PRE-CONSTRUCTION CONFERENCE
EAST 6625 BROADWAY AVENUE
MAY 15 , 1989
CALL TO ORDER: The meeting was called to order at
approximately 10:00 a.m. by Building and Safety's Code
Compliance Coordinator Tom Davis, with the following in _
attendance.

SCOPE/PROJECT DESCRIPTION:
I. General Overview - Proposed is the construction of a
2680 square foot Zip's Restaurant. The applicant would
like to begin construction as soon as possible.
SUMMARY OF DEPARTMENTAL REQUIREMENTS:
I. Planning Department (456-2205)
A. Discussion/Requirements
1. There are 35 parking stalls illustrated on
the site plan. The required amount of parking
for the proposed project is 28 stalls. The
amount of parking illustrated is adequate.
2. All parking stalls shall be located within 60 -
feet of a landscape feature which shall be
not less than 32 square feet in area.
3. Signage may be specified at a later date. A
separate permit must be obtained for new
signs on the proposed project.

B. Permit Release Requirements
1. A landscape plan shall be submitted for
review and approval. Also an estimate from a
nursery indicating type, quantity, and size
at time of installation along with a
promissory letter from the applicant stating
. that the landscaping will be installed needs
to be submitted.
II. Engineering Department (456-3600)
A. Discussion/Requirements
1. An approach permit must be obtained from the
County Engineering Department for a driveway
approach to Broadway Avenue.
2. All required sidewalk construction within the
Public Road Right of Way is to be completed
prior to the release of the building permit
or a bond in the amount estimated by the
County Engineer to cover the cost of
construction or improvements shall be filed
with the County Engineer.
3. Your contact person at the County Engineering
Department is Jerry Sims.
B. Permit Release Requirements
l. An RID/CRP agreement on Mallon Avenue needs
to be recorded. Also please submit a copy of
' a recorded deed for the subject property so
that the RID/CRP Agreement can be processed.
2. Please address the comments on the drainage
check print and return it to the County
Engineering Department.
III. Health District (456-6040)
A. Discussion/Requirements
1. The applicant has applied for an on site
sewage system permit.
2. The existing on site sewage system will need
to be located and ab3ndoned,
3. Double plumbing and a ULID Agreement will be required for the proposed project. The Health
District and the County Utilities Department
will indicate the route for double plumbing.
4. All construction debris must be disposed of
in a licensed landfill.
B. Permit Release Requirements
1. Please submit a complete set of plans for
review and approval. The current review fee
is $30.00 an hour and is payable prior to
occupancy.
2. A copy of a menu, a f loor plan, room finish
schedule, and equipment specifications
(model, size, and make) need to be submitted
for review and approval for full release of
the building permit.
IV. Building and Safety (456-3675)
A. Discussion/Requirements
l. Plan review for the proposed project has been
completed and a plan review letter will be
sent to the applicant. Tom Postlewait met
with the applicant prior to the meeting to
discuss requirements for the proposed
project.
2. Fire District No. 1 will require the
installation of one hydrant to be located on
the north side of Broadway Avenue. The fire
f low for the proposed project is 1750 gpm.
B. Permit Release Requirements
1. Please submit two complete revisEd sets of
plans for review and approval.
APPLICANT'S COMMENTS/ACKNOWLEDGEMENT:
The applicant asked John Harrington of the Planning
Department what would be required for landscaping on the
proposed project. John Harrington said that he would talk
with Steve Horobiowski of the Planning Department and get
back to the applicant.
CORRECTIONS:
To minutes or changes f rom what appears in the minutes, we
. should be notified within one day of your receipt of these
minutes.
To site plans as required by any or all of the above-li.sted
departments shall be submitted to Building and Safety who
will then distribute accordingly }o those departments.

ADJOURNMENT: There being no further business, Tom Davis
thanked the applicant and the departments for their
participation and reminded all that he should be contacted
if there are any unforeseen problems which may arise.

SITE FLAN AND GENER.AL COMMENTS
1. We will continue to work with the various
departments forreview and approval of our
pro ject .
2. Fire District #1 has indicated that one additional hydrant in front of the building is
necessary. Please see enclosed Addendum #1.
No indication as to the timing wae given. We
. will check with the Fire District.
BARRIER FREE REQUIREMENTS .
1. Stripes will be painted on the walkway
adjacent to the handicap parking spaces-to
indicate the full width of the stall, in this case 14 feet. Please see attached Addendum
#1.
2. The slope at the handicap spaces will be

.-12. Sheet A-l, "A"Bection @ Interior Steel Stair: ' a. Revise to be 15 equal-risers.at 7" = 8'-9" and 14 equal

b. Revise handrail at bottom to extend 11-11" beyond bottom
nosing. .
13. At low ceilings at Drive-thru 100, Drive-thru 114, Entry 110,

14. Masonry.Clarification: All brick veneer shall be installed
in strict accordance with-UBC Chapter 30 and UBC Standard 38--

15. Provide minimum R-5 rigid inaulation on exterior of basement
walls to a depth of 4'.
16. Relocate roof downspouts to be at the east and west corners
of the north wall. Move sidewalk leading to Door 01 12"
north and direct flow of water in downspouts east and west to
208 swales. Roof drai nage is not to be directed to sod area
north of building.

