SCOPE/PROJECT DESCRIPTION:
I. General Overview - The applicant is proposing the
remodeling of the existing east and west buildings on the
project site which are currently being used by Spokane
Community College as an Apprenticeship Center. The applicant
stated that the main objectives are to provide code
compliance for life safety and electrical code items. Further projects may be applied for at a later date which
would include such items as: new exits., dust collection
systems, corridors, heating and ventilation, and new
classrooms.
II. Greg Plumme.r stat.ed that the -cite was occupye3 formerly
by Wagstaff Engineering Company and since 1984 has been
occupied by the Community College.
III. It was reported that no new teaching station will be
added.
SUMNIARY OF DEFARTMENTAL REQUIREI+IENTS : , • . I. Planning Department (456--2205)
A. Discussion/Requirements
l. A copy of comments addressing landscaping and
parking requirements were given to the applicant
during the meeting.
2. The zone for the proposed is Restricted
Industrial, which is not a permitted use in this
zone. HovJever, Alan deLaubenfels will research
the options available and respond back to the
applicant.
3. The existing uses within the West building
consist of 4,000 square feet of office, and 12,000
square feet of shops. These calculation are
necessary to determine parking requirements. The
planning department will respond with zoning and .
parking requirements.
4. Since the project site contains 5 lots with 3
lots having no f rontage on a public street, it was
recommended that the applicant combine these lots
. into one. This can be accomplished through
planning as an admir_istrative action.
B. Permit Release Requirements
1. Please submit a revised site plan
illustrating parking, landscaping, setbacks, and
storage areas and the uses within all buildings
with the square footages for each use for review
and approval.
2. Resolvement of the land use issue.
II. Engineering Department (456-3600)
- A. Discussion/requirements
1. Bob McCann stated that since the project does
not involve any new buildings or additions, a
storm water drainage plan will not be required for
this proposal. However, the applicant's were
advised that should planning determine that '
additional parking is required, then this new
parking would require the submission of a drainage
plan and installation.
2. If a drainage plan is required, then at a
minimum the plan shall centain the follcwing:
drainage calculations for stormwater volumes
generated on site, calculation for total impervious surfaces contained within the site,
finished grade elevations for structures to be
constructed on site, f inished grade elevations at
the top and bottom of the 208 swale, a typical
cross section of the 208 swale, calculations to

r justify •the number and type of drywells proposed,,
and elevation of drywells inlets where applicable.

3. It was reported that Knox Avenue is unpaved
and is not being maintained by Spokane County. At,
a minimum Spokane County will require the
applicant to file a Notice To The Public No. 4
which is an agreement to waive protest to the
formation of a road improvement district and that
the owner will participate in roadway improvements
should a RID is formed including the dedication of
right-of-way if needed.
4. Regarding Dickey Road, the County will
require the filing of Notice To The Public No. 6
which is an agreement to participate in the
formation of a Road Improvement District (RID).
5. The applicants have requested copies of
Public Notices Numbers 4 and 6 which are being
attached to the PCC minutes.
6. The RID agreements need to be recorded for
both Dickey Road and Knox Avenue. Please submit a
copv of the recorded property deed so that the
agreements can be prepared by the Engineer's
office for signature by the applicant.
- B. Permit Release Requirements
1. Notice To The Public numbers 4 ar_d 6 are to
be filed with the Engineer's office.
2. If a drainage plan for any new required
parking is required, a plan shall be prepared and
submitted for review and approval.
III. Health District (456-6040) ,
A. Discussion/Requirements
1. Daryl Way reviewed existing water and sewage
records for the subject property. In order to
make a full evaluation of the capabilities of the existing utilities, the following information is
needed:
A. Determine the location of the two wells and '
the two sewage systems. (The District has the location of the sewage system for the East
building which is designed to serve a maximum of
24 persons in a 24 hour bases).
b. Submit verifi.cation from the Washington State
Department of Health that the wells have been
approved as apublic water system.
2. The applicant should explore the feasibility
of connecting to the city sewer system.
3
3. The,applicant shall file with the Department
of Building and Safety a'Critical Materials listing. If is is found that the project is a
critical material user, than it will be required that the applicant completes an agreement to allow
health personnel access to the septic tanks on an
annual basis to test for any critical material
con-tamination. Cost for the sample and testing
will be the responsibility of the applicant.
B. Permit Release Requirements
1. Please submit a revised site plan
illustrating all property lines and dimensions,
the location of all the existing buildings on
site, and the locations of all utilities including
sewage systems on site.
2. The applicant shall file the "Sampling
Agreement".
IV. Fire District No l. (928-1700)
A. Discussion/Requirements
l. Two additional fire hydrants are required at
the north and east entrance of the proposed site.
The existing fire hydrant on the west entrance is
, sufficient.
2. Fire District No.l recommends the existing
loop to be maintained in the long range plan.
3. It was determined that the City of Spokane is
the water surveyor for the project site.
V. Building and Safety (456-3675)
A. Discussion/Requirements
1. Please submit an updated critical materials
listing to Building and Safety for review.
2. Building and Safety had a prior meeting with
the architect's on December 22, 1989 to discuss
the nature of the currant problems. Because of
the nature of the problems,,a complete plan check
is impossible because revisions to the above
conditions could change the drawings in nature,
resultinq in the submissions of revised plans.
3. Tom Davis advised the applicants to contact
Spokane County Air Pollution Control Authority
regarding permit requirements for the dust
collection systems and other potential emissions.
B. Permit Release Requirements
l. Two complete revised sets of plans addressing

