The County Engineering Department has completed a review of
the above referenced project. The following information must be
provided in order for us to proceed with our review. A) For any new hard surface area, for an asphaltic roof, or
a roof containing HVAC machinery, a dr 'naae plan
for the si}e shall be prepared in compliance with
8-pokane County "Guidelines for Stormwater Management". At
~ a minimum the plan must contain:
l. Drainage calculations for stormwater volumes
generated on site.
2. Calcu-lations for total impervious surfaces
contained within the site.
3. Finished grade elevations for structures to be
constructed on site.
4. Finished grade elevations at the top and bottom of
the 208 swale.
5. A typical cross section of the 208 swale.
6. Calculations to justify the number and type of
~ drywells proposed.
7. Elevation of drywell inlets where applicable.
` 8. Copy of the proposed landscape plan.
B) The subject property is affected by the "Findings and
Order" and the "Conditions of Approval" for the following
land use action:

are required prior to the release of a building permit:

Department for any new or improved driveway
approaches to the following streets:
a. Eden Street
D) Insufficient information was submitted with the proposal.
We are unable to proceed with our review. We will need
the following before we can proceed:
1. Site Plan.

3. Other information:
P`~ a. A parking and traffic circulation plan shall
be submitted and approved by the Spokane County Engineer. The
design, location and arrangement of parking stalls shall be in
accordance with standard traffic engineering practices. Paving as
required by the County Planning Ordinance, will be required for
any portion of the project which is to be occupied or traveled by
Nvehicles. It is illegal to back out onto the Right of Way.
b. Conditions of PE-1575-89 require certain
roadway connections to be made. The timing of these connections
is not clear at this time. Additional meetings with County
Administrative staff will be required before the permit can be
released.
E) Utility Condition: Permittee is responsible for arranging
for all necessary utility adjustments or relocation as
required for completion of the improvement.
F) The owner of the property or the authorized
representative must complete and sign Spokane County
Engineers "Agreement to Pay Fees". This document must be
returned to the County Engineers Office. Plan review will
not be completed until this document is executed. This
document is attached to these comments. Please return
the completed Agreement to your contact person at the
Engineers Department.
The applicant or his representative has been given a minimum
requirements list. This list is not inclusive of all the
requirements needed but should be used as a minimum guideline.
Without the "minimum" requirements the Engineers Department may
not be able to perform a complete review of the project and could
result in prolonging the period before permit issuance. Only
after all the information and requirements listed above are
supplied or completed and the necessary review has been
accomplished will your building permit be released.

Response: No canopy is planned for either of the buildings. The referenced drawing - - indicating this element is outdated.
Comment #2: We need a plan layout for the floor framing of the mezzarrine, including loading design. _ Response: The mezzanine floor framing plan is now included on Sheet A3.1. It has been designed for a 60 p.s.i. uniform load. Comment #3: We need Special lrupection forms.
Response: The required Special Inspection forms have been completed and should have '
been delivered to your offce. Let me know if you have not received them. -
Comment #4: The mezaanine is too large. It either needs to be reduced to be less than, or equal to, 113 of the area of the room into which it opens or it must be classified crs a second
story with appropriate fire separation (H-4 to B-2).
Response: The size of the mezzanine has been reduced to less than 1/3 of the area of the
room into which it opens. The calculation for this has been included on Sheet G1.1, Section _
C- General Project Description, Item #8 - Mezzanine.
Comment #5: Swing Door #3 into Office 102 for proper exiting.
Response: This modification has been completed as indicated on Sheet A1.1.
Comment #6: We need an ASTM or specification for the sealer to be used on the concrete
at the secondary containment pit.
Response: It is possible that 1 may have misinterpreted this comment. We know of no
requirement for a specific sealer on the concrete. The waste oil that may spill on this slab
will not penetrate through the concrete. However, we realize that the joints in this "pit" are -
susceptible to migration of the liquid and must be protected. We have called for chemical-
resistant water stops at all joints (Keynote 03300.D1 on Sheet A3.1). I have attached a copy

Response: Please reference Sheet A3.1, A1 - Stair Section. The guardrail is 42" (3'-6") high with horizontal rails separated by four equal distances. This spaces them at 10.5" on
S center, which is sufficient to restrict a 12" sphere.