COMMITMENT CONDITIONS AND STIPULATIONS
1. The term mortgage, when used herein, shall include deed of trust, trust deed, or other security instrument.
2. If the proposed insured has or acquires actual knowledge of any defect, lien, encumbrance, adverse claim or other matter affecting
the estate or interest or mortgage thereon covered by this Commitment other than those shown in Schedule B hereof, and
shall fail to disclose such knowledge to the Company in writing, the Company shall be relieved from liabiliry for any loss or
damage resulting from any act of reliance hereon to the extent the Company is prejudiced by failure to so disclose such know-
ledge. If the proposed insured shall disclose such knowledge to the Company, or if the Company otherwise acquires actual
knowledge of any such defect, lien, encumbrance, adverse claim or other matter, the Company at its option may amend Schedufe
B of this Commitment accordingly, but such amendment shall not relieve the Company from liability previously incurred pur-
suant to paragraph 3 of these Conditions and Stipulations.
3. Liability of the Company under this Commitment shall be only to the named proposed insured and such parties included under
the definition of insured in the form of policy or policies committed for and only for actual loss incurred in reliance hereon in
undertaking in good faith, (a) to comply with the requirements hereof, or (b) to eliminate exceptions shown in Schedule B, or
(c) to acquire or create the estate or interest or mortgage thereon covered by this Commitment. In no event shall such liability
exceed the amount stated in Schedule A for the policy or policies committed for and such liability is subject to the insuring

WASHINGTON STANDARD LOAN POLICY (12-1-88)
1. (a) Any law, ordinance or governmental regulation (including but not limited to building and zoning laws, ordinances, or regulations) restricting,
regulating, prohibiting or relating to (i) the occupancy, use, or enjoyment of the land; (ii) the character, dimensions or location of any improve-
ment now or hereafter erected on the land; (iii) a separation in ownership or a change in the dimensions or area of the land or any parcel of
which the land is or was a part; or (iv) environmental protection, or the effect of any violation of these laws, ordinances or governmental
regulations, except to the extent that a notice of the enforcement thereof or a notice of a defect, lien or encumbrance resulting from a
violation or alleged violation affecting the land has been recorded in the public records at Date of Policy.
(b) Any governmental police power not excluded by (a) above, except to the extent that a notice of the exercise thereof or a notice of a defect,
lien or encumbrance resulting from a violation or alleged violation affecting the land has been recorded in the public records at Date of Policy.

AMERICAN LAND TITLE ASSOCIATION LEASEHOLD OWNER'S POLICY (6-1-87)
1. (a) Any law, ordinance or governmental regulation (including but not limited to building and zoning laws, ordinances, or regulations) restricting,
regulating, prohibiting or relating to (i) the occupancy, use, or enjoyment of the land; (ii) the character, dimensions or location of any improve-
ment now or hereafter erected on the land; (iii) a separation in ownership or a change in the dimensions or area of the land or any parcel
of which the land is or was a part; or (iv) environmental protection, or the effect of any violation of these laws, ordinances or governmental
regulations, except to the extent that a notice of the enforcement thereof or a notice of a defect, lien or encumbrance resulting from a violation
or alleged violation affecting the land has been recorded in the public records at Date of Policy.
(b) Any governmental police power not excluded by (a) above, except to the extent that a notice of the exercise thereof or a notice of a defect,
lien or encumbrance resulting from a violation or alleged violation affecting the land has been recorded in the public records at Date of Policy.
2. Rights of eminent domain unless notice of the exercise thereof has been recorded in the public records at Date of Policy, but not excluding from
coverage any taking which has occurred prior to Date of Policy which would be binding on the rights of a purchaser for value without knowledge.
3. Defects, liens, encumbrances, adverse claims or other matters:
(a) created, suffered, assumed or agreed to by the insured claimant;
(b) not known to the Company, not recorded in the public records at Date of Policy, but known to the insured claimant and not disclosed in writing
to the Company by the insured claimant prior to the date the insured claimant became an insured under this policy;
(c) resulting in no loss or damage to the insured claimant;
(d) attaching or created subsequent to Date of Policy;
(e) resulting in loss or damage which would not have been sustained if the insured claimant had paid value for the estate or interest insured
by this policy.

court of record.
3. Rights or claims of persons in possession, or claiming to be in possession, not disclosed by the public records.
4. Material or labor liens, or liens under the Workmen's Compensation Act not disclosed by the public records.
5. Water rights or matters relating thereto.
6. Any service, installation or construction charges for sewer, watef electricity, or garbage removal.
7. Mining claims, reservations or exceptions in Patents or in Acts authorizing the issuance thereof.
8. General taxes not now payable; matters relating to special assessments and special levies, if any, preceding the same becoming a lien.
9. Right of use, control or regulation by the United States of America, in the exercise of powers over navigation.
10. Any prohibition of or limitation of the use, occupancy or improvement of the land resulting from the rights of the public or riparian owners to
use any portion which is now or has been formerly covered by water.

1. Underground easements, servitudes or installations of which no notice is of record.
2. Water rights or matters relating thereto.

5. General taxes not now payable; matters relating to special assessments and special levies, if any, preceding the same becoming a lien.