1 the-items discussed during the meeting and other r Ytems from the plan review letter needs*to be submitted for review and approval.
APPLICANT'S COMMENTS/ACKNOWLEDGEMENT:,
The applicant acknowledged that all comments/requirements
were understood and had no further questions at this time
regarding permit requirements.

To minutes or ehanges from what appears in the minutes, we
should be notified within one day of your receipt of these

To site plans as required by any or all of the above-listed

KNOW ALL MEN BY THESE PRESENTS, That Spokane Community College, District #17
being the owners of the following described lands in consideration of Mutual
Benefits to be hereafter derived do for themselves, their heirs, grantees and
assigns, hereby agree to the following:
There may be a need in the future to construct a public road to.serve the
lands herein described. Said road shall be constructed in accordance with
the then adoptedCounty road standards for publ:ic roads. Said road to follow, as near as practicable, the existing County road.right of way.
If additional right of way is required, the owners, their 'h'eirs and/or assigns agree to deliver to Spokane County a properly signed and executed
Right of Way Deed covering the required additional right of way. .
The owner(s) or successor(s) in interest agree to authorize Spokane County
to place- their name(s) on a petition for the formation of a Road
Improvement District (RID) by the petition method pursuant to Chapter
36.88 RCW, which petition includes [he owner(s) property, and further not
to object, by the signing of a ballot, to the formation of a RID by the
resolution method pursuant-to Chapter 36.88 RCW, which resolution includes
the owner(s) property. Tf a RID is formed by either the petition or
resolution method, as provided for in Chapter 36.88 RCW, the owner(s) or
successor(s) further agree: (1) thaC the improvements or construction
conCemplated within the proposed RYD is feasible, (2) that the benefits
. to be derived from the formation of Che RID by Che property included
therein, together with the amount of any County participation, exceeds the
cost and expense of formation of the RID, and (3) that the property
within the proposed RID is sufficiently devel.oped. Provided, further, the
owner(s) or successor(s) shall retain the right, as authorized under RCW
36.88.090, to object to any assessment(s) on the prop-erty as a result of
the improvements called for in conjunction with the formation of a RID by
either petition or resolution method under Chapter 36.88 RCW and to appeal
to the Superior Court the decision of the Board of County Commissioners
affirming the final assessmenG roll.
By allowing a building permit to be issued on property having access from
an unmaintained County'road, Spokane County assumes no obligation for said
road, and the owners hereby acknowledge that the County has no obligation
of any kind or nature whatsoever to establish, examine, survey, construct,
alter, repair, improve, maintain, provide drainage or snow removal on said
road. The requirement is and shall run with the land and shall be binding
upon the owners, their heirs, successors or assigns, until said road is '
improved to County standards and accepted by the County for maintenance.
The above conditions and covenant apply to the following described property:

