The County Engineering Department has completed a review of
the above referenced project. The following information must be
provided in order for us to proceed with our review.
A) For any new hard surface area, for an asphaltic roof, or
a roof containing HVAC machinery, a drainage plan
for the site shall be prepared in compliance with
Spokane County "Guidelines for Stormwater Management". At
a minimum the plan must contain:
1. Drainage calculations for stormwater volumes
. generated on site.
2. Calculations for total impervious surfaces
contained within the site.
3. Finished grade elevations for structures to be
constructed on site.
4. Finished grade elevations at the top and bottom of
the 208 swale.
5. A typical cross section of the 208 swale.
6. Calculations to justify the number and type of
drywells proposed.
7. Elevation of drywell inlets where applicable.
8. Copy of the proposed landscape plan.
B) The following improvements within adjacent Right of Way
are required prior to the release of a building permit:
1. You must submit road and drainage plans for street
improvements. These must be prepared by an
engineer. Plans must be prepared for the following
streets:
a. First Avenue, Typical Roadway Section No. 1,
Access Standard.
All required construction (sidewalk/curbing/pavement) within
the Public Road Right of Way is to be completed prior to the
release of a building permit or a financial guaranty in an amount
estimated by the County Engineer to cover the cost of
construction or improvements shall be filed with the County
Engineer. Required plans are to be submitted prior to estimating
the amount of the financial guaranty or permit release.
2. Approach permits must be obtained, after a site
plan has been approved, and before the issuance of
a building permit, from the County Engineering
Department for any new or improved driveway
approaches to the following streets:
a. First Avenue

C) Insufficient information was submitted with the proposal.
We are unable to proceed with our review. We will need
the following before we can proceed:
1. Site Plan.
2. Drainage plan as specified.
3. Other information:
a. A parking and traffic circulation plan shall
be submitted and approved by the Spokane County Enqineer. The
design, location and arrangement of parking stalls shall be in
accordance with standard traffic engineering practices. Paving as
required by the County Planning Ordinance, will be required for
any portion of the project which is to be occupied or traveled by
vehicles.
D) Utility Condition: Permittee is responsible for arranging
for all necessary utility adjustments or relocation as
required for completion of the improvement.
E) The owner of the property or the authorized
representative must complete and sign Spokane County
Engineers "Agreement to Pay Fees". This document must be
returned to the County Engineers Off ice. Plan review will
not be completed until this document is executed. This
document is attached to these comments. Please return
the completed Agreement to your contact person at the
Engineers Department.
The applicant or his representative has been given a minimum
requirements list. This list is not inclusive of all the
requirements needed but should be used as a minimum guideline.
Without the "minimum" requirements the Engineers Department may
not be able to perform a complete review of the project and could
result in prolonging the period before permit issuance. Only
after all the information and requirements listed above are
supplied or completed and the necessary review has been
accomplished will your building permit be released.

We have been contacted by GAP Construction to provide the street plans for the
widening of First Avenue from Farr Road to approximately 350 feet west of Farr. GAP will
be signing a contract with us to complete this work, however, due to our workload we will
not be able to provide plans within the County's timetable. We estimate plans should be
complete by May 13, 1994. We hope this will be acceptable.

LETTER OF UNDERSTANDING
The Spokane County Engineer's Office (hereafter, the County) and the owner of McQ's
Restaurant and Billiard Hall, Mitch Henderson (hereafter, the Owner) have reached the
following agreement for release of a building permit at 9614 E. Sprague Avenue. The County
has agreed to release the building permit with the following conditions.
1. The Owner will post a $5,000 bond for the improvement of First Avenue. First
Avenue will be improved to Typical Roadway Section #1, Local Access Standard.
The sidewalk requirement has been deleted. These improvements will begin at Farr
Road and extend west to the existing drywell, approximately 325' and in addition .
a taper of 100' will be provided.
2. The Owner will submit engineered road plans for the above mentioned
improvements within 30 days after permit release.
3. The Owner has retained S i rt Pfo ~h/ " " I J-tifCt o p r e p a r e t h e
required road plans for the above referenced project.
3. No Certificate of Occupancy, including temporary, will be issued until plans
for these improvements are approved.
This agreement be een the County and the owner is entered into this /fday of March,

LETTER OF UNDERSTANDING
The Spokane County Engineer's Office (hereafter, the County) and the owner of McQ's
Restaurant and Billiard Hall, Mitch Henderson (hereafter, the Owner) have reached the
following agreement for release of a building permit at 9614 E. Sprague Avenue. The County
has agreed to release the building permit with the following conditions.
1. The Owner will post a $5,000 bond for the improvement of First Avenue. First
Avenue wiil be improved to Typical Roadway Section #1, Local Access Standard.
The sidewalk requirement has been deleted. These improvements will begin at Farr
Road and extend west to the existing drywell, approximately 325' and in addition
a taper of 100' will be provided.
2. The Owner will submit engineered road plans for the above mentioned
improvements within 30 days after permit release.
3. The Owner has retained ~zqzvo ~.~1Cto prepare the
required road plans for the above referenced project.
3. No Certificate of Occupancy, including temporary, will be issued until plans
for these improvements are approved.
This agreement be een the County and the owner is entered into this /,f/day of March,
1994.

Re: Road Improvements for McQ's Billiards
Scott,
In conjunction with building permit B94020, released March 17, 1994, road
improvements were required on 1 st Avenue. These improvements consisted of paving
from the edge of the existing asphalt to the face of the curb. The Spokane County
Engineers approved road plans for this work on May 12, 1994.
A bond in the amount of $5,000.00 was posted by G.A.P. Construction on March 17,
1994, to ensure the construction of these improvements within two years of that date. As
of this writing no improvements have been made. Therefore, the County Engineers are
requiring that this work be completed by August 2, 1996. If the work is not completed by
this date, the County Engineers will begin the process of taking the bond to construct the
improvements.
