KNOW ALL MEN BY THESE PRESENTS, That August G. and Rose B. Welk, as to an' undivided

being the owners of the following described lands in consideration of Mutual.
Benefits to be hereafter derived do for themselves, their heirs, grantees, assigns ,
and successor(s) in-interekt hereby agree to authorize Spokane County to place their
name(s) on a petition for the--formation of a Road Improvement District (RID) by the petition method pursuant to Chapter 36.88 RCW, which petition includes the owner(s)
property, and further not to object, by the signing of a ballot, to the formation of
a RID by the resolution method pursuant to Chapter 36.88 RCW, which resolution
includes the owner(s) property. If a RID is formed by either the petition or
resolution method, as provided for in Chapter 36.88 RCW, the owner(s) or
successor(s) further agree: (1) that the improvements or construction contempl.ated
within the proposed RID are feasible, (2) that the benefits to be derived from the
formation of the RID by the property included therein, together with the amount of
any County participation, exceeds the cost and expense of formation of the RID, and
(3) that the property within the proposed RID is sufficiently developed. Provided,
further, the owner(s) or successor(s) shall retain the right, as authorized under
RCW 36.88.090, to object to any assessment(s) on the property as. a result of the
improvements called for in conjunction with the formation of'a RID by either the petition or resolution method under Chapter 36.88 RCW and to appeal to the Superior
Court the decision of the Board of County Commissioners affirming the final
assessment roll. .
It is further agreed that at such time as an RID is created or any Road Improvement
Project is sanctioned by Spokane County, the improvements required (curb, sidewalk,
drainage control and paving to existing pavement) shall be at the sole expense of
thz undersigned owner, their heirs, grantees and assigns without any monetary
participation by Spokane County. . ,
The RID waiver contained in this agreement shall expire after ten (10) years from
the date of execution below. However, at the expiration date the owmer(s) or
successor(s) agree to construct the required improvements at their own expense; pay
to Spokane County the then estimated cost of the required improvements to enable the
County to complete the same; or furnish a bond or other secure method suitable to
the County, providing for or securing to the County the actual construction of the
improvements.
The above conditions and covenant apply to the following described property:
Block 21, EAST SPOKANE, according to plat recorded in Volume "B" of Plats,
Page 41, in Spokane County, Washington. In Section 13, Township 25 North,
Range 43 East, W.M.; EXCEPT the South 207 feet thereof.

MINUTES
PRE-CONSTRUCTION CONFERENCE
NORTH 512 FANCHER ROAD - OFFICE BUILDING RELOCATION
AUGUST 29, 1988
CALL TO ORDER: The meeting was called to order at approximately
10:00 a.m. by Building and Safety's Code Compliance Coordinator,
Tom Davis, with the following in attendance:

APPLICANTS:

SCOPE/PROJECT DESCRIPTION:
I. General Overview - Proposed is the relocation of an existing
1,793 square foot office building. Currently located at the
corner of Alki and Fancher Roads, the 35-1/2' x 50-1/2' building •
will be moved approximately 400+ feet to the east, a point which
is closer to the center of that same property. Access will then
be provided only from Alki. The applicant a-sked that a new
street address be issued off of Alki.
Although records indicate there may be an on-site sewage
disposal system near the proposed building-location, nothing
definite has been found and, therefore, any old systems will be
abandoned and a new septic tank/drainfield will be installed.
Panco Construction will be the general contractor for the
proposal, with Catlow as the subcontractor.
-SUMMARY OF DEPARTMENTAL REOUIREMENTS: ,
I. Planning Department (456-2205)
A. Discussion/Requirements 1. This site is zoned Manufacturing.

2. After discussions on the use of the relocated
building as an office building, it was determined that the 5
parking stalls shown will be adequate.
3. Setbacks as shown on the site plan are adequate.
4. Although no signs are proposed/foreseen at this
time, any future signs will require permits and must conform
to the requirements of the Manufacturing Zone.
5. Any storage of critical materials must be in
compliance with ASA Overlay Zone standards.
6. Landscaping must be within 60 feet of the
landscape feature. (This was shown on the site plan and is
adequate.)
B. Permit Release Requirements
1. The Planning Department released their portion of
the building permit at the meeting.
II. Engineering (456-3600)
A. Discussion/Requirements
1. The drainage plan as submitted to the Engineer's
Office by the applicant was returned at the meeting with
comments needing addressed prior to release of the permit.
In addition, a copy of written comments were given to the
applicant and Building and Safety by Gary Nelson. Any
questions by the applicant should be forwarded to Jerry
Sims.
2. Because of new access being provided on Alki;
a) An RID/CRP Agreement needs to be recorded - a
copy of the deed needs to be sent to the Engineer's
office in order to prepare the agreement.
b) An approach permit will be required.
B. Permit ReZease Requirements
1. A revised drainage plan needs to be submitted and
approved prior to release of the permit, along with an
RID/CRP Agreement recorded and an approach permit obtained
for Alki.

III. Health District (456-6040)
A. Discussion/Requirements
1. Health District records for this site are not
clear as to the location of on-site sewage disposal systems.
As such, the proposal for a new system is appropriate. A
minimum system will provide for 16 person shifts per day and
is adequate.
2. The drainfield area needs to be protected from
vehicular traffic.
3. If a hard surface is proposed over the septic
tank, the Health District asks that a riser with a ring be
put in to grade.
4. The owner needs to be informed that the Health
District needs to see the drainfield.
5. There were questions raised as to whether a ULID
Statement should be required or not. Standards state that
one be signed with any new construction. Because the
proposal is to relocate an existing building, it was not
certain whether that is determined as "new construction."
(Tom Davis noted that the Utilities Department is requiring
a ULID Statement.)
B. Permit Release Requirements
1. A permit for a sewage disposal system is required.
2. The Health District needs to see the drainfield
area.
3. A ULID Statement can be submitted through the
Health District.
4. Should the owner wish to begin construction as
soon as possible, the Health District will release the
permit for footings/foundations only.
IV. Utilities Department (456-3604)
A. Discussion/Requirements
1. The Utilities Department were not present at the
meeting but submitted comments stating that a ULID Statement

is required for this project - double plumbing will not be
required as the sewer is not being proposed for that area in
the foreseeable future.
V. Building and Safety (456-3675)
A. Discussion/RequirPments
1. Ken Jeffrey reviewed that submitted plans, with
the only concern being whether or not the building was of
rigid steel frame or not. Because the architect was not
sure either, he stated that hair pins will be installed at
the foundation. This is acceptable with Building and
Safety.
2. Fire District No. 1 stated that the existing fire
hydrant located on Alki is adequate for this project,
although any additions to this building or improvements in
the other "existing" building will require further review by
the fire district.
B. Permit Release Requirements
1. Building and Safety released their portion of the
permit at the meeting.
APPLICANT'S COMMENTS/ACKNOWLEDGEMENT:
The applicant acknowledged that all comments/requirements were
understood and had no further questions at this time regarding
permit requirements.
CORRECTIONS:
To minutes or changes from what appears in the minutes, we should
be notified within one day of your receipt of these minutes.
To plans as required by any or all of the above-listed
departments shall be submitted in sets of 7 to Building and
Safety who will then distribute accordingly to each department.
ADJOIIRNMENT: There being no further business, Tom Davis thanked
the applicant and the departments for their participation and

reminded all that he should be contacted if there any unforeseen
problems which may arise.
