I n support of th i s request, we submit the following points for your consideration: 1. The installation of curbs and sidewalks is inconsistent with the development throughout the area. An an example, the Un ited Parcel Serv ice fac i 1 i ty d i rectl y east of the proposed pro ject has no curbing or sidewalk improvements. 2. The area i s rel at i vel y f 1 at and/or ground slopes are m i n imal . Roads in the area. Desmet, Bradley (adjacent to the proposed site), etc. are drained by ditches. Spokane County standards require a two-foot (21) ditch section. The lack of ground slope makes the transition from this ditch section to a gutter sect ion d i ff icult and exceed i ngl y costl y. Ground s lopes of four to five percent (4-5%) minimum are required to effectively provide this transition. General Overview - The applicant is proposing to construct a 22,600 square foot "truck tire center" on a three (3) acre site. It will consist of a service bay area (strictly tire service), which will be 3,600 square feet, a off ice area, which will be 2,400 square feet, a warehouse, which will be 2,400 square feet, and a retread area, which will be 7,000 square feet. It should be noted that SEPA has been completed and circulated. The fifteen (15) day review period has expired and }here were two responses, one from Air Pollution Control, with standard comments and also a Notice of Construction and Application for Approval for the boiler and the tire buffer may need to be submitted. Mabel Caine, with Air Pollution Control, is the contact person (456-4727). The second response was from the Engineer's Department, which was to be discussed with the applicant later in the conference. . II. Construction Schedule - The applicant wants to start construction in January. (See applicant's comments/acknowledgement.) - 1 - ~ r SUMMARY OF DEPARTMENTAL.RFQUIREMENTS: I. Planning Department (456-2205) , A. Discussion/Requirements l. The site is zoned Restricted Industrial. It is part of the Burlington Northern Industrial Park plat. 2. The outside storage area needs to have a sight-obscuring fence. 3. The project shall be in compliance with the ASA Overlay standards. 4. The setbacks and parking illustrated on the site plan are in compliance with the zoning ordinance. 5. Any storage of trucks and/or vehicles and finished products shall be indoors or within a 6 foot sight-obscuring fence. B. Permit Release Requirements l. Planning Department is ready to sign off the permit. II. Engineering (456-3600) A. Discussion/Requirements 1. A copy of comments were given to the applicant and ' Building and Safety by Gary Nelson. 2. In response to the SEPA checklist, widening, curbing, and sidewalks installed on Bradley Road shall be completed per the County Road Standards. There were some concerns with the widening of Bradley Road and the drainage situation. A Design Deviation Request may be submitted for the purpose of the road improvements on Bradley Road required. 3. Comments were written on the drainage plan by Gary Nelson, Engineer's Department, suggesting to use the bowstring method for the purpose of eliminating some of the dry wells. 4. Your contact person with the County Engineer's Department will be Gary Nelson. - 2 - r B. Permit Release_Requirements l. Drainage plazs ne`ed to be submitted for review and approval. 2. ppproach permits for Bradley Road need to be obtained. III. Health District (456-6040) A. Discussion/Requirements 1. A critical materials list will be provided for the Health Department. 2. A 1,000 gallori septic tank and 150 feet of standard drainfield is shown on the plan. If the soil conditions show to be adequate, at 1.2 gallons per square feet, then there will be enough drainfield to accommodate 20 employee shifts per day. If three (3) foot wide trenches are used rather than two (2) foot wide trenches, then it can be increased to 30 employee shif ts per day. 3. There will be one (1) floor drain in the boiler room. Applicant is proposing to use a dry well for the drain. A design needs to be submitted the Department of Ecology which can be handled through the Health Department. Applicant agreed to raise the drain off the f loor. 4. Curbing, logs, or bumpers, shall be installed along the paving on the south property line to protect the 3rainfield area. 5. A riser to grade will be required to allow for inspection of the septic tank. B. Permit Release Requirements l. An application for a sewage system permit needs to be obtained. Along with the permit a ULID Statement will be given to be signed by the owner(s) of the property and returned with the application. IV. Utilities Department (456-3604) A. Discussion/Requirements l. Utilities Department was not present. However, comments were given to Building and Safety's, Tom Davis, prior to the conference. ' . B. Permit Release Requir.ements l. A ULID statement must be signed by the applicant. The ULID statement may be obtaified from the Health Department. 2. Double plumbing needs to be installed as shown on the plan. V. Building and Safety (456-3675) A. Discussion/Requirements 1. Plan review has been completed by Building and Safety's, Tom Postlewait. A plan review letter has been given to the applicant. There are two (2) parts to the letter, the first part can be addressed by addendum or new plans and the second part can be attached to the plans. 2. The boiler shall be inspected by the State prior to operation. Cross connection devices shall be installed on the boiler and lawn sprinkler system. 3. Paul Chase, with Fire District #l, has been in contact with the water district regarding the location of the hydrant on Bradley Road. The f ire hydrant may need to be repositioned on the curb. 4. A knox-lock needs to be installed on the gate accessing to the existing fire hydrant. 5. Group H Occupancy's of 200 or more square feet requires 2 exits. B. Permit Release Requirements l. A revised set of plans needs to be submitted for review and approval. APPLI CANT' S CONIlKIIJTS / ACRNOWLEDGEMENT The applicant acknowledged that all comments/requirements were understood and had no further questions at this time regarding permit requirements. The applicant requested an "Early Start" for the project. The Engineer's Department stated that they would need grade elevations from the plans. - 4 - t w The Health Department would need a re8ponse from the Department of Ecology on tne design of the floor drain. All other departments were ready to approve the request.
