General Overview - The owner Alutek is proposing the construction of a 113,000 square foot manufacturing facility. A two story office building containing 4,800 square feet will be attached to the manufacturing facility. The proposed will be used as a plate center where raw aluminum sheets are cut, stamped, stored, and shipped. Tho- applicants would like to have the proposed enclosed before winter and be operable in March of 1991. The architect will submit an architectural package to the county sometime next week. SUMMARY OF DEPARTMENTAL REOUIREMENTS: I. Planning Department (456-2205) A. Discussion/Requirements 1. The proposed is zoned Restricted Industrial. - 1 - ~ 2. The proposed, shall meet the conditions of Zone Change No. 177-79-C. A,copy.of the conditions were given to the applicant during the meeting. 3. Parking for the proposed will be calculated by using the square footages of each use. 4. The proposed is located over the Aquifer Sensitive Area. Please submit a critical materials list to the Department of Buildings for review. 5. Please submit a revised site plan illustrating landscaping, parking, setbacks, the uses and square footages of the proposed, exterior lighting, and include the legal description for the proposed. 6. The parking area and roads are to be paved. 7. Minor lot line adjustments are required for the three parcels. Forms were given to the applicant during the meeting. B. Permit Release Requirements l. Please submit a revised site plan as described above for review and approval. 2. Al1 conditions of the zone change must be met. 3. An estimate from a nursery including size, type, and quantity along with a promissory letter/bond stating the landscaping will be installed shall be submitted. II. Engineering Department (456-3600) A. Discussion/Requirement 1. Comments were given to the applicant and Building and Safety by Bob Turner. 2. Please submit a drainage plan for the proposed that is in conformance with Spokane County Guidelines for Stormwater Management. 3. Approach permits shall be obtained for new driveway approaches along Tschirley. 4. Road and drainage plans prepared by an engineer shall be submitted for Tschirley and Euclid Roads. All required - 2 - i construction within the riglit of' way shall be completed prior to the release of the- buil-ding permit or a bond in an amount estimated by the County Engineer to cover the cost of construction shall be f iled with the County Engineer. 5. An RID/CRP Agreement, Notice to the Public No. 6, on Euclid Road needs to be recorded. Please submit a copy of the recorded property deed along with a copy of the correct legal description to the Engineering Department so that the Agreement can be prepared. 6. All conditions of Zone Change No. ZE-177-79 shall be met. 7. The applicant asked why an RID/CRP Agreement on Euclid Road is required. Gary Nelson stated that in the "Findings and Order" and "Conditions of Approval" for Zone Change No. ZE-177-79, item No. 1 under the Engineering Department states that the agreement is required. Gary stated that the condition must be met and that there are many different ways of ineeting the condition. The method the applicant is pursuing at this time is by submitting an . RID petition. Once the signatures have been obtained the petition must be submitted to the Board of County Commissioners for hearing. Only the board has the authority to create a RID/CRP Agreement. The permit can not be issued until the agreement is created. The applicant stated that they may want to pursue other options. Gary Nelson told the applicant to notify the Engineering Department of the option preferred. 8. The applicant asked Gary Nelson to get the RCW No. for the "Late Comer Agreement Act" which may be applicable should the road be improved by the applicant. 9. An Agreement to Pay Fees was given to the applicant during the meeting. The agreement is to be signed by the owner and returned to the Engineering Department. Plan review will not be completed until this document is executed. B. Permit Release Requirements 1. Please submit a drainage plan as described above for review and approval. 2. All conditions of the zone change must be met. - 3 - , • i 3. An RID/CRP Agreement on Euclid Road is required. III. Health District (456-6040) A. Discussion/Requirements 1. The water purveyor for the proposed is Consolidated Irrigation District No. 1 (924-355). 2. The proposed site may have an existing on site sewage disposal site. Locate the septic tank and properly abandon it. 3. The private well located on the site must be properly abandoned. Please submit a Certificate of Abandonment from the Department of Ecology or verification from a certified well abandoner that the well has been properly abandoned. 4. When applying for a sewage disposal permit please indicate the estimated number of employees and the number of shifts per day so that the size of the system can be determined. 5. Please submit a critical materials list to the Department of Buildings for review. 6. If it is determined that the proposed is a critical materials user floor drains and ramp drains shall be connected to a holding tank. Even though it was not stated in the meeting the Health District rules and regulations state that if the proposed is a critical materials user the owner will be required to sign a Sampling Agreement. The agreement allows the Health District to sample the eff luent of the septic tank on an annual basis. Cost for sample retrieval and analysis shall be paid by the owner. 