1. Planning Department
B 1. "Please submit a revised site plan illustrating parking, landscaping, setbacks, and
storage areas, and the uses within all buildings with the square footages for each use
for review and approval." .
Response:
Existing paved parking spaces accommodate parking for 6 vehicles and 2 handi-
capped spaces adjacent the west entry and 30 vehicles along the south west property
line. Parking improvements are not part of this construction project, funding has be
directed primarily towards correcting building code and life safety related items.
Building uses within each building and related areas (SQ. FT.) have been provided
on the site plan. Refer to Attachment No. One. (Site Plan)
B2. "Resolvement of the land use issue"
Response:
Alan DeLaubenfels on July 10, 1990 verified by tele-con with Mike Boyle that the
Community College use may not necessarily be a permitted use in the Restricted
Industrial Zone however it has been accepted as a compatible use within the
Restricted Industrial Zone classification.

V. Fire District No. 1
A1. "Two additional fire hydrants are required at the north and east entrance of the
proposed site. The existing fire hydrant on the west entrance is sufficient.
Response:
Current project funds have been authorized by the legislature for code and life safety
improvements. The original scope of work did not include funds for additional fire
hydrants. To provide the proposed fire hydrants would require moving funds from
electrical upgrades, underground storage tank removal, fire separation walls, exiting
and handicapped access improvements, etc. The Community Colleges of Spokane
proposes to complete the required fire hydrant installation as part of a future
Apprenticeship Center renovation project. Another possible option may require the

Community Colleges of Spokane to obtain a bond for the proposed fire hydrant
installations. The Owners and Consultants consider the proposed construction
project addresses the only major existing code and l.ife safety deficiencies.

plan.
Response:
Refer to V-A1 response.
A3. "It was determined that the City of Spokane is the water surveyor for the project."
Response:
No action required.
V. Building and Safety
B 1. "Two complete revised set of plans addressi.ng the items discussed during the

Response:
The following sign off requirements were previously reviewed.
1. The location and content of landscaped areas in response to the supplied
regulations.
Response: Landscape improvements are not part of this construction
project.
2. The location and elevations of signs to be included on this permit.
Response: Refer to facility signage contained in submitted contract
documents.
3. The location and description of all traffic control devices. (Painted parking
stalls, directional arrows, signs and curbs.)
Response: Parking traffic control devices are not part of this construction
project. New curbs are provided only around the new facility signage.
4. The distance between the closest portion of all building and property lines.

6. Evidence that all of the conditions of a rezone, conditional use permit, plat
binding site plan, variance, etc. for the subject property have been fulfilled.
Response: Refer to item I-B2, Page No. 2.
7. A written plan, approved by the Spokane County Air pollution control
authority for steps to control all potential air pollution.
Response: Construction tasks except for the removal of the 4,000 gallon
underground storage tank will be completed within the Apprenticeship
Center east and west buildings. Air borne particulate material generated by
the construction activity should not degrade the air quality in the immediate
vicinity of the Apprenticeship Center. For underground storage tank
excavation and required utility trenching/excavation the contractor will be
required to moisten all materials that may contribute to air borne particulate
levels and to clean up during and immediately after all exrterior construction
related activities.
8. An estimate for landscaping materials from a nursery and a promissory
letter/bond (prior to release of permit) for installation of landscaping.
Response: Landscaping improvements are not part of this construction
project.
9. Certificate of Exemption/Short Plat/Long Plat.
Response: Not applicable.
10. Rezone/Conditional Use Permit/Variance/Shoreline Permit. Note: Contact
planning department regarding zoning, and parking/landscaping.
Response: Refer to item I-B2, page no. two.
Due to funding limitations and the owners priority to correct code and life
safety deficiencies no parking and landscaping improvements are part of this
construction project.
11. Supply Paved Areas.

July 30, 1990 Plan Review Items
Barrier•Free Requirements
1. Please veri.fy the elevations and slopes from the handicap parking space to the building
entrance to satisfy the handicap requirements.
Response:
All parking and handicapped parking is existing and parking improvements are not part of this
project.
2. Please verify that the door to the women's restroom 101B is a minimum width of 2'-10".
(Section 511(a) of the Regulations for Barrier-Free Facilities).
Response:
Existing door is 3'-0" wide.
3. Please submit to the Spokane County Department of Buildings the current appraised value
of the existing structure and the total construction related costs for the remodel for review.
If substantially remodeled as per Section 420, the handicap requirements of the Regulations
for Barrier-Free Facilities shall be addressed and detailed on the plans. (Door regulations,
lever hardware, 18 inches clearance, etc.).
Response:
The current appraised valuation was provided by Greg Plummer, Director of the Buildings and
Grounds Department, Community Colleges of Spokane.