Response: The requirement for providing accessible routes between buildings on a common site (WAC 51-20-3103(b)2.) references the connection of ¢ccessihle buildings. ,
The Boat Storage building is not an accessible building. It is a private "barn" where the - •
business owner drives and parks vehicles. It is located within a secured, fenced yard. The - public is not permitted access to this building. Additionally, any employee who is parking
the vehicles cannot be handicapped in such a way as to require a crosswalk. Such a • handicap would not permit him to operate or properly maneuver a vehicle as required to _
perform the task. We do not believe this request meets the intent of the code.

UPON THE RECOMMENDATION of the Spokane County Planning Department, the final plat is
approved with the exception that the public rights of way dedicated in this plat will not be
established for maintenance purposes until die County Engineer has certified that the roads have
been improved to County standards and approved by a separate resoluaon of the Board of County
Commissioners.
ADDITIONALLY, until the final plat document is filed in the Spokane County Auditor's Office,
this subdivision has only preliminary plat status and is subject to expiration and null and void
status if not periodically granted an extension of time consistent with the policies and procedures

INTRODUCTION
This matter having come before the Hearing Examiner Committee on September 21,
1989, and the members of the Committee present being Verona Southern,
Chairperson, Phil Harris and Ron Odell.
PROPOSAL
The sponsor, Spokane Industrial Park, Inc., requests approval of a preliminary plat
of SPOKANE INDUSTRIAL, PARK EAST and zone reclassification from Restricted
Industrial (RI) Manufacturing (M) and Mining (MZ) to Light Industry (I-2) and
Heavy Industry (I-3), File No. PE-1575-89 and ZE-36-89, for the purpose of
dividing 96 acres into 321ots for industrial uses.
FINDINGS OF FACT AND CONCLUSIONS
1. The property is generally located along the east side of Tschirley Road beginnina
dpproximately 800' ft. north of Euclid Avenue for a distance of 1750' ft. and east
thereof to Greenacres Road. The site borders Euclid Avenue from Greenacres Road
west approximately 650' ft. in the SW 1/4 and SE 1/4 of Section 6, Township 25 N.,
Range 45 EWM, Spokane County, Washington.
2. The committee adopts the Planning Deparnnent Report as a part of this record.
3. The existing land use(s) in the area are vacant lots, Bayliner boat manufacturing,
storage, McComb Engine sales and repair, Donwood East Subdivision, easterly edze
of Flora Industrial Park and several residences.
4. The Comprehensive Plan designates this site as Industrial. The Industrial catebory is
for the purpose of fostering various types of industrial activities including light
industrial (parks) to heavy industrial uses. Buffering of adjacent residential uses and
zones is expected.
5. The Arterial Road Plan designates Euclid Avenue as an collector arterial, with a
recommended right of way width of 70 feet, whereas Euclid right of way is presently
40 feet at this location. Although not specified in the Arterial Road Plan, traffic
circulation in the area will be enhanced by a through road connection between Flora
Road and Barker Road (across the site).
6. The existing zoning of the propeny described in the application is Mining zone,
Restricted Industrial and Manufacturing, previously established in 1980, 1974 and
1958 respectively. The Mining zone classification required a roadway connection
east to Barker Road, because the Barker Road/Euclid Avenue intersection is less than
90 degrees and nearly unmanageable to a tractor trailer rig.

7. The provisions of RCW 43.21C (The State Environmental Policy Act) have tieen
complied with and a Determination of Nonsignificance was issued.