7. All construction debris shall be taken to a licensed landfill. B. Permit Release Requirements 1. Apply for a permit to install the on site sewage disposal system. - 4 - i ~ ' . ~ . The applicants would like to have the proposed enclosed before winter and be operable in March of 1991. The architect will submit an architectural package to the county sometime next week. Parking for the proposed will be calculated by using the square footages of each use. 4. The proposed is located over the Aquifer Sensitive Area. Please submit a critical materials list to the Department of Buildings for review. 5. Please submit a revised site plan illustrating landscaping, parking, setbacks, the uses and square footages of the proposed, exterior lighting, and include the legal description for the proposed. 6. The parking area and roads are to be paved. 7. Minor lot line adjustments are required for the three parcels. Forms were given to the applicant during the meeting. B. Permit Release Requirements 1. Please submit a revised site plan as described above for review and approval. 2. All conditions of the zone change must be met. 3. An estimate from a nursery including size, type, and quantity along with a promissory letter/bond stating the landscaping will be installed shall be submitted. II. Engineering Department (456-3600) A. Discussion/Requirement 1. Comments were given to the applicant and Building and Safety by Bob Turner. 2. Please submit a drainage plan for the proposed that is in conformance with Spokane County Guidelines for Stormwater Management. 3. Approach permits shall be obtained for new driveway approaches along Tschirley. 4. Road and drainage plans prepared by an engineer shall be submitted for Tschirley and Euclid Roads. All required - 2 - [ 1 • 4 ' construction within the righ't of' way shall be completed prior to the release of the, building permit or a bond in an amount estimated by the County Engineer to cover the cost of construction shall be filed with the County Engineer. 5. An RID/CRP Agreement, Notice to the Public No. 6, on Euclid Road needs to be recorded. Please submit a copy of the recorded property deed along with a copy of the correct legal description to the Engineering Department so that the Agreement can be prepared. 6. All conditions of Zone Change No. ZE-177-79 shall be met. 7. The applicant asked why an RID/CRP Agreement on Euclid Road is required. Gary Nelson stated that in the "Findings and Order" and "Conditions of Approval" for Zone Change No. ZE-177-79, item No. 1 under the Engineering Department states that the agreement is required. Gary stated that the condition must be met and that there are many different ways of ineeting the condition. The method the applicant is pursuing at this time is by submitting an RID petition. Once the signatures have been obtained the petition must be submitted to the Board of County Commissioners for hearing. Only the board has the authority to create a RID/CRP A r ment. Locate the septic tank and properly abandon it. 3. The private well located on the site must be properly abandoned. Please submit a Certif icate of Abandonment from the Department of Ecology or verification from a certified well abandoner that the well has been properly abandoned. 4. When applying for a sewage disposal permit please indicate the estimated number of employees and the number of shifts per day so that the size of the system can be determined. 5. Please submit a critical materials list to the Department of Buildings for review. 6. If it is determined that the proposed is a critical materials user f loor drains and ramp drains shall be connected to a holding tank. Even though it was not stated in the meeting the Health District rules and regulations state that if the proposed is a critical materials user the owner will be required to sign a Sampling Agreement. The agreement allows the Health District to sample the effluent of the septic tank on an annual basis. Cost for sample retrieval and analysis shall be paid by the owner. 7. Dear Gary, Please find enclosed our drawing #920616-1 showing the drywell grate in question at Alutek. As ycu ::now, the Architect specified the steel grate and our cor,tractor, Coltimbia Construction, put in cor►crete grates instead of the approved steel grates. Knowing Columbia stiffed us for a bundle, and knowing they wouldn't correct the problem without legal action, I have tried to solve the problem without spending money to repurchase the steel grates. In our conversations, yoti said that if wa could snow the grate we have meet or exceed the .3cfs you said wa5 needed on the type "P." drywell, then you would allow us a variance on the steei grates. The enclosed drawing has on it those calculations showing that water can get into the drywell at 0.5468cfs which is 182% of the 0.3cfs needed. I am sending a copy of this drawing together with an explanation to Mr. F'illiam Benishr Plans Examiner, as the compliance with their final request described on their letter of June 8, 1992. As these calculations show, these grates, used in non traffic environments, do exceed the requirements so we would ask you to let Mr. Benish know of our compliance. The concrete grate is not, nor will become a County standard. The calculations submitted by Architect Christopher Green were not correct and the source of his equations could not be determined. Using