Occupancy and Exit Comments
1. Please indicate the accupancy separation wall which is required between the welding (H-4) and
sheet metal (B-2) for review. (UBC Table 5-B).

UBC Table No. 5-B requires between a H-4 and B-2 occupancy a one-hour separation.
However, the existing structure has an existing opening between the occupancies, and to
provide a rated separation between the two existing metal and CMU structures at this time
may not be cost effective. Other options that may be considered include but may not be
limited to the following:
1. Reduce clear opening and install rated overhead door. however, detailing a rated
separation partition may not be practical given the different type of structures, the
types of construction, and connection details between the two structures.
2. Provide fire sprinkler system and local fire alarm system in both the adjacent H-4 and
B-2 occupancy and allowing the existing construction to remain as-is.
3. Paint separation partition with one-hour rated coating of intumastic paint.
4. Apply to the separation partition fireproofing coating with a one hour rating.
2. Lock serving the lounge shall be panic hardware. (UBC Section 3318) or post room at
maximum occupant load of 49.
Response:
East Building, Room No. 114; Lounge - Door No. 103 was included as part of Bid Alternate
No. Four which was not accepted. Therefore, no change will be made to this door. '
3. The Spokane County Department of Buildings has a concern about the classrooms located
above the first floor in which only one ex.it stair is shown. The permit file has no record for
remodel of existing structure to school occupancy or second story classrooms. (UBC Chapter
33).
Response:
Areas above the first floor level have existed prior to the beginning of this project and when
these areas may have been constructed is not known. Currently, uses include administrative
classrooms or office areas. The current construction project does not include work in these
areas.
4. The Spokane County Department of Buildings has a concern that corridor 200 does not
provide direct exiting to the stairs shown in break room 207. Eaut systems shall not euit
through adjoining, intervening room. (UBC Section 3303 (e)).
Response:
Currently, this construction project does not include any work in this area.
5. The mechanically operation ventilation system shall be capable of supplying a minimum of 5
cubic feet per minute of outside air with a total circulated of not less than 15 cubic feet per
minute per occupant in all portions of the building. (UBC Section 705). (Offices, classrooms,

6. Areas used for storing or handling of automobiles operating under their own power the
ventilation system shall be capable of exhausting a minimum of 1.5 CFM per square foot of
gross floor area. Connecting offices, waiting rooms, etc., shall be supplied with conditioned
air under positive pressure. (UBC Section 705). (Shops)
Response:
Please refer to attached MW Consulting Engineers correspondence dated August 28, 1990.
7. Please indicate the rise of the steps and handrail height/information for proposed stairs shown
on page A-5 for review (UBC Section 3306). .
Response: Stair Section 5, Detail No. 5; Sheet A-5 indicates a private stau for access from roof No. 205
to the new mechanical equipment platform. No handrail is indicated since only trained
equipment maintenance individuals will be using new door No. 201 to access the mechanical
equipment located on the new mechanical platform directly east of Door No. 201.
CONSTRUCTION COMMENTS
1. Please complete the enclosed critical materials list and return the list for review. Please
submit a clean-up procedure program for review if critical materials are stored or used at the
site. (Double containment and double containment design may be required).
Response:
Please refer to previously submitted critical materials list.
2. All wood framing shall be deleted from the east building to maintain Type II-N Construction
or reclassify the building construction as V-N with a two-hour area separation wall. (UBC
Chapter 5).
Response:
Please refer to attached letter requesting construction type reclassification.
3. Door No. 201 requires a closure which satisies the requirements of UBC Section 4306(f).
Please verify door numbers 107 and 108 closures satisfy UBC Section 4306(f).
Response:
Door No. 201 is scheduled to receive a LCN 4041 closer, hardware group No. 3. This door
will remain locked except when maintenance individuals require to access and service the
mechanical equipment.
East Building
Door No. 107 is scheduled to receive a LCN 4041 closer: Hardware Group No. 5.
Door No. 108 currently is not scheduled to receive a door closer. A door closer that complies
with UBC 4306(f) will be provided same as Door No. 107.

