not be
15 driven across. It packs the ground. It doesn't
16 allow it to breathe. There's the possibility you
17 would break the piping, so on and so forth.
ig MR. BURGESS: So how do we get to our
19 shop?
20 MR. WAY: Now, what I'm telling you is
21 all these requirements would be required if we're
22 dealing with the entire site as an aggregated
23 site. If we're dealing only with the north half,
24 then I haven't got anything to say about your

2 $150 box to install. So if we go out there on an
3 alarm, if there's an overflow alarm on these or if

7 get into those. And that's pretty much an SOP
8 deal.
9 MR. BURGESS: Are we supposed to have
10 that already? Is that what you are saying?
11 MR. WISENOR: No. We will require it
12 during the application and the installation of
%13 this. You have to order this prior to your
14 building permit being issued. The ones that we
15 recommend on here is either the 3200 or the 48
16 or the 44. This one or whichever you decide,
17 whether you want a surface or a recessed mount,
18 it' s up to you.
19. ' This is the application form. This is
20 how it operates. You have to fill that out with a
21 check for the amount and bring it to the fire
22 department or mail it to the fire department
23 because we have to mail it in. We have to
24 authorize it. It's an entry system.

8 went through the MSDS sheets, Manufacturers Safety 9 Data Sheets.

21 site, and I think that's about the time that the
22 state implemented that process. And I don't know

9 review on a-- for a 15-day period, and it's a
10 process you know, from this description here,
11 there should not be -any significant problems with
12 that, but I would suggest you do that as quickly
~13 as possible so we can eliminate that time clock.

16 giving you an occupancy of B-4 based on the 1991
17 Uniform Building Code. That's for a storage
18 facility. Construction type of three one hour.

21 us your 62 foot height. No other construction
22 type under B-4 would do that. I have a fire flow
23 of 1500 gallons per minute, and that's how the
24 fire department got this one fire hydrant for
25 you.

3 What you need to base the size of that on
4 is 17,000 cubic feet of storage plus a 100 year
5 rain event. I think you're going to find that
6 that 100 year rain event is going to be two and a

8 this to contaminate the aquifer, and you are
9 within the sensitive aquifer corridor. I do not
10 consider this material a fire hazard. I do not
11 consider it toxic to human beings, but I do
12 consider it a possible pollutant to the aquifer.

Planning Commission Recommendation: Approve to Restricted Industrial
Zone, subject to the followina conditions:
A. C onditi ons :
1. Dedication of the We st 10' of the advertised property
along Flora Road for right of way.
2. Dedication of a 20' radius at Flora Road and Dalton Avenue.
3. Approval of access by the Spokane County Engineer's Office.
4. Installation of fire hydrants in accordance with the require-
me nt of the Spokane Valle y Fire Mars hal .
5. Installation of a 6' high sight-obscuring fence along the East
property line of the advertised ownership and fencing of all
storage areas in accordance with Section 4.11. 120 of the
Spokane County Zoning Ordinance. B. Reasons:
1. The Comprehensive Plan indicates that the advertised property is
appropriate for light industrial uses,
The Planning Commission has been approving requests in accord-
' ance with the Comperhensive Plan for Re stricted Industrial
zoning within the corridor which lie s between the Spokane Inter-
national tracks and Trent Road and between Flora Road and
Barker Road. 2. The Re sitricted Industrial Zone contains re strictions which would
prohibit industrial pollution, heavy manufacturing activities and
extractive operations. The required fencing would help to protect
exi sting re sidential use s in the vicinity.
3. The advertised property is immeda.ately east, of the Spokane
- Industrial Park which is zoned Manufacturing.