8. The proper legal requirements for advertisement and notice have been

9. The owners of adjacent lands expressed neither approval nor disappraval of the
proposed use.
10. The proposetl use is compatibie with exisang uses in the area.
11. The proposed zoning does implement and conform to the Comprehensive Plan.
12. The applicant has demonstrated that conditions have substantially changed since the
original zoning of this area and accordingly, the proposed zone reclassification is
justified.
13. The proposal does result in spot zoning.
14. The proposed use will not be detr-imental to the public health, safety, or welfare.
CONDYTIONS OR CONTINGENCIES APPLIED TO THIS APPROVAL
i. Afl Conditions imposed by the Hearing Examiner Committee shall be
binding on the "Applipnt", which term shaii include the owner or
owners of the property, heirs, assigns, and successors-in-interest.

A . COUNTY PLANNING DEPARTMENT
1. Approval is required by the Planning Director/designee of a specific lighting and
signing plan for the described property prior to the release of any building pernuts.
2. A specific landscape plan, pianting schedule and provisions for maintenance
acceptable to the Planning Director/designee shall be submitted with a performance
bond for the project prior to release of building pernuts. Landscaping shall be
installed and maintained such that sight distance at access points is not obscured or
impaired.
3. Direct light from any exteriar area lighting fixture shall not extend over the properry
boundary.
4. The specific development plan will be submitted for Planning Department review
and approval prior to issuance of building pennits.
5. All current standards of the I-2 and I-3 Zones, as amended, shall be complied with
in the development of this site.
6. The project is subject to Section 14.706, the Aquifer Sensitive Area Overlay Zone
of the ZONING CODE FOR SPOK:ANE COUNTY, which sets forth various
measures for Aquifer protection; specifically, measures dealing with wastewater
disposal, spill protection measures, and stormwater runoff.
7. The present proposal is not detailed enough to determine whether or not the use of
or materials stored on the sit+e are in compliance with Section 14.706 (Aquifer
Sensitive Area Overlay Zone) of the ZONING CODE FOR SPOKANE COtTNT'Y•
Accordingly, as a condition of approval, the sponsor/applicant shall be required to
file with the Spokane County Auditor, within thirty (30) days of the -signing of
Findings and Order of the final decision in this matter, a"Notice to the Public"
which shall provide in material as follows:

DESCRIBED HEREINAFIER, THE APPLICANT SHALL BE RESPONSIBLE
FOR CUMPLYIIVG WTI'H TBE PROVISIONS OF THE ZONING CODE FOR
SPOKANE COUNTY SECTTON 14.706 (AQUIFER SENSITIVE AREA
OVERLAY ZONE). THE PROPERTY WHICH IS THE SUBJECT OF THIS
NOTIGE IS MORE PARTICULARLY DESCRIBED AS FOLLOWS:....".
Applicant shall comply with 208' recommendations concerning stormwater runoff
and provide necessary landscaping for runoff.
Any division of land for the purpose of sale, lease or transfer, shall comply with
RCW 58.17 and the Spokane Counry Platting Ord.inances prior to issuance of
`)uilding pernuts. Any leases of land other than those lots shown on the final plat
ill require additional compliance with the State and County subdivision laws.

