The following information must be provided in order for us to proceed with our review. • A) For any new hard surface area, for an asphaltic roof, or a roof containing HVAC machinery, a drainage plan for the site shall be prepared in compliance with Spokane County "Guidelines for Stormwater Management". At a minimum the plan must contain: 1. Drainage calculations for stormwater volumes generated on site. 2. Calculations for total impervious surfaces contained within the site. 3. Finished grade elevations for structures to be constructed on site. 4. Finished grade elevations at the top and bottom of the 208 swale. 5. A typical cross section of the 208 swale. 6. Calculations to justify the number and type of drywells proposed. 7. Elevation of drywell inlets where applicable. B) Insufficient information was submitted with the proposal. We are unable to proceed with our review. We will need the following before we can proceed: l. Site Plan. 2. Drainage plan as specified. 3. Other information: a. A traffic and circulation plan shall be submitted and approved by the Spokane County I~ Engineer. The design, location and arrangement of parking stalls shall be in accordance with standard engineering practices. Paving or surfacing as approved by the County Engineer will be required for any portion of the project which is to be occupied or traveled by vehicles. C) Utility Condition: Permittee is responsible for arranging for all necessary utility adjustments or relocation as required for completion of the improvement. s. ~ . . Page 2 D) The owner of the property or the authorized representative must complete and sign Spokane County Engineers "Agreement to Pay Fees". This document must be returned to the County Engineers Office. Plan review will not be completed until this document is executed. This document is attached to these comments. Please return the completed Agreement to your contact person at the Engineers Department. Only after all the information and requirements listed above are supplied or completed and the necessary review has been accomplished will your building permit be released. PRE-CONSTRIICTION CONFERENCE EAST 17900 EUCLID AVENIIE STORAGE WAREHOIISE AUGUST 21, 1991 CALL TO ORDER: The meeting was called to order at approximately 10:00 a.m. by the Division of Buildings Code Compliance Coordinator, Tom Davis, with the following in attendance. East 17900 Euclid Avenue Spokane, Washington 99216 SCOPE/PROJECT DESCRIPTION: I. General Overview - The applicant, Ron Kelling, is proposing to construct a 4800 square foot storage building and a 250 square foot covered loading dock. The storage building will only be used for storage. There will be no electricity, heat, or restrooms. It will , be a duplicate of the storage building that was constructed in 1986. SUMMARY OF DEPARTMENTAL REOUIREMENTS: I. Planning Department (456-2205) A. Discussion/Requirements 1. The proposed is located in a I-2 zone and the use is permitted. 2. Parking for the existing uses is calculated to be twenty four. The proposed will require -3 additional spaces for a total of 27 parking spaces. The three new spaces along with the connecting driveways are required to be paved. - 1 - 3. The proposed building location is located 35 feet back from the front property line. The setback is required to be 65 feet back from the center line or 35 feet from the property line whichever provides the greater setback. Records indicate that an additional 10 feet of road right of way was dedicated to the County Engineer's in 1976. 4. The applicant was advised that additional landscaping is needed along the frontage at the approach. It was suggested that an additional 50 feet of landscaping be installed on each side of the entrance. 5. The existing landscape planter needs to be expanded to meet the landscaping requirements for parking. The code requires the new parking stalls to be within 60 feet of a landscape feature consisting of 32 square feet in area. 6. Please submit a revised site plan illustrating existing and proposed areas to be paved driveway approach to be paved parking spaces, the new parking spaces and label square footages of each building. 7. The applicant will meet with Lorne Lakshas at a later date regarding the landscaping requirements. B. Permit Release Requirements l. Please submit for approval a revised site plan illustrating detailed landscaping. An estimate from a nursery including size, type, and quantity of landscaping, itemized cost of the irrigation system, and the cost of labor along with a promissory letter from the owner stating the landscaping will be installed shall be submitted. 2. The revised site plan shall also include the items described under discussion item #6 above for review and approval. II. Division of Engineering & Roads (456-3600) A. Discussion/Requirement 1. Comments were given to the applicant and the Division of Buildings by Bob Turner. 2. The applicant has no intentions to curb the property. If he does curb, then he must submit plans for review and approval. Any new approaches will require an approach permit. 3. The county's paving ordinance requires that all travelled areas associated with the new building shall be paved. A traffic circulation plan is required illustrating the route of travel to and from the proposed building, design and arrangement of parking spaces, and method if stormwater proposed. 4. Drainage options were discussed. Drainage from the paved surfaces are to be directed to a drainage swale constructed in compliance with Spokane County Guidelines for Stormwater Management. 5. The proposed will have a metal roof therefore, all roof drainage may go directly into a drywell. 