Re: Conditions for Issuance of Building Permit (BL0-04-04233) at 18917 East Riverwalk Lane
The Current Planning Division has reviewed the building permit application for BLD-04-04233 that
proposes the construction of a single-family residence at 18917 East Riverwalk Lane further identified
as Lot 3 of Block 1 of the Riverwalk Final Plat, 11 Addition. Pursuant to the recorded final plat (Book
28, Page 7, September 4, 20021 for this Addition, the rear portion of this lot measuring sixty-five (65)
feet inward from the rear property is located within the designated two-hundred (200) shoreline
boundary of the Spokane River. The shoreline designation for this subject lot is Pastoral. Spokane
Counlys June 20, 2000 Plat Extension Approval limited the building of structures including fences
within this designated shoreline portion of the property shall be limited. The recorded final plat further
notes that the construction of structures including fences and the changing of natural vegetation
within the designated shoreline area of the lot shall not be authorized. Therefore, in order to conform
to previous decision-making for the platting of the Addition as well as with the City's adopted
Shoreline Program the Current Planning Division will require the following conditions of approval be
complied with for the issuance of BLD04-04233:
1 . There shall be no earth movement or stockpiling of material within the designated shoreline area
during any portion of the on-site residential construction.
2 A construction fence or imlar approved barrier shall be installed along the entire horizontal
boundary of the designated shoreline area closest to Riverwalk Lane prior to any on-site
construction and shall be maintained at the property until the certificate of occupancy is issued.
3. There shall be no construction of structures including any and all accessory structures within the
designated shoreline area of the subject property.
4. There shall be no removal or change in the current natural vegetative cover within the designated
shoreline portion of the subject property.
5. Prior to issuance of certificate of occupancy. a title notice shall be prepared and submitted to the
Current Planning Division containing conditions of approval nos. 3 and 4 above. Prior to issuance
of certificate of occupancy, and following the Current Planning Division's approval of the title
notice language. the title notice shall be recorded against the subject property with the Spokane
County's Auditor's Office. A copy of the recorded title notice shall be submitted to the Current
Planning Division prior to issuance of certificate of occupancy.