10. The applicant shall comply with all agency's regulations as amended prior to
issuance of building permits.
11. The Spokane County Planning Department shall prepare and record with the
Spokane County Auditor a"Title Notice" noring that the property in question is
subject to a variety of special conditions imposed as a result of approval of a land
use action. This "Title Notice" shall serve as official public notice regarding
conditions of approval affecting the property in question. The "Title Notice" shall
be recorded within fifteen (15) days of final disposition of the approved land use
action and shall only be extinguished by the Spokane County Planning Department.
The "Title Notice" shall generally provide as follows:
The parcel of property legally described as (legal deseription and tax parcel
number) is the subject of a land use action, imposing a variety of
special development conditions, by a Spokane County Hearing Body
or Administrative Official on (dare) and as maybe amended, altered or
supplemented by of~iciai action or as already changed. File No.
(Planning Department File Number) is avaitab[e for inspection and copying
in the Spokane County Planning Department.
12. The final plat shall be designed substantially in confornnance with the preliminary
plat of record as legally described and advertised. No increase of density or lot
number shall occur without a new application submittal and approval. The sponsor
may submit a slighdy revised preliminary plat document to clarify the actual intent
of the Hearing Examiner Committee and the same ma.y be approved by the -
Department as the approved prelirninary plat of record upon a finding that it is
consistent with the Hearing Examiner Committee decision.
13. The preiiminary plat is given conditional appnoval for three (3) years, sgecifically to
October 1,1992. The applicant may request an extension of time by submitting a
written request approxunately forty-five (45) days prior to the above expirarion
date.
14. A final plat name/number shall be indicated before the final plat is filed, such
nameinumber to be approved by the County Planning I)irector/designee.
15. Appropriate road name(s) shall be indicated.
16. Appropriate utility easements shall be indicated on copies of the proposed final plat.
Written approval of utility easements by appropriate utility companies must be
received with the submittal of the final plat.
17. Three (3) current certificates of tide shall be fuinished the County Planning
Deparanent prior to filing the final plat.
18. The final plat map shall indicate by a clear dashed line the required yard setbacks
from all private, "Tract X" or public roads. The dedication shall contain the
following statement that: "Side yard and rear yarri setbacks shall be determined at
the ame building permits are requested, unless specifically stated on this document
by identification of side and rear pmpeny lines. The setbacks indicated on this plat
may be varied from if proper zoning approvals are obtained."

19. A plan for water facilities adequate for domestic service and fire protecrion shall be
approved by the water purveyor, appropriate fire procection district, Spokane
County Building & Safety Department and Spokane County Health District. The
agencies will certify on the WATER PLAN, prior to the filing of the final plat or
any phase of the preliminary plat, that the plan is in conformance with their
respective needs and regulations. The WATER PLAN and certification shall be
drafted on a transparency suitable for reproduction and be signed by the plat
sponsor.
20. 'I'he purveyor shall also certify that appropriate contractual arrangements and
schedule of irnprovements have been made with the plat sponsor for construction of
the water system in accordance with the approved WATER PLAN. The time
schedule shall provide for oompletion of the water system and inspecrion by the
appropriate health authoriries prior to application for building permits within the
final plat. The amangemencs or agreements shall include a provision holding
Spokane Counry and the purveyor harnlless from claims by any lot purchaser
refused a building permit due to the failure of the subdivision sponsor to
sarisfactorily complete the approved water system.
21. The final plat dedication shall contain the following statement: "The public water
system, pursuant the WAT'ER PLAN approved by County and State Health
authorities, the local fire protecaon district, County Building & Safety Department,
and water purveyor, shall be installed within this subdivision, and the
subdivider/sponsor shall provide for individual domestic water service as well as
fire protection to each lot privr to sale of each lot and prior to issuance of a building
pernut for each lot."
- 22. No building permit wi11 be issued for any lot within the final plat until certified by a
Washington State-licensed engineer that "the water system has been installed
pursuant to the approved WATER PLAN for the final plat," signed and stamped by
said engineer. The certif'icarion may be in the form of a letter, but is preferred to be
certified on a copy of the WATER PLAN as a schematic map showing the "as-
built" water system.
23 A survey is required prior to the filing of a final plat
24. 20 feet of Type I landscaping shall be installed (prior to issuance of a Certificate of
Occupancy) along the east property line, extendi.ng from the Euclid Avenue right of
way north to a point 50 feet north of the northwest corner of the Donwood East
subdivision. In the event thaz the property line is relocated due to vacation of
Greenacres Road, 20 feet of landscaping is srill required as long as residential uses
exist east of the property. The landscaping may remain as planted or be newly
established at a new property Iine. Alternatively, the landscaping may occupy the
westerly 15' of the Greenacres Road right-of-way if a vacation petition is submitted
and the County Engineer and the Planning Department concur.
25. Prior to finalizing any portion of the plat, the applicant shall show evidence of
negotiaaon in good faith with Spokane Transit Authority for public transit
accommaiations of STA may wa.ive such negotiations in wriring.