standard engineering practices and equations, the County Engineers office determined that the grates will sufficiently handle the drainage. We qualify this approval of the concrete grates such that they will only work in swales, not in any vehicle travel paths. The two loading docks on the east side of the property appear, on one plan we have, to have drywells in the travel path. Concrete grates are not approved in these locations regardless of their ability to drain. INTRODUCTION This matter having come before the Examiner Committee on January 10, 1980, and the members of the Committee present being John Culler, Chairman, Kenneth Kennedy and Paul Sceva, Jr., and there being the following persons present who wish to request approval of a Zone Change; John Konen, applicant's agent for a Zone Reclassification, Agricultural to Restricted Industrial for the purpose of a warehouse/industrial buildings. B. FINDINGS OF FACT 1. That the existing land use in the area is residential, mini-storage, and undeveloped. 2. That the Comprehensive Plan designates this area as appropriate for industrial development. 3. That the existing zoning of the property described in the application is ~ Agricultural. ~I~ . ~ 'A. That the provi sions of RCW 43 . 21 C(The State Envi ronmental Pol icy Act) have been complied with. 5. That the proper legal requirements for advertisement of the Agenda Item have been fulfilled. 6. That this proposai is not in conflict with the provisions of adopted regula- • tion . 7. That the land in this area is suitable for the proposed use, ar uses within the proposed Zone Classification. 8. That the proposed use is compatible with existing uses in the area. 1 ~ile No. ZE-177-79 9. That the owners of adjacent lands expressed neither approval nor dis- approval of the proposed use. 10. The Hearing Examiner Committee finds the proposed use to be in harmony with the general purpose and will not be otherwise detrimental to the public health, safety, and welfare. C. ORDER The Hearing Examiner Committee, pursuant to the aforementioned, finds that the application of B& K Partnership for a zone reclassification as described in the application should be approved. Special conditions or contingencies applied to motion: 1. AI I travel roadways and parking areas shal I be paved. a) COUNTY FIRE MARSHAL 1. The site is located in Fire District #1. 2. Mains and hydrants need to be installed. Access plans for firefighting equipment shall be approved prior to building permit issuance. b) COUNTY ENGINEER 1. Applicant shall dedicate a maximum of 30 feet on Tschirley Road for right-of-way. The applicant shall be a willing participant in an RID to • upgrade schirley Road in front of the proposed development and south to Euclid Road; also uclid Roa from Tschirley to Flora Road. No building permit should be approved until the road improvements Flave been completed. 2 . ♦ ~i w cile No. ZE-177-79 2. The design, location and arrangement of parking stalis shall be in accordance with standard traffic engineering practices. Any portion of the project which is to be occupied or traveled by automobiles shall be maintained in hard surface paving. 3. Appropriate on and off-site drainage and access plans shall be approved by the Spokane County Engineer's Office prior to the issuance of building permits for the project. c) WATER PURVEYOR 1. Purveyor is Consolidated 1 rrigation District and will supply the site with adequate water for domestic fire and irrigation uses. d) COUNTY HEALTH DISTRICT 1. This project lies in CWSA #3 and within the service area of Consoli- dated Irrigation District. Ifi will require: a) Possible redesign requires approval by RE-DSHS or by DOE. b) Each building permit should be cleared by DOE to assure proper care and handling of industrial waste and compliance with air pollution standards and State Department of Labor and Industry (L & T) standards. e) SEPA 1. That all plans for stormwater runoff be approved by the Spokane County Engineer, in cooperation with the Spokane Office of the DOE. (NOTE: DOE is concerned with and responsible for all disposal schemes involving industrial sites where potentially contaminating materials may • exist. ) 2: That the plans of each building be reviewed by the Spokane Office of the DOE for compliance with non-sanitary waste disposal measures before issuance of a building permit. 3 ~ n --ile No. ZE-177-79 . ~ . 3. Prior to construction, each structure shall be subject to SEPA review by the Building Codes Department unless exempted pursuant to WAC 197-10-170 (1). 4. A specific landscape plan, planting schedule and provisions for main- tenance acceptable to the Spokane County Zoning Administrator shall be submitted with a performance bond for the project prior to release of building permits. 2. The applicant shall develop subject property generally in accordance within the concept presented to the Hearing Examiner Committee. Minor variations when approved by the Zoning Administrator wiil be permitted, including, but not limited to the following changes: Building location, landscape plans, and general allowable uses of the permitted Zone. All variations must conform to regu{ativns set forth in the Spokane County Zoning Ordinance. The original intent of the development plans shall be maintained. 3. Approval by the Zoning Administrator of a specific lighting and signing plan for the described property prior to the release of any building permits. ' 4.