6. At a minimum the drainage plan shall contain: 1. Drainage calculations for stormwater volumes generated on site. 2. Calculations for total impervious surfaces contained within the site 3. Finished grade elevations for structures to be constructed on site. 4. Finished grade elevations at the top and bottom of the 208 swale. 5. A typical cross section of the 208 swale. 6. Calculations to justify the number and type of drywells proposed. 7. Elevation of drywell inlets where applicable. 7. The dock area shall be designed with a containment area to control any possible spill. B. Permit Release Requirements 1. Please submit a traffic circulation plan to the County Engineer's Office. - 3 - ♦ 2. Please submit a drainage plan for the site that is in compliance with Spokane County Guidelines for Stormwater Management. 3. An Agreement to Pay Fees was given to the applicant during the meeting. The agreement is to be signed by the owner and returned to the Division of Engineering & Roads. Plan review will not be completed until this document is executed. III. Health District (456-6040) A. Discussion/Requirements 1. The applicant is required to fill out a revised critical materials list and submit to Division of Buildings for review. If it is determined that the proposed is a critical materials user the owner will be required to sign a Sampling Agreement. The agreement allows the Health district to sample the effluent of the septic tank on an annual basis. All cost for sample retrieval and analysis shall be paid by the owner. 2. The water purveyor for the site is Consolidated Irrigation District #19 (924-3655). Verification that service is being provided needs to be made. 3. There is an existing sewer system that was installed in 1963. The system should have the capacity for 13-15 persons per shift per day. It was noted that part of the drainfield is under the driven surface. Since this is an older system, correction is not being requested for this project. When the system does fail, a new system can be installed in a new location. 4. There is an existing well located within one of the existing buildings on the property. It was reported that the well has not been in use for 20 years. It is highly recommended that the applicant properly abandon the well in order to prevent any possible contamination. Further, the applicant should check with the Department of Ecology regarding status of water rights associated with the well. 5. Please verify how the stormwater drainage from the loading dock areas will be disposed of. Final loading dock drawings shall be submitted to the Division of Engineering & Roads and the Health District for review. B. Permit Release Requirements - 4 - 1. Please submit a revised critical materials list to the Division of Buildings for review. If it is determined that the property contains critical materials, a sampling agreement as described in item 1 above shall be submitted. IV. Fire District No. 1(928-2462) A. Discussion/Requirements 1. A lock (Kr.ox) box entry system for fire department personnel access is required to be installed. Forms for ordering can be obtained from the fire district. The completed farms are to be returned to the district. V. Division of Buildings (456-3675) A. Discussion/Requirements l. Plan review has been completed on the site plan only and a letter dated August 20, 1991 was given to the applicant by Tom Postlewait during the meeting. 2. Please verify the number of the existing restrooms for review. 3. Areas used for storing or handling of motorized equipment operating under their own power, the ventilation system shall be capable of exhausting a minimum of 1.5 C.F.M. per square foot of gross floor area. 4. Please complete the Critical Materials list and return for review. Please submit a clean-up procedure program for the review if critical materials are stored or used at the site. Name of the firm who would be responsible for any spill cleanups needs to be identified. A list of the Department of Ecology approved contractors is available at the Division of Buildings. 5. Footings shall be a minimum af 311-0" below finish grade as required by the Spokane County Ordinance 3.04.080. - - - - 6. Please submit structural details of the proposed building for review. 7. Please submit steel building structural shop drawings for review. - S - 8. In addition to the inspections required by Section 305, the owner shall employ a special inspector during construction on the following types of work: 1. High-strength bolting: during all bolt installations and..tightening operations. 9. Perimeter insulation shall be extended to the top of the concrete slab as required by Section 404 of the Washington State Energy Code. 10. When the openings in a story are provided on only one side and the opposite wall of such story is more than 75 feet from such openings, the story shall be provided with an approved automatic sprinkler system, or openings shall be provided on at least two sides of an exterior wall of the story. 11. Drawings shall be directly stamped and signed by the engineer. B. Permit Release Requirements 1. Two complete revised sets of plans addressing the items discussed during and after the meeting and other items from the plan review letter needs to be submitted for review and approval. APPLICANT'S COMMENTS/ACRNOWLEDGEMENT: The applicant acknowledged that all comments/requirements were understood and had no further questions at this time regardingpermit requirements. CORRECTION3: To minutes or changes from what appears in the minutes, we should be notified within one day of your receipt of these minutes.