B . COUNTY ENGINEERING I)EPARTMENT
Prior To The Issuance Of A Buildini! Permit Qr IJse Of The Pronertv As Proaosed:
Phase I(Easterly portion; Blocks 1, 2 and 3 of September 1989 revised site plan)
1. Applicant shall dedicate 15 feet of right of way along Euclid Avenue as depicted on
the preliminary plat
2. The applicant shall dedicate radii at intersections which are conducive to truck
turning movements. At a minimum the radii shall be 30 ft.
3. There shall be no direct access from the proposed development to Greenacres Road.
Language to this effect shall appear in the dedicatory language of the plat.
4. Prior to the recording of that portion of Phase I which is to finalize Block Two as
identified on the revised preliminary plat (dated September 1989); the applicant shall
provide a connection from the proposed plat to Barker Road. This connection shall
have a minimum right of way width of 75 to SO ft- as specified by the County
Engineer. The applicant shall make provisions for drainage facilities and pedestrian
walkways outside of the road right of way. The connecrion shall be Iocated at least
100 ft. north of the north plat boundary of Donwood East Subd.ivision. It is
preferable that the access be situated 300 to 500 ft. north of the residential
subdivision. The typical roadway cross section for this connection shall be
detennined by the County Engineer upon consultation with the plat sponsor.
The applicant may, with the approval of the County Engineer, satisfy the
requirement for the connection to Barker Road by providing a"Tract X" Future
Public Right of Way Tract in an alignment as herein specified. A private road to
serve as the connection may be constructed as an interim improvement The
applicant shall sign and recond all applicable private road document as directerl by
the County Engineer. Reference to these documents shall appear within the
dedicatory language of the plat along with a statement which provides that the
"Tract X" private road is provided as a means of ingress and egress for parcel
contained within the plat.
5. Euclid Avenue shall be impmved along the frontage in accordance with the typical
roadway cross section designated by the County Engineer. This cross section may
include left turn channelization which will be needed to accommodate the additional
improvements. The construcaon of these improvements may be accotnplished at a
later date through participation in a future Road Improvement District (RID) or
County Road Project (CRP).
" 6~ The interior roadways within the proposed plat shall be improved in compliance
fwith the typical roadway cross section approved by the County Engineer.
Phase II(Westerly portion; Blocks 4, 5, and 6 of September 1989 revised site plan)
7. The applicant shall dedicate 15 ft. of right of way along Tschirley Road as depicted
on the preliminary plaL

8. Tschirley Road shall be improved in accordance with the typical roadway cross
section as approved by the County Engineer. Improvements shall be constructed
from Euclid Avenue northward to the North property line of the proposed plat.
The improvements shall be canstructed prior to recording of the final plat and shall
be ihe responsibility of the applicant. Should a Road Improvement District (RID)
be created for the improvement of Tschirley Road, the applicant may sarisfy the
improvement requirements by panicipating in the RID.
9. Prior to finalizaaon of Blocks 4 and 5 of Phase Il of the proposal, the applicant
shall provide a roadway connection between the proposed development and Flora
Road. The minimum right of way width for this connection shall be 75 to SO ft. as
d.irected by the County Engineer. The applicant shall make provisions for the
construction of drainage facilities and pedestrian walkways outside of the Road
Right of Way. The connection shall be aligned in a manner which is comparible
with the connection identified in Phase I. The typical roadway cross section for this
connecrion shall be determined by the County Engineer upon consultaaon with the
plat sponsor.
The applicant may, with the approval of the County Engineer, satisfy the
requirement for the connection to F1ora Road by providing a"Tract X" Future
Public Right of Way Tract in an alignment as herein specified. As an interim
improvement, the roadway may be improved as a private road The applicant shall
sign and record all applicable private road document as directed by the County
Engineer. Reference to these documents shall appear within the dedicatory
language of the plat along with a statement which provides that the "Tract X"
private road is provided as a means of ingress and egress for parcel contained
within the plat. Construction of the connection shall be the responsibility of the
applicant Spokane County will not participate in the funding of a Road
Improvement District the purpose of which is the construction of the connection
between Barker and F1ora Roads. Assessments for roadway construction will be
detennined by the Board of County Commissioners at the time the Road
Improvement District is created. Assessments will be based upon benefit derived
from the improvements.
It is the intent of these requirements to provide an adequate roadway connection
between Flora Road and Barcer Road. It is preferred that the connecaon be located
along the North property line of the proposal and follow that alignment westward to
Flora Road.
10. The interior roadways within the proposed plat shall be improved in compliance
with the typical roadway cross section approved by the County Engineer.
General Avvlicarion
11. The conditional approval of the plat is given by the County Engineer subject to
dedication of right-of-way and approval of the road system as indicated in the
preliminary plat of record.
12. Plans, profiles, and cross-sections as designed to County standards showing
proposed street centerline and curb grades shall be submitted to the Counry
Engineer for approval prior to construction and/or the filing of each final plat; road

