further, the owner(s) or successor(s) shall retain the right, as suthorized under
RCW 36.88.090, to object to any assessment(s) on the property as a result of the
improvements called for in conjunction with the formation of a RID by either the
petition or resolution method under Chapter 36.88 RCW and to appeal to the Superior
Court the decision of the Board of County Commissioners affirming the final
assessment roll. ,
It is further agreed that at such time as an RID is created or any,Road Itnprovement
Project is sanctioned by Spokane County, the improvements required (curb, sidewalk,
drainage control and paving to existing pavement) shall be at the sole expense of
the undersigned owner, their heirs, grantees and assigns without any monetary participation by Spokane County.
The RID waiver contained in this agreement shall expire after ten (10) years from
the date of execution below. However, at the expiration date the owner(s) or
successor(s) agree to construct the required improvements at their own expense; pay
to Spokane County the then estimated cost of the required improvements to enable the
County to. complete the same; or furnish a bond or other secure method suitable to
the County, providing for or securing to the County the actual construction of the
improvements,-

CALL TO ORDER: The meeting was called to order at approximately
10:05 a.m. by Building and Safety's Code Compliance Coordinator Tom
. Davis, with the following in attendance.

SCOPE/PROJECT DESCRIPTION:
I. General Overview - The applicant is proposing to construct a '
crane structure which will consist of two-five ton bridge cranes.
The applicant would like to do the project in phases.
II. Construction Schedule - The applicant stated that the footings
would be done by this Fall.
SUMMARY OF DEPARTMENTAL REOUIREMENTS:
I. Planning Department (456-2205)
A. Discussion/Requirements
1. The site is zoned restricted industrial.
2. John Pederson stated that the site plan submitted by
the applicant was not to scale.
3. The number of parking stalls is based on the square
footage of the building. Seventeen to eighteen stalls is
required for the building.

4. In a restricted industrial zone, outdoar storage is
not allowed. The storage needs to be inside a building or
a six foot sight-obscuring fence needs to be constructed.
(The existing fence can have slats installed for the
sight-obscuring requirement.)
5. It was stated by the applicant that there would be no
new signs and no additional employees.
B. Permit Release Requirements
1. A revised site plan to scale illustrating the
required parking (parking stalls to be 8 1/2x18 in size),
required setbacks, and the location of the six foot
sight-obscuring fence needs to be submitted for review and
approval.
II. Engineering (456-3600) ,
A. Discussion/Requirements
1. A copy of written comments were given to the
applicant and Building and Safety by Jerry Sims.
2. An RID/CRP agreement on Knox Avenue and Eastern Road
needs to be filed. A copy of the property deed needs to
be submitted for preparation of the RID/CRP agreement.
3. Any new approaches will require approach permits.
B. Permit Release Requirements
1. A drainage plan illustrating elevations, cross
section of the 1120811 , and how the drainage from the new
building will get to the swale area needs to be submitted
for review and approval.
III. Health District (456-6040)
A. Discussion/Requirements
1. It was stated that there is no record of the existing
disposal system. Daryl Way suggested that when excavation
for the footings and foundation takes place, that the
applicant excavate out five feet from the north perimeter
of the proposed building addition and dig a three foot
deep trench for the length of the addition. If the
drainfield is encountered, then alterations will be
necessary and a permit from the Health District is
required.

2. ' A critical materials list will need to be completed.
3. If the proposed use becomes a critical materials
activity and if there is an increase of flow to the
existing sewage system a non-ground disposal system
(holding tank) will be required.
B. Permit Release Requirements
1. The Health District is ready to release upon the
condition that a three foot deep trench be dug along the
north wall of the proposed addition as described in item
A-1 above.
IV. Utilities Department (456-3604)
A. Discussion/Requirements
l. The Utilities Department was not present-and had
no comments relating to the proposed project.
VI. Building and Safety (456-3675)
A. Discussion/Requirements
1. PIan review has been completed and copies of the plan
review letter were sent to the applicant and the architect
and discussed in the meeting.
2. Ken Jeffrey stated that a building permit is valid as
long as an inspection is called for every 180 days. .
3. Z'he plans that were submitted are not complete sets
of plans.
4. Concrete testing is required for the proposed
building unless they want to design it for 2,000
p.s.i. concrete structural strength (see UBC Section 306).
Some of the testing laboratories are Buddinger &
Associates, ABC, and Pittsburgh Testing.
5. Types and brands of lighting for energy requirements
needs to be submitted. A wiring schematic is not
required.
6. The type of exit doors to be used needs to be shown
on plans.
7. The type of ventilation needs to be shown on the
plans.

t B. Permit Release Requirements • 1. Two complete sets of plans, shop drawings, with the
items noted in the plan review letter addressed/clarified
on the plans and/or included as an addendum, must be
submitted for review and approval prior to release of the
permit.
APPLICANT'B COMMENTS/ACRNOWLEDGEMENT:
The applicant acknowledged that all comments/requirements were
understood. The applicant had no further questions at this time
regarding permit requirements.
CORRECTIONS:
To minutes or changes from what appears in the minutes, we should be
notified within one day of your receipt of these minutes.
To plans as required by any or all of the above-listed departments
shall be submitted in sets of 7 to Building and Safety who will then
distribute accordingly to each department.
ADJOURNMENT: There being no further business, Tom Davis thanked the
applicant and the departments for their participation and remindedall that he should be contacted if there are any unforeseen problems
which may arise.