4. Footing shall be a minimum of 3'-0" below finished grade as required by the Spokane County
Ordinance 3.04.080. (Section 3, page A-8).

5. The two hour area separation wall shall extend to the noncombustible roof sheathing. (UBC
Section 505(e) (Detail B, page A-6)
Response:
Separation wall will be extended to the underside of the existing metal roofing.
Structural Comments
1. Please indicate the designed live load of the proposed HVAC platform shown on page A-6.

Response:
East Building, new HVAC platform was designed to support a 400 psf live load.
2. Please indicate if the proposed masonry requires special inspections or is designed in
accordance with the values i.n appropriate tables for non-continuous inspection. UBC Section

Proposed new masonry walls were included as part of Bid Alternate No. Four which was not
accepted.
3. In addition to the inspections required by Section 305, the Owner shall employ a special
inspector during construction on the following types of work:
1. Concrete with a design strength of over 2,500 psi.
Response: Concrete was specified as a standard 3,000 psi/5 sack mix. However,
compressive strength design was based upon 2,500 psi.
2. Structural welding.
Response: Structural welding is not part of this project. .
Please indicate the name of the testing laboratory prior to the release of the permit. Please
submit copies of the reports to the Department of Building and Safety for review. (UBC
Section 306) (Please submit special inspector forms).

Dear Mike,
We have revieYred plan check comments forwarded from Spokane County
Department of Building and Safety. Following are our responses to
mechanical and electrical related items.
OCCUPANCY AND EXIT COMMENTS
The design of the c7assrooms included in the scope of work provide the
minimum of 5 cfm of outside air person and total circulation of 15 cfm
per person. The alternate to add this work was not accepted because of
budget limitations, however.
In the operating engineers area, we refer to UBC Section 702 which, for
vocational shops, says provisions of UBC Sections 905 and 908 apply.
For automotive repair areas, 1 cfm per square foot of general exhaust
and engine stall exhaust of 300 cfm per station is required. These
sections also allow such systems to be omitted if, in the opinion of the
building official, sufficient openings to outdoors are provided to
produce the necessary ventilation. The design provides engine stall
exhaust for four station with 500 cfm per station exhausted. We did not
include general ventilation, and associated make-up air heating
equip-ment, due to budget limitations. In our opinion, th2 large doors,
together with the engine stall exhaust system, will provide adequate
ventilation of the area at least until funding is made available to
provide the general exhaust equipment. Again, however, the alternate to
add the engine stall exhaust system designed was not accepted because of
budget limitations, deferring any ventilation treatment of this area.

ENERGY COMMENTS
Lighting budget calculations for areas included in the scope of work are
enclosed for submittal. The overall lighting budget for these areas is
within Northwest Energy Code requirements.
We have discussed these items with Tom Postlewait of the Department of
Building and Safety. He was aware of the budget situation and mentioned
that negotiations will probably occur between the Department and the
Owner for commitments on support for code items which cannot be afforded

PLAN ADDENDA
The following requirements were noted on the plans and are being
brought to your attention in order that they might be taken into
account during the construction process to avoid unnecessary delays
in the final approval of your project. No plan revisions or other
submittals are necessary to address these items.
~ The floor or landing shall be not more than 1/2 inch lower than the
threshold of the doorway. (UBC Section 3304(h))
~ Exit doors shall be openable from the inside without the use of a
key or any special knowledge or effort. (UBC Section 3304(c)).
Open guardrail and stair railings shall have intermediate rails such
~ that a sphere6 inches in diameter cannot pass through. (UBC
Section 1711)
A sign shall be displayed permanently near or on each required fire
~ door in letters not less than 1 inch high to read "Fire Door - Do
Not Obstruct". (UBC Section 4306(1)).

• two parcels, A and B. Attached is a copy of the application form and

deed so the agreements can be prepared.
3) III.A.1, and 2., Sewage Systems: Adams and Clark is currently working
on updating the underground utility drawings for the two buildings. It
appears that the west building is connected to the city sewer system and
the east building is on a septic tank. I will advise you when the mylar
has been revised.
4) III.A.l.b., Verification of wells: See attached letter dated 1/9/90
from the State Department of Health.
