Gentlemen:
As afallow-up to our letter dated May 170 1988 regarding th,e
drainage requirements for the abvve-referenced address , yaur
contractor, Terry Massi, did contact aur ❑ffice indicating what
changes had been made. at was also stated that a rev~~ed drainage
plan was submitted to the County Engineer's Office for review and
agproval. A search of the Engineer's records could find no record
of a revised pZan being filed.
In order to resolve this ~equirement so that a Certificate of
occupancy can be issued, arevised drainage plan shawing the
as-built drainage facilities, including calculations, needs ta be
submitted to Gary Nelson at the Engineer's Office.

PRE-APPLICATION CONFERENCE
HICO GAS AND GROCERY MART - EAST 6021 TRENT AVENUE
March 4, 1987
CALL TO ORDER: The meeting was called to order at approximately
10:05 a.m. by Building and Safety's Code Compliance Coordinator,
Tom Davis, with the following in attendance:

APPLICANT:
Bruce Woodruff - Robert, Bruce & Woodruff Architects
SCOPE/PROJECT DESCRIPTION:
Applicant is considering the construction of a 2,280 square foot
convenience store, gas island and canopy, and car wash. The car
wash has a wall-mounted car wash brush with a power spray
attachment. The City sewer system will be utilized and a line is
currently stubbed in approximately 400 feet down a private
alleyway at Fancher Road. Plans are to run an eight inch sewer
line to Fancher. The water will also be supplied by the City.
Site drainage will be provided on two areas of the property, one
is an area on the corner of 374 square feet with an 8 inch swale.
The other drainage area has been calculated at 726 square feet
for the canopy, store and the car wash. Plans are to recycle the
water using sand traps.
The current plan shows 12 feet 6 inches between the car wash and
the convenience store. The store will have a seating area of .
approximately 300 square feet in connection with the food
service.
Secondary containment will be provided for the three underground
storage tanks - 1-10,000 gal. and 2-8,000 gal. The tanks will,be

mounted in a cradle and a sealed concrete vault is being designed
with the detectors.
Regardinq utility service by the City of Spokane, it was reported
that the Boundary Review Board had considered the extension and
has granted approval by not evoking jurisdiction.
SUfMMARY OF DEPARTMENTAL R.EQUIRFMENTS :
I. Building and Safety (456-3675)
A. Discussion/Requirements
. l. A permit separate from the structures is required
for the fuel storage tanks.
2. Most types of construction are allowed for the
store. -
3. One hour or non-combustible construction will be
required for the canopy.
4. The exterior wall on the car wash, f rom its
location as shown on the current site plan, will
be required to have a one hour firewall.
5. Tanks under 10,000 gallons are categorically
exempt from threshold determination and SEPA
requirements. The processing of a checklist is
not required unless the applicant chooses to
install tanks exceeding 10,000 gallons. Should a
checklist be processed, a fif teen day review
period is required.
6. A property address will be assigned by this off ice
(address is East 6021 Main).
B. Permit Release Requirements
1. Two complete sets of construction plans needs to
be submitted for review and approval.
II. Engineering (456-3600)
A. Discussion/Requirements
1. Copy of comments were given to the applicant and
Building and Safety by Bob McCann.

2. Scale drawings for site drainage should be
submitted and should show site elevations, finish
floor elevations of buildings and a typical cross
section of the 11208" drainage swale.
3. If the applicant intends to use an 8 inch swale,
it will be necessary for him to submit a cation
exchange analysis of the soils on the site.
4. A driveway approach permit is required from
Spokane County for Dickey Road at the time of
building permit application. Driveway approach
permits to Trent Avenue shall be obtained from the
State of Washington. (Applicant indicated the
approach permits from the State have already been
obtained.)
5. No road improvements are required, although due to
the condition of Dickey Road (several potholes), it is recommended it be repaired.
6. Should curbing be installed or any work on the
right-of-way be done, plans will be necessary
prior to the issuance of permits for roadway
improvements.
7. Any questions should be referred to Gary Nelson.
B. Permit Release Requirements
l. Two separate typical sections shall be submitted
with regards to the drywell and the 208 swales.
2. Approval of 208 drainage plan is required prior to
the release of the building permit.
III. Health District (456-3600)
A. Discussion/Requirements
1. Applicant should contact the City with regards to
pre-treatment on the sewer drainage.
2. Food sales requires licensing.
3. A menu shall be provided to the Health District.
4. Cleanable and seamless ventilation is required.
5. All food service standards as required by the
Health District shall be complied with.
B. Permit Release Requirements
l. Prior to release of the building permit, a
complete set of drawings shall be submitted
showing the finish construction listing, plumbing
and equipment schedules. The equipment schedule
should either include a statement to the fact that
"all equipment will meet NSF Standards" or
equipment model numbers provided.
2. Description of inethod of garbage handling shall be
described on the construction plans.
IV. Planning Department (456-2205)
A. Discussion/Requixements
1. The proposed building is located within the
Restricted Industrial Zone.
2. Parking layouts and setbacks are adequate for the
convenience store only.
3. The support columns of the canopy cannot be closer
than five feet to the property line (applicant
noted that although not indicated on the site
plan, the setback is 5 feet from the property
line).
4. A car wash is permitted within the RI Zone,
providing it complies with the requirements of
Section 4.10.071, Uses Permitted--Automatic Car
Wash and Self-Service Car Wash, of the Spokane
County Zoning Ordinance. The site plan needs to
be revised to reflect a ten foot driveway
surrounding the parking area and car wash
structure. (A copy of this Section was given to
the applicant.)
5. There is a 35 foot height limit for signs. Such
signs must meet setback requirements.
6. Landscaping is not required within the Restricted
Industrial Zone.

The County Engineering Department has reviewed the above-referenced pro-
posal as submitted. Comments are as follows:
(1) Drainage Plan.
A. The drainage plan for the site cannot be reviewed at the scale
submitted. B. If the applicant intends to utilize an eight-inch deep swale, it will
be necessary for him to submit a cation exchange analysis of the soils
o n the site.
C. The drainage plan must show site elevations, finish floor elevations
of buildings and a typical cross section of the "208" drainage swale.
(2) AUroaches.
Approach permits must be obtained from Spokane County for the driveway
approaches to Dickey Road. Permits must be obtained from the State of
Washington Department of Transportation for driveway approaches to Trent Avenue
(SR 290).