plans to be prepared under the direction of a licensed Professional Civil Engineer.
This shall include the connecrions to Flora Road and Barker Road as idendfied.
13. Dra.inage plans and design calculations showing the alignment of dra.inage facili[ies

the filing of the final plat, Drainage plans to be prepared under the direction of a
licensed Professional Civil Engineer.
14. Construcrion within the proposed public streets and easements shall be perfornied
under the direct supervision of a licensed engineer/surveyor, who shall furnish the
County Engineer with "as-bailt" plans and a certificate in writing that all
improvements were installed to the lines and grades shown on the approved
construction plans and that all disturbed monuments have been replaced.
15. No construction work is to be performed within the ex,isting or proposed public
right-of-way until a permit has been issued by the County Engineer. All work is
subject to inspection and approval by the County Engineer.
16. All construction within the existing or proposed public right-of-way is to be
completed prior to filing each final plat, or a surety in the amount estimated by the
County Engineer to cover the cost of construction of improvements, construction
certification, "as-built" plans and monumenting the street centerlines shall be filed
with the County Engineer.
17. No direct access from lots to one-half (1/2) rights-of-way until such mads are
constructed to Counry standards and established as County roads.
18. No direct access from lots to stub road connections until such roads are constructed

19. Road design, construction, aad drainage control for one-half (1/2) rights-of-way
and stub road connections are the resgonsibility of the developer.
20. Appropriate provisions shall be made that the following-described property be held
in trust until the continuauon of the streets be ded.icated or deeded: A one (1)-foot
suip at the ends or edges of all smeets that temunate or border the final plat
boundary. (Temporary Cul-&-sacs are required when smeets terminate at the plat
boundaries.)
21. The applicant is advised that individual driveway access permits are required prior
to issuance of a building peimit for driveway approaches to the County road
system.
22. A statement be placed in the plat dedication prnviding for future slope easements as
required by Spokane County along.the frontage of the subject property on Euclid
Road. The slope easement is to be provideri in addition to road right of way

