MICHAEL HUFFMAN being first duly sworn on oath deposes and says that he is the EDITOR of the Spokane Valley News
Herald, a weekly newspaper. That said newspaper is a legal newspaper and it is now and has been for more than six months prior
to the date of publication hereinafter referred to, published in the English language continually as a weekly newspaper in Spokane
County, Washington, and it is now and during all of said time was printed in an office maintained at the aforesaid place of
publication of said newspaper, which said newspaper had been approved as a legal newspaper by order of the Superior Court of
the State of Washington in and for Spokane County. That the following is a true copy of a Legal Notice as it was published in
regular issues commencing on the 2nd day of February, 2018, and ending on the 2nd day of February, 2018, all dates
inclusive, and that such newspaper was regularly distributed to its subscribers during all of said period:

Proposal Description:
City initialed non -project actions associated
with the City's annual comprehensive plan
amendment cycle. The City inadvertently
bisected various parcels with land use des-
ignations/zoning during the 2016 major
update; the CPA action will correct the
error as follows:
CPA -2018-0005: Proposal to expand
Neighborhood Commercial (NC) designa-
tion and zoning to eliminate split zoning
of parcel and
CPA -2018-0006: Proposal to expand In-
dustrial Mixed Use (IMU) designation and
zoning to eliminate split zoning of parcel.

Lead Agency: City of Spokane Valley
Pursuant to Title 21 (Environmental Con-
trols) of the SVMC, the lead agency for this
proposal has determined that it does not
have a probable significant adverse impact
on the environment. An Environmental Im-
pact Statement (EIS) is not required under
FICW 43.21C.030(2)(c). This decision was
made after review of a completed environ-
mental checklist and other information on
tile with the lead agency. This information
is available to the public on request.
Determination: This DNS is issued under
WAC 197-11-340(2); the lead agency will
not act on this proposal for 14 days from
the date issued.

Appeal: An appeal of this determination
shall be submitted to the Community & Pub-
lic Works Department within fourteen (14)
• calendar days atter the date issued. The
appeal must be written and specific factual
objections made to the City's threshold
determination. Appeals shall be conducted
in conformance with Spokane Valley Munici-
pal Code (SVMC) 17.90 Appeals, and any
required fees pursuant to the City's adopted
Fee Schedule shall be paid at the time of
appeal submittal. Pursuant to WAC 197-11-
660, appeals shall be limited to a review of
a linal threshold determination.
