The County Engineering Department has completed a review of
the above referenced project. The following information must be
provided in order for us to proceed with our review.
A) For any new hard surface area, for an asphaltic roof, or
a roof containing HVAC machinery, a drainage plan
for the site shall be prepared in compliance with
Spokane County "Guidelines for Stormwater Management". At
a minimum the plan must contain:
1. Drainage calculations for stormwater volumes
generated on site.
2. Calculations for total impervious surfaces
contained within the site.
3. Finished grade elevations for structures to be
constructed on site.
4. Finished grade elevations at the top and bottom of
the 208 swale.
- 5. A typical cross section of the 208 swale.
6. Calculations to justify the number and type of
drywells proposed.
7. Elevation of drywell inlets where applicable.
8. Copy of the proposed landscape plan.
B) The subject property is affected by the "Findings and
Order" and the "Conditions of Approval" for the following .
land use action: Spokane County Zone Change No. ZE 101-41,16-59
C) The following improvements within adjacent Right of Way
are required prior to the release of a building permit:
1. You must submit road and drainage plans for street
improvements. These must be prepared by an
engineer. Plans must be prepared for the following
streets:
a. 1st. Ave. Typical Roadway Section #1
Local Access Standard
All required construction (sidewalk/curbing/pavement) within
• the Public Road Right of Way is to be completed prior to the
release of a building permit or a financial guaranty in an amount
estimated by the County Engineer to cover the cost of
construction or improvements shall be filedwith the County
Engineer. Required plans are to be submitted prior to estimating
the amount of the financial guaranty or permit release.
2. Approach permits must be obtained, after a site

plan has been approved, and before the issuance of
a building permit, from the County Engineering
Department for any new or improved driveway
approaches to the following streets:
a. Sprauge Ave.
b. lst. Ave.
D) Insufficient information was submitted with the proposal.
We are unable to proceed with our review. We will need
the following before we can proceed:
1. Site Plan.
2. Drainage plan as specified.
3. Other information:
a. A parking and traffic circulation plan shall
be submitted and approved by the Spokane County Engineer. The
design, location and arrangement of parking stalls shall be in
accordance with standard traffic engineering practices. Paving as
required by the County Planning Ordinance, will be required for
any portion of the project which is to be occupied or traveled by
vehicles. It is illegal to back out onto the Right of Way.
E) Utility Condition: Permittee is responsible for arranging
for all necessary utility adjustments or relocation as
required for completion of the improvement.
F) The owner of the property or the authorized
representative must complete and sign Spokane County
Engineers "Agreement to Pay Fees". This document must be
returned to the County Engineers Office. Plan review will
not be completed until this document is executed. This
document is attached to these comments. Please return
the completed Agreement to your contact person at the
Engineers Department.
The applicant or their representative is responsible for
including each item that is marked "Required By This Project" in
their submittal in accordance with the checklist descriptions.
Each item submitted that is to meet the checklist shall be
checked off by the applicant or their representative. Submittals
which do not conform to the above requirements will be returned
for further items with no review being accomplished. This will
. prolong the review process. If changes occur in the requirements
for the project because of further conversations with Spokane
County representatives, please attach a note explaining the
agreed upon change in requirements. When the applicants'
submittal is finally approved, the Engineers department will
release their portion of the Building Permit.

MINIMUM REQUIREMENTS CHECKLIST
The following is a list of minimum standard items used in reviewing plans for
building permits. Without these minimum requirements the Spokane County
Engineer's Deparkment is not able to perform a review of the project. The
project will be returned to the applicant or held without further review until the
minimum items and this check{ist have been submitted.

One-percent is the minimum requirement for asphalt pavement slopes on
parking lots without special construction requirements by a licensed engineer.
Concrete lots may have lesser slopes but should be greater than or equal to

professional engineer's stamp or registered architects stamp by state law.
Architect stamp must include a signature. Professional Engineer stamps
must include the current seal and expiration date as wefl as signature and
date. Architects may not stamp calculations or designs which exceed simple
208 design procedures.
All traveled surfaces are required to be paved unless a paving
waiver has been granted.
A traffic circulation plan is required for this project. This p{an may
be incorporated into the site plan unless specifically requested to be
separate.

surfaces (pavement, roofs, etc.) within the Aquifer Sensitive Area. Show the
quantity of impervious area, volume required and provided, swale area
required and provided. A total of 3,000 square feet or less of new impervious
area including the building, if the roof is asphaltic, will not be required to go
to a '208' swale.
Provide a copy of roof detail sheet or state construction of roof.
Metal roof runoff does not have to go to a swale, while asphaltic or built-up
roof runoff is required to be handled by a swale. If HVAC equipment is
proposed to be located on the roof then the raof area needs to be included
in swale calculations unless the HVAC unit is hydraulically isolated.

Show typical cross-sections for the required swales. The swales
must be sodded and side slopes should not be steeper than 2:1 for up to 12"
in depth. For swales with greater depths use 3:1. The top of the swale
should be a minimum 4 in. above the drywell lid.
Provide bottom of swale elevations.

The County requires a Spokane County Type 4 grate and cover
for drywells in 208 swales. Specify on the drawings this type of lid.
This list is not inclusive of all of the requirements needed but instead is the
minimum required to initiate review. Additional submittals and information
rnay be required by conditions of approval, standards, and other agreements
to secure final department approval. Other items that may be required could
include the following:

A letter from SCAPCA is required for projects requesting a
pavement waiver. The letter is obtained by this department after a written
request is received from the applicant. A pavement waiver is required when
a portion of a site is not paved when otherwise required to do so. May be
submitted on second submittal if necessary.
S" A reciprocal use agreement is required for this project. It is an
agreement between the owners of two or more parcels granting reciprocal
use between the properties. Situations that require this agreement include,
(but are not limited to), ingress/egrESS, parking or drainage across property
lines. This agreement is a legal document between the parties. For more
information on this agreement contact your land-use attorney. May be
submitted on second submittal if necessary.
[Er Approach Permits are required on all new approaches as well as
all approaches that will be altered. Contact Sylvia Lightfoot at the County
Engineer's Department. Approach permits for county roads will not be issued
until a site plan is approved.
E] ❑ A landscape plan is required to ensure there is no conflict with
swale area.

11 A bond or some other form of financial surety approved by
Spokane County needs to be submitted for proposals that require
improvements within the adjacent right-of-way. To expedite your request for
a building.permit the County has 3 pre-approved bond formats. If you chose
to use a different format a member of the County's legal staff will have to
review it which will likely result in a delay.

a mylar signed by the owner.