within the recorded service area of the water system proposed to serve the plat.
8. A plan for water facilities adequate for domestic use, domestic irrigation use and
fire protection use shall be appmved by the water purveyors. Said WATER PLAN
must have been approved by the fire protection district and the appropriate health
authorities. The health authorities, water supplier (purveyor) and the fire protection
district will certify, prior to the filing of the final plat, on the face of said WATER
PLAN that the plan is in conformance with their requirements and wi11 adequately
satisfy their respective needs. Said water plan and certification wi11 be drafted on a
transparency suitable for reproduction.
9. The purveyor will also certify prior to filing the final plat, on a copy of said
WATER PLAN that appropriate contractual arrangements have been made with the
plat sponsor for construction of the water system in accordance with the approved
plan and time schedule. The rime schedule will provide, in any case, for
completion of the water system and inspection by the appropriate health authorities
prior to application for build.ing permits within the plat. The contractual
arrangements will include a provision holding Spokane County/City of Spokane,
Spokane County Health District and the purveyor harniless from claims by any
lotltract purchaser refused a building permit due to failure of the plat sponsor to
satisfactorily complete the approved water system.
10. Water service shall be by an existing public water supply when approved by the
Regional Engineer (Spokane), State Department of Social and Health Services.
11. Prior to filing the final plat, the sponsor shall demonstrate to the satisfacrion of the
Spokane County Health District that suitable sites for on-site sewage disgosal
systems are available on lots.
12. Subject to specific application approval and issuance of permits by the health
officer, the use of individual on-site sewage disposal system(s) may be authorized.
13. The dedicatory language of the plat will state that: "Subject to specific application
approval and issuance of pennits by the Health Officer, the use of on-site sewage
system(s) may be authorized."
14. The dedicatory language on the plat shall state: "Use of private wells and water
systems is prohibited."
15. The plat dedication will contain a statement to the effect that: "ne public water
system, as appmved by Couaty and state health authorities and the local fire district
and purveyor, w11 be installed within this plat, and the subdivider will provide for
individual domc,stic water service, as well as fire protection, to each lot/tract prior to
sale of each lotitract."'

E. COUNTY BUILDING AND SAFETY DEPARTMENT
1. Requirements of Fire District No. #1 neaci to be satisfied during the building pernut
process.
2. The applicant shall contact the Department of Building and Safety at the earliest
possible stage of design/development in order to be informed of Code requirements
administered/enforced by the department, e.g., State Building Code Act regulations
such as requirements for fire hydrantiflow, fire apparatus access roads, street
address assignment, barrier-free regulations, energy code regularions, and general
coordination wich other aspects of project implernentation.
F. CONSOLIDATED IRRIGATION DISTRICT
1. Water services shall only be available after annexation fees are paid to the District.
2. The District shall approve the Water Plan prior to any main line extension work.
G. SPOKANE COUNTY AIR POLLUTION CONTROL AUTHORITY
All air pollution regulations must be met. This includes but is not limited to the
following:
1. Air pollution regulations require that dust emissions duuing demolition, excavation
and construction projects be controlled. This may require use of water sprays,
tarps, sprinklers, or suspension of acrivity during certain weather conditions. Haul
roa.cis should be treated and ecnissions from the transfer of earthen material must be
controlled as well as emissions from all other construction related activities.
2. Measures must be taken to avoid the deposition of dirt and mud from unpaved
surfaces onto paved surfaces. If tracking or spills occur on paved surfaces,
measures must be taken immediately to clean these surfaces.
3. All traveled surfaces (ingress, egress, parking areas, access roads) must be paved
and kept clean.
4. Some objectionable odors will likely result during the construction phase of the
project and from motor vehicles using the site following completion of the project
and from occupants of the proposed project.
5. SCAPCA Regulation I, Articie N requires registrarion with this Agency.
6. SCAPCA Regulation I, Article V requires that a Notice of Construction and
Application for Approval be submitted to and approved by our Agency prior to the
construction, installation or esrablishment of an air pollution source.
SCAPCA Regulation I, Article YI and SCAPCA Regularion II, Article N addresses
emission standards. All emission standards must be met.
8. We wish to confer with the applicant and all future tenants..
9. Vegetaaon removed from the site must be disposed of by means other than burning.

10. The plat dedication language shall include the following statement: "All tenants, in
the event of leased propercy, and owners shall confer with the Spokane County Air
Pollution Control Agency (or its successor agency) prior to building permit

building."
H. SPOKANE COUNTY FIRE PROTECTION DISTRICT #1
1. Fire hydrants shall be installed, sufficient to cover a given building, as required for
a commercial building prior to commencement of construction, other than footings
and foundation